Tariffs for water supply (hot and cold water) and water disposal change slightly, but regularly. Prices for services increase annually, usually from July 1st. In the second half of the year, resource consumers pay for water at a new tariff.

In 2022, the water tariff was already increased in January, the reason for this was a change in the VAT rate from 18 to 20%. Should we expect another increase, when will it happen and by how much will the tariff increase?
Current changes and news
Despite the fact that the annual indexation is only about 4%, for many families consisting of more than three people, costs increase significantly.
And if you take into account that the payment increases not only for water, but also for electricity, gas and heating, the difference in the bill becomes quite significant. Therefore, news about tariff changes is relevant information for payers.
The key change - annual indexation - will occur in the middle of the year across the country. At the same time, the level of tariff growth is determined by the local authorities of each individual region.
So in Moscow, the decision to adopt a new tariff is agreed upon by the capital’s government, the city’s economic policy department and the resource supplier Mosvodokanal JSC.
Payers will see current tariff changes in their receipts. You can find out information about the current tariff and the tariff for the next six months on the website of the resource supply company.
It should be noted that the increase in water supply tariffs that occurred at the beginning of the year did not affect all payers . So among Muscovites, only those who live in “old” Moscow began to pay in a new way. The growth was less than 2%. Residents of new areas that recently became part of the capital have not yet switched to the new tariff.
Tariffs have increased not only for cold water, but also for other components associated with water consumption: heating, sanitation. The fee for cold water increased from 38.06 rubles. up to 38.70 rub. for 1 cubic meter (1000 liters). To divert the same volume of water, you will have to pay not 27.01 rubles, but 46 kopecks more, i.e. 27.47 rub. The tariff for heated water increased more significantly, from 188.53 rubles per cubic meter to 191.73 rubles per cubic meter.
Other changes also affected the capital region. For the first time, a tariff increase index was established, according to which annual changes will occur. So for hot water this figure was 2.95%, for cold water - 3.62%, for wastewater disposal the growth index was determined at 4.12%. In ruble equivalent, the increase in the cost of one cubic meter will be 2-3 rubles annually.
Examples of DHW cost calculations
Using a two-component system makes it difficult to calculate the cost of the service. Below are examples of calculations with or without meters for both types of tariffs.
If there is an IPU
If the calculation is carried out according to a one-component tariff, then the formula is used:
P =VxT, where:
- V is the volume of hot water used in m3,
- T—cost of 1 m3 of hot water in rubles/m3.
If, for example, there is a difference of 5 m3 between the previous meter reading and the current one, and the cost of 1 m3 is 180 rubles, then the amount to be paid is P = 5 x 180 = 900 rubles.
In the case of two components in the system, the cost is calculated using the formula:
Pdv= V x Txv + Q x Tt/e, where:
- V—volume of hot water used in m3,
- Тхв — price of 1 m3 of cold water in rubles/m3,
- Q is the amount of energy spent on heating water of volume V in Gcal,
- Ht/e - cost of 1 Gcal in rubles/Gcal.
Let 5 m3 of water be spent, the price for 1 m3 of cold water supply Txw = 28 rubles. Then the first part of the formula V x Тхв = 5 x 28 = 140 rubles. To find the second part, you need to determine Q.
To heat 1 m3 of water to 60-75°C you need to spend approximately 0.062 Gcal. This value must be multiplied by the volume of used hot water and get Q = 0.062 x 5 = 0.31 Gcal.
The resulting amount of energy must be multiplied by Tt/e. The price of 1 Gcal differs in different regions of Russia. Let it be equal to 2600 rubles. for 1 Gcal, then QxTt/e = 0.31 x 2600 =806 rub. Total, price for a two-component tariff Pdv = 140 + 806 = 946 rubles.
How to calculate how much it will cost without IPU
For a one-component system, use the following formula:

- K - increasing factor equal to 1.5,
- S is the number of registered residents,
- V1— norm of water volume per person per month in m3,
- T - cost of 1 m3 of hot water in rubles/m3.
Let there be 2 people registered in the apartment, the norm for 1 is 4.5 m3, T = 180 rubles. Then P = 1.5 x 2x 4.5 x180 = 2430 rub. If a multiplying factor is not applied, then there is no need to multiply by 1.5.
The two-component tariff can be calculated using the formula:
Pdv= K x S x V1 x Txv + Q x Tt/e, where:
- K = 1.5,
- S = 2 residents,
- V1 = 4.5 m3,
- Tхв = 28 rub.,
- Q=0.062xSx
- V1 = 0.062 x 2 x 4.5 = 0.558 Gcal.
Total Pdv = 1.5 x 2 x 4.5 x 28 + 0.558 x 2600 = 1828.8 rub.
Also, if K is not used, then there is no need to multiply by 1.5.
Tariffs for the population with and without a water meter
The tariff change that occurred at the beginning of the year will not be the only one this year. In early July, tariffs will increase by about 4.2%.
The Mosvodokanal website currently provides information on the current tariff:
- cold drinking water – 38.70 rubles;
- hot water – 191.73 rubles;
- sewerage – 27.47 rubles.
Also on the website in the “Subscribers” section you can find information about new tariffs that will come into force from the beginning of the second summer month:
- cold drinking water – 40.48 rubles;
- sewerage – 29.57 rub.
Until now, not all residents have a water meter installed in their apartments. Those who do not have water meters and therefore cannot provide readings of consumed resources are forced to pay an amount that consists of:
- established consumption rate;
- number of people living in the apartment;
- increasing coefficient.
Standard thermal energy consumption for water heating
In Russia, a separate tariff has been adopted for cold water supply and hot water supply. Thermal energy consumption for heating must be paid for. The amount of payment is set in the constituent entities of the federation, because the country is large, and the cost of heating water in different regions may be different. There are certain restrictions established by the federal authorities that local governments have no right to exceed.
Thermal energy consumption rate per cubic meter
DHW (hot water supply) is paid for on several counts - the cost of a cubic meter of cold water, chemicals for cleaning, transportation to the recipient of the resource, plus the cost of wages and maintenance of the property of the supplier company. After all, the manufacturer of the product must maintain the building and equipment in order and pay employees.
Tariffs for legal entities
For legal entities, clients of Mosvodokanal, other tariffs apply (excluding VAT):
- cold drinking water – 32.25 rubles. (from July 1 - 33.73 rubles);
- sewerage – 22.89 rub. (RUB 24.64).
For organizations carrying out water supply and economic activities in the Moscow region, preferential tariffs apply:
- cold drinking water – 23.72 rubles. (from July 1 – 24.81);
- sewerage – 19.84 rubles. (RUB 20.75).
Above are the tariffs for drinking water. Legal companies and various agricultural institutions also purchase process water, the tariffs for which have been reduced.

Tariffs in the capital and regions: is there a difference?
Water supply tariffs are not the same in the regions of the country. Traditionally, services at the highest rate are paid by residents of the capital.
This is due to economic and social indicators, the level of income of the region’s population and the water supply system itself; how the system serves a city of many millions is one thing, and regions with a lower population density are another.
One way or another, indexation in January of this year by 1.7% occurred not only in Moscow, but also in other regions. The traditional increase will also occur in the middle of the year.
For example, in the Lipetsk region, the tariff for the population will rise from 25.34 rubles per cubic meter of cold water to 25.87 rubles per cubic meter. For other consumers, the increase will be 44 kopecks (from 21.12 to 21.56 rubles per cubic meter). For water disposal, the population will no longer have to pay 49.86 rubles per cubic meter, but 50.86, and other consumers will have to pay not 41.55 rubles per cubic meter, but 42.38.
In the Voronezh region, tariffs for cold water for the population will increase from 24.83 rubles per cubic meter to 25.33 rubles per cubic meter. For other consumers from 20.69 to 21.11 rubles per cubic meter. Tariffs for sewerage for the population will change from 22.01 to 23.33, for other consumers from 18.34 to 19.44.
In the Vladimir region, the tariff for the population for water from the second half of the year will already be 29.22, together with 28.62, tariffs for sewerage will remain unchanged at 24.97 rubles per cubic meter.
Thus, tariffs in the regions are approximately 50% lower than in Moscow . At the same time, the annual price increase is proportional to approximately 4% in all regions.
Consumer reaction to tariff increases
The Government's decision to raise tariffs for services related to water supply and sewerage at the beginning of the year caused a certain reaction from the population, which was also fueled by the media.
Some sources publish information about surplus income, additional profit that departments in charge of housing and communal services received in 2021 due to the fact that the Central Bank determined inflation at 4%, but in reality it was 2.5%. In this case, the income received could balance the losses associated with a 2% increase in VAT.
Legal entities, consumers of resources, due to the increase in the cost of water supply services, which ultimately affect the cost of manufactured products, took active action and raised prices for goods in order to avoid losses in the new billing period.
Do not forget that there is a system of benefits for the population that allows you to save on utility bills.
So the following can get a discount on water payments:
- disabled citizens (50% discount);
- WWII participants and heroes of the USSR (100% subsidy);
- veterans (50% discount);
- large families (50-70%);
- low-income families (depending on income level).
If the cost of utility expenses is more than 10% of the total income of all family members, payers have the right to count on a benefit.
