Department of Economic Policy and Development of the City of Moscow “On the adjustment for 2020-2023 of the established long-term tariffs for drinking water (drinking water supply), process water and sanitation for the Mosvodokanal joint-stock company, tariffs have been established for 2021.
Tariffs for drinking water and sanitation provided to Moscow residents are divided into 3 groups of consumers:
- Population.
- Other consumers.
- Organizations of water supply and sewerage services in the region.
Plus three percent
Let's start with the fact that only utility tariffs have increased since July 1, while housing tariffs have remained the same.
That is, the city will continue to pay for the maintenance of garbage chutes and elevators, cleaning of entrances, routine repairs, etc. at the old prices - they will not change this year, since they increased on January 1. But you will now have to pay 3.68% more for utilities. This decision was made back in December, and the federal authorities set the maximum indexation level for the capital at 5%, but the city kept growth at the level of inflation. The capital's Department of Economic Policy and Development, at the request of RG, carried out calculations. We took a hypothetical family of three living in an apartment with a gas stove with an area of 64 square meters and paying utility bills according to the meters. It turned out that after the July increase, the increase in payments for the entire family will be almost 200 rubles, or 64 rubles. 01 kop. per family member. The figure, however, may change slightly, since the new gas tariff is not yet known exactly - the decision on it is made by the Federal Antimonopoly Service, for now the price tag remains the same.
The calculations are, of course, very approximate, since everything depends on the volume of consumption. If you take a bath twice as often this month, you will pay much more, and if you start saving, you may not feel the tariff increase. In addition, all resources will rise in price differently. Cold water and sewerage in total will increase in price by 4.5% from 70 rubles. 05 kop. up to 73 rub. 20 kopecks per cubic meter. Hot water will rise in price by 3.6% from 198 rubles. 19 kopecks up to 205 rub. 15 kopecks Electricity will cost different owners of gas and electric stoves. With a single-rate counter, the former will pay 3.5% more, and the latter - 4.7%. This has been happening over the past years in order to equalize tariffs for owners of different stoves.
Two-part tariff
In accordance with the amendments made by Decree of the Government of the Russian Federation dated February 14, 2015 No. 129 to the Rules for establishing and determining standards for the consumption of utility services, approved by the RF Government of the Russian Federation dated May 23, 2006 No. 306, state authorities of the constituent entities of the Russian Federation when establishing standards for the consumption of utility services for hot water supply (hereinafter - DHW) have the right, and from 2021, are required to approve standards for cold water consumption for the provision of public services for hot water supply in residential premises and standards for the consumption of thermal energy for heating cold water for the provision of public services for hot water supply.
That is, the previously used “coefficient”, which allows us to determine the volume of heat content in the hot water supply, is now quite officially called the standard for the consumption of thermal energy for heating cold water for the provision of public services for hot water supply. At the same time, the volume of heat energy calculated on the basis of this standard and the volume of hot water consumed by a specific consumer is precisely indicated in the line “DHW heating”.
According to Rules 354 (as amended by RF PP dated 02/14/2015 No. 129), the cost of hot water supply is calculated by summing up the cost of two components - the cost of the coolant (directly the water itself) and the cost of heat spent on heating this water to the required temperature (“DHW heating”) .
Additionally, it is worth noting that if DHW is produced inside the house using a heat exchanger (or boiler), then the amount of heat energy spent on “heating up DHW” is calculated based not on the standard heat energy consumption, but on the actual heat consumed (or other utility resource spent on heating ).
Benefits on site
All benefits existing in Moscow for paying for utilities remain unchanged - they are used by 52 categories of citizens, or more than 4 million people, that is, every third resident of the capital. RG was told about this by the Department of Labor and Social Protection of the Population. In addition, more than 630 thousand families receive subsidies - those who pay more than a tenth of the family budget for housing and communal services can count on them. Moscow is the leader among all regions in this regard - there the bar for receiving subsidies is at 22%, while in the capital it is more than half as low.
By the way, due to the increase in tariffs, there will be more Muscovites eligible for subsidies. For example, back in June, a family of three with a total income of no more than 103,377 rubles could count on such a payment from the budget. per month. Subsidies are noteworthy in that you can receive them regardless of your status—you don’t have to be disabled, a veteran, or belong to another benefit category; what matters is your level of income and the amount of expenses for housing and communal services. However, the city center for housing subsidies says that payments are most often received by socially vulnerable people, who often already have benefits. For example, 81.2% of subsidy recipients as of July 1 are pensioners. In total, almost a million people, or 634.1 thousand families, receive such support in the capital. The average payment is a little more than 2.4 thousand rubles.
By the way, if you have received or are receiving a subsidy, but its provision expires from April to September of this year, then you do not need to collect certificates for renewal - payments will be automatically extended for the next six months, this is one of the federal anti-crisis support measures. Also, let me remind you that until the end of the year, the country has abolished penalties for late utility bills and banned the disconnection of services for debts. But it’s still not worth accumulating them - sooner or later you will still have to pay.

Electricity (per kWh):
— in apartments with electric stoves — 4 rubles. 87 kopecks (for two-tariff meters: during the day - 5 rubles 60 kopecks, at night - 1 rubles 63 kopecks);
— in apartments with gas stoves — 5 rubles. 66 kopecks (for two-tariff meters: during the day - 6 rubles 51 kopecks, at night - 2 rubles 32 kopecks).
Cold water (per cubic meter): 42.30 rub.
Water disposal (sewerage, per cubic meter): 30 rubles. 90 kopecks
Hot water (per cubic meter): 205 rub. 15 kopecks (cold water - 42 rubles. 30 kopecks + heating water - 162 rubles. 85 kopecks).
Heating (per Gcal): RUB 2,467. 38 kop.
The price of gas will become known after the decision of the Federal Antimonopoly Service of Russia.
