What happens if you don’t pay for housing and communal services?
Penalty
For non-payment of housing and communal services, the supplier charges a penalty - a penalty or a fine for late payment.
clause 14 art. 155 Housing Code of the Russian Federation
There will be no penalty for the first month of non-payment. Penalties are accrued from the 31st day of non-payment, that is, from the second month. The receipt has a column “Pay by such and such date” - this is the last day of payment, after which the calendar month begins to count. If you do not pay by this day, the supplier will charge a penalty starting from the next month.
The amount of the penalty is 1/300 of the Central Bank of the Russian Federation refinancing rate from 31 to 90 days of non-payment. From 91 days - 1/130th of the bet.
Limitation of service provision
If the consumer does not pay for utilities in full, the supply company has the right to limit or stop supplying them.
Clause 114 of Russian Government Decree No. 354
The reason for disconnecting utilities will be two months' debt. The supplier will first ask for payment of the debt within 20 days. If the debt is not repaid, the supply of hot water, electricity or gas will be limited from the third month. But according to the law, it is impossible to limit the supply of cold water and heating.
pp. “a” and “c” clause 119 of Russian Government Decree No. 354
Debt collection through court
If the debtor does not pay for utilities and does not respond to letters of payment, the supplier has the right to go to court and demand payment of the debt through him.
Restriction on travel abroad
If bailiffs cannot convince you to pay for services through the court, they open enforcement proceedings against the debtor. If the amount of debt for housing and communal services is more than 30 thousand rubles, you will not be allowed to go abroad.
Art. 67 Federal Law No. 229-FZ
Eviction from the apartment
This is a last resort. The owner and the tenant under a rental agreement can be evicted if both do not pay for utilities for six months or more.
If the owner is evicted, the state puts his apartment up for auction and provides other housing in return. The proceeds are used to pay off the debt for housing and communal services and legal expenses, and the remaining money is returned to the owner.
Payment Methods
The portal provides a choice of several methods of non-cash and cash payment for housing and communal services:
- Using a bank card. In this case, you must enter its number, information about the owner and expiration date and code on the back. Payment for housing and communal services by bank card via the Internet without commission is possible; detailed information can be obtained from the service bank.
- Using a mobile phone. It is enough to indicate the correct number.
- Using an electronic wallet. To choose from: Yandex.Money or Webmoney, Qiwi wallet.
- Using a bank receipt upon presentation of the document to the nearest bank branch.
When choosing one of the first 3 methods, a citizen must make sure that there is a sufficient amount of funds in his account to complete the transaction.
The main advantage of the portal is that the payment is made instantly and the payment is confirmed in real time.

Is there a hidden commission?
The Gosuslugi system does not charge a commission for paying for housing and communal services . However, there may be hidden fees when choosing a payment method - some banks set a certain percentage of the payment amount or a fixed figure for providing card payment services.
On the portal, after opening the payment options window, you can specify the method that will be without commission. In this case, the citizen will pay as much as indicated on his receipt.
In the future, it is planned to make all payments through the portal without commissions, regardless of the region of the Russian Federation (Ekaterinburg or St. Petersburg). This measure is necessary in order to popularize non-cash payment methods for citizens.
The difference between the EPD and the ERR
A single payment document (UPD) is a receipt that includes bills for many housing and communal services (housing and communal services). The calculation of the EPD is carried out by , in other cases, management companies are responsible for accepting payment, the coordinates of which must be found on the “Moscow House” web resource. The ENP includes payment for hot/cold water, sewerage, heating, maintenance and repair of residential or non-residential premises. Payment for major repairs, radio point, communal television and gas may also be included, provided there are no meters.
- EPD Personal account: a single payment document in Moscow - how to pay for housing and communal services using EPD
Receipts for electricity, metered gas, landline telephone, Internet or cable television are sent to owners of residential and non-residential premises separately. Some Moscow residents confuse the EDP with the Unified Housing Document (EZhD), but these are two completely different types of documentation.
EPD is a single payment for many utilities, and EZhD is a single certificate that replaces many housing registration documents (certificate of registration at address, family composition, registration, etc.). Now in the capital the housing registration system is changing and instead of the old certificates, the EZhD is issued.
Benefits for Muscovites and benefit recipients
If a citizen has benefits for paying for housing and communal services, when making a payment through State Services, there is no need to enter information about this anywhere, since all preferences have already been calculated and included in the receipt. Therefore, the portal does not contain a column that must be filled out if there are benefits.
There are no subsidies for housing and communal services through State Services. We are talking only about a subsidy assigned in a general manner, the calculation of which is made during the generation of a payment receipt.
As for residents of the city of Moscow, if they are connected to a unified payment system, they can pay their utility bills in one click. To do this, you must enter the payer code, and the citizen will receive all the information about existing debts.
If there is a benefit for housing and communal services, it will also be automatically calculated and the final amount for payment will be based on the availability of the benefit.
Quite often, large amounts in receipts for utility bills are due to the fact that citizens submit incorrect meter readings. How to avoid making mistakes?
Residents of the city of Moscow and the Moscow region have the opportunity to submit water meter readings:
- on pgu.mos.ru,
- through the Moscow Housing and Communal Services application,
- State Services portal,
- in the center of State Services, as well as in the engineering service in the area of residence.
Electricity readings can be submitted to Mosenergosbyt in person, through the official website, or use the Moscow State Services portal. If the house has a gas supply, then you need to contact the supplier for meter readings.
Purpose of the portal
The opportunity to pay for utilities through the State Services portal appeared in 2010 with the release of the Federal Law “On the organization of the provision of state and municipal services.”
In accordance with the law, legal entities and individuals can access the portal to submit applications and documents to various state and regional structures and organizations, as well as make mandatory payments, pay fines and pay fees.
The purpose of the portal is to enable citizens to quickly gain access to various services (from registering a pension to repaying debts) without queuing. The list of services that you can use is constantly expanding. This allows you to resolve almost any legal issues without breaking the threshold of local institutions and government bodies.
Making utility payments is one of the popular services on the portal. However, not all housing and communal services providers are provided on the State Services portal. Despite the fact that the site has been operating for many years, you may not find the company you need to pay for utilities on it. This is due to the fact that not all organizations have yet added their data to the database and can accept payments through the portal.
The ability to pay for housing and communal services through the State Services website is available in most cities in Russia. A more complete list of opportunities is available mainly to residents of large cities - Moscow, St. Petersburg, etc. Every year the list of settlements is updated.
