92. Can the previous owner stop registering the vehicle?

Grounds for canceling exam results
Let's consider the new paragraphs 231 and 232 of the rules:
231. Exam results are subject to cancellation in the following cases:
a) satisfying the driver candidate’s complaint about the result of the exam;
b) recognition in the prescribed manner of the documents specified in subparagraphs “b” - “e” of paragraph 18 of these Rules as forged (counterfeit);
c) receiving information from the competent authority of a foreign state about the lack of information on the issuance of a foreign driver’s license - in case of exchange of a foreign driver’s license;
d) conducting an exam in violation of the requirements established by these Rules.
232. Cancellation of exam results in the case established by subparagraph “d” of paragraph 231 of these Rules is carried out before the issuance of a Russian national driver’s license. The driver candidate is assigned a place, date and time to retake the exam no later than the deadlines established by paragraph two of clause 11 of these Rules and clause 112 of these Rules.
There are 4 situations in which exam results may be invalidated :
- upon a complaint from a driver candidate;
- if it turns out that the documents for the exam (passport, medical certificate, old driver’s license, document on training at a driving school, written consent of the child’s parents) turned out to be fake;
- if it turns out that a foreign driver’s license was not issued;
- if the Examination Rules were violated during the examination.
Moreover, in the latter case (if the rules for conducting exams are violated), the results can be canceled only until the driver’s license is issued. That is, if the driver has already obtained a license, the exam results are saved.
As for other situations (a complaint from a driver candidate and fake documents), in these cases the results can be canceled at any time .
For example, a candidate driver provides the traffic police with a medical certificate issued in violation. This is possible if you see a psychiatrist and narcologist not in a state dispensary, but in a private clinic. The student successfully passes the exams and receives a driver's license. The certificate does not raise any questions for the traffic police.
However, after 5 years, the traffic police accumulates a lot of certificates issued by the same private organization. The traffic police conducts an inspection and finds out that the certificates were issued with violations. After this, all medical certificates are canceled, and along with them, the issued driver’s licenses and exam results are canceled.
This leads to the fact that after 5 years the driver again needs to collect all documents and take all exams again.
