On September 24, 2021, new meter verification standards came into force. Many consumers are concerned about this issue, as they fear both an increase in the price for undergoing the procedure and an increase in the amount of payment for the consumption of resources.
Amendments have been made to the Law “On Ensuring the Uniformity of Measurements” and, it should be immediately noted that they do not pose any special difficulties for owners of measuring instruments. In accordance with the amendments to the Law, only the procedure for confirming the fact of verification has changed: from September 24, 2020, only the entry in the electronic Register of Rosstandart is relevant
. At the same time, at the request of the consumer, a documentary (paper) version can also be obtained, but its role and significance are reduced to reference information; it no longer has legal force.
However, all owners of metering devices who received documents before September 24
, do not have to worry, since all the evidence is valid until the end of the verification interval. That is, the transition occurs simultaneously, but the interests of all consumers are taken into account.
In accordance with the introduced standards, after checking the meter, the responsible person - the specialist carrying out the work - must enter data into the Register of the Federal State Information System "Arshin". In this case, it is mandatory that the procedure must be carried out within 24 hours after the work has been carried out, and the consumer can access the information after entering the meter number into the system. Thus, everything happens quickly and transparently, but for the consumer there is a kind of “threat” in the form of “forgetfulness” of a specialist who simply may not provide the necessary information within the allotted time frame. Therefore, it is recommended to enter data in the presence of the client. In case of an oversight by a specialist or an oversight by the customer, it will be necessary to prove the fact of verification and, accordingly, the reliability of the data obtained using the measuring device in court.
Advantages of the new meter verification rules
The introduction of electronic document management makes it possible to simplify the verification procedure for the consumer, but not only that. Also in this case, the possibility of using various fraudulent schemes is eliminated and, in addition, if necessary, the data reconciliation procedure does not present problems and is carried out promptly. But you definitely need to know that the requirements for inspectors remain the same, that is: they must provide an official document
, confirming their identity and authority. You also need to pay attention to the behavior of specialists: their actions should be clear and understandable to the consumer, the questions asked should not go beyond their competence, and they also do not have the right to demand additional payment. It is important to remember about your personal safety. Therefore, it is not recommended to accept inspectors alone; it is preferable to involve close relatives and neighbors. This advice is especially important for lonely older people.
Verification or replacement of the metering device
For residents of apartment buildings, it is more profitable to use an apartment water meter than to replace it with a new one. This service turns out to be like this: the technician connects a special portable testing device to the meter and turns on the water. This is the same meter, only a reference one, already verified. The readings of the meter being verified are compared with it. If the readings remain within the error, the meter is verified.
The master issues a certificate of verification. The resident provides it to the utility provider, most often the management company. In accordance with the Federal Law of December 27, 2019 No. 496-FZ “On Amendments to the Federal Law “On Ensuring the Uniformity of Measurements””, verification data must also be transferred to the FSIS “Arshin”.

How to avoid falling for scammers
In modern realities, vigilance should not be lost under any circumstances, and this point is especially relevant in the case when certain changes are introduced into the normal order of life. Fraudsters, given people's lack of awareness, often try to take advantage of the situation. They can, under the guise of inspectors, organize a “combing” of apartments in order to collect “tribute” from gullible citizens. One of their common methods may be to offer paid meter verification services, subject to changes in the Law. But they should not be trusted, since no extraordinary verification, much less replacement of meters, is provided; changes apply only to those devices whose verification period began on September 24, 2020.
In addition to single guest performers, some not entirely conscientious companies also commit this type of fraud, convincing clients that the meters installed on their premises have expired the inter-verification period. Also, after inspecting the metering devices, they may insist on replacing (for a fee, of course) such meters, citing the fact that they are faulty and unsuitable for further use. And if in such cases there is no real physical threat from fraudsters, then the financial damage for customers turns out to be very noticeable, despite the fact that the meter could still serve the allotted time until scheduled verification or replacement, at the end of its service life.
To avoid unpleasant consequences for themselves, every owner of metering devices should know and remember that they cannot impulsively make a decision to check meters or replace them immediately after they have received such a proposal. This algorithm of behavior should be the norm. You should also not immediately sign documents, especially without studying them, or make payments. The first and most correct decision in such a situation is to contact the resource supply company - for this you can call by phone or pay a visit in person. All issues related to the operation of metering devices must, first of all, be resolved with them. In addition, by entrusting the work of replacing metering devices to scammers, you can not only lose money, but also get other problems. Such “specialists” are unlikely to have sufficient qualifications to professionally verify or replace the meter, which in the near future may be fraught with leaks. As a result, the premises of neighbors may also be damaged, who will certainly demand compensation for the damage caused.
Features of verification of household meters in 2021
We should also not forget that until January 1, 2021 in Russia there is a moratorium on verification of household metering devices
, introduced due to the difficult epidemiological situation due to Covid. Consumers of resources who keep track of consumption using meters received this right after the adoption on April 2, 2021 of the Government of the Russian Federation Resolution No. 424 “On the specifics of providing utility services to owners and users of premises in apartment buildings and residential buildings.” In accordance with it, consumers have the right to transmit data from those meters that are currently installed in an apartment or house, and resource supply organizations, as well as management companies, are obliged to accept this information and consider it reliable. Accordingly, they cannot present any claims to residents, nor impose penalties, penalties or interest.
Where to submit documents after checking the counting device in Moscow?
We figured out what papers are drawn up during verification, but where to submit documents is an open question. It's simple: in Moscow there are only two authorities that process verification data. This is the EIRC - a unified information and settlement center, and the Management Company - a management company that maintains your home. In the first instance, the verification results are officially registered, and an act authorizing the use of the meter is drawn up in the Criminal Code.
It is noteworthy that the management company and the EIRC interact with each other. This means that if you send documents to a unified information and settlement center, you will no longer have to contact the management company - it will be notified automatically. As a result, you save time.
It is important to carry out the verification and send its results to the supervisory authority within the period established by law. If you do not meet the verification interval, the management company will transfer you to pay for housing and communal services at general tariffs. Because of this, you will incur additional costs. As soon as the procedure and data on its implementation are delivered to the management company or EIRC, accrual will again be carried out according to the readings of the individual meter. How to determine who can be trusted to verify household meters

It is important to know that only a company with valid accreditation has the right to enter data into the unified electronic Register of Rosstandart.
What documents are issued when checking water meters at home without removing
After successful testing of the meter, the master is obliged to provide the owner with the following documents:
- certificate of verification of the water meter;
- act of acceptance and transfer of services provided;
- one copy of the accreditation certificate.
The results of the verification procedure are entered by the specialist who performed it into the register of the Federal State Information System "Arshin". The owner can independently familiarize himself with the results in the section “Information on the results of verification of measuring instruments” on the official website of the service. To quickly search for verification results, you need to enter the factory or inventory number of the meter into the search window.
Please note that testing of the meter to ensure it meets strict metrological requirements should only be carried out by a specialist. This procedure cannot be done independently, unlike replacing or installing a metering device, which you can handle yourself, but it is advisable to entrust even these actions to a specialized specialist with extensive experience.
ORDER A SERVICE FROM ACCREDITED COMPANIES
To verify metering devices you need to obtain accreditation
To provide a meter verification service, you need to obtain accreditation, and for this you need to meet a number of conditions. They are described in detail in Federal Law No. 412-FZ dated December 28, 2013 and Order No. 326 of the Ministry of Economic Development of the Russian Federation dated May 30, 2014:
- The organization employs metrologists with relevant work experience,
- expensive certified equipment is available, the verification deadlines for which are met,
- Metrologists have specialized education.
Residents of apartment buildings, knowing about the upcoming end of the verification interval, often turn to their management organization for verification services. If a company is not accredited, it will not be able to help and residents will have to deal with this issue on their own. But not all organizations do this.

What to do if the meter verification period has expired? This and other popular questions were answered at JSC ERITs YNAO.
1. The verification period for the water meter has expired.
When the metering device verification period expires, the consumer is obliged to verify the device or replace it with a new one.
Important! The verification period for a water meter (verification interval) begins to be calculated from the moment of its initial verification, that is, from the moment the device is manufactured, and not purchased or installed (Rules of the Government of the Russian Federation No. 354). The date of manufacture is usually indicated in the technical data sheet of the device.
If the device is replaced with a new one, then before replacement the meter must be taken out of service (control seals must be removed). To do this, clients of ERIC YNAO need to submit an application at the Customer Service Center of the corresponding territorial representative office of JSC ERITs YNAO or use the online service “Internet reception”, which is located on the start page of the official website of JSC ERITs YNAO, providing copies of the necessary documents.
On the appointed day, specialists from ERITs YNAO JSC will remove control seals from the metering device, after which the meter can be dismantled and replaced with a new one.
Important! Only ERIC employees have the right to remove seals from the metering device. If the seal is removed by the owner or another person, the consumer will be fined for unauthorized interference with the operation of the meter.
If the metering device will be verified at home without dismantling the meter and without removing the control seals, then there is no need to contact JSC “ERITs YNAO” with an application to remove the metering device from operation. If, to carry out verification, the meter must be removed and/or the seals are broken, then the procedure is the same as when replacing a meter.
Important! JSC "ERITS YNAO" does not verify water meters.
2. Which organizations carry out verification of water meters?
To carry out verification of metering devices, you must contact only specialized accredited organizations (Federal Law No. 102). The consumer can choose them independently.

3. How to put a water meter into operation?
According to the Rules for the provision of public utilities (Resolution of the Government of the Russian Federation No. 354), in order to commission a water meter, the consumer must submit an application and the necessary package of documents at the Customer Service Center of the corresponding territorial representative office of JSC "ERITs Yamalo-Nenets Autonomous Okrug" or submit an application remotely through the "Internet reception" at website of JSC "ERITs Yamalo-Nenets Autonomous Okrug".
The following documents must be attached to the application:
- a copy of the owner’s or authorized representative’s passport;
- a copy of the technical passport of the metering device or operating manual;
- a document confirming satisfactory results of verification of the IPU (only for devices that were verified due to the expiration of the verification interval and are being re-put into operation).
4. Is it possible to dismantle and install a water meter yourself?
You can dismantle and install an individual water meter yourself or contact an organization that provides such services, but only after the meter has been officially taken out of service, that is, the control seals have been removed by an authorized person of ERITs Yamalo-Nenets Autonomous Okrug JSC.
Important! Installation (replacement) of a metering device must be carried out in accordance with the installation diagram and other requirements specified in the technical documentation of the manufacturer of this metering device. The metering device itself must be registered in the state register of measuring instruments. 5. Is it possible to put into operation a water meter whose technical passport does not indicate the date of manufacture of the meter and the date of factory verification?
Water metering devices that have not undergone timely verification cannot be put into operation. However, for metering devices released after September 24, 2020, it is legally permitted not to issue verification certificates, not to certify the verification results with an entry in the technical passport of the metering device (Federal Law No. 102). The information is entered into a special electronic register. And in this case, the specialists of JSC ERITs Yamalo-Nenets Autonomous Okrug will independently clarify the date of meter verification on a specialized Internet resource.
6. How are charges for water made if meter readings are not transmitted?
If for any reason the consumer does not transmit the readings of an individual water meter to JSC "ERITs Yamalo-Nenets Autonomous Okrug", then the first 3 months of charges for the resource are made based on the average monthly volume of water consumption, then the calculation is made according to the standard, taking into account the number of residents in the residential premises (Rules Decree of the Government of the Russian Federation No. 354).
In order for the charges in the payment document to reflect the actual consumption of the resource, ERITs YNAO JSC recommends that clients submit monthly readings from the 15th to the 25th, even if the readings remain unchanged.
7. How are charges for water made if an individual meter is out of order or the calibration interval has expired?
If an individual water meter is out of order or the calibration interval has expired, and the device has not been replaced with a new one or the meter has not been verified, then the first 3 months of charges for the resource are made based on the average monthly volume of water consumption, then the calculation is for everyone who is registered in a residential building. indoors, is carried out according to the standard using an increasing factor of 1.5 (Rules of the Government of the Russian Federation No. 354).
8. What liability is provided for damage to a meter or control seal?
Responsibility for individual water meters and their safety, including the safety of control and anti-magnetic seals installed on the meters, lies with the owners of residential premises. In case of damage to devices or control indicators, financial responsibility is provided for consumers by law: the readings of the devices are canceled and payments for hot and cold water supply services, as well as for sewerage services, are made based on a standard increased tenfold. This formula is used to calculate for everyone who is registered or lives in residential premises for a period of up to 3 months (Rules of the Government of the Russian Federation No. 354).
Checking counters
Finding out when to check is easy: add 4 years to the date of the last test for cold water appliances and 6 years for hot water meters.
There are several ways to check the device for serviceability:
- Contact your water supply company. They will send an employee to take the meter and send it to a laboratory for testing.
- Order testing of the unit from a private company that has accreditation.
- Order a home inspection. Some companies have portable laboratories that allow you to check the health of equipment at home without dismantling it.
Remember that any inspection requires careful documentation. If the device is working properly, the specialist who carried out the test must record this on the appropriate paper. The homeowner receives two copies of the inspection report. One keeps it for himself (so as not to forget about the date of the next inspection), the other takes it to the EIRC.
If for some reason you do not submit documents to this organization, the data in the system will not be updated, which may lead to undesirable consequences. If you want payment to be calculated based on instrument readings, and not according to average data, do not forget to register the act of installing and checking the instruments.
