- Work records of all family members;
- Passbooks;

Stages of benefit assignment
By law, the process of reviewing an application for benefits should take no more than ten days from the date of application.
There are three possible responses to the request:

Who is included in this category of persons?
The Federal Law “On Veterans”, adopted on January 12, 1995 (as amended on January 1, 2021), includes the following categories of citizens as combat veterans:
- Military personnel transferred to the reserve, called up for training, specialists from the Ministry of Defense of the USSR and the Russian Federation and other persons sent to other countries to perform official duties or who participated in battles on Russian territory.
- Persons who participated in mine clearance operations on the territory of the USSR or the territories of other countries, in minesweeping operations in the period after the Second World War - from 1945 to 1957.
- Members of automobile battalions who took part in the fighting in Afghanistan, pilots who flew into Afghanistan on combat missions.

Where and how to apply
To receive compensation, a beneficiary citizen must contact the Social Security Administration. It is required to collect the necessary documentation and prepare an application in advance. After reviewing it, the authority will decide on the accrual of benefits.

- registration certificate for housing.
If a citizen rents housing, he must provide social security with a rental agreement. The veteran will need to open a bank account. Completion of registration
If all documentation is submitted according to the rules, then the veteran will be able to begin receiving compensation in the same month when the application was submitted to social security. - In old houses, metering devices were installed in apartments. In Stalinist buildings, the shield is located in the corridor between the bathroom and the toilet; in Khrushchev buildings you should look for it on the wall in the corridor opposite the bathroom.
- Since the eighties, counters began to be placed on staircases. As a rule, they are located on a common panel for four neighboring apartments.
- In private houses, the meter was installed indoors next to the electricity input.
- In modern suburban buildings, the meter is mounted on a pole to prevent the theft of electricity.
- In garage cooperatives, meters are located next to the gate inside the garage.
Remember that regardless of the location of the meter, the electricity consumer is obliged to provide access to readings and. This obligation follows from the contract for the provision of electricity supply services. You may not allow a stranger (an electrical inspector) into your apartment, but then you may be denied power supply.
Now we come to the main question - how to take meter readings. Regardless of the model, we copy the values of the numbers to the left of the decimal point onto a sheet of paper.
We find the previous readings in the payment receipt and subtract the previous one from today’s value. So we got some number. This is the number of kilowatt-hours consumed during the billing period, which we will pay to the bank.
We find out by phone or on the website of the energy company the cost of one kilowatt-hour and multiply it by the number we receive. Now we know how much to pay at the bank for electricity.
Let's look at the example of an old meter SO-5U.
- Let's look at the readings: 6714.7.
- Let's write down the number to the decimal point: 6714.
- Let's find the readings in the previous receipt, in our case 6590.
- We make calculations. 6714 – 6590 = 124 kWh.
- Let's multiply by the current tariff (for example, 5.03 rubles per 1 kWh).
- We get: 124 x 5.03 = 623.72. This is the amount to be paid.
When making payments through an ATM, the machine will ask you to enter your code, address and current readings (those that we copied from the meter). Then you need to pay the amount to be paid.
If the reading suddenly goes past “0000”, don’t worry. Write the number you saw on the receipt, and when doing calculations, add the number “1” to it in front. For example: 0014 (current), we will add “1” to it. We get 10014 – 9860 (previous) = 154 kWh.
A two-tariff meter helps level out the peak load on the network and use electricity more efficiently. This is beneficial if you use an electric water heater, washing machine or electric heater. To pay less for electricity, you need to carry out all energy-intensive operations during the night minimum period from 11 pm to 7 am. At this time, you can first dry your hair with a powerful hairdryer, then heat the room, and turn on the washing machine at 5 am.
Remember that you cannot enable more than two powerful consumers from the list at the same time:
- Iron;
- Washing machine;
- Electric water heater;
- Electric heater (radiator, convector, “breeze”);
- Air conditioner;
- Microwave.
We calculate the readings of a two-tariff meter in a similar way. Using the button on the electronic device, first select the day tariff T1, rewrite the readings, and then the night tariff T2. We calculate the expense and the amount to be paid similarly to a single-tariff meter (only now there will be 2 amounts - day and night).
In the case of a three-tariff meter, there will be three amounts, which we will add together when paying.

What compensation for housing and communal services payments are due to such citizens?
Combatants receiving benefits designed to reduce utility costs. The amount of compensation is set at the federal level and provides for 50% compensation for rent and 50% of the contribution for major repairs. The specified amount is transferred to the veteran once a month to the specified bank account.
Please note that at the federal level in Russia there are no benefits for paying bills for electricity, water or gas . However, subsidies of a similar plan for veterans exist - they are introduced by separate regulations by regional authorities in accordance with the provisions of Article 23.2 of the Federal Law “On Veterans”, in which the authorities of the constituent entities of the Russian Federation are delegated powers to provide social support to veterans in the housing and communal services sector.

What benefits are available to combat veterans is reflected in Federal Law No. 5 of 1995.
In addition to payment for services in the housing and communal services sector, the list contains additional opportunities. They are expressed in the form of social rental of residential premises.
The relaxations also apply to:
- compensation for expenses for housing in the amount of half the cost;
- payment for current repairs;
- compensation of 50% of the cost of major repairs of the premises where the veteran lives.

List of benefits for combat veterans
This category of citizens will be able to take advantage of the relaxations if they meet all the conditions. The presence of preferential status must be confirmed when using a special document. It is presented in the form of a certificate.
The state provides several areas of social assistance for combat veterans:
- free use of public transport;
- free vouchers for treatment at resorts and sanatoriums;
- free use of the services of medical organizations;
- providing a subsidy in the amount of 50% of the rent;
- half the cost of a major overhaul.
Every month, a citizen receives monetary compensation to his account for paying for housing and using housing and communal services.
At the state level, Federal Law No. 5 of 1995 is applied, which states that the provision of social support in terms of providing benefits for paying for housing and communal services is entrusted to municipal authorities.
