Registration of a trailer with the traffic police: how to register, how much does it cost and what documents?


Everyone knows that drivers of passenger cars must register not only the car itself, but also the trailer for it. The Traffic Rules of the Russian Federation indicate that a trailer is considered a vehicle without an engine that can move on the roadway. In connection with the Decree of the Government of the Russian Federation “On state registration of vehicles in the registration units of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation”, as well as “Rules for the state registration of vehicles in the registration units of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation” from 01.01.2021 New rules for registering cars, motorcycles and other vehicles, including trailers, come into force.

Do I even need to register a trailer with the traffic police in 2021?

Yes. Trailers for cars and trucks are allowed to participate in road traffic only after mandatory registration with the State Traffic Inspectorate.

There are 2 legal acts establishing such an obligation:

  • The new Federal Law on Vehicle Registration, being the highest priority legislative act in our question of whether it is necessary to register a trailer with the State Traffic Safety Inspectorate, in its Article 28 states that this procedure is regulated by bodies authorized by the Russian Government, referring, accordingly, to a less “low-ranking” » document,
  • in turn, the Government Decree, issued in pursuance of the above law, in its first paragraph of the registration rules prescribes that trailers must be registered with the traffic police.

Thus, as of 2021, registration is mandatory for absolutely all types of such equipment:

  • for trailers of passenger cars, regardless of their permissible weight and the required category of driver's license,
  • for cargo semi-trailers,
  • for new and used equipment,
  • and even for homemade devices.

Please note that the registration obligation is only relevant if you intend to use the towbar on the roads.

If you have somewhere in your garage or yard an abandoned cart without wheels, for example, which in principle cannot be put into motion, then the law does not apply to it, and there cannot be a fine simply for its presence by law.

How to register a trailer with foreign license plates?

For trailers with foreign license plates, the rules applicable to vehicles that have not undergone customs clearance apply. This means that such a trailer can be on the territory of the Russian Federation for a limited period of time (Decision of the CU Commission No. 311 of June 18, 2010):

  • For citizens of the Russian Federation, this period is no more than six months.
  • Foreign citizens can import vehicles into the Russian Federation for the duration of their temporary stay, but not more than a year.

The period can be extended a maximum of two times by the customs authority that issued the temporary permit for operation.

If a citizen wishes to register a trailer with foreign license plates on the territory of the Russian Federation, he will need to go through the customs clearance procedure. Upon completion, registration of the trailer with the MREO takes place on a general basis.

What should you do after purchasing?

So, you are concerned about the question of how to register a trailer with the traffic police, first of all, because you just purchased it. In this case, the procedure will be aimed only at making sure that you register it the first time and will be able to do it at all.

To do this you need to check the following things:

  1. VIN code - often applied on its frame or other non-replaceable parts, it must match the code in the vehicle passport, be readable and in no case contain signs of broken characters,
  2. Well, the very presence of a VIN code is mandatory if it was applied from the factory, as well as the presence of a PTS,
  3. the correctness of the completed purchase and sale agreement - the seller and his signature must match the PTS, and the rest of the data is filled out correctly and readable,
  4. if it does not have license plates and/or you do not have a registration certificate, then you can attach it to the car and drive it under your own power to the traffic police, even for registration, only in the first 10 days after purchase (the date specified in the contract - and even then, there is a risk that the employee on the road will not believe in the authenticity of the DCP) - there will be a fine and evacuation to the impound lot if the trailer is deregistered or even deprivation of rights if the previous owner simply removed the license plates, and the vehicle itself is registered with the traffic police (in this case, no 10 days, of course not).

If the trailer is new

Thus, if you bought a traction device new from a store, then you should have the following documents on hand:

  1. PTS for trailer,
  2. purchase and sale agreement with the store, certified by the signature and seal (if any) of the seller.

At the same time, you can travel to the place of registration with such a trailer in the first 10 days from the date of purchase and without license plates.

If used

Here's one more document:

  • the same PTS,
  • a purchase and sale agreement with the person who last registered the trailer (if the previous owner did not register it in his name, then you will need 2 DCTs or more along the chain of changes of owners),
  • registration certificate (if the trailer is not old and is registered with the traffic police - otherwise we will provide the procedure below).

In addition, the trailer itself must have license plates in order to be able to travel with it to the place of re-registration at the traffic police.

If it is deregistered, you can still drive with it - but only in the first 10 days after purchase. If it is registered, but the license plates are missing (for example, the former owner removed them or lost them), then it is no longer possible to move with it, hooking it to either a car or a truck.

How to register a homemade trailer?

Citizens who register a homemade towed vehicle that does not have a technical passport may encounter problems. PTS is one of the required documents; without it, you cannot register a vehicle. If there is no registration certificate, the owner must contact an accredited testing laboratory in advance, provide the trailer for inspection, and obtain the appropriate conclusion. Procedure:

  1. Submitting an application to assess the compliance of the vehicle design with safety standards
  2. Checking documents, making a decision by the laboratory
  3. Vehicle design identification
  4. Technical expertise, transport testing
  5. Preparation of an expert opinion
  6. Issuance of a certificate confirming the vehicle’s safety and suitability for use
  7. Issuance of documents to the owner

Having received an expert opinion, the owner applies to the State Traffic Inspectorate, submits an application and a standard package of papers, and goes through the procedure in the standard manner.

The examination is carried out by a certified center under the structural division of the State Traffic Inspectorate. The organization must have a state license. To obtain expert services, you will need:

  • referral for examination issued by MREO
  • receipt confirming payment of the duty
  • owner's civil passport
  • power of attorney certified by a notary (if necessary)
  • application for registration
  • 4 photos of the vehicle (format 10x15)
  • purchase receipts for device parts
  • Verified test results (if available)
  • detailed description of a towed vehicle manufactured independently

Experts check the safety, compliance of the unit with current quality and safety standards, evaluate the stability and reliability of the vehicle. The certificate issued based on the results of the examination receives a unique state number.

Where can I register?

So, one of the main most common misconceptions among car enthusiasts is that many people believe that they need to re-register a trailer at their registration address. We have 2 fixes for you here.

  • Firstly, registration as a term has long been abolished - in 2021, only the registration address is relevant.
  • Secondly, you can register a trailer at any registration department (the one with “MREO” in its name) of the State Traffic Safety Inspectorate in any city and region of Russia.

But, if you register where the region code differs from yours, then pay attention to the possible pitfall with the new law on the separation of the assignment of license plates and the issuance of registration plates themselves.

In 2021, the region on the State Register must always coincide with the region of registration of the owner of the vehicle. And at the traffic police they only assign you a number - that is, they give you a document that indicates what letters and numbers should be in your number. You must receive the signs themselves separately.

The catch will be if the point of issue of registration marks in a foreign region cannot technically produce them with yours according to registration. Then you will not be able to drive this trailer even home - after all, you have been assigned a license plate, and there will be a violation in the form of driving a vehicle without a license plate. You will then have to appeal the deprivation of rights with an unknown prospect due to the absence of your fault in the fact that they physically could not produce registration marks for your region.

The registration itself is officially carried out by only one body - the MREO traffic police, this is a government service, however, you can actually apply for it in 3 ways:

  • come to the traffic police with a paper application and register the trailer in order of priority,
  • fill out an electronic application at State Services and also come to the MREO at the chosen time, without standing in queues - another advantage will be the opportunity to pay state fees online with a 30% discount,
  • by contacting the MFC.

If the trailer is new

  • 1,500 rubles for issuing license plates (1,050 when registering a trailer through State Services),
  • 500 rubles for issuing a registration certificate (350 through the State Administration portal),
  • 350 rubles for making changes to the PTS (or 245 through State Services).

The total is 2,350 rubles or 1,645 on the State Services website.

If used

In this case, if it is not deregistered by the traffic police, then the cost will be less exactly for the issuance of registration plates.

If the trailer is old and deregistered or homemade, and if the region code on the license plates on it do not match your address as the owner of the registration, then you will have to pay a state fee for issuing the license plates.

In total, re-registration of a used trailer will cost you 850 rubles (595 through GU). The only subtlety is that if there is no space left in the trailer’s PTS, you will have to get a duplicate of it - this will already cost 800 rubles instead of 350.

Required documents

Of course, it is important to know what documents are needed to register a trailer. For the procedure you will need:

  • application of the appropriate sample;
  • owner's civil passport;
  • vehicle passport (PTS) (if it is not electronic);
  • document confirming ownership (purchase and sale agreement (SPA), certificate of invoice, and so on);
  • receipt of payment of the duty;
  • MTPL insurance policy if it is a cargo trailer or is owned by a legal entity.

It is important to note that the last item on the list requires periodic technical inspection (MOT). Therefore, you should worry about this in advance, since without a diagnostic maintenance card it will not be possible to issue an MTPL policy.

Some car enthusiasts are interested in whether it is possible to register a trailer for a passenger car without documents. In this case, we are talking about home-made vehicles, inherited or imported from abroad. Before registration, you will still have to restore or re-issue the documents.

How long does it take to register with the traffic police?

Within 10 calendar days from the day following the purchase of the trailer. This is regulated by paragraph 3 of Article 8 of the Federal Law on Registration. Moreover, if the last day of this period falls on a non-working day, then the entire period is extended until the first working day.

For example, you purchased a trailer on March 10, 2021. In this case, from March 11, the countdown of 10 days allotted for a trip to the traffic police begins, and the last day for this is March 21.

One more example. You purchased the towing device on December 25, 2021. Then the last day for registration is January 5 of the following year. Let’s say that the period from January 1 to January 10 is declared a non-working holiday. Then you can re-register the trailer before the first working day - up to January 11 inclusive.

In what cases will registration be refused?

The legislation today has an exhaustive list of grounds for refusal to register vehicles. They are listed in Article 20 of our Federal Law, and they include:

  • if the trailer was previously disposed of (deregistered with the presentation of the appropriate certificate),
  • inability to read the VIN code of the trailer, signs of its counterfeit if it is destroyed or the real code and the one written in the vehicle title do not match,
  • non-payment of state duties,
  • if it is not the owner of the trailer who contacted the traffic police, and he does not have a power of attorney for re-registration,
  • if the purchase and sale agreement raises reasonable doubts about the non-fictitiousness and reliability of the information and the fact of its conclusion - moreover, the law directly lists possible signs of this: corrections not certified by the parties, if it is written in pencil, or if it is torn or otherwise damaged, which is not allows you to read important data (for example, the same trailer VIN code).

Reasons for refusal to issue STS

Having properly prepared for the procedure, you will go through it quickly, receive a certificate and registration and license plates on the day of application. Representatives of the State Traffic Inspectorate may refuse in the following cases:

  • the applicant provided an incomplete package of documents
  • vehicle owner's documents are fake or invalid
  • the vehicle is wanted
  • the unit cannot be identified or does not comply with current safety standards
  • The application contains incorrect data, there are errors and corrections

How to register in 2021?

So, the registration rules are described in the above 2 legal acts. In practice, the procedure for registering a trailer works approximately the same. Let's take a look at this procedure one by one!

List of documents

Depending on whether you bought a new trailer or a second-hand one, you will need the following lists of documents.

For new:

  1. The purchase and sale agreement is the main document for registering a trailer, as it determines your new ownership of it,
  2. PTS,
  3. receipts for payment of state fees: 1,050 rubles for issuing license plates,
  4. 500 rubles for receiving STS,
  5. 350 rubles for entering data into the PTS,
  • your passport as the owner, or the passport of an authorized person, if it is not the owner who will be registered, also in this case you will need a notarized power of attorney.
  • For used:

    1. the same purchase and sale agreement, only from the previous owner to you, or the entire chain of contractual agreements between persons, starting with the person on whom the trailer is currently listed in the traffic police database,
    2. PTS,
    3. receipts for payment of state duties: 1,050 rubles for issuing license plates if the trailer is deregistered or if the region code on it differs from your region at your registration address,
    4. 500 rubles for issuing a new STS,
    5. 350 rubles for making changes to the PTS (or 800 rubles if the vehicle passport is lost or there is no space for new entries),
  • your passport or the passport of an authorized person with a power of attorney, similar to the description from the list of documents above.
  • Sample application

    The application form is approved by the Government of the Russian Federation. But this does not mean that you should fill out a trailer registration form only in the office or hall of the traffic police department. You can do this yourself.

    You need to print out this completed application and bring it along with other documents to the traffic police. And this is only relevant if you personally submit it to the department (not through the State Administration portal).     Penalties

    We remind you that within 5 days from the date of purchase of the trailer, its owner must register the vehicle. If this does not happen, the person will face the following penalties:

    • When a violation of Russian legislation is first detected, the owner of the trailer will have to pay a fine of 800 rubles ;
    • If after the first warning a person does not register the vehicle, the fine increases to 5,000 rubles ;
    • In the event that a trailer is used on a road without a license plate, the violator is issued a fine of 5,000 rubles .

In this case, alas, this does not hold you responsible for delaying the registration deadline. Therefore, you will have to choose another MREO branch where such dates will be free, or prepare for a fine for late payment.

    After filling out the application and paying state fees, according to the rules, you do not need to print anything. However, some registration departments illegally require a printed application from the State Services, as well as receipts for payment of state fees.

    Do you need MTPL insurance?

    No, but only for passenger trailers. Everything you need to know about trailer insurance in 2021 is:

    • There is no need to purchase MTPL insurance for trailers for passenger cars,
    • also for this category of vehicles it is not required o,
    • The obligation to insure them is established only for trucks.

    Responsibilities under compulsory motor liability insurance are prescribed by Article 6 of the relevant Federal Law No. 40-FZ. Subparagraph “d” of paragraph 3 exempts owners of passenger cars from the obligation to purchase insurance for trailers.

    What category of license is required for a passenger trailer?

    To register a trailer for a passenger vehicle with a carrying capacity of up to 750 kilograms, there is no need to enter category “E” in the technical passport. However, employees of the State Traffic Inspectorate often make a mistake: in the registration certificate they assign category “E” to the device, which does not give the owner of a passenger car of rank “B” the right to use such a trailer.

    Therefore, we recommend that before receiving a technical passport for a trailer from the State Traffic Inspectorate, you review it for errors in order to avoid penalties.

    Is a technical inspection required?

    No, as of 2021, everything here works similarly to compulsory motor liability insurance - only owners of cargo trailers must undergo a technical inspection and receive a diagnostic card.

    Clause 3 of Article 32 of the Law on Technical Inspection No. 170-FZ exempts passenger cars from mandatory technical inspection. And here, in contrast to the legislation on compulsory motor liability insurance, clearer criteria are given - the obligation to purchase a diagnostic card is established for freight vehicles over 3.5 maximum permissible weight.

    Passing maintenance and obtaining an MTPL policy for trailers

    • If the trailer is intended for a passenger car, belongs to an individual and has a dead weight of no more than 3.5 tons, then it does not need insurance or maintenance.
    • If the trailer is owned by the enterprise (with any weight), or has a weight of more than 3.5 tons, then it does not require maintenance during the first 3 years. It must then be serviced every two years until it reaches 7 years, and then annually thereafter. An MTPL policy for such trailers is a must.

    Is it possible to register a homemade trailer with the traffic police?

    In short, no. In fact, you will have to obtain a title for such a trailer. Just look at the requirements for vehicles in circulation in Russia in the Technical Regulations. Just looking at its volume, you will be unpleasantly surprised. And a number of points apply specifically to trailers, and yours - homemade - must comply with them.

    But this is all theory. In practice, you can now look at the procedure for making changes to the design of a car that is already in circulation. With a trailer that you have assembled yourself, everything is even more complicated, although it all starts with a preliminary examination for road safety. Only there will be much more examinations.

    In any case, the cost of going through all the procedures for registering a homemade trailer will be significantly higher than purchasing an average new one with all the documents, including the title.

    But there is a way out - however, only if you have not yet managed to build it yourself. You can find sellers of trailer frames online to further assemble a complete unit. Such frames are already supplied with a VIN code, and this is the main thing. Thus, a homemade trailer with such a frame is much easier to register with the traffic police.

    Registration price

    As mentioned earlier: payment of state duty is mandatory. The price of the issue is ranked and depends on the type of services provided:

    • registration of the trailer with the provision of new license plates to the owner. The price will be 2350 rubles;
    • registration of the trailer with presentation to the owner of the title. State duty 800 rubles;
    • when adjusting an existing PTS, the state duty will be 350 rubles;
    • registration of a homemade trailer will cost 2800 rubles.

    If the transport is a cargo type, then if you have a title and license plates, the state duty will also be 350 rubles.

    We bought an old trailer without documents - what to do?

    It is important to understand here that in order to legally drive on the roads without fines, you need to register it with the traffic police. But only the owner can do this and only with a complete trailer.

    That is, in general you need to do 2 things:

    • establish the ownership of the old trailer in documents so that the traffic police will accept and believe such a document,
    • so that the trailer has a readable VIN code without signs of change (if it was from the factory) and is complete.

    If we solve the second issue, then with the first it is not entirely clear what to do with such an old trailer. Ownership rights are established by purchase and sale agreements, donations and other types or documents of inheritance.

    That is, your task is to find out who the abandoned trailer was registered with the traffic police for the last time and conclude an agreement with this person or with his heirs, if he is no longer alive. In the latter case, you will also need a copy of the inheritance certificate.

    What is the fine for driving with an unregistered trailer without documents?

    Responsibility for an unregistered trailer is the same as for a car. And in 2021 there are 3 penalties for this:

    • a fine of 500-800 rubles for driving with an unregistered trailer (without documents) under Part 1 of Article 12.1 of the Code of Administrative Offenses of the Russian Federation,
    • if you are caught driving for the second and subsequent times, there will be either a new fine of 5,000 rubles, or deprivation of rights for 1-3 months under Part 1.1 of the same article,
    • There is also a separate fine for late registration that is not related to management - from 1.5 to 2 thousand rubles under Part 1 of Article 19.22 - it is usually issued when you arrive at the traffic police for registration after 10 days.

    Please note that for driving with a trailer without documents and registration, evacuation to an impound lot and confiscation of the registration certificate and license plates, if any, are also provided.

    Towbar registration

    Most often, we do not order a towbar directly from the vehicle manufacturer. It's expensive, and you can always find analogues. Registration of additional equipment is not required when using parts and assemblies selected by markings in catalogs or operating instructions. Such a replacement is provided by the automaker.

    But a homemade towbar can differ greatly in its characteristics from the factory one. The installation of such a device will be considered a design change. And in this case, registration is required.
