Let's consider who and on what basis can exercise the right to state assistance when paying for utilities.

Mechanism for processing benefits for veterans

The registration of benefits for the group of citizens in question is carried out on an individual basis. Accounting for discounts begins on the 1st day of the month following the submission of the application to the authorized body. When calculating, current prices and tariffs for services in the housing and communal services sector are taken into account.

Preferences cover the following areas:

  1. payment for housing;
  2. maintenance and repair work in the house;
  3. major repairs;
  4. rental of premises;
  5. supply of water, electricity, gas.

In 2022, discounts will be provided per room.

If a citizen owns more than one apartment, he has the right to choose which of them the preference will be applied to. When several persons with preferential status live in the premises, they have the right to claim rights to various types of discounts.

You can use benefits based on your place of registration. To provide a preference where a person lives , you will need to take a certificate indicating that benefits are not provided at the registration address.

Important! If a person has several reasons for using the relief, he can choose only one of them.

Amount of benefits for veterans

Preference standards are regulated at the legislative level.

In this case, the following acts apply:

  • Federal Law No. 181 of 1995 “On Social Protection of Disabled Persons”;
  • Federal Law No. 5 of 1995 “On Veterans”.

Disabled people receive a 50% discount on the cost of utilities. These preferences can be used not only by the beneficiaries themselves, but also by members of their family. Half of the amount is paid by the state.

Accrual is made depending on actual consumption, but cannot be higher than the established standard.

How to apply for a subsidy


The procedure for obtaining financial assistance is quite simple:

  • collect all necessary documents and make copies of them;
  • find out the address of the nearest social welfare department or MFC and its opening hours;
  • write an application and attach copies of all documents to it;
  • personally submit the application with a package of information and original documents;
  • receive a positive response within 10 business days.

The deadline for receiving the first payment depends on the time of submission of documents. If this was done in the first days of the month, then the money will be transferred by the end of the month. If the application is submitted in the second half of the month, then the accrual of funds will begin only from the next one.

After six months, payments stop automatically. To renew them, you will need to once again obtain all the necessary certificates and reapply for benefits.

The terms of subsidies can be extended an unlimited number of times, until the need for financial assistance from the state no longer exists.

Preferences for veterans and military personnel

Members of the armed forces are entitled to concessions. In addition, veterans can enjoy discounts on housing and communal services. Depending on which group a person belongs to, the list of preferences and their magnitude changes.

The right to a discount in the amount of half the cost of housing and communal services is granted to:

  1. combat veterans;
  2. participants of the Great Patriotic War;
  3. disabled people of the Second World War.

For these categories of persons, the discount applies to family members.

Who gets a 100% discount?

Some military personnel are entitled to preferences in the amount of the full cost of accruals on the receipt.

The list includes:

  • citizens holding the title of Hero of the Russian Federation or the USSR;
  • persons who have been awarded the title of Full Knight of the Order of Glory.

Family members of the listed citizens can also count on the benefit. It is allowed to use a preference only in relation to one piece of property.

Subsidies for veterans

Labor veterans and other categories of veterans are provided with subsidies for utility bills. These rules apply to persons who pay more for housing and communal services than required.

In the country, this norm is 22%, that is, if paying for utilities more than 22% of income, a person can count on a subsidy. Regional authorities have the right to reduce this limit.

In this case, the veteran can act as:

  • user of the residential premises;
  • the tenant under the rental agreement;
  • member of a housing cooperative;
  • owner of the premises.

The amount of the subsidy is determined in each case individually. The main condition for receiving a preference is the absence of arrears in payment for services in the housing and communal services sector.

Important! The subsidy is transferred once every six months.

What happens if you hide the presence of a bank deposit?

It will not be possible to hide the presence of a bank deposit from social security authorities. Since 2021, social security has been granted the right to receive information classified as tax secret from the tax service. This possibility is provided for in Art. 102 of the Tax Code of the Russian Federation and Law No. 68-FZ of March 26, 2020.

Banks also have an obligation to report to the tax authorities information on interest accrued to individuals (Article 214.2 of the Tax Code of the Russian Federation).

Consequently, when applying for a benefit, social security will check the information about the individual and the income he receives. Concealing information (not only information about interest, but also about other income) is fraught with:

  • recovery of funds paid to the recipient in court;
  • initiation of a criminal case for fraud.

The procedure for registering preferences for veterans

Benefits for veterans for housing and communal services are accrued only after submitting an application to the authorized body. There are no automatic provision of preferences. You must contact the social security department.

You need to have the following documents with you:

  1. the act by which the identity of a citizen is established;
  2. veteran's certificate;
  3. a document confirming the rights to the premises in which the person lives;
  4. receipts indicating payment for services;
  5. certificate reflecting the composition of the family.

Only Russian citizens can take advantage of the benefits.

Unemployed citizens can apply for a subsidy for housing and communal services only if:

  • they are Russian citizens;
  • their right to the occupied apartment is confirmed by a certificate of ownership, an extract from the Unified State Register of Real Estate, a lease agreement or a rental agreement;
  • they have no debt on utility bills;
  • an agreement on restructuring the rent debt has not been concluded with the management company;

Deadlines for granting subsidies


Subsidies are of a fixed-term nature. This is a temporary support measure, which is designed to make the life of an unemployed citizen and family members easier while they are looking for a new place of employment.

The period for calculating subsidies is 6 months. If the right to a subsidy remains, then you need to apply for benefits again.

The legislation does not require that citizens resolve their financial issues without fail within six months. Re-registration of financial assistance does not imply the provision of any additional information.

You can extend the payment terms an unlimited number of times. There are no reductions in the amount of assistance or other restrictions in this case.

Funds are credited to the citizen’s bank account; they are not transferred directly to pay for housing and communal services. This means that there will be no visible changes in your rent receipts and you will have to pay them in full.

If this is not done on time, the assistance will be cancelled.

List of documents required to apply for a subsidy


To apply for state assistance, you will need to submit an application to the social security authorities, to which the following documents will be attached:

  • applicant's passport;
  • a certificate stating that there is no rent debt;
  • certificates of income of all family members registered in the apartment (2NDFL, information about scholarships from educational institutions, etc.);
  • certificate of family composition (form No. 9);
  • a document confirming the right to use residential premises;
  • documents confirming family membership (birth certificates of children, marriage certificates, name changes, paternity certificates, etc.);
  • a certificate from the State Social Protection Service on recognition as unemployed or another document confirming the status of an unemployed citizen.

Additionally, receipts for timely payment of utility bills for the last six months can be submitted. You will also need information about the bank details of the account to which funds will be transferred monthly.

Housing subsidies are not issued in cash.

In the future, payments for housing and communal services can also be made in non-cash form, directly from the account, through Internet banking. There is no need to create a separate account or card. You can use those that are already used to receive pensions, benefits or other material benefits.

Preferences for rent

To calculate the benefit, you need to use consumption standards. These indicators are set by the authorities of a particular region.

However, there are situations where this limitation is not taken into account. For example, the Government of the capital has established that rent benefits should be calculated taking into account the size of the premises:

  • for one citizen – 33 square meters;
  • for two – no more than 42 squares;
  • for three – 18 squares each.

To understand what benefits a veteran will receive, you need to give an example. 4 citizens live in the premises, 1 of them received disabled status as a child. The following calculation will be used to establish the standard: 18 * 4 = 72 squares. A discount applies to this area.

For the remaining squares you will have to pay in full.

To whom benefit restrictions do not apply?

Some citizens, including veterans, can count on receiving preferences regardless of the size of the apartment.

These persons include:

  1. citizens who have retired and live alone;
  2. large families;
  3. families consisting of disabled people or pensioners;
  4. disabled people living alone.

A list of exceptions has been developed for each region separately.

Discount calculation example

Let's look at examples of how you can independently calculate the amount of the discount on housing and communal services.

1. A labor veteran lives alone in an apartment with an area of ​​47 square meters. In January he received receipts:

  • for the maintenance of living quarters - 1000 rubles;
  • gas – 200 rub.;
  • heating – 800 rub.;
  • energy supply – 300 rubles;
  • water disposal - 100 rubles;
  • for cold water – 200 rub.

The amount is 2600 rubles.

Taking into account the 50% benefit and the social standard for area per resident - 33 sq. m., we calculate the preference:

  • 1000 RUR/47 sq. m. x 33 sq. m. x 50% = 351 rub.;
  • 200 x 50% = 100 rubles;
  • 800 x 50% = 400 rub.;
  • 300 x 50% = 150 rub.;
  • 100 x 50% = 50 rubles;
  • 200 x 50% = 100 rub.

Refund on payments is equal to 1151 rubles.

Additional benefits for retired veterans

Upon receipt of a pension certificate, a person is not automatically given the opportunity to enjoy benefits. To apply a preference, you need to write an application and contact the authorized body.

If a veteran received this status while working, it is likely that he could not take advantage of subsidies , since the income level was higher than the pension. After retirement, a person has the right to receive this benefit.

To do this, the amount of utility bills must be more than 22% of total income . Every six months, the veteran will need to re-register the subsidy, as his level of income may change.

Additional preferences are established by regional authorities. For example, the Moscow Government has determined that veterans who are disabled in groups 1 or 2 do not need to pay for the use of a radio point.

Who can be considered unemployed


In order to understand who the unemployed are, it is necessary to refer to the provisions of the regulatory document, the Law “On Employment” of April 19, 1991 N 1032-1.

It says that this status is officially assigned by the State Employment Service to those citizens who do not have an official place of employment and do not have an income. He also turned to the State Social Protection Service in search of work; in addition, these are citizens who are looking for work and are ready to start it.

It is these citizens who have the right to receive various benefits and subsidies. There is one more category to which they belong. These are people who are unable to work. Or rather, they lost it temporarily or permanently, due to illness, injury or other reason.

The following are not considered unemployed and cannot claim the benefits due to them:

  • IP;
  • women on maternity leave;
  • full-time students;
  • pensioners;

Financial assistance, including for housing and communal services, is tied not so much to the status of a citizen as to the level of his income.

Discounts for veterans working in the public sector

Citizens who work in an educational or medical institution also have the right to use preferences. In this case, a different mechanism for calculating benefits is used. It changes depending on the region in which the citizen lives.

Most often, these citizens are provided with an annual salary supplement , and compensation for payments already made is made. Payments are calculated based on national averages.

Currently this value is 1200 rubles.
