What is a family mortgage
The mortgage lending program with state support has been in effect since 2018.
Thanks to this scheme, families with children can take out a loan to buy a home at a lower interest rate than their childless fellow citizens. And part of the profit that banks do not receive due to this rate is compensated by the state. Naturally, being parents is not enough; the program has additional conditions. Since 2021, clarifications and changes have been made to the document several times. Let's figure out what requirements are spelled out in it now. Mortgage with state support: nuances and features
What is state support for mortgages? Who is entitled to benefits on housing loans? Let's take a closer look at how to take advantage of a preferential loan.
Mortgage with state support is a program for subsidizing interest rates on loans for the purchase of housing: the state helps certain categories of citizens purchase their own real estate with a mortgage at a reduced interest rate.
Mortgages on preferential terms are also available to Alfa-Bank clients. We issue loans for finished and under construction housing under the state program in the amount of up to 12,000,000 rubles for Moscow and the region, St. Petersburg and the region, 6,000,000 rubles for other regions.
Goals and essence
The federal support program provides for the issuance of mortgage loans at a preferential rate of no more than 6.5%. The program was implemented to increase demand for new real estate and motivate developers. It was developed to make mortgage loans more accessible to socially vulnerable segments of the population.
Features of a mortgage with state support:

The reduced rate is valid for the entire loan term. Some banks, including Alfa-Bank, offer lower interest rates.

The minimum down payment for the program is 15%. The maximum loan amount is 12,000,000 rubles for Moscow and St. Petersburg, 6,000,000 for other regions of Russia.

You can receive state support for a mortgage both for housing under construction and for finished housing, if it is sold by the developer himself. You can purchase housing under a DDU agreement, assignment of rights, purchase and sale from a developer.
- •
To receive the benefit, Russian citizenship is required.
Lender banks issue mortgages at a preferential rate, and the state, represented by JSC DOM.RF, compensates them for lost income. The amount of compensation is calculated based on the key rate of the Central Bank, to which three percentage points are added.
Who gets a mortgage with state support?
All citizens of the Russian Federation can get a mortgage on more favorable terms.
Types of other mortgage programs with state support
There are several mortgage lending programs with government support. Let's look at each of them in more detail.
Mortgage for a young family
A family is considered young if there is a child (or no children), and one of the spouses is not older than 35 years. If young spouses do not have their own home or live in an apartment whose area does not meet minimum standards, then they can count on improved living conditions.
Under the “Young Family” program, you can receive a subsidy for a down payment in the amount of 30–35% of the value of the property. Funds can also be used to pay off the principal debt on a mortgage loan, or to pay part of a shared construction agreement.
Maternal capital
Family or maternity capital is issued to families into which a child was born (or adopted). Matkapital can be used as a down payment on a mortgage, as well as partially early repayment of an existing mortgage. The maternity capital program is valid until 2026.
The amount of maternity capital for the first child from January 1, 2021 is 483,881 rubles. 83 kop. At the birth or adoption of a second or subsequent child, the amount of maternity capital is 639,431 rubles. 83 kop.
Military mortgage
Among those who are eligible for a mortgage with state support, it is worth highlighting the military. The preferential program provides for the transfer of funds to special registered accounts. A serviceman can use the funds after joining the savings-mortgage system (NIS). The money can be used to purchase an apartment on the secondary or primary market, a house or a plot of land.
At the moment, Alfa-Bank does not participate in the military mortgage program.
Family mortgage at 6%
Families whose second or subsequent children were born after January 1, 2018 can apply for a social mortgage with state support. The 6% rate also applies to parents with a disabled child. There are no age requirements. Preferential conditions apply to mortgages in new buildings and to refinancing existing home loans.
At a preferential rate, you can refinance an existing home loan, even if the conditions on it have previously changed (except for the purpose of the loan).
Rural mortgage
The program applies to the purchase or construction of housing in rural areas. The maximum loan amount for the Leningrad region, Yamal Autonomous Okrug, and the Far East is 5 million rubles. For other regions - 3 million rubles. The loan term is up to 25 years.
Rural mortgages do not cover settlements located in the Moscow region. The bank has the right to raise the rate if the borrower refuses life or health insurance.
At the moment, Alfa-Bank does not participate in the rural mortgage program.
Far Eastern mortgage
The state support program is valid for the construction or purchase of real estate in the Far East. The following can become preferential borrowers:

spouses under the age of 36;
- •
a parent under 36 years of age, unmarried, with a child under 19 years of age;
- •
participants of the Far Eastern Hectare program;
- •
citizens who moved to the Far Eastern region under programs to increase labor mobility.
The preferential rate under the program is 2%. The maximum amount is 6 million rubles. Duration: up to 20 years. Subsidies include real estate in the primary and secondary markets. You can also get a mortgage to build a house. One of the mandatory conditions for borrowers is registration in the purchased housing.
At the moment, Alfa-Bank does not participate in the rural mortgage program.
Mortgage repayment subsidy for families with many children
Type of government support for families with three or more children. If a child was born between 2021 and 2022, then the family can receive a subsidy in the amount of 450,000 rubles. With this money you can pay off your mortgage debt: pay part of the debt or interest on the loan.
The subsidy is provided to the family once. It does not replace maternity capital, but is issued in addition to it.
Other programs
In some Russian regions there are mortgage programs for public sector employees: teachers and doctors. To receive the benefit, you need to work in the public sector for at least five years and need improved living conditions.
Under the program, the state provides interest-free installments for payment of 60% of the cost of real estate for 10 years or until dismissal from a budget organization.
How to get a mortgage with state support in 2020–2021
First of all, the borrower must be of suitable age, have a confirmed source of income and be employed at the last place of work for at least four months.
To get a mortgage with state support, a young family must provide:

application for inclusion in the target program;
- •
a copy of the passports of both spouses;
- •
marriage certificate and birth certificate of children;
- •
decision on the need for housing, issued by a local government body. If a subsidy is needed to pay off an existing mortgage, a decision must be obtained before the loan is issued;
- •
confirmation of the ability to pay extra for housing, for example, a bank account statement with the required balance;
- •
SNILS, INN;
- •
2-NDFL, salary or savings account statement;
- •
if the mortgage was issued before participating in the target program, you need an extract from the Unified State Register for the apartment or a construction contract, a loan agreement, and a certificate of the balance of the debt.
As a rule, the exact list of papers depends on the type of benefit program. The list of documents required to obtain a mortgage with state support is determined by the internal regulations of creditor banks.
Where to apply for a preferential mortgage
The decision to issue a mortgage on preferential terms is made by the creditor bank. The bank assesses the borrower's solvency and sets criteria for granting a loan.
Thus, at Alfa-Bank it is easy to obtain a mortgage for the purchase of finished or under construction housing. All necessary documents can be submitted online, and you can come to the office only to sign the contract. Available mortgage programs with a down payment of 15% at a minimum rate of 5.99% per annum.
Who can take out a family mortgage
The program has been expanded since July 2021. Now, to qualify for a family mortgage, it is enough to have a child born between January 1, 2021 and December 31, 2022. In this case, the baby can be either the first or any subsequent one. You must apply for the loan before March 1, 2023.
An exception is made for families raising a child with a disability. Firstly, there are fewer age requirements. The son or daughter must be born before January 1, 2023 and be under 18 years of age. Secondly, you can apply for a loan until the end of 2027.
Both the parent-borrower and the child must be citizens of the Russian Federation.
Any of the child’s natural parents is allowed to apply for a loan. However, they do not have to be married to each other.
Requirements for borrowers
Standard points for obtaining a loan:
- Officially registered marriage. Only married couples can participate in the program; living together in the same territory without a stamp in the passport does not give the right to apply. The presence or absence of children does not matter, but does affect the size of the subsidy.
- Single-parent family. A parent who is raising a child alone can apply to participate. This could be either the mother or the father.
- The age of each spouse must not exceed 35 years. If, while waiting for a subsidy, one of them turns 36 years old, the family is removed from the queue. To increase your chances of receiving money, you should not delay submitting your application: you can wait several years.
- Proof of official income or savings. To receive a subsidy, you must provide documents that guarantee the family has the funds to repay the loan or pay the balance. Proof can be a salary certificate or a statement of savings.
- The need to improve living conditions. Only those families who really need it receive subsidies. Having your own apartment or living in a large house with your parents does not qualify you for participation in the program.
To apply, the family must contact the local administration. The executive body must confirm that the family needs improved living conditions. These include not having your own home, living in a dilapidated house or in an area that does not meet registration standards. They are set by the municipality and may vary depending on the locality.

What are the conditions for a family mortgage?
Within the framework of the program, a rate of 6% applies. But for residents of the Far Eastern Federal District who purchase real estate in the same region, it is even lower - 5%. The preferential rate is valid for the entire loan term.
You can take out up to 6 million rubles on a family mortgage. For Moscow, St. Petersburg, the Moscow and Leningrad regions, the limit is higher - 12. This does not mean that the entire cost of housing should be within this amount, only the loan.
The minimum down payment is 15%. You can contribute more, but not less.
At the same time, it is allowed to both take out a new loan and refinance an existing one, if it is issued for housing that meets the conditions. Moreover, even when the loan has already been refinanced, this can be done again under the program.

“The state provides benefits for young families and large families, and compensates banks for losses when rates on mortgage loans provided under government programs are reduced,” Vrublevsky noted.

Vrublevsky advised to check whether the bank was in the stage of financial recovery or external management. The fact is that such procedures precede the bankruptcy of a credit institution. All data is publicly available on the website of the Central Bank of Russia.

What kind of housing can be purchased under the family mortgage program?
There are limitations here. You can pay at a low interest rate:
- Apartment in a new building. The agreement must be concluded with a legal entity other than the investment fund management company. You can purchase housing in a rented building or a building under construction - both purchase and sale and equity participation agreements are suitable.
- Ready house with plot. It will also have to be purchased from a legal entity. There is another option here - you can buy housing, which in fact does not yet exist. The contract states that the legal entity or individual entrepreneur undertakes to complete the building and transfer it to the buyer in the future.
- Construction of a house - provided that it is built by a contractor-legal entity or individual entrepreneur. It will not be possible to create a building with your own hands within the program.
- A plot of land with the subsequent construction of a house on it. Here, similar work should be carried out by a legal entity or individual entrepreneur.
That is, the key condition is purchase on the primary market from a legal entity. It will not be possible to purchase secondary real estate at a preferential rate. An exception is made only for residents of the Far Eastern Federal District. In rural settlements, they are allowed to buy houses and apartments on both the primary and secondary markets.

First of all, we asked how the state provides support to young families who have decided to purchase an apartment with a mortgage. As the specialist noted, the mortgage rate for young families with two or more children has been repeatedly reduced. At the moment it is 8-12% and this, according to the lawyer, is not the last point of decline. He emphasized that there are also preferential mortgages for large families at 6% per annum.
What to remember
- A mortgage at 6% (and in the Far Eastern Federal District - at 5%) can be taken out by a citizen of the Russian Federation who has a child born from January 1, 2021 to December 31, 2022. And it doesn’t matter what number it is.
- You can buy an apartment or a finished house from a legal entity. Or build your own - but also with the involvement of a legal entity or individual entrepreneur. Secondary education under the program is available only in rural areas of the Far Eastern Federal District.
- You can take up to 6 million, and in Moscow, St. Petersburg and their surrounding areas - up to 12. Down payment - 15%.
- The preferential rate is valid for the entire term of the mortgage.

How can you take advantage of the subsidy under the “Young Family” program?
To purchase housing under a subsidized state program, young families need to prepare a package of documents and go through a step-by-step registration process.
Step by step:
- A young family writes an application, expressing their desire to participate in the state program for the purchase of real estate, and submits it to the district administration. The application is considered within 10 days from the date of submission, after which the family receives a response - confirmation of the application or refusal, justified by specific reasons.
- If the result is positive, the family gets on the waiting list. The applicant needs to view the list of program participants and determine his number.
- The family begins the process of applying for a subsidy, receives a certificate of participation in the program and submits it to the bank, where a profitable mortgage will be issued under the “Young Family” program.
- A bank account is opened in the applicant's name. Within a few days, money subsidized by the state will be transferred to it. The remaining amount is allocated by the bank, according to the mortgage agreement, and transferred to the account of the real estate seller.
- A purchase and sale transaction is drawn up, after which the young family becomes the owner of their own home.

“You can get it through the tax office or through your employer. In this case, the employer will not withhold personal income tax of 13% from your salary. The maximum deduction amount per family for an apartment purchased after January 1, 2014 is no more than 1,300,000 rubles, for one person no more than 260,000 rubles,” Vrublevsky said.
