What is cadastral value and why is it needed?

The Rosreestr website issues two extracts:

  • on the cadastral value of the property,
  • on rights to real estate.

An extract on the cadastral value of a property is free. You can get it in three ways:

  • at the MFC – 5 days,
  • in the Rosreestr division - 3 days,
  • on the department’s website – 3 days.

An extract on the rights to a property is made within the same time frame, but it is paid. The price depends on what kind of statement you want to receive - paper or electronic.

Price for paper or electronic statement:

  • for an individual - 400 rubles or 250 rubles;
  • for a legal entity - 1100 rubles or 700 rubles.

How to find out the cadastral value if you do not know the address of the property

How to obtain an extract from the Unified State Register of Real Estate on the cadastral value of real estate

If you require an official document confirming the cadastral value of an apartment or other object, then it is advisable to obtain an extract from the Unified State Register of Real Estate. There are different types of such statements.

On the EGRN.Reestr website you can order extracts indicating the cadastral value of the property. Such information is contained in any of these extracts:

  1. Extract from the USRN about characteristics and rights.
  2. Complete information about the property.

The extract will be sent by email and certified with digital signature. Such an extract will be accepted at all institutions; it can be printed many times, transferred to a flash drive or phone, and also sent by email.

Another way to obtain an extract from Rosreestr indicating the cadastral value is to contact the MFC or Rosreestr. You can contact the MFC in person and receive the extract in person. You cannot contact Rosreestr in person; the request will have to be sent by regular mail or through the website.

Obtaining a certificate of the cost of BTI

Bureau of Technical Inventory (BTI) is an accredited organization that carries out state technical accounting and technical inventory of real estate. BTI operate in the form of unitary enterprises.

The Bureau's services include: inventory, cadastral work, design, engineering surveys, examination of the condition of buildings, structures and structures, appraisal activities, as well as production of BTI documents. Such documents, in particular, include a certificate of the inventory value of real estate.

Both citizens and organizations can apply for a certificate of the inventory value of a building, structure, or land plot.

The cost of a certificate of inventory value of real estate is 540 rubles per document.

According to Government Decree No. 1301 of 1997, the issuance of documents is carried out for a fee. The cost of BTI services in Moscow is calculated by the Department of Economic Policy and Development, based on orders from the head of the State Unitary Enterprise Moscow City BTI.

Payment is made by payment documents.

  • For citizens this is a receipt.
  • For organizations - an invoice for payment by bank transfer.

To receive a certificate of the cost of BTI you need to provide:

  • Application form.
  • Letter of guarantee in form.
  • A document indicating ownership or possession of an object.
  • A document confirming the identity of the applicant. When does the cadastral value change?

In general, in Russia the cadastral value must be revised at least once every five years, and in Moscow and St. Petersburg - every two years. If real estate prices in the region have decreased by a third or more, they may re-evaluate the cadastral value outside the schedule.

To comply with these rules, a mass assessment of the cadastral value of objects is carried out at the expense of the state.

The cadastral value can also be determined individually, for example:

  • the cadastral value of a land plot is calculated when its characteristics change (a different category of land is assigned, part of the plot is sold);
  • there is insufficient data to conduct a mass assessment of objects;
  • a new facility was created (a residential building was put into operation);
  • The property owner applied for a recalculation.

At whose expense an individual assessment of the cadastral value will be made depends on the situation and on who is the initiator of its implementation. The procedure for determining the cadastral value of a land plot

Cadastral value is the price of land, determined in accordance with the provisions of Law No. 135-FZ of 1998. The cadastral value is calculated as a result of the state assessment of plots and depends on a number of parameters: area, location, category, permitted use and other characteristics of the land.

You can set or change the cost of land:

  • Based on the results of its state assessment.
  • Based on the results of consideration of the dispute about changes in cadastral value in the commission under Rosreestr.
  • Based on the results of the consideration of the case on appealing the cadastral value in court.

The cadastral value was assigned for all lands in Russia, and data on this were entered into the State Property Committee in 2004–2005 for the subsequent calculation of land tax. However, in addition to determining the amount of land tax for each plot, the cadastral value may also be required :

  • When calculating land rent.
  • When establishing fees for the use of land plots.
  • To assess the redemption value of a state or municipal plot in the event of its redemption.
  • When selling state or municipal lands to the owners of buildings located on these plots.
  • In some other cases.

According to Law No. 135-FZ of 1998, cadastral valuation is carried out every five years at the initiative of the authorities.

Also, despite the fact that the cadastral value has been calculated for all existing plots, it may still be necessary to re-determine it for:

  • Plots that are newly taken into account (for example, in connection with the consolidation of plots or the division of a plot).
  • Previously registered lands.
  • Plots whose characteristics have changed, resulting in a recalculation of their cadastral value (for example, land area).

Calculation of the cadastral value of plots is carried out according to:

  • Methodological guidelines approved on August 12, 2006 by order of the Ministry of Economic Development No. 222.
  • The procedure for determining the cadastral value established on March 18, 2011 by order of the Ministry of Economic Development No. 113.

The process of cadastral valuation of land is as follows:

  • Decision by the competent authority to conduct an assessment.
  • Creating a list of land plots to be assessed.
  • Search for a person performing work on calculating the cadastral value of land and concluding a corresponding agreement with him.
  • Actually, determining the cadastral value of land.
  • Drawing up a report on the work performed.
  • Examination of the report.
  • Validation of results.
  • Publication of information about the determined cost of plots.
  • Entering the results into the State Property Committee.

In what cases can the cadastral value of an apartment be changed?

The question of changing the cadastral value can be raised if:
