Technical inventory and verification of real estate characteristics


The Bureau of Technical Inventory (BTI) organizes a technical audit of residential, commercial, and industrial real estate of all forms of ownership in Russia. BTI is a complete register of periodically updated legitimate data and information about the actual condition of real estate and planning features with the ability to obtain information and necessary certificates in the shortest possible time. The main purpose of the BTI activity is a technical description of premises, apartments, buildings and structures to generate data for inclusion in the Unified State Register.

What does BTI do?

BTI carries out inventory and constant monitoring of the actual condition of real estate throughout the Russian Federation through its federal branches in the form of state and municipal organizations. The BTI database contains information:

  • about the location of the object;
  • his physical condition;
  • on the inventory value of housing or non-residential real estate;
  • on recording facts of changes in the technical condition of the premises, for example, redevelopment.

The criteria for classifying structures, buildings and structures as real estate are:

  • their construction on a specially created foundation;
  • bringing stationary communications to them;
  • the fact of carrying out major construction work for the construction of a building.

Thus, the popular independent construction of bathhouses, outbuildings, and garages on personal plots does not give the right to own them without registration with the BTI. In addition to maintaining and organizing technical records of all types of real estate, BTI is engaged in:

  • technical expertise of individual apartments, premises, structures, buildings;
  • address registration of newly introduced objects;
  • provision of documents required for various transactions, including alienation, sale, lease, exchange, donation, registration of pledge;
  • drawing up explications of premises, technical plans, passports, floor and apartment plans;
  • registration of privatization.

The transfer of premises from residential to non-residential is also within the competence of the bureau.

Basic powers and functions

The powers of the territorial branches of the BTI to carry out technical control over real estate objects are regulated in Resolution No. 921 of December 4, 2000 of the Government of the Russian Federation. Documents drawn up by the BTI contain legal, indisputable data about real estate, revealing the technical essence and content of the object: apartments, buildings, premises. Certificates from the BTI, extracts, passports and plans, and other documents issued by the bureau are accepted by all organizations and authorities and have legal force.

Inventory function

When a new facility is commissioned or as a result of a change in the physical parameters of the building (major or current repairs, reconstruction with redevelopment), the need for an inventory for tax purposes arises. The following objects are also subject to mandatory inventory:

  • erected without permission, without obtaining the necessary permits;
  • unfinished construction, “long-term construction” that is being mothballed;
  • controversial or ownerless.

Territorial technical inventory bureaus also record the fact of demolition of a building. Based on the results of the examination, a technical passport is generated.

Property valuation function

Currently, there are three types of assessment of an apartment or building: inventory, cadastral and market. The inventory assessment of real estate is carried out by the BTI with the issuance of relevant documents. The peculiarity of the inventory assessment of a real estate property is that it takes into account only:

  • total area of ​​premises divided by purpose;
  • year of construction of the building;
  • building materials that were used for laying walls and constructing floors;
  • presence/absence of alterations and deviations from the original BTI plan.

The BTI does not evaluate the advantages of the geographical location of an apartment or building. This parameter is taken into account in the cadastral value. The inventory value is much lower than the market value, taking into account all factors, including: repairs, proximity to main transport lines, advantageous location. The purpose of obtaining the inventory value is to create a base for tax deductions on real estate transactions, as well as to legalize information for drawing up agreements on joint shared construction and mortgage lending.

Registration of redevelopments

In the process of carrying out a major renovation of the premises with expansion, creation of new external and internal openings, demolition of partitions, a project will be required, which requires not only a technical passport, but also a floor plan with an explication of residential premises. The BTI issues such documents. After completion of the repair, the technical inventory bureau technician will record the actual changes and subsequently issue a new registration certificate and the necessary certificates.

Issuance of certificates and other technical documents

Any real estate transactions or changes in the technical parameters of an apartment or house are impossible without title documents and technical examination. The responsibility for preparing and issuing such documents is also assigned to the BTI at the location of the property.

What services does the bureau provide to the population?

All citizens of the Russian Federation, legal entities - residents and non-residents, non-profit organizations and charitable foundations, individual entrepreneurs have the right to use the services of BTI according to the territorial location of the property. The most popular services are certificates from the BTI and extracts with information about:

  • absence/presence of property;
  • floor plan of an apartment building;
  • apartment plan indicating the area;
  • explications (form N 22, 25);
  • actual condition of the property.


Also in demand is the service of obtaining an extract from the technical plan of the BTI (form 1a), an extract from the BTI for the conversion of attics, basements, mansards, semi-basements into exploitable premises. For all documents there is a form recommended by the Ministry of Justice; a certificate from the BTI on the absence/presence of property is carried out on a strict reporting form, as it is the basis for receiving state and municipal cash subsidies.

Advantages of being an engineer at a technical inventory bureau

The most important advantage of this profession is that it is quite easy for a BTI engineer to find a job. This is a sought-after and at the same time not very popular profession, due to which competition for employment is minimal. At the same time, the income from work for BTI specialists is above average. And this income consists not only of wages, which, by the way, ranges from 15-60 thousand rubles. The main source of income for many BTI employees is the so-called “gratitude” for a quick or “convenient” inspection of real estate by interested parties.

The specialty has no medical contraindications. Moreover, it is equally suitable for both men and women. Work in the technical inventory bureau:

  • has a low level of stress,
  • assumes a fairly free schedule, which allows you to allocate time as efficiently as possible,
  • does not require knowledge of foreign languages.

Well, if we take into account that the work of modern specialists is greatly simplified by computer programs, then the professional activities of BTI workers cannot be classified as complex.

How to obtain documentation from the BTI and how much does it cost?

To contact the BTI in order to obtain the necessary documents, certificates and extracts, you will need an application, passport, individual code, title documents or a notarized power of attorney for the right to represent the interests of the owner, a receipt for payment of the state fee. The refusal of the BTI to provide the necessary documents can only be caused by:

  • incompleteness of the submitted information;
  • unreliability of documents, for example, filing an application on behalf of another person without a certified power of attorney;
  • non-payment of state duty.

All BTI services for document preparation are paid. The cost is determined by local municipalities on the basis of legal acts of territorial self-government. The validity period of documents issued by the bureau varies. Typically, a BTI extract is valid for a year, a certificate of inventory value is valid for a month, a certificate for converting attics, semi-basements, and attics into private ownership is 10 days.

Where can you get a profession as a technical inventory engineer?

You can obtain the profession of BTI engineer either at a university (direction Land management and cadastres ), or at secondary specialized educational institutions (directions such as Land management and Land relations). Primary vocational education is not enough.

Naturally, secondary specialized education allows you to work in BTI. However, studying at a university provides several significant advantages. In particular, specialists with higher education are more likely to get a position without work experience in this field, while such a requirement is mandatory for candidates with secondary specialized education. Also, an employee who has received a specialized higher education can undergo professional certification and improve their skill level much earlier than his colleague who received his education at a technical school or college. And all because for BTI employees with different levels of education, different levels of minimum experience are set.

The most prestigious, and accordingly those that provide the greatest prospects for successful and “profitable” employment, today are higher educational institutions that provide training in the field of land and property relations . Such as:

  • St. Petersburg State University;
  • Tomsk Polytechnic University;
  • Kazan Federal University;
  • South Federal University;
  • Peoples' Friendship University of Russia.

By the way, if you have a higher education in another field, a person who wants to change his field of activity has the opportunity to take specialized retraining courses. A specialist who has received education in a related field can also work as a BTI engineer.

Requirements for preparing a technical plan of premises

With the entry into force of Federal Law No. 218 “On State Registration of Real Estate” on January 1, 2017, regulating the entry of data into the Unified State Register, the Ministry of Economic Development of the Russian Federation updated the list of necessary data for drawing up a technical plan, listing them in detail in its order No. 953 dated December 18, 2015 The main difference of the new regulations is that it contains a number of requirements not only for information about apartments, buildings, structures, unified property complexes, but about parking spaces for personal vehicles located within the building area.

The differences also affected the requirements for the technical plan. Now it is necessary to provide the BTI with plans of all floors with geodetic reference. The technical plan must contain comprehensive information for registration and accounting of all residential, non-residential, technical premises and premises with joint rights of ownership: basements, attics, underground parking lots with allocation of parking spaces, with the ability to identify the boundaries of individual premises becoming the property of individuals or legal entities.

The information is compiled on the basis of sheets of certified project documentation containing information included in the technical plan. In the absence of a project, for example, for a private household of up to 3 floors, owned by one family and built in stages over a long period of time, the technical plan is drawn up on the basis of a technical passport certified by a cadastral engineer or on the basis of a declaration drawn up by the owner.

The technical plan consists of two parts: text and graphic, on several sheets of A4 format and is drawn up on electronic media or, upon request, on sheets of paper, in a minimum quantity of 2 copies. In this case, all sheets are stitched and certified with the personal seal and signature of the cadastral engineer.
