New rules for connecting gas to a private home: procedure and cost

House

75

Gasification of a private home has a number of undoubted advantages, and the most significant of them is gas heating and water heating, which are significantly lower in cost than other options. For example, electric heating will cost the home owner about 10 times more than gas heating. The owner of the house can install a gas holder and not depend on the central highway. But the option of connecting to a central pipeline will cause less hassle.

When gasifying a village, you can connect a private home to gas without spending a lot of time and effort. With the entry into force of new amendments to the legislation, the time required for gasification of a private residential building and, importantly, the cost of work have been significantly reduced.

The advantage of gas supply at home is the ability to use boilers equipped with automation. A person can fully control the process of fuel consumption and set the temperature for heating the room when it will be comfortable and warm. The question remains: how much does it cost to install gas in a private home in 2019? We will try to answer it in detail.

New rules for gasification of a private home in 2021

Connecting a residential building to a gasification system has always required compliance with a number of conditions, the main one being the presence and installation of gas equipment in the premises in accordance with the standards. Tightening the requirements has become a necessary measure due to the increasing incidence of tragedies.

In connection with this, Order No. 789/pr of the Ministry of Construction dated December 5, 2018, approved the Rules for the Design of Gas Consumption Systems (SP 402.1325800.2018), which come into force on June 6, 2019 .

The document largely concerns the gasification of individual houses, and from this date their connection will be carried out on the basis of the new Rules.

Private houses will be provided with gas only if the following requirements are met:

  1. Gas boilers can be placed in the basement and ground floor with the possibility of placing no more than two boilers or storage tank water heaters.
  2. It is permissible to install double-glazed windows in the boiler room, provided that design features are used that make them easy to knock out.
  3. It is mandatory to equip residential buildings with pressure and temperature monitoring devices in the gas system and gas consumption meters.
  4. Gas equipment must be produced at an enterprise that has a special certificate allowing its production, with supporting documents attached to the equipment.
  5. Hoses for connecting gas equipment must be sealed, made of a material that allows it to be supplied safely into the house and no more than 1.5 meters long.
  6. The location of the slab should be such that there is at least 1 meter left to the opposite wall.
  7. The stove must be equipped with a gas supply control system “Gas Control” and a dielectric coupling against stray current must be installed between the tap and the hose, and also comply with GOST 33998.
  8. If the gas stove is installed under a canopy, then the burners require protection from wind blowing.
  9. The kitchen requirements are as follows:
  • ceiling height of at least 2.2 meters;
  • volume: at least 8 cubic meters for a 2-burner stove, at least 12 cubic meters for a 3-burner stove and at least 15 cubic meters for a 4-burner stove;
  • It is necessary to have a window to ventilate the room, an exhaust ventilation duct and a gap under the door.

In apartment buildings, in addition to the listed requirements, the following is imposed:

  • a ban on the installation of gas stoves in studio apartments where the kitchen is combined with another room;
  • the need to install gas monitoring sensors;
  • Heating gas boilers must have a closed combustion chamber.

If the above conditions are not met, connection to the residential building will be denied. When gasifying a private house, its owner is responsible for fulfilling the requirements.

Determination of planned gas consumption

To calculate the maximum hourly gas consumption, a preliminary assessment of gas consumption is required, which can be made by specialists from SVGK LLC.
If the estimated maximum hourly gas consumption, according to preliminary estimates, does not exceed 5 cubic meters. meters/hour, then providing a paper calculation is optional. For Applicants connecting individual housing construction projects, consumption is up to 5 cubic meters. meters/hour is determined by the heated area of a residential building up to 200 square meters. m and installed gas-using equipment - a heating boiler with a capacity of 30 kW and a household four-burner stove with an oven. If the maximum hourly gas consumption exceeds 5 cubic meters. meters/hour, providing a calculation is required.

The calculation of the maximum hourly gas consumption can be carried out by specialists of SVGK LLC based on an application drawn up in the form.

Gasification process step by step

Let's take a step-by-step look at the procedure for connecting gas to a private home and what the owner of the house needs to do to ensure that blue fuel gets into his home and makes life more comfortable.

  1. Selecting the type of gas supply . If the residential heated area of the house does not exceed 250 sq.m., then fuel consumption is planned to be no more than 5 cubic meters per hour. This option falls into the first group and is the most popular for private housing.
  2. Drawing up a draft technical specifications for gas . To do this, you will need to contact local gas workers with a number of documents. The application will be reviewed within a month and connection is possible only if the house is located near the main gas pipe (no more than 200 meters).
  3. Technical connection to the main line . Upon positive consideration of all submitted documents, a technical connection to the gas main is carried out. This is carried out only by specialists from the relevant service. The cost of the work directly depends on the distance of the house from the installation site and the complexity of the installation; it ranges from 25-50 thousand rubles.
  4. Home gasification project . Perhaps the most expensive procedure in the entire process. The project must take into account all equipment that will operate using blue fuel. The location in the premises of each device and the chimney are also indicated here. The cost of the project preparation service is quite high if you contact a private design bureau, but the time frame there is minimal. A project ordered from the city gas service costs much less, but then you will have to come to terms with the deadlines, which range from 3 to 6 months.
  5. Installation work . Direct installation of gas equipment should be entrusted only to competent specialists. Be sure to sign a contract with them to complete all work.
  6. Gas connection . Compliance with all conditions for installation and safe operation of gas equipment before connection is necessarily checked by gas workers on site. An application is made for this, and the wait is on average 2 weeks. The verification is confirmed by a receipt, with which you need to contact the gas service and wait for the conclusion of an agreement. At the same time, specialists go to the site, seal the meter and provide instructions on the safety of using gas equipment.

The distance of the house from the highway by more than 200 meters makes it almost impossible to connect it. After all, it will cost a decent amount to supply gas to one house. Alternatively, if several houses are located remotely, you can reach an agreement with their owners and submit an application to the gas service. If this is an entire village where there are a large number of houses wishing to connect to the gas pipeline, then it is possible to consider this issue and supply an additional pipe to the populated area free of charge.

Categories of gasified objects

According to Decree No. 1314 of the Russian Government, homeowners need to find out how much it currently costs to supply gas to their homes by contacting the regional gas distribution service.

First of all, household expenses for technological connection depend on the volume of gasification work. In this regard, three categories of capital objects have been defined.

The first category of objects . The first category consists of private households whose total natural gas consumption does not exceed 5 m³/h.

These include small business enterprises whose technological equipment consumes no more than 15 m³/h of a mixture of propane and butane. Those. The smallest fee for connecting to the gas distribution network is charged to cottages with an area of less than 300 m² and small enterprises from the public utility area.

The installation work on connecting the gas pipeline will be completed at the border of the site. Distribution of a gas pipe to a household's consuming equipment on its territory is carried out according to a separate project

The possible scope of work on laying connecting gas communications to a household of the first category is limited:

  • the greatest distance from the main gas distributor to gas-consuming equipment is less than 200 m;
  • gas pressure in the gas supply source is up to 0.3 MPa.

In addition, the laying of inlet gas pipelines is carried out without building reduction points (pressure reduction) for main natural gas.

The fee for connecting a gas pipeline for objects of the first category is 20,000-50,000 rubles (clause 8 of the appendix to the order of the Federal Tariff Service of the Russian Federation No. 101-e/3 dated April 28, 2014). The exact price is determined by the local gas distribution organization according to the conditions in the given territory, but cannot exceed 50,000 rubles.

The second category of objects . The objects of the second category include households whose connection requires gas distribution pipelines and/or the creation of main gas reduction points. Their estimated gas consumption is higher than the norm for first category facilities; a higher gas supply pressure is required (i.e. 0.6 MPa or more), etc.

Compliance with the cost of connection in the first category is observed if the pipeline is inserted into a low-pressure gas main. If gas reduction is needed, the connection price will exceed 50 thousand rubles.

In the private residential sector, properties falling into the second category usually have an area of over 300 m². For their gasification, standardized tariff rates are used, calculated according to the methodology developed by the Federal Tariff Service of the Russian Federation (appendix to order No. 101-e/3 of April 28, 2014).

It should be noted that applicants for natural or artificial gas consumption volumes of 300 m³/h and above are required to coordinate gas connections with a gas distribution facility that has a technological connection with the contractor’s gas pipeline.

The approval of tariff amounts for gas connections to households of the second category is carried out by the local executive authority of the Regional Energy Commission (i.e., the regional energy commission).

The third category of objects . Capital construction projects of the third category include farms that require an individual gasification project. For them, the amount is determined according to the design and estimate documentation, which has previously passed the examination.

The amount of gasification costs for households of the third category is established by the Regional Energy Commission, which relates to the location of the household connected to the main gas.

Prices for laying a gas pipeline along the section from the border entry point vary from company to company. However, it is worth considering the need for numerous approvals for a gas project. With an experienced performing company, full-fledged gasification will happen faster

The following conditions are considered to be characteristic features of applicants’ facilities in need of gasification:

  • planned natural gas consumption from 500 m³/h;
  • work on connecting to the gas main requires the pipeline to be routed through forested areas, through rocky soils, swamps and water obstacles;
  • gas pipeline installation work requires passing through obstacles that force the use of horizontal directional drilling.

Those. According to Government Decree No. 1314, there are virtually no fixed prices for the technological connection of applicants to the gas network. The cost of gasification work depends on a number of conditions that determine its size within the framework of the relevant methods of the Federal Tariff Service of the Russian Federation.

Average cost by region

The cost of gasifying a private home consists of several factors. Let's list the average numbers:

  • collecting the necessary documents and obtaining technical conditions will amount to 8-50 thousand rubles;
  • drawing up a project for gasification of a house - 3-20 thousand rubles;
  • wiring from the main pipe to the house - 2-5 thousand rubles per meter;
  • insertion of a private pipe into the main system - 10-15 thousand rubles;
  • The inspector’s exit and assessment of the systems’ readiness for connection will amount to 1-2 thousand rubles.

All of the above figures differ significantly depending on the region, distance from industrial centers and availability of main gas pipelines. The table shows approximate prices for gasification of a house in different regions of Russia.

Moscow region400 – 700 thousand rubles. depending on distance from the capital
Leningrad regionaverage cost - 170 thousand rubles.
Gasification subsidy amount:
  • up to 300 thousand rubles. - veterans and disabled people of the Great Patriotic War and persons equivalent to them;
  • up to 165 thousand rubles. — preferential category;
  • up to 145 thousand rubles. — to the rest of the residents of the Leningrad Region.
Nizhny Novgorod150-200 thousand rubles.
European territory of the Russian Federation70-120 thousand rubles. Industry is more developed here and there is a sufficient supply of gas pipelines.
Asian territory of the Russian Federation200 thousand rubles.
Far Eastover 200 thousand rubles.

The price range across regions is quite large. At the same time, there are a number of regions in Russia where the temperature regime differs from most regions; low temperatures predominate. It is impossible to live in such houses without gas heating. Therefore, even with a high connection fee, they are given the opportunity to apply more favorable fuel tariffs.

Help form 20

Let's look at the information on the certificate from the fire service, form 20, in more detail. Let's start with the fact that the Form 20 act for gas supply means an initial check of the chimney and ventilation.

In general, the frequency of inspection has been established, for example, twice a year for seasonal use of gas boilers and, accordingly, ventilation ducts. However, the certificate will only be needed once when connecting. For example, the photo below shows the same act of Form 20 (form).

Privileges

The state identifies a number of categories of citizens who need social support measures. They are provided with various benefits on utility bills. At the federal level, there are no benefits for connecting a private home to gas. Financial benefits are provided only for payment of consumed resources.

However, local regional authorities have the right to determine the categories of citizens and the list of benefits provided within the framework of their regulatory documents. Almost every region provides a subsidy for the costs incurred during the gasification of a house for the following categories:

  • participants, disabled people and widows of WWII participants;
  • home front workers;
  • residents of besieged Leningrad and minor prisoners of fascist camps;
  • disabled people of groups 1 and 2;
  • families with three or more children.

Let us note that in the Leningrad region, for example, the authorities decided to allocate a regional benefit for gasification of private houses in the amount of 110 thousand rubles for the categories listed above. The rest of the population - 70 thousand rubles.

A number of regions stipulate at the level of their regulatory documents the percentage of compensation or benefit from expenses incurred, but limit it to an upper limit. To find out whether a citizen is entitled to a benefit, you must contact the local administration for clarification.

If you have a legal question regarding the problem of connecting gas to a private home , you can use the form below.

Gas connection in an apartment after disconnection for non-payment

The parties to the relationship in question may reach an agreement that the debt is repaid in installments.
The amount is divided taking into account all existing fines and previously provided services. The schedule must be drawn up on an individual basis. In this case, as a rule, the debtor is present. You can simply inform him that the schedule has been drawn up and offer to sign the agreement. If the gas is turned off, you will need to know how to solve this problem. Currently, this measure is applied to debtors quite often. Therefore, defaulters should understand that the company is not joking. In this case, the legislator is on the side of gas suppliers. To restore the gas supply you need:

  • contact the company that was involved in shutting off the gas and ask to enter into a new agreement;
  • then they visit the municipal administration and ask for an expert study.

As a result of the examination, a conclusion is drawn up. After this, you can visit the judicial authority. A person will need to file a claim and attach the necessary documentation to it. This is a conclusion issued by experts, an agreement regarding the maintenance of the apartment, documentation confirming the ownership of the housing and a certificate indicating the absence of debts.

When the reasons for which the gas supply was turned off are eliminated, the person needs to contact the supplier and write a statement. It reflects a request for a new connection. If the reason is debt, delivery will be resumed when debts are fully repaid.

Gas supply system design

Topographic plan.
(Click to enlarge) Before signing the contract, a number of important documents are collected to begin creating the project:

  1. Topographic plan showing all utilities.
  2. Technical passport of the house or the design according to which it was built.
  3. Equipment passport and description of the boiler application.
  4. Information about the location of ventilation and chimneys.
  5. Number of hot water points.

Measurements and approvals are often made directly on site, since the designer will be able to suggest the most acceptable option. Therefore, it is important to include this clause in the contract. The entire stage should take two weeks.

Agreement with the installation organization

In two weeks, while the gas supply system project is being prepared, a cost estimate is drawn up.
The issue of project approval must be taken upon by the designer. You will have to obtain permission from a fire inspector who will inspect the chimneys. To save money, it is advisable to choose a design company involved in installation and commissioning. The contract specifies all conditions and deadlines for the work.

It is necessary to establish the most rational modes for gas equipment, identify all defects in order to eliminate them immediately. It is advisable for the home owner to be present during installation and setup.

An important point: payment should occur only after signing the act of putting the system into operation.
