What is a ticket to kindergarten?
A permit to a preschool educational institution is a document issued by the Ministry of Education of the municipality in which you are registered.
Only those parents who joined the electronic queue to receive it receive vouchers. You can get in line by submitting an application either to the MFC or through the public service portal.
It contains basic information about the baby - full name, date of birth, as well as information about the preschool educational institution where the baby is enrolled.

Legal basis
The procedure for admission to preschool education institutions is regulated by the following laws:
- Federal Law No. 273 “On Education in the Russian Federation” in the latest edition dated August 3, 2018. According to experts, this edition regulates all aspects of education, including preschool, as clearly and effectively as possible.
- Order of the Ministry of Education and Science of the Russian Federation N 293 “On approval of the Procedure for admission to training in educational programs of preschool education” dated 04/08/2014.
Those issues that are not regulated must be resolved locally.
First visit to the preschool educational institution
So, the ticket is in hand. How long is the voucher valid? It is valid for only 14 days (usually the validity period is indicated on the voucher itself).
During this period, you need to collect all the necessary documents and submit them to the preschool educational institution, to the head.
It’s better to try to get there within the first three days, so that the kindergarten already knows about you and you have time to pass the medical examination.
Required documents for admission:
- voucher to kindergarten;
- application (written on the spot);
- passport of the parent or guardian;
- child's birth certificate;
- certificate of available benefits (if any);
- child's medical record;
- vaccination certificate;
- medical insurance;

Copies of all documents should be made.
As a rule, all medical documents are drawn up after a meeting with the manager. Your pediatrician will notify you about the doctors and tests required to pass the commission. Typically, passing a medical commission does not exceed 2 weeks.
At the meeting, you draw up an agreement on the provision of educational services , after signing which your child is considered enrolled in kindergarten.

Which group can I enroll my child in?
There are five groups in preschool institutions, the principle of their distribution is based on age. Depending on the age of the child, he is determined, for example, to be the youngest.
- Nursery group - for children who have not yet turned 2 years old. This group is for very young children whose parents are forced to go to work.
- The first junior group is for children from 2 to 3 years old.
- The second younger group is for children from 3 to 4 years old. The most frequently selected group, mainly children are sent to preschool within this age range.
- The middle group is for children from 4 to 5 years old.
- Senior group – for children from 5 to 7 years old. Usually people are sent to such a group for the purpose of specific preparation for school; it is also the most popular.
What to do if the referral is overdue?
There are situations when it is not possible to meet with the head of the kindergarten within the specified time frame, so the voucher becomes overdue. Here's what to do in this case:
- if you have good reasons why you missed the deadline, you need to provide relevant documents confirming your reason (medical certificate).
However, if you are too late, your voucher may already be transferred to another child, even if your reason is valid. - if it is impossible to present documents, then you should go to the manager and ask her a question about your further actions.
- if your ticket was not given to another child, you will be enrolled in kindergarten (most likely retroactively). You shouldn’t hope too much for this, especially if you are overdue for more than 3 days.
- if the voucher was transferred to another child, contact the Education Department in your area, they will give you a new voucher if there are places available, if there are no places, then you will be put back in line.
If possible, you should try not to miss the required deadline and do everything within the specified period of time, this way you will avoid many problems.
Procedure for submitting an application electronically:
Preparatory stage
An application for a voucher should be submitted as early as possible .
Ideally, immediately after receiving the child’s birth document. There is a catastrophic shortage of places in preschool educational institutions, so it is unlikely that you will be able to place your child in kindergarten right away.
However, if the child has reached 3 years of age or has already attended a child care facility, then he will definitely be given a free place, as he will be placed on a preferential queue. In addition, the following children have the right to priority enrollment in preschool educational institutions:
- orphans or left without care;
- disabled people;
- from large families;
- civil servants;

You can confirm your status as a real person by uploading scans of your documents to the portal, and then going through identity verification in one of 4 ways:
- through online accounts of Tinkoff or Post-Bank banks;
- at the service center (MFC) and partner organizations;
- at Russian Post;
- via email.

What documents will be needed?
To register for kindergarten through State Services, you will need the following documents:
- passports of both parents;
- birth certificate of the baby;
- registration (temporary registration is also suitable, it is legally equivalent to permanent registration);
- confirmation of benefits;
- medical report if the baby needs to be sent to a rehabilitation or correction group;
- application (filled in automatically).
If the child is under guardianship or adopted, then documents confirming the status of his legal representatives will also be needed.
REFERENCE! Since the documents are sent through the government services website, you will need to prepare either scans or photos of the documents.
They must be made in *jpg format (please note that *jpeg is not accepted!) or *pdf with a resolution of at least 200 DPI. In this case, the volume of one document should not exceed 3.5 MB.
Each scan must be easy to read, all letters and numbers must be clearly visible. Text corrections, shading, highlighting, lightening, etc. are not allowed. The most that can be done is to adjust the clarity so that the inscriptions are clearer.
Recording process
In order to submit an application through the government services portal, you must follow the following procedure:
- go to the website https://www.gosuslugi.ru and log in;
- Click on the “Services” section, scroll down the page until the “Education” category appears, then select “Kindergarten enrollment”;
- click on the “Fill out the application” column;
- check your personal data (they will be taken from the documents available to the system)
- choose who you are to the child - a parent or guardian;
- fill in all the information about the child, including information from his birth certificate;
- indicate your residence address and residence address;
- indicate the three nearest kindergartens where you want to receive a referral;
- tick the special checkbox if you want to get a ticket anyway, even in another garden, if there are no places available in the places you have chosen at the time of submitting your application;
- select the date of your desired enrollment (take into account the age of the child);
- indicate if there are any benefits and if so, indicate the number of the supporting document;
- drag the required scans to the special field to attach them to the application;
- click send.
Your application will now go into pending mode.

Sometimes parents make a rash decision and send their child to kindergarten too early .

In Moscow, when preschool institutions are merged, your number in the queue may move back, do not rush to blame corrupt officials for this. This phenomenon is absolutely normal, and government officials have nothing to do with it. These are the children of beneficiaries.
How to get to kindergarten without vaccinations?
