Typically, funds are transferred to the recipients' account between the 15th and 25th of each month. For many families, fees for housing and communal services (HCS) are a significant expense item. The state offers such families financial support. It is expressed in the form of benefits and subsidies for housing and communal services.
Social support measures for the population provided in the Stavropol Territory include:
- subsidies for housing and communal services;
- compensation for expenses for housing and communal services and contributions for major repairs of common property in an apartment building (contribution for major repairs, MKD);
These are different types of support. The first depends on the share of payments for housing and communal services in the total family income, the second - on the category of the citizen. Let's take a closer look at each of them.
Subsidies for housing and communal services
A subsidy is free financial assistance from the regional budget to low-income citizens, which is targeted in nature. It can only be used to pay for housing and communal services.
Families whose payments for housing and communal services exceed 22% of the total family income can count on financial assistance (Article 159 of the Housing Code of the Russian Federation). In this case, it is not the actual costs of housing and communal services that are taken into account; the amount of such payment is calculated based on the standard standard area of residential premises for calculating the subsidy (Law of the Stavropol Territory No. 73-kz dated December 28, 2005) and the standard for the cost of housing and communal services established at the regional level (Government Decree SK dated February 26, 2019 No. 78-p).
The dimensions of regional standards for the standard area of residential premises are:
18 sq. m of total living space per family member of five or more people;
19 sq. m of total living space for one member of a family of four people;
20 sq. m of total living space for one member of a family consisting of three people;
24 sq. m of total living space for one member of a family consisting of two people;
42 sq. m of total living space per citizen living alone.
Square meters exceeding these figures are not subject to subsidies.
The sizes of regional standards for the cost of housing and communal services are differentiated:
- by type of residential premises;
- by territory where residential premises are located;
- by the number of residents in the residential premises;
- upon payment of the contribution for major repairs.
The region has established 4 types of housing and utility cost standards:

For example, in Stavropol in 2021, the standard cost of housing and communal services for a homeowner in an apartment building, living in a family of four and having the obligation to pay a contribution for the overhaul of the apartment building, is a little more than 2.6 thousand rubles per person.
For families with an average per capita income below the established subsistence level, an additional guarantee of social support from the state is provided; for them, the maximum allowable share of expenses for housing and communal services is below 22% of the adjustment factor. This coefficient is individual for each low-income family, since it depends on the cost of living and the average per capita income of the family.

Important! The subsidy will be refused if the applicant turns out to be in debt to pay for housing and communal services (or certain types thereof).
But the situation can be fixed. It is necessary to conclude an agreement with the service provider (management company, HOA, housing cooperative or resource supply organization) to repay the debt within the prescribed period. To receive a subsidy, you must comply with the terms of such an agreement.
Subsidy rules
Subsidies are provided only to citizens of the Russian Federation and foreign citizens if this is expressly provided for in international treaties.
You can apply for a subsidy:
- users of residential premises in state or municipal housing stock;
- tenants of residential premises under a rental agreement in a private housing stock;
- members of HOAs, housing cooperatives or residential complexes;
- owners of residential buildings and apartment buildings (apartments, residential buildings, parts of apartments or residential buildings).
Subsidies are provided to citizens at their place of permanent residence for 6 months. After this period, if your financial situation remains difficult, you can re-apply for a subsidy. The number of requests is not limited.
When determining the total family income, the income of the applicant himself, his family members living with him, as well as the income of citizens who are, in relation to the recipient of the subsidy or his family members, a spouse, parents or adoptive parents of minor children, minor children, including adopted, but living separately from them.
The total income of a family or a single citizen living alone for the provision of a subsidy is determined for 6 calendar months. The specified 6-month period begins 6 months before the month of filing the application for a subsidy.
The size of the subsidy is equal to the difference between the regional standard for the cost of housing and communal services, calculated per family, and the share of family expenses for paying for housing and communal services in the total family income. If a positive decision is made to provide a subsidy, its amount should not exceed the family’s actual expenses for housing and communal services.
Determining the size of the subsidy is also influenced by the receipt of social support measures for paying for housing and communal services. In order to eliminate double payments for housing and communal services, the amount of the paid subsidy is reduced by the amount of social support measures paid for housing and communal services, received both by the recipient of the subsidy and by members of his family, for the residential premises for which the subsidy is provided.
In order to receive a subsidy, you must submit an application and documents to the social protection authority or to the multifunctional center for the provision of state and municipal services (MFC) at your place of residence. For the standard situation this is:
- identification document of the applicant;
- documents on payments for housing and communal services for the last month before the month of application;
- documents on the presence (absence) of arrears in payment of housing and communal services or an agreement on the gradual repayment of debt (if there is arrears) and information on the implementation of such an agreement;
- documents confirming the legal basis for a citizen’s use of residential premises in which he is registered at the place of permanent residence - if the applicant is a tenant of residential premises under a lease agreement in a private housing stock or a member of a residential complex or housing cooperative who has not paid the full share contribution for residential premises provided by such a cooperative;
- a copy of the lease (sublease) agreement in a private housing stock and a certificate from the military unit about the absence of the possibility of providing official residential premises - in the event that a citizen is undergoing military service under a contract and is registered at the place of residence at the address of the military unit, but lives due to the lack of official residential premises in residential premises under the terms of a concluded rental agreement (sublease);
- a document confirming the right of the applicant and (or) his family members to benefits, social support measures for paying for housing and communal services if it is impossible to receive them within the framework of the interdepartmental electronic interaction system;
- copies of documents certifying that the applicant, a foreign citizen and his family members, are citizens of a state with which the Russian Federation has concluded an international treaty, in accordance with which the provision of subsidies is provided (with presentation of the original, if the copy is not notarized);
- information about the declared income of the applicant and his family members, taken into account when deciding whether to provide a subsidy;
- consent to the processing of personal data for persons other than the applicant.
The application and documents can be sent to the social security authority by post or in the form of an electronic document.
The remaining documents necessary to make a decision on providing a subsidy are requested by the social protection authorities or the MFC independently, as part of interdepartmental cooperation.
After 6 months, the recipient of the subsidy, no later than 10 working days from the date of expiration of the subsidy, is obliged to submit to the social security authorities documents confirming the actual expenses for housing and communal services incurred by him monthly during the period of receiving the subsidy.
Next, social security authorities compare the amount of the provided subsidy with the total amount of actual expenses for paying for housing and communal services of the recipient of the subsidy for the period of receiving such a subsidy. If the amount of the subsidy paid exceeded the family’s actual expenses for paying for services, then the overpaid funds in the amount of the excess are returned either against the assigned future subsidy, or if the subsidy is not assigned - voluntarily or in court. If, as a result of the reconciliation, it is established that the actual costs of paying for housing and communal services turned out to be higher than the total amount of the subsidy paid, then such a recipient will receive an additional payment, but not more than the amount of the subsidy calculated in the prescribed manner.

In 2021, 60,784 families (6.4% of families living in the region) took advantage of the subsidy. The average subsidy at the end of 2019 was 2,146.73 rubles per family.
Costs for providing subsidies in 2021 amounted to 1,305.34 million rubles.
In 2021, 1,390.85 million rubles are allocated for these purposes. As of October 1 of this year, 54,402 families took advantage of the subsidy.
Reimbursement of expenses for housing and communal services
Compensation for expenses for housing and communal services (federal compensation for housing and communal services) in its economic essence is close to a subsidy, since it is provided from the budget on a free and irrevocable basis. But if any citizen in need of financial assistance potentially has the opportunity to receive a subsidy, then the right to receive federal compensation for housing and communal services is granted only to certain categories of citizens, the list of which is determined by federal laws.
Preferential categories of citizens, such as: citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant, the 1957 accident at the Mayak production association, the discharge of radioactive waste into the Techa River and nuclear tests at the Semipalatinsk test site, as well as certain categories of citizens from among veterans (war, hostilities) and disabled people, federal compensation for housing and communal services is provided.
The form and procedure for providing benefits is determined at the regional level (Resolution of the Government of the UK dated September 17, 2008 No. 145-p).
Providing federal compensation for housing and communal services assumes that citizens pay monthly for housing and communal services, and then, through compensation, beneficiaries are reimbursed for the expenses incurred.
The level of cost reimbursement is the same for all beneficiaries - this is 50% of the payment for housing and communal services.
IMPORTANT!
- Expenses related to payment of utility services in excess of utility consumption standards are not compensated.
- Compensation does not apply to cases of application of increasing coefficients to utility consumption standards.
If the level of compensation is the same for all beneficiaries, then the volume of benefits, i.e. The types of housing and communal services for which fees are compensated are determined by federal legislation specifically for each category, and they are different.
Due to the fact that the costs of paying for housing and communal services and the amount of benefits for each beneficiary are different, then, accordingly, the amount of federal compensation for housing and communal services is individual for each beneficiary. In the region, the average amount of federal compensation for housing and communal services provided per benefit recipient in 2021 was 949.01 rubles.
Let us dwell in more detail on calculating the amount of federal compensation for housing and communal services.
The total amount of federal compensation for housing and communal services, which is paid to the beneficiary, consists of the amount of compensation for the payment of housing, a contribution for major repairs and each type of utility service that the citizen uses monthly.
Federal compensation for housing and communal services is calculated taking into account the volume of social support measures established by federal laws for each preferential category, based on information confirming the actual costs of paying for housing and communal services.
In the absence of information on actual expenses, the amount of federal compensation for housing and communal services is calculated in the following order.
Compensation for fees for housing services and heating is calculated based on the beneficiary’s share in the total area of the residential premises and within the limits of the federal standard social norm for the area of residential premises (18 sq. m). The share is determined by dividing the size of the total area of the apartment by the number of all citizens registered in it.
Calculation of federal compensation for housing and communal services in terms of the cost of paying the contribution for major repairs is carried out to beneficiaries who are owners of an apartment in an apartment building, based on their share in the ownership of the residential premises, but not more than 50% of the contribution for major repairs, limited by the federal standard for the standard area of residential premises and regional standards established by the Law of the Stavropol Territory of December 28, 2005 No. 73-kz.
Federal compensation for housing and communal services in terms of utility costs is assigned based on the standards for the consumption of utility services established by the Ministry of Housing and Communal Services of the Stavropol Territory, according to tariffs established by the regional tariff commission of the Stavropol Territory.
If the assignment of federal compensation for housing and communal services is carried out at the location of the residential premises owned by the beneficiary on the right of ownership, in which he is not registered at the place of residence or place of stay, then the amount of federal compensation for housing and communal services is calculated based on the costs of paying for the maintenance of the residential premises and general house needs , contribution for major repairs in the apartment building and heating.
As in the case of providing a subsidy, if there is arrears in payment for housing and communal services, compensation is not provided. But if there is an agreement on the gradual repayment of existing debt and compliance with the terms of such an agreement, the social security authority will consider the application.
Federal compensation for housing and communal services is provided to beneficiaries living in the Stavropol Territory:
- at the place of their registration at the place of residence or registration at the place of stay;
- at the location of the residential premises owned by right of ownership, located on the territory of the Stavropol Territory.
For the provision of federal compensation for housing and communal services, you can apply in person to the social security authority or to the MFC at your place of residence, place of stay, location of residential premises owned by right of ownership, located in the territory of the region.
Additionally, you can submit an application to the social security authority:
- in electronic form;
- via postal service.
The application must be accompanied by:
- passport or other document identifying the beneficiary and his registration at the place of residence or place of stay;
- a passport or other document identifying each family member of the beneficiary who is covered by federal compensation for housing and communal services, and their registration at the place of residence or place of stay;
- documents on the right of the beneficiary to federal compensation for housing and communal services, for the corresponding category, in the established form, with the exception of a document confirming the fact that the citizen has been diagnosed with a disability;
- documents confirming the degree of relationship (property) for each family member (including those recognized as such in court) who are subject to federal compensation for housing and communal services;
- consent to the processing of personal data for persons other than the applicant.
The remaining documents necessary to make a decision on the assignment of federal compensation for housing and communal services are requested by the social protection authority or the MFC independently, as part of interdepartmental cooperation.
The period for providing federal compensation for housing and communal services is the period of validity of the document giving the right to social support measures for paying for housing and communal services.

In 2021, federal compensation for housing and communal services was provided to 178,681 beneficiaries.
Expenses for providing federal compensation for housing and communal services in 2019 amounted to 2,062.80 million rubles.
In 2021, the budget of the Stavropol Territory provides 2,070.96 million rubles for the provision of federal compensation for housing and communal services.
As of October 1, 2021, 173,606 beneficiaries were registered with the regional social protection authorities as recipients of federal compensation for housing and communal services.
Additional compensation for housing and communal services expenses for participants, disabled people of the Great Patriotic War and former minor prisoners of concentration camps
In order to completely exempt certain categories of citizens from paying for housing and communal services, the Law of the Stavropol Territory of February 11, 2020 No. 20-kz “On an additional measure of social support in the form of additional compensation for the costs of paying for living quarters and utilities was adopted for participants, disabled people of the Great Patriotic War and former minor prisoners of fascism" (Law No. 20-kz, additional compensation for housing and communal services), which came into force on April 1, 2021.
For military merits in defense of the Fatherland and stay in concentration camps during the Great Patriotic War, such a benefit was established by Law No. 20-KZ for participants, disabled people of the Great Patriotic War, as well as former minor prisoners of fascism (hereinafter referred to as veterans).
The procedure for providing additional compensation for housing and communal services is established by Decree of the Government of the UK dated 04/06/2020 No. 157-p.
Providing additional compensation for housing and communal services assumes that citizens pay monthly for housing and communal services, and then, through compensation, veterans are reimbursed for the expenses incurred.
The amount of additional compensation for housing and communal services is individual for each veteran and depends on the actual costs of the veteran for paying for housing and communal services and the amount of federal compensation received for housing and communal services. The average amount of additional compensation for housing and communal services as of October 1, 2020 was 1976.55 rubles.
The amount of additional compensation for housing and communal services is the difference between the actual costs of paying for housing and communal services and the amount of federal compensation for housing and communal services. Thus, the total amount of federal compensation paid for housing and communal services and additional compensation for housing and communal services reimburses veterans in full for their expenses for paying for housing and communal services.
Additional compensation for housing and communal services, as well as other measures of social support for paying for housing and communal services, is not provided if there is arrears in payment for housing and communal services. But if there is an agreement on the gradual repayment of existing debt and compliance with the terms of such an agreement, the social security authority will consider the application.
Additional compensation for housing and communal services is provided to veterans living in the Stavropol Territory. To obtain it, you can apply in person to the social security authority or to the MFC at the place where you receive federal compensation for housing and communal services.
Additionally, you can submit an application to the social security authority:
- in electronic form;
- via postal service.
The application must be accompanied by:
passport or other identification document of the veteran;
certificate of entitlement to social support measures of the established form for the corresponding category of veterans;
information about the veteran’s absence or presence of arrears in payment for housing and communal services (if the citizen has such arrears, a copy of the debt repayment agreement and information on the fulfillment of the terms of the debt repayment agreement (if such an agreement has been concluded) are provided);
consent to the processing of personal data.
In addition, to calculate the amount of additional compensation for housing and communal services, the veteran submits to the social security authority no later than the 15th day of each month following the expired month, documents confirming payment for housing and utilities for the past month in full.
The remaining documents necessary to make a decision on the assignment of additional compensation for housing and communal services are requested by the social protection authority or the MFC independently, as part of interdepartmental cooperation.
The period for providing additional compensation for housing and communal services is for life, but not longer than the period for receiving federal compensation for housing and communal services.

As of October 1, 2021, additional compensation for housing and communal services was provided to 905 veterans in the amount of 15.53 million rubles.
In 2021, the budget of the Stavropol Territory provides 40.49 million rubles for the provision of additional compensation for housing and communal services.
Reimbursement for capital repairs
Compensation for the contribution for major repairs is provided:
single living non-working owners of residential premises who have reached the age of 70 years, as well as owners of residential premises who have reached the age of 70 years living in a family consisting only of non-working citizens of retirement age living together and (or) non-working disabled people of groups I and (or) II , – in the amount of 50% of the amount of contributions;
single living, non-working owners of residential premises who have reached the age of 80, as well as owners of residential premises who have reached the age of 80, living as part of a family consisting only of non-working citizens of retirement age living together, and (or) non-working disabled people I and (or) II groups - in the amount of 100% of the amount of contributions.
It is worth noting that the amount of compensation received is limited by regional standards for the standard area of residential premises for calculating the subsidy, established by the Law of the Stavropol Territory of December 28, 2005 No. 73-kz.
Compensation for the contribution for major repairs is not provided if the citizen is already a recipient of other social support measures that provide compensation for the contribution for major repairs. It is also not provided if the citizen has arrears in paying the contribution.
Compensation for the contribution for major repairs is provided to home owners based on their share of ownership.
The homeowner can submit an application in one of three ways:
- in person to the social security authority or MFC at your place of residence;
- to the social security authority in electronic form;
- to the social security authority via postal service.
The application must be accompanied by:
- documents proving the identity and registration of the owner at the place of residence;
- passports or other identification documents of his family members jointly registered with the owner at the place of residence and their registration at the place of residence;
- documents confirming the fact of change of surname, name, patronymic (marriage certificate, divorce certificate, certificate of name change);
- consent to the processing of personal data for persons other than the owner.
The remaining documents necessary to make a decision on the assignment of compensation for the contribution for major repairs are requested by the social protection authority or the MFC independently, as part of interdepartmental cooperation.
The period for providing compensation for the contribution for capital repairs is for life, but not longer than the validity period of the regional capital repair program.

In 2021, compensation for the contribution for major repairs was provided to 17,348 citizens who have reached the age of 70 years or more; the average compensation for the contribution for major repairs for 2021 was 159.4 rubles.
The costs of providing compensation for the contribution for major repairs in 2019 amounted to 33.5 million rubles.
In 2021, 42.1 million rubles are provided in the budget of the Stavropol Territory to provide compensation for the contribution for major repairs.
