Communal housing has a special status - citizens who are not members of the same family live under one roof. Is it possible for a third party or relative to register in a communal apartment and is it necessary to obtain the consent of neighbors?
✅ What features does registration in a communal apartment have?
Both owners and tenants can live in a communal apartment at the same time. After Resolution No. 25-P of November 3, 1998 allowed the privatization of rooms in communal apartments, many municipal housing tenants received ownership rights to their part of the property. There were also those who did not take advantage of the granted right. Regardless of legal status, all residents have equal rights to common property - everyone uses the corridor, bathroom, kitchen by mutual agreement or by court decision (if agreement cannot be achieved). The share in the common property is not allocated even after the privatization of the room.
Legal status influences the specifics of the procedure. The rules for registering citizens at the place of residence and place of stay are regulated by Federal Law No. 5242-1, RF PP No. 713.

✅ If the tenant of municipal housing registers
Municipal property is owned by the municipality, not the residents (they are the tenants). Long-term (over 90 days ) residence in such an apartment without registration will result in a fine. The grounds for registration are regulated by the Housing Code of the Russian Federation (Article 70, Chapter 8).
