To participate in this program, a woman must have prepared at least ten percent to make mortgage payments, and in general she will have to pay off at least thirty percent of the total cost of the purchased housing. Applying for such a loan is possible only if the monthly mortgage payment is no higher than fifty percent of the total salary of such a woman. In addition, there is also a rule that a woman or one or more of her children should not be the owner of premises that could be suitable for habitation, even if they would require renovation work;
- if we are talking about providing housing to law enforcement officers in various areas of ensuring state security, as well as the armed forces of the Russian Federation (provided that a single mother is an employee of such bodies and forces and has the right to receive subsidies for improving housing conditions), then the provision of a subsidy to improve the living conditions of such an employee will be carried out upon reaching a ten-year period of service, but provided that the child has not reached the age of eighteen years, and also the premises have not become available to relatives or other persons, including through inheritance. can be used for permanent residence.

Procedure and required documents
In order to register for participation in one of the possible programs to improve housing conditions operating in various regions of the state, a single mother with a confirmed status will need:

The paperwork should begin as soon as possible after the birth of a child for whom the woman has received the status of a single mother, since the process of registering and including persons in need in the queue is quite lengthy and requires the formation of a voluminous package of documents.
- Compile and submit an application with all the necessary documents for improving housing conditions to the regional or municipal government authority that is responsible for the implementation of a particular program. You can submit documents either by personally contacting such authorities, or by contacting multifunctional centers at the location of the authorized authorities implementing a particular government program.

In order for participation in one of these programs to be realistic, it will be necessary to create a package of documents confirming the need for a single mother to improve existing living conditions. This package of documents will include:

- original and a copy, certified by a notary, from the passport of a single mother;

In addition, additional documents may be required, the list of which is formed at the level of regional or municipal legislation in the field of improving housing conditions.
If a woman is in a registered marriage, but the fact of paternity in relation to the children she is raising has not been confirmed by her husband, it is necessary to provide the entire package of documents for him (indicating his property status), which will allow us to judge the need for urgent provision of housing or subsidies for his acquisition or construction.
Subsidies for utility bills (housing and communal services)
In pursuance of the provisions of Article 159 of the Housing Code of the Russian Federation, a single mother has the right to apply for a subsidy in relation to utility bills if a number of conditions are met:
- Expenses for housing and communal services exceed the maximum allowable cost established in the region, as a rule, more than 20%.
- The woman is the owner of the apartment or the tenant of social housing.
- The family lives in the locality and can confirm its registration at a specific address.
- There is no debt on utility bills or a debt restructuring agreement has been concluded.
Moreover, regardless of the square footage of the apartment, the subsidy is provided only based on the norm of apartment meters per resident, including children.
In pursuance of Part 12 of Article 159 of the RF Housing Code, subsidies are not awarded to foreign citizens, therefore it is necessary to confirm your Russian citizenship.
Conditions of receipt
To obtain the right to reimbursement of costs incurred when paying for housing and communal services and to apply for a subsidy, a single mother must contact the social labor department.
