Until recently, gasification of a private cottage took a lot of nerves and money. The scope of this activity was highly monopolized and had prices that were not always understandable. Now the situation has changed: it is enough to obtain technical conditions for gas connections from a gas distribution company - and blue fuel is practically in your home.

Step 1

Formation of a set of subscriber documents

Copies of title documents for the land plot on which the capital construction project belonging to the applicant is located (will be located)

3. A copy of a document confirming ownership or other legal right to a capital construction project, if construction of the specified facility has been completed 3. Maximum hourly gas consumption separately at various connection points with justification for the need for several connection points (the largest gas consumption value determined at simultaneous use of gas-using equipment). 5. Situational plan for the location of a land plot with reference to the territory of a populated area and an indication of the planned installation location of gas-using equipment. 6. Power of attorney confirming the authority of the Applicant’s representative (if the request is submitted by the Applicant’s representative).

Step2

Submitting a request for provision of technical specifications for connection to the gas distribution networks of gas distribution centers

To participate in the technical commission to determine the technical feasibility of connection, the Applicant sends a request/application for provision of preliminary technical conditions. Members of the commission analyze the initial documentation necessary to determine the technical feasibility and make a decision on the presence or absence of the technical feasibility of connecting the Applicant’s capital construction facility to the gas distribution networks of the gas distribution organization. Step3

Obtaining Technical Specifications (TU)

A positive decision is made if the capital construction project is geographically located in an area where there are no problems with gas supply. A refusal to connect is issued if there is no nearby gas pipeline for tapping or there are problems with gas pressure in this area (due to the low throughput of the gas pipeline branch or its increased congestion).

The main subscriber is a private person

Article 209 of the Civil Code of the Russian Federation states that the rights to use property belong to its owner; according to Article 210 , the owner bears the burden of responsibility for his property. And according to Article 304 of the Civil Code of the Russian Federation , if the property was used without the knowledge of the owner, he has the right to demand that all violations be eliminated.

You should first clarify whether the pipe officially and legally belongs to a specific subscriber. It often happens that a gas pipeline (that does not go through the site) was laid at the expense of a legal entity or individual, but ownership was not registered and is entirely on the balance sheet of the gas service or municipality.

If the gas pipe to which you plan to connect is owned by an individual, organization, partnership or legal entity, you must obtain their written consent.


The form of such a document is arbitrary, but still, some organizations may have individual requirements for approval of certain aspects of registration, so it is best to clarify this issue

You don’t have to look for how such a document is filled out; the main subscriber’s consent to connect the gas is not written according to the established template, although the content is approximately the same.

In addition, it is recommended to issue a notarized receipt, if possible.

The general information of the permit document contains personal data of the pipeline owner - full name, exact address of residence and location of the object of approval, signature, date of signing the contract.

Very often, the owner of the pipeline demands compensation for the tie-in, the amount of which is negotiable and not established by law. If you have made full or partial payment, this fact must be documented by taking a receipt.

Also, if the pipe is located at a neighbor’s place or it is closer and more convenient to drag it through, it is also necessary to obtain consent to lay a gas pipeline along his section, and in addition, stipulate the possibility of reconstructing communications, inspecting and repairing them.


If the main subscriber does not agree to the insertion, you can try to appeal his decision in court, but as a rule, such hearings for plaintiffs end in a pointless waste of time and money

If we are talking about the main subscriber as a collective community, the same procedure applies, but Art . 246 and 247 of the Civil Code of the Russian Federation , which state that it is possible to own and use common property by agreement of all owners. If agreement is not reached, the decision can be appealed in court.

Primary subscriber permissions

Unfortunately, the owner’s consent to tap into a gas pipeline is not always sufficient. The fact is that the official owner could change during the use of the gas pipeline, which means that the new owner, who has not re-registered the gas pipeline, does not have the right to issue permits.

To restore or re-register ownership rights to an object, it is necessary for a person to contact the State Registration Office with the following documents:

  • a statement written in the form;
  • a copy of the title deed or any other document confirming his ownership of the property;
  • a power of attorney, if the re-registration is carried out by a person authorized by the applicant;
  • Specifications for the technological connection of your facility to gas supply networks;
  • a copy of project documents;
  • a copy of the contract with the supplier.

Or other documents that somehow confirm the fact of registration of connection to networks, if there is no act of connection.


If there is a change in the owner of the property on the site of which the gas branch of interest is located, before receiving the agreement, you will have to re-issue documents for the new owner or provide other documents certifying the right of ownership of the new owner

The complete list must be clarified with the organization. And only after this can you begin to draw up an agreement.

Connection with power concession

According to PP No. 1314 , a person, an individual or legal entity, who has owned a gas branch for at least 5 years, can enter into an agreement with the owner of the branch to connect to his pipes with a concession of power. Of course, if there is such a technical possibility.

Such an agreement is relevant if the gas pipeline load is not enough for your facility along the main line.

The technical feasibility is determined by the connection executor, that is, the GRO, but subject to the following conditions:

  1. Upon reaching an agreement with the main consumer. This is called an assignment agreement.
  2. If both parties have received technical conditions confirming this possibility.
  3. In the case where such a connection is possible.

When drawing up this type of agreement, both consumers, present and future, send a request to the contractor.

This document should contain information such as:

  • Full name of the assigning owner or the name of his organization;
  • the exact address of the gas-duct branch;
  • volume of power transferred;
  • connection points;
  • Full name of the new consumer or name of the organization.

The contractor makes a decision within 22 days from the date of receipt of the application, in writing, and this service is provided free of charge.


When registering a concession of gas capacity, first agree with the main consumer (individual or legal entity) on the connection fee and formalize such an agreement notarized

However, there are also limitations. For example, a current consumer must replace all of his gas equipment with a less powerful one, taking into account the gas consumption of the new consumer, and it is also necessary to make all the necessary changes to the design documentation.

Thus, this option should also be considered when connecting to a gas pipeline, if there is no other option.

Obtaining permission from the administration

Coordination with the municipality is a simpler issue. The State Services portal states that it can be issued in person, through a representative or by mail and it is absolutely free.

To apply, you must submit the following package of documents:

  1. An application filled out according to the standard form. Here is a sample Application Form.
  2. Copies of the gas supply project.
  3. Certificates of ownership, use or lease of an object in the form of copies.
  4. Identity documents for individuals.
  5. Power of attorney, if the agreement is not ordered by the owner of the property.
  6. For legal entities, copies of organization documents and the right to represent the interests of the company.

The grounds for refusal may be incorrectly executed documents or incomplete provision of them, as well as other reasons, which representatives of the municipality will necessarily indicate in writing. The refusal may be appealed.


If gasification is refused, agreed upon with municipal authorities, be sure to take a written justification for the reason why you are not allowed to tap into an existing gas pipeline

Technical specifications for gasification

The house gasification project is carried out on the basis of specifications. By issuing technical conditions, the gas distribution organization automatically gives its consent to the uninterrupted supply of gas to the subscriber.

The technical specifications contain the following information:

  • location of the nearest point of connection into the common centralized gas supply line
  • main parameters of the system at the connection point (gas pressure, diametric data of the gas pipeline)
  • method of laying a gas pipeline (overground, underground)
  • descriptive characteristics of the place where it is permitted to tie into the corresponding centralized gas pipeline

When planning to connect a house to a centralized gas distribution network, the homeowner must first take care of collecting the necessary documents for further preparation of specifications or transfer these responsibilities to the contractor carrying out the construction of the gas pipeline.

What facilities are allowed to be gasified?

Before you start fussing about supplying gas to the facility, find out whether it can be done.

According to Federal Law No. 69, it is possible to gasify: private houses, as well as apartment buildings that have been put into operation; areas with buildings that have not yet been put into operation, at the stage of completing their design; country houses and garden houses with capital buildings (foundations); organizations.

At your local gas distribution center you can find out whether and under what conditions it is possible to connect your building to the gas supply.


It is possible to supply gas to the house before its construction is completed, but gas will be started only after the building is put into operation

Based on RF PP No. 549, it is impossible to connect to the gas supply network:

  • non-permanent buildings that do not have a foundation, that is, garages, summer kitchens, greenhouses, and so on;
  • some apartments in an apartment building, provided there is no gas in the entire building;
  • country houses and garden houses without a permanent foundation and registration in the Unified State Register of Real Estate.

Gasification of a private house: documents

To obtain technical specifications, the applicant must submit the following package of documents:

  • Passport (copy);
  • A power of attorney reflecting the rights of the applicant’s representative (when a request to prepare specifications is submitted by a representative of the owner of the house);
  • Contact information (postal address, telephone, email);
  • Title documentation for a land plot, a house (if its construction has been completed by the time the documents are submitted) - copies;
  • Situational plan for the location of a land plot with reference to the territory of a populated area and marking on it the planned location for installation of gas-consuming equipment;
  • Power calculation (maximum planned hourly gas consumption).

It is carried out separately at different connection points (if there are several of them) with justification for the need to connect each of the points.

The maximum hourly consumption is the highest indicator of gas consumption, determined during the simultaneous use of gas equipment installed in a residential building. There is no need to provide a power calculation if the maximum planned consumption per hour does not exceed 5 m3.
