Consumption standards are determined by RF PP No. 549 of 2008.

To calculate, the standard volume is multiplied by the cost of a cube approved by the government in a certain business entity (district).

If there are several units, the total board size is obtained by summing the volumes for each device. The subscriber is obliged to inform the local Gazprom service after concluding an official agreement on the installation of new columns and stoves .

If the fact of an uncontrolled increase in consumption becomes known to the supplier, he can recalculate the amount of the fee. The amount is changed for the period since the controller’s last visit, but not more than for the past six months .

Gas fuel is supplied to houses and apartments through a central pipeline, so the corresponding costs are included in the tariff. Prices are revised annually , taking inflation into account.
Services in the regions of Russia have the right to set gas standards for 1 person without a meter, taking into account the correction factors in force in this area. The tariff includes expenses:

  • gas production , this includes the cost of construction of production equipment and materials;
  • transportation and supply of fuel (including the costs of constructing pipelines);

  • regional allowances (up to 10%).

On average , it is believed that in housing without a meter, one person consumes 10 m³ of gas , and the cost of blue fuel varies in the range of 5 – 9 rubles per cubic meter . Cooking is calculated according to the number of family members, and heating according to quadrature. The standards are set for 1 year or six months in advance without changes.

Consumption standards in the city of Moscow are used to calculate payments for consumed utilities. Such standards are established for each resource.

Standards used when paying for housing and utilities

In 2021, the social standard for room area is used to calculate and provide preferences for payment for utilities and heating. These rules apply to situations where legal acts stipulate that benefits are determined taking into account social standards .

Water consumption standards in 2021 in the capital

Amounts spent on general house needs are distributed among the owners of all apartments. The size of a specific housing is taken into account in proportion to the total area of ​​the house. Similar rules apply to the calculation of the amount for common property, and it is subject to division between everyone equally. These provisions are reflected in Government Decree No. 129 of 2015 “On Amendments...”.

Without a meter, payment is charged at an increased rate, which applies to a situation where a citizen is responsible for installing the device in question.

cold water standards are currently applied , presented as 6.935 m3 per person per month. For hot water, the specified norm is 4.745 m3 per citizen. If the volume of consumption is determined without metering devices, the calculated value is subject to increase by the amount of consumption for general household needs.

Important! Decree of the Moscow Government of 2014 No. 75-PP indicates that the total volume of water use in housing not equipped with metering devices cannot be more than the approved standards per person, multiplied by 2.

Norm of consumption of housing and communal services by Muscovites

From the beginning of 2021, established consumption standards in the capital will remain the same. These indicators began to be applied in Moscow in July 2021 and will be valid until July 2021. Since the summer, tariffs have increased by 7.5% compared to the first half of 2021.

Every year, the Government of the country recommends that regional authorities increase the cost of housing and communal services by at least the percentage typical for inflation.

If one of the conditions is not met, the device is rejected, and the fee is calculated according to the consumption rate. The standard calculation is accepted for the period from the date of the last inspection or conclusion of the contract until the date following the day of the new filling, but not more than six months.

How to take readings


The time for reading the readings is on the 20th – 25th of each month , and the current value of the number of cubic meters of fuel consumed is taken on the meter display.

Rules for using the counter:

  • readings are taken without taking into account the zeros at the beginning of the number, and do not take into account fractional parts of cubes after the decimal point;
  • the values ​​taken in the previous month are subtracted from the required reading;
  • the resulting difference is used to calculate the payment amount.

Reading the readings is usually not difficult. The counter is equipped with a mechanical design with rollers, numbers are printed on them. Most often there are 7–8 such elements. Three of the numbers on the right are separated by a comma and delimited by a frame. They are not taken into account when reading values. Indicators are read from electronic devices in the same way.

How to correctly calculate expenses for the current month


The previous readings are subtracted from the current readings and multiplied by the tariff.
The estimated amount for fuel consumed is calculated based on the current reading and for the last month. The previous number is subtracted from the present number. The difference is needed to multiply it by the real tariff, which is relevant today.

  • in the line “penalty” they write “advance” if payment is expected in advance, and in the column they write the amount of the advance;
  • In the “to be paid” column, indicate the total amount of the amount.

Calculation example

For an approximate calculation, you can select a family that lives in Moscow and uses a gas meter. The fuel is used for heating, the stove, and the flow column. According to the tariff, a cubic meter costs 4.9 rubles .

This month the meter reading is 850 m³ , and last month it was 819 m³ . Calculate the difference: 850 - 819, you get 31 cubic meters. The value is multiplied by 4.9, the amount due for payment for the billing period is found - 151.9 rubles .

If the calculation results in many decimal places, they are rounded to two, and the rounding is done upward.

In some areas a temperature coefficient if the meter design does not have a thermal corrector. Usually applied to = 1.06: 151.9·1.06 = 161.01 rubles.

Where and when to send testimony

The subscriber is required to submit readings to the gas fuel supplier every month .

There are several routes for transmission;

  • by calling the customer service department;
  • coming to the service in person.

If the company does not receive consumption information, it can use the average monthly consumption for a period of up to a year to calculate, based on previously received data from that user.

For each residential premises there is a limit of 8.1 m³ of gas per month, which is subject to preferential consumption. With a missing gas heater, the norm will be 5.3 m³. For a room with a meter and a gas boiler, the limit was set at 12.7 m³. 10.6 preferential cubic meters of gas are allocated for cooking.
