Let us remember that these are people who need medical care and social protection. Benefits entitled to people of this category of disability are regulated by Article 28.2 of the Federal Law of November 24, 1995 N 181-FZ “On the social protection of disabled people in the Russian Federation.”

Procedure for receiving housing benefit

Subsidy is state financial assistance provided to citizens of the Russian Federation who have been assigned the status of a disabled person based on the results of a medical and social examination.
Disabled person is a person who has partially or completely lost his legal capacity as a result of an inherited or acquired disease, injury that has led to limited life activity and the need for additional social and material support.

Federal and regional legislation establishes the following types of preferences and compensation for persons with limited legal capacity:

  • monthly cash payments;
  • subsidy for payment of housing and communal services;
  • additional monthly financial support;
  • federal social supplements;

  • financial assistance to improve housing conditions.

In addition to the above list, a disabled person can count on additional material support in the form of compensation for refusal of social benefits and preferences established by the legislation of the Russian Federation, including the provision of a voucher to a sanatorium-resort area, provision of medicines, etc.

Legal regulation

The assistance allocated for purchasing housing or improving living conditions is not enough to buy an apartment, so citizens have to look for additional sources of financing. The best option is to obtain a mortgage using government funds. In this case, there is a chance to buy decent housing, but the difference will have to be paid to the disabled person. In addition, under the terms of the mortgage agreement, for the use of borrowed funds, the bank client will be accrued monthly interest, which significantly increases the final payment amount.

Procedure for paying subsidies

Submitted documents are reviewed by authorized bodies within 10 days. In case of refusal to pay the subsidy, the applicant will be notified of this decision within 5 days.

If a positive decision is made, funds are paid to the applicant’s bank account.

If the required documentation is submitted by the 15th, the subsidy will be calculated for the current month. If you submit an application in the second half of the month, money will begin to accrue for utility bills only from the beginning of the next month.

Benefits for disabled people of group 3 for housing and communal services are provided on an application basis. It is stipulated that a citizen is required to visit the authorized body, after which he writes an application and receives relief.

Applying for housing and communal services subsidies for a disabled child

At the federal level, disabled children have the right to receive preferential payment for housing and services. This is guaranteed by the relevant legislation No. 181-FZ of November 24, 1995 (Article 17). The article indicates that families in whose care there is a disabled child are provided with a 50% discount on rent (when living in municipal or public housing) and payment of utility bills, regardless of the ownership of the home.

Providing preferential conditions for housing and communal services to families with disabled children is also carried out in accordance with Government Decree of the Russian Federation No. 901 of July 27, 1996. Since 2011, disabled people in Russia have received benefits for housing and communal services not in kind, but in cash. A person with disabilities pays utility bills in full, and then receives 50% compensation in cash - by mail or to a bank account.
