- Contact this service and ask to issue you technical conditions so that you can use the central water supply. Present the documents that are required.
- After checking your documents, they will send you a calculation of payment, technical conditions and a contract. They have no right to refuse you! Unless, of course, there are objective reasons for this. But even in this case, it is possible to draw up a project according to an individual plan.
Recommendations for document preparation
When submitting applications, please pay attention to the following:
- There is no need to submit applications for technical specifications and connection agreements at the same time. The technical conditions are included in the connection agreement as an appendix.
- If the legal owner of the land plot is a legal entity, applications must be submitted from this legal entity. An individual cannot submit applications on the Moscow Mayor's website on behalf of a legal entity.
- The situational plan must indicate the boundaries of the land plot and the building being designed/reconstructed.

- If the load increases at a facility that has a permanent contract for cold water supply and sanitation with Mosvodokanal JSC, it is necessary to conclude agreements on connection to centralized water supply and sanitation systems to increase the load. The list of documents for concluding this agreement is similar to the list for concluding an agreement for connecting a new facility. The application must indicate both the projected and existing load on the water supply/sewage system of the facility.
- If the applicant fails to sign the draft connection agreement or a reasoned refusal with a protocol of disagreements attached within 30 working days after the draft connection agreement is sent by Mosvodokanal JSC, the application for concluding a connection agreement is cancelled. The decision to cancel the application for the provision of services for concluding a connection agreement is sent to the applicant’s “Personal Account” on the Moscow Mayor’s Portal.
Project preparation
You order the project from a water supply service or a special company that is accredited. You will need to provide:
- house drawing.
- situational plan.
- technical conditions.
- list of plumbing fixtures.
The water supply service (or an accredited company) will develop and provide you with the following documents and drawings:
- the need for a pump to increase pressure and metering devices.
- internal wiring in the house.
- a plan of your site, where the plumbing diagram will be visible.
- specification of shut-off and control valves and pipes.
The project is coordinated with the gas service and electricity suppliers if their communications cross your land. Next, the project is registered with the SES. Finally, the project is approved by the architectural committee.
What's next
After both parties sign the agreement, Mosvodokanal carries out the design and construction of water supply and sewerage networks in accordance with the connection conditions. At the same time, the applicant carries out activities on his part. The boundaries of balance sheet and operational responsibility are determined by the contract. The duration of the activities is 18 months. Upon completion, acceptance and connection certificates are signed. Next, the applicant enters into an agreement on water supply and sewerage with the Mosvodosbyt Administration.
Main points of the agreement
The contract states that the water utility undertakes the preparatory work and connecting the house to the water supply system, and you undertake to pay for this. The agreement contains the following basic information:
- payment procedure for water supply.
- water supply interval and under what conditions a short-term stop in water supply is possible.
- rights/obligations of the parties. Liability in case of breach of contract.
- Quality, pressure, volume of water. Control of these points.

What are the technical conditions to join water supply networks?
Technical conditions are requirements that are presented to the executor of the technical task, the fulfillment of which is mandatory. Connection to water supply networks should be carried out only after coordination of all work and issues with the service that is the water supplier, that is, with the water utility.
A technical condition is a list of conditions under which work must be carried out to connect utility networks to the central water supply. This is a document that has a validity period, usually it is 2 years , that is, during this period of time all the conditions described in the document are valid. The regulatory document describes the technical data necessary for the correct connection of networks.
The climatic conditions under which the work must be carried out are indicated, the point at which the water mains are to be inserted is indicated, and what parameters some components must have.
How and where is a permit for technological connection to a water supply system issued?
In order to obtain a technological condition for connecting to a water supply system, you must contact the water utility with an application. This service is paid and it will take some time to complete it, usually approximately 2 weeks.
The customer must independently contact the water utility with a list of documents, which we will consider below:
- An application that is written according to the established template.
- Documents for the object - if it is a private house or apartment, then this is a contract of sale, gift or inheritance.
- Technical documentation, which has a detailed site plan indicating the location of all objects on it. The scale of the plan should be 1:500.
- A questionnaire that must be filled out by the company that made the design documentation and by the customer himself.
Other documents may also be required; their list may vary slightly in each specific case. What additional documents may be required? This is determined depending on the initial data, such as the type of object (residential, non-residential), where it is located, climatic conditions and others.
After the technical conditions have already been obtained, you can begin designing the connection to the water supply.
Procedure
The resolution on the provision of technical conditions for water supply states that after accepting the documents, the organization has 14 days to consider the request. By law, the issuance of technical specifications is free of charge. An organization engaged in the maintenance of utility networks prepares a document. She may refuse the applicant, citing the lack of technological connection capabilities for the new subscriber. If there is reserve capacity for a resource, failure is against the rules. The Federal Executive Body for Technical Supervision is authorized to check the validity of the refusal.
Legal entities can apply to the MFC to obtain technical specifications. All the described services are provided there within the same period and without payment. Along with the technical conditions, you can request information about the fee for connecting the building to the water supply and central sewerage. The response indicates the tariff established by local governments and its validity period.
One of the nuances of connection is that connection is only possible to networks owned by a private person. In official documents he is called the main subscriber. We'll have to ask his consent. Technical conditions in this situation are issued by the main subscriber, but must be agreed upon with the water utility. By agreement of the parties, they are compiled by the resource supplying organization.
Do not delay contacting the water utility with an application for connection to utility networks. If the procedure does not take place within 1 year after the issuance of technical conditions, they lose their force. You will have to deal with the registration process first. If the maximum load parameters change during construction or reconstruction, the specifications will have to be adjusted.

Technical conditions include a list of technical requirements. The following conditions may be specified when issuing a permit:

- connection requirements;

So, from an ordinary developer you will turn into an applicant who must provide the following set of papers to the water utility:
- request (application) for the issuance of technical specifications for water;
- a copy of your passport (or another document confirming your identity);
- for owners of land plots, it is necessary to submit copies of the certificate of ownership or lease agreement;
- a copy of the cadastral passport of the site where the house is being built or where the building is being overhauled with changes in the water supply network;
- then a copy of the urban development plan for the construction (or reconstruction) of housing;
- a copy of the situational plan of the location of the house with reference to the locality;
- in any form, planned water consumption.
By the way, of course, make copies, but, just in case, take the originals with you. You know, local requirements are unpredictable...
Issue rules
The owner of the site or his legal representative, who has a notarized power of attorney, must submit a package of documents to the organization determined by the local government. Most often this is a water and sewer service. If a person does not know where to turn, the local government should help him. Within 2 days, information about the organization issuing technical specifications is provided. Having the address and name of the institution in hand, you can prepare the necessary papers.
To obtain technical specifications, citizens submit a Request indicating:
- name and address of the applicant (individuals indicate their first and last name);
- planned load value;
- date of commissioning of the facility (if necessary).
Attached to the request:
- certified copies of constituent documents;
- a document establishing the right of ownership of the site;
- information about the boundaries of the site, a situational plan for the location of objects;
- permission to use the land;
- copy of passport for individuals;
- indication of the type of resources that are planned to be received.
For buildings with a maximum load of cold water supply and sewerage network operation, the request is prepared by the local government authority. It is difficult for individuals to independently determine consumption parameters. Services for calculating maximum load are offered by design organizations.
