Gas tariffs in Moscow and the Moscow region in 2021

Natural gas is used everywhere in Russia, from cooking to heating premises. At the moment, gas tariffs for the Russian population are among the lowest. Paying by the meter is much more profitable than consuming it according to average standards, which in fact turn out to be overestimated compared to actual gas consumption per person.

The tables describe gas tariffs for the population of Moscow and the Moscow region from January 1, 2021 and from July 1, 2021. Below are gas tariffs for the population using a meter and gas tariffs without a meter, both in private homes and for apartment buildings

Gas tariff and its components

The amount for gas in the payment receipt consists of several components: production costs, gas transportation costs, gas pipeline costs, and taxes. This also includes the amount that the regions set from above in their increasing coefficients.

It follows from this that the population almost completely pays, out of their own pockets, all energy costs. Thus, it is worthwhile to have a good understanding of how calculations and gas consumption standards are formed. Gas consumption and the amount of payment are calculated either according to the meter installed at the consumer, or according to standards, using standard formulas for accounting for gas consumption, taking into account regional characteristics.

What are the tariffs for gas in Moscow?

The retail price (tariff) for gas itself is the price of gas sold to the population to satisfy personal needs. Retail prices for natural gas are regulated by the state. In Moscow, they are calculated and set in rubles, taking into account the price of value added tax per 1000 m³ or per 1 m³ of gas, adjusted to standard conditions. If there are gas metering devices, the volume of supplied gas is determined based on the readings of the gas metering device (unit). If subscribers (individuals) do not have gas meters, the volume of gas consumption is determined in accordance with gas consumption standards. WITH 01.07.2021

gas prices in Moscow are as follows:

Russian gas market

When figuring out how much gas costs in 2021, it’s worth first studying the pricing features used for this type of energy resource. Russian consumers, along with other market participants, depend on export prices, as well as on the value of the national currency. Also, the amount of the invoice issued by him includes transportation, payment for the services of suppliers, repairs, maintenance and maintenance of highways.

Russian gas market

The main price regulator here is Gazprom, a state-owned company that produces and supplies natural resources. In total, in 2021, they sold gas worth 225.1 billion rubles . The remaining suppliers of this energy resource together occupy approximately the same share of the total volume. These include Lukoil, Novatek, and Surguneftegaz.

The main gas production in Russia is carried out in:

  • Krasnoyarsk region;
  • Yamalo-Nenets Autonomous Okrug;
  • Irkutsk region;
  • Astrakhan region;
  • Barents and Kara Seas.

The main supplies of Russian gas abroad are focused on European and Asian markets and CIS countries.

How can you save on gas bills?

Rising tariffs are forcing even the most frugal Russians to look for new ways to reduce utility bills. The easiest way to reduce the amount in payment documents is to switch to metered payments. The costs of verification and installation of the device will be recouped within 1 year.

If payments have unexpectedly increased, it is worth checking the charges on your receipt. If data is not transferred on time or there is a debt, the amounts may increase significantly.

When using liquefied bottled gas, switching to gas tanks or connecting to a gas main under a contract helps save money in the long term. Pensioners and large families, disabled people and military veterans can reimburse up to 90% of the costs of connecting to general communication networks, depending on the region. Preferential gasification is carried out once, for each household. It cannot be used again.

If you have a gas water heater, you can achieve noticeable savings by replacing the old model with a burning wick with a modern one. This way you can reduce gas consumption by 5-25 m3 per month . Similar savings can be achieved by replacing a four-burner stove with a two-burner one.

Note:

When calculating fees for the use of natural gas for heating purposes, the standard size of the standard area of residential premises is applied, established by Article 2 of the Moscow City Law of November 1, 2006 N2 54 “On the standards of the city of Moscow used in determining the rights of citizens to provide subsidies for the payment of residential premises and utilities."

How much do you need to pay for gas on average with a meter?

To understand how profitable this heating and energy option is, you can compare how much they pay for gas in a private home per month in different areas. It is more convenient to calculate a cubic meter of gas using a meter, since this is the simplest option in terms of payment, as well as the least expensive for owners of residential buildings.

Heating a private house with sufficient insulation with an area of about 130-150 square meters during the cold season costs from 10 to 15 thousand rubles. The average monthly payment from November to March ranges from 2,500 to 4,000 rubles. In this case, it will be of great importance how many sources of consumption there are in the house. For example, the largest natural fuel consumption items will be boilers and water heaters, but for many they run on electricity. At the same time, closed-cycle heating, with proper planning and proper installation, requires low costs.

On a note!

High-quality insulation of buildings, insulation of attics and basements can reduce costs by 30 to 50 percent monthly. Therefore, finding and eliminating cold bridges is an excellent investment.

In the summer, gas payments in a private home are significantly reduced. Even in regions where a cubic meter of metered gas is expensive, payment does not exceed 1,500 rubles on average for the same living space. If we exclude water heating, the amount will be from 500 rubles per month, depending on the intensity of use of the stove. Those who choose equal pay throughout the year will receive slightly larger bills. As a rule, such consumers pay from 1500 to 2500 monthly, regardless of the season.

It is important to consider that the costs of using natural fuels do not end there. Each owner of a private home with an appropriate connection is required to enter into an agreement with the selected service company. Its subject is maintaining all communications in working and safe condition and periodically checking installed equipment in accordance with existing standards. This cannot be abandoned, since natural gas is considered an increased source of danger. At the same time, the owner himself is responsible for all communications located inside the house, as well as on the site. The main calculation parameter in this case will be the area of the residential building. On average, for 100 square meters you will need to pay from 700 to 1500 rubles per year. Tariffs are also reviewed annually.

How to find out gas debt on a personal account

Paying bills is not a right, but an obligation for consumers of housing and communal services. If you are 2-3 months late, the gas supply company charges a penalty of 1/300 of the Central Bank key rate. An amount outstanding for more than 60 days (two payment periods) gives the right to turn off the gas supply (Resolution of the Government of the Russian Federation No. 549 of July 21, 2008). When paying off the debt, the penalty will be 1/130 of the Central Bank rate. To avoid penalties, it is recommended to check your payments. You can find out the gas debt on your personal account by contacting:

  • to your management company;
  • to a single center for receiving payments for housing and communal services (if there is one in the locality);
  • in the office of a gas company - a resource supplier.

The applicant may be asked for his full name and address. You don’t have to present the payment itself.

Who sets gas tariffs?

Gas tariffs are set by regional authorities. As a rule, this is a specialized department, which may be called differently in different regions: committee on prices and tariffs, regional energy commission, ministry of prices and tariffs, etc. At the same time, the methodology for setting tariffs is approved by the federal authorities. It has a uniform character for the Russian Federation. Regional tariff authorities, when approving specific figures for tariffs in force in a given region, are obliged to follow this methodology. When publishing gas tariffs in force in the region, EnergoVOPROS.ru provides a link to the website of the body that made the decision to approve them.

Examples

If there is a counter

The meters have a black and white or electronic dial. We take the numbers that are on a black background. Let's say that at the beginning of the month there was a number x on the counter, and at the end - y. We consider the difference between them yx=z. This is the amount of fuel that was spent this month. Next, we multiply z by the tariff cost per cubic meter of gas. We will receive the amount that needs to be paid.

Without counter

In this case, gas consumption standards for the population in a certain region are taken. It turns out that payment is made for a strictly fixed amount of fuel, even if a person spends more or less of it.

For example, in the city of Moscow there lives a young family that consists of three people. They use gas in the first direction and for heating an apartment of 50 m². In this case, according to the standards, their costs can be calculated as follows: 8.3 × 3 + 10 × 50 = 524 m³. Payment will have to be made for this amount.

How to make calculations

The cost of gas for the population is calculated using tariffs. In this case, the availability of metering devices plays an important role. In this case, the amount payable will be lower.

By meter

It is especially beneficial to install such devices in those apartments where gas is used only during cooking. When installing the meter, you must take into account a number of rules:

  • the type of equipment must comply with the regulations;
  • Only gas service specialists can carry out installation;
  • a new device is subject to mandatory sealing;
  • after the expiration of the permissible period, the device is either checked or replaced with a new one.

How much a cubic meter of gas costs according to the meter is determined by multiplying the consumed cubic meters by the current tariff. The number of cubes is displayed on the counter. His readings are recorded monthly by residents and entered into their bills. From time to time, representatives of the management company can check the data with the values reflected by metering devices. It is prohibited to not allow the inspector into the apartment or to interfere with the performance of his direct duties (Resolution of the Government of the Russian Federation No. 354 of 05/06/2011).

Without him

If there are no metering devices, the amount payable is calculated based on the minimum consumption standards. However, they are disadvantageous because practically residents use less gas, especially if the equipment is required only in the kitchen. The specific cost of how much to pay for gas without a meter is determined by local authorities.

Payment order

Payment for gas usually comes separately from receipts for other resources and housing and communal services. Charges are made based on the current tariff. In the absence of meters, the management company independently sets the price depending on the established consumption standards. Residents only have to pay the specified amount.

This can be done in person at any bank or via the Internet and mobile applications. In this case, gas payments are made using your personal account number. If the payment has not arrived or a debt has arisen for another reason, the specified amount will be credited the next month without any penalties or interest.

A big difference

Due to the pandemic, the region froze the growth of some tariffs. In particular, from July 1, the cost of gas supply and garbage removal will not increase for the population - these are precisely the services whose price tags can be influenced by regional authorities. Prices for water heating and housing maintenance will remain unchanged. Tariffs for water supply and sewerage will increase slightly. “And the price of electricity will rise by 3 percent,” explains Pichugina, adding that this is still below the forecast of 5 percent. According to her, the amount that residents of the region will pay for utility services in the period from July 1, 2021 to July 1, 2021 will be 3.8 billion rubles less than they would have paid if tariffs had increased as planned. Although the planned growth was calculated within the framework of current inflation.

And if the coming July will slightly increase utility bills for city residents, but many rural residents will not feel any increase at all. And for some, services will even become cheaper. “About a million rural residents will feel a reduction in utility bills, some quite significantly, up to 22 percent,” said Maria Pichugina. This became possible thanks to the modernization of infrastructure. After all municipal districts of the region turned into urban districts, the consolidation and consolidation of small water and heat supply organizations into single service centers began. They began to establish uniform tariffs for the entire district, which for individual settlements were often lower than before. And residents begin to feel this as soon as the process of creating a service center is completed. In different municipalities, this takes different times, because it is not always possible to quickly integrate an old, unprofitable boiler house that served five houses in a separate settlement into the structure of a new heat supply organization. Sometimes this requires shifting all communications, which takes months and even years.

“In the Moscow region there was a very fragmented public utility sector in terms of heat, water and wastewater - 850 organizations. Therefore, utility bills for apartments of the same type between neighboring settlements, and sometimes even streets, could differ by 800 rubles, one and a half, or even two thousand. But today there are only 8 problem districts left, where the difference in payments can be a thousand or more rubles,” states Pichugina. These are Bogorodsky and Odintsovo districts, Sergiev Posad, Istra, Solnechnogorsk, Shchelkovo, Orekhovo-Zuevo and Serpukhov. The authorities promise to eliminate the imbalance within the next year and a half.
