Benefits for paying housing and communal services to combat veterans - advice from lawyers and lawyers

The concept of benefits and the possibility of receiving them

Benefits and subsidies imply receiving free assistance from the state in paying for utilities and rent in a certain part of it.
This issue is regulated by a special law of the Russian Federation and is called “On the provision of subsidies for the payment of housing and utilities.” This program is available not only to all Russian citizens, but also to persons without registration, although for this they will need a contract for the right to reside at a given place of residence. The main categories that may qualify for subsidies and benefits for paying utilities and rent include the following:

  • War veterans and participants in military service;
  • Citizens living under a social tenancy agreement;
  • Low-income families who also want to improve their living conditions;
  • Disabled people of groups 1-3.

But there is also a certain number of conditions that will have to be met by all these categories of persons, although each will still have their own characteristics and nuances.

List of required documents

If you are a member of the family of a military veteran, a combat veteran, a disabled person, or live in a low-income family, then you can safely apply for subsidies, but to apply for them you will need the following documents:

  • Written statement;
  • A document proving your identity and showing that you are a citizen of the Russian Federation;
  • Certificate of residence with the entire family;
  • Certificate of ownership or other title document;
  • An extract on the amount of income of each family member, including unemployed or single mothers;
  • Cadastral or technical passport, which will indicate the estimated cost of housing and its size;
  • Work records of all family members;
  • Passbooks;
  • Documents confirming your degree of relationship with other family members, because even if the husband and wife no longer live in the same apartment, they are not considered a family, which means it will no longer be possible to receive benefits or subsidies;
  • If there are students, then a certificate of the amount of the scholarship is required;
  • If the registration is for a veteran of military service, a combat veteran or a disabled person, then you will need certificates and documents that will confirm this fact. Moreover, for disabled people, only a recent certificate about the degree of their disability will be relevant.

Who is entitled to benefits on electricity bills in Moscow?

Among all segments of the population that receive support from the state, defenders of the Motherland occupy a special place. As gratitude for the dangerous work, the state creates special living conditions for such people. Methods of support include subsidies and benefits for utility bills for military veterans. Let's figure out who is granted the status of a combat veteran (CVA), what preferences they receive, who can apply for them, and how to properly apply for such assistance.

Mosenergosbyt Benefits for Combat Veterans

“Since the emergence of the MFC, many benefits can be obtained here. Citizens do not need to contact several organizations and collect a huge set of documents: it is enough to submit an application and the required certificates to the “One Window” service so that they are sent to the relevant departments. For Muscovites it’s fast and comfortable, just like for residents of other regions.”

“I got on the waiting list for an apartment before 2004. When I came in 2021 to inquire at what stage, they kicked me off. They said there was a queue. I stood up as an employee of the Ministry of Internal Affairs and a civilian - neither one nor the other moved. And I’m sure he’s not the only one.”

Important! This housing program is financed from the federal budget, however, the powers to implement it are vested in the authorities of the constituent entities of the Russian Federation. Therefore, the general procedure for allocating housing will apply here (the order is established by a specific region of Russia).

Housing benefits for military veterans in Moscow

“The LDPR faction supports this change to the current legislation, because we welcome the actions that the Ministry of Defense of the Russian Federation is taking to popularize service in the armed forces, to improve the social and living conditions of military personnel, including the issue of providing them with housing. The point is that if a serviceman has taken advantage of the right to receive a housing subsidy or housing directly, and his family also has a family member who is trying to take advantage of the right to a similar benefit, because he also serves in the army, but before that he was included in as a member of the family for whom this subsidy was issued, so that today he is not limited in receiving a separate opportunity to obtain assistance in purchasing housing. This norm is necessary and important today.”

Utility bills have already been paid, can I get a refund for them?

There are cases that a citizen did not know about the benefits entitled to him or had already paid utility bills, and submitted an application for compensation of costs later.

In this situation, you can receive 50% of the value of paid bills by providing all payment receipts

and by submitting an application to the Social Security Administration in the standard manner. Review of the application will also take 10 days.

By submitting documents before the 15th of the current month, compensation will be provided as early as the 1st of the next month, and after this date - from the next.

Cases of refusal to provide benefits and suspension of receipt of subsidies The reasons for suspension of payments of housing subsidies for veterans and members of their families are specified in Art. 56 section 8 of the Decree of the Government of the Russian Federation No. 761.

They may be:

  • Utility debt exceeding 2 monthly payments.
  • If a warning from utility services about debt repayment was sent to the applicant, but he never complied with this requirement.
  • In case of providing false information about the income of a veteran and his family members.

If there are good reasons, documented, the body that made the decision to suspend the receipt of social support measures may again make a decision to resume payments.

For good reasons, according to Art. 58 of the Decree of the Government of the Russian Federation No. 761 are:

  • Treatment in a hospital.
  • Death of a close relative.
  • Delays in payment of wages by the employer.

The reasons for refusal to provide benefits by the state are usually standard and may include the following:

  • Incorrect completion of the application (unreadable or not containing all the data).
  • Submission of not all required documents. If a veteran forgot to provide the required document, they will call him and ask him to deliver it.

A veteran has the right to appeal a decision to refuse to provide social benefits or suspend payments due, both administratively and in court.

So, there is nothing complicated in applying for benefits, the main thing is to carefully and clearly follow all the requirements. In the Department of Social Protection you can find information stands where the entire list of documents regarding each region is indicated

, as well as a list of benefits provided. Filling out and sending all required documents electronically or through the MFC will also significantly save time.

On the official website of Mosenergosbyt, in the tariffs and payment section, six menu items are presented: “Tariffs for Moscow”, “Tariffs for the Moscow region”, “Methods of payment for electricity”, “Information for the population about payments for electricity taking into account common household needs (ODN)”, “Benefits” and “Information on the value of the established social norm for the consumption of electrical energy (power) for the population”, in turn, in the “Tariffs” section there is a description of electricity tariffs in force in Moscow and the Moscow region, by clicking on the section with tariffs you need, you You will be able to familiarize yourself with them in more detail to calculate your electricity costs.

Based on this pricing, Mosenergosbyt provides electricity tariffs broken down by rates and day zones, based on the individual needs of its subscribers. There are one-, two- and multi-tariff charging systems. With a multi-tariff system, not only daytime and nighttime electricity consumption is taken into account, but also its peak hours.

Electricity for common house needs (GDN) and its calculation.

In the section “Information for the population about payments for electricity taking into account common building needs (CDN)” you can familiarize yourself with a detailed diagram of electricity costs in an apartment building.

The rules for the provision of utility services are reflected in Resolution No. 354 of the Government of the Russian Federation dated May 6, 2011 (as amended on February 27, 2017) “On the provision of utility services to owners and users of premises in apartment buildings and residential buildings.”

In addition to paying for individual electricity consumption, residents also need to pay for general house needs (CHN). Such amounts are calculated, accrued and allocated in the payment receipt separately from each other.

Payment for communal electricity in an apartment building is mandatory for everyone, does not depend on whether consumers have individual metering devices (IMU) and is proportional to the area of the premises they occupy.

If there is a common building meter, the volume of electricity supplied to the unit, subject to payment, is calculated by subtracting the total volume of individual consumption in all premises of the apartment building from the readings of the common building meter.

If a common house electricity meter is not installed, then the calculation of charges is carried out according to current standards.

  • In LKK in the “Benefits” section;
  • Apply through Video Consultant. Video communication terminals installed in multifunctional centers (MFCs).
  • From the operator at the nearest branch of Mosenergosbyt PJSC.

According to the law of the Russian Federation, benefits on electricity payments are provided to the owner for one property, apartment or residential premises.

In the same section you will find detailed information about the procedure for closing benefits and.

answers to the question “how to apply for benefits in the Moscow region.”

Submission of documents for benefits and registration procedure

A veteran can apply for benefits in several ways:

  • Personally through the Office of Social Protection of Citizens in your region.
  • Through a representative with a notarized power of attorney.
  • Through the nearest multifunctional center.
  • On the government portal.

To simplify the application procedure, you can ask your children for help

, friends and relatives who will help you fill out the application form and collect the package of documents. The Veterans Society will also help the applicant in resolving this issue.

Compensation for rent

War veterans are entitled to benefits for work performed as part of the housing maintenance program. Privileges are also provided for beneficiaries who rent apartments. The benefit amount is 50 percent. Article 16 of the Law, numbered FZ-5, sets out specific types of housing and communal services provided to combat veterans, which are subject to monetary compensation.

These include work related to home management. The benefit also applies to ongoing repairs of property in the house, which has a general status. Due to the different sizes of occupied living space, social support measures for beneficiaries have different monetary expressions.

Housing subsidies

Veterans who participated in military operations receive housing subsidies in the form of monetary compensation

from federal bodies and regional authorities.

Each subject of the Russian Federation has the right to independently establish a list of benefits for veterans (Article 23.2 of the Federal Law “On Veterans”). You can find out more about the list of benefits at the Social Security Administration in your region.

It should be remembered that the amount of benefits provided at the regional level should not be less than in federal legislation.

Compensation for housing costs

To provide benefits for payment for living quarters, the Social Security Administration takes into account the square footage of housing in an apartment or shared living space in a family-type dormitory.

State subsidies for combat veterans are also provided in the form of 50% compensation for contributions to the Capital Repair Fund

, which also significantly reduces the material costs of the veteran and his family members.

Compensation for heat supply

The legislation of the Russian Federation provides for compensation for heat consumption for energy consumed both in premises with a centralized heating system and in the private sector.

Also subject to compensation are the costs of supplying fuel materials to veterans and their families living in private homes without centralized heating. The main thing when submitting an application for compensation is to attach all payment documents.

Calculation example

Let’s say the family of a beneficiary consists of 4 people and lives in the Chelyabinsk region. The receipt indicates that the one-time allowance (general household needs) is 2,000 rubles. In the column for major repairs it costs 600 rubles. The family paid 1000 rubles for electricity.

The federal benefit implies 50% reimbursement of expenses and applies it to everyone. This means that after dividing by two the total is equal to: 1000 rubles. for ONE and 300 rub. for major repairs.

In the Chelyabinsk region, benefits for veterans of the BD for housing and communal services are enshrined in Law No. 16-OZ “On additional measures of social protection of veterans” dated February 14, 1996. According to the norm of this document, the benefit applies only to the veteran of the BD. This means that after electricity costs are divided by the number of residents, the discount will only apply to 1/4 of the total. Those. 1000 rub. / 4 people = 250 rub. A 50% discount on this amount is 125 rubles.

Heating compensation is annual, not monthly. Its size will be determined taking into account actual consumption indicators and will also apply only to the beneficiary.

Preferences for veterans in the capital

Moscow has developed additional preferences for this category of citizens.

These include:

  • reduction of the amount of land tax in relation to 1 object by 2 times;
  • compensation for half the cost of housing and communal services;
  • 100% discount on transport tax.

Each region has its own additions, subject to budget availability.

Thus, benefits for combat veterans are provided at the federal and regional levels. To receive a preference, you must have documentary evidence of the reasons for their use.

Procedure for applying for benefits

To use preferences for housing and communal services, a citizen should contact the social protection department in the region where he lives.

The process of applying for benefits is represented by the following steps:

  1. collection of necessary documentation. This stage is the main one, since approval from social protection depends on the completeness of the package of acts. Employees of this body evaluate the submitted papers and check the availability of the right to the benefit;
  2. sending documents to the authorized body. You need to contact the place of registration;
  3. consideration of the application. The response period is 10 days.

Submission of documents is carried out through personal submission of acts or sending them by mail. If the decision is negative, the citizen will receive a justified refusal. In this case, he has the right to appeal the document if he considers it illegal.

Conditions for receiving benefits

If we talk about low-income families, then their total income for all family members will play a big role in providing them with benefits.
In each region and city of the country, such a norm is calculated according to its own standards, but there are still general provisions. The bottom line is that a family should not pay an amount for utilities that is more than 22% of their total family income. But here attention is drawn to the number of family members and the size of your apartment or house. Therefore, it is very important that there be no more than 18 square meters per family member. And if you live alone in a large apartment, then the state will be able to compensate you only for part of this money, which is covered by a benefit or subsidy. You will have to pay the rest.

But if we are talking about military veterans or combat veterans, then they have the right to a 50% discount on utility bills and rent. The same applies to people with disabilities. In addition, they can also count on paying for fuel if their house is heated in this way. All family members of a combat veteran or military veteran who live with them can also count on receiving a similar discount. After all, this rule applies to them too.

But to receive such a benefit or subsidy, you must not have any debts on rent and utility bills.

And if this debt exists, then initially you will have to pay it off, and only then apply to the appropriate organizations to receive such benefits, whether you are a participant in combat operations, a military veteran or a disabled person.

It is worth noting that there are two types of benefits: for paying utility bills and for improving living conditions. And in the second case, such a subsidy is not guaranteed to everyone. And it can take a lot of time.

Refusal to apply for benefits

A citizen may be denied relief for several reasons.

Reasons for making a negative decision:

  • the person does not meet the legal requirements for the issuance of assistance. This is manifested in the fact that he cannot confirm his participation in hostilities; there are no grounds for need to obtain housing. For example, when the apartment in which he lives with his family exceeds the standards prescribed by law;
  • incorrect documentation. The veteran did not collect the entire list of papers or submitted expired certificates. In addition, information about family members was not transmitted.

To appeal an illegal refusal, you can contact a judicial authority.

What documents does a veteran need to receive benefits?

Benefits for combat veterans to pay for housing and communal services are provided on the basis of a certain package of documentation.

The list includes:

  • a statement written by the person himself;
  • an act by which the identity of a citizen is verified;
  • a certificate reflecting the composition of the family;
  • a document establishing the level of income of a citizen and his family;
  • beneficiary certificate;
  • documentary evidence of relationship with all family members.

The validity period of the certificates must be taken into account. Most often, this is several days, so they should be collected immediately before submitting the documentation.

Subsidies for the purchase of housing

In addition to subsidies for housing and communal services, according to Federal Law No. 5, military veterans and members of their families are given the opportunity to receive a one-time subsidy for the purchase of housing. An important condition for the implementation of this right is the presence of an urgent need for housing for the veteran, as well as the absence of other real estate.

To receive assistance, you need to contact the executive authority with the appropriate application. The payment amount is based on an area of 18 m2 per family member.

Within a month, the application for the allocation of funds is reviewed. If the answer is positive, the applicant is issued a certificate guaranteeing the right to receive funds for the purchase of housing. The money itself will be paid upon presentation of a document confirming the fact of purchase of the property.

Find out more about who is entitled to a utility subsidy in 2021.

Stages of benefit assignment

By law, the process of reviewing an application for benefits should take no more than ten days from the date of application.

There are three possible responses to the request:

  1. The application will be granted. In this case, starting next month, the applicant will receive payment receipts for utility services with the required discount. The main thing is not to create debt in the future, since if such is present, the benefit is canceled and the debt is required at the full full tariff.
  2. The application will be returned due to shortages or errors in the documents. This can happen if, for example, the applicant has a certificate not of a combat veteran, but of a labor veteran. Also, in the practice of multifunctional centers, it was found that the ID was fake, and the applicant was liable to the fullest extent of the law. In addition, you need to pay attention to all the points in filling out the application, and do not make a mistake in the passport number and ID number.
  3. The application will be returned for an unspecified reason. In this case, you need to contact the MFC and clarify the reason for the revocation. If uncertainty arises there, or the refusal did not occur for a legal reason, then, firstly, you need to re-apply (there is a high probability of staff error), and, secondly, if the application is rejected again, file a lawsuit demanding the introduction of benefits. If there are no problems with the documents, then the court will accept the claim, and the employees of the multifunctional center will be punished.

Regardless of the answer, you need to remember: if all the documents are in order, then the law is always on the applicant’s side.
In addition, there are three options for dealing with unscrupulous employees of multifunctional centers and other people responsible for paying benefits:

  • court, possible reasons for filing claims are listed in the last three paragraphs;
  • the prosecutor's office, if we are talking about systematic violations of the law and criminal conspiracy in the MFC and other municipal bodies;
  • appealing to the administration or the head of the city (settlement, town) has an “intimidating” effect on the service authorities.

In any case, at least one of the three options should work, but practice shows that the case usually ends in going to court.

It is unlikely that the applicant will need the help of a lawyer or an expensive notary, since Federal laws (which regulate subsidies) are accessible and transparent to any citizen, even not a specialist in legal issues.

List of required documents

In order to obtain any service from municipal or state authorities, in Russia you usually need to go through a lot of bureaucratic red tape, collecting various papers. Rent benefits for combat veterans were no exception.

In order to get them, you need to collect:

  • a copy of an identity document (Russian Federation passport), and copies of the passports of all people registered in the house or apartment are needed;
  • if children under fourteen years of age are registered in an apartment or house, it is necessary to make copies of their birth certificates;
  • in the department (precinct or municipal) of the migration service, obtain an extract on family composition;
  • a copy of the ID of a combat participant or veteran;
  • extract from the city BTI (technical inventory bureau);
  • a document that confirms the family ties between the residents of the apartment or house;
  • a certificate confirming the absence of debts for housing and communal services (extract from personal account);
  • a certificate of income for each family member, and it is also required to indicate sources of additional income.

Of course, the presence of certain items on this list may raise some questions, but the rules are the rules, and only by collecting all these documents does it become possible to receive benefits.
With this package of certificates and extracts, you need to contact the body authorized by the municipal or state authorities that deals with the provision of services for citizens of the Russian Federation.

In Moscow it can be a multifunctional center, in the regions there are other multifunctional centers. There they will ask you to write an application according to the provided sample and will accept the collected package of documents.

How to change the accounting system

To switch to another metering system, you will need to change the meter itself. The first step is to contact your electricity supplier to inform him of your intention to change the meter. The specialist will ask you to write a statement.

When handling, you must have the following documents:

  • passport of a citizen of the Russian Federation;
  • documents confirming ownership of the premises.

The specialist will accept the application and require you to pay the cost of the service. Next, a qualified electrician is sent, who in a short time will connect and configure the new device, draw up a report and give the necessary recommendations. Next month, readings must be submitted using the new system.

Conditions for receiving benefits

In order to receive benefits, you must meet the following conditions:

  1. Be a participant in hostilities (have a document certifying this fact). Now in Russia, combat veterans are considered: those participating in the Second World War; participants in the siege of Leningrad; participants in the process of demining in the USSR from 1945 to 1957; serving in troops of all types in Afghanistan from 1979 to 1989; working in non-military positions in Afghanistan from 1979 to 1989; any participants in hostilities in Chechnya from 1995 to 2001.
  2. Have living space with provided utilities, namely: own an apartment or house; have a lease agreement with the owner of the apartment; have a residence permit in any residential premises, without the right of ownership.

If all these necessary conditions are in place, then receiving benefits for housing and communal services for combat veterans will not be difficult, you just need to contact the relevant authorities and present the necessary package of documents. What documents and where exactly to apply will be discussed further.

Who is included in this category of persons?

The Federal Law “On Veterans”, adopted on January 12, 1995 (as amended on January 1, 2021), includes the following categories of citizens as combat veterans:

  1. Military personnel transferred to the reserve, called up for training, specialists from the Ministry of Defense of the USSR and the Russian Federation and other persons sent to other countries to perform official duties or who participated in battles on Russian territory.
  2. Persons who participated in mine clearance operations on the territory of the USSR or the territories of other countries, in minesweeping operations in the period after the Second World War - from 1945 to 1957.
  3. Members of automobile battalions who took part in the fighting in Afghanistan, pilots who flew into Afghanistan on combat missions.
  4. Service personnel of military units of the forces of the USSR and the Russian Federation, who were in the territories of other countries during hostilities there, and were wounded, shell-shocked, or awarded special orders for participation in hostilities.
  5. Citizens who were sent to work in Afghanistan between the end of 1979 and the end of 1989, provided that they worked the previously established period or had a valid reason for early return to the Russian Federation.
  6. Persons who have performed special tasks in the Syrian Arab Republic (SAR) since September 2015, provided that they have served the prescribed period or were transferred to the Russian Federation ahead of schedule for valid reasons.

Where and how to apply

To receive compensation, a beneficiary citizen must contact the Social Security Administration. It is required to collect the necessary documentation and prepare an application in advance. After reviewing it, the authority will decide on the accrual of benefits.

Submitting papers

A citizen who has the right to receive compensation submits documentation to the social protection authority. You should contact the specific housing department that oversees the calculation of housing and communal services benefits for military veterans. The documentation is transferred to the operator. If the applicant does not send all the documents, he will need to send the missing ones to social security. An application for a subsidy for military personnel is considered in about 10 days.

Preparing an application

It is better to leave the header empty and fill it out as the operator at the Social Security Administration says. The header indicates the name of whom the application is written, below is the information of the applicant himself. You can fill them out right away - write from whom (name and initials), indicate your residential address and contact phone number in case of questions.

Under the word “Application”, the citizen indicates the following: “I ask you to register benefits for paying for housing and communal services.” It is important to note that the document that provides the basis for the benefit is attached to the application . Indicate the bank account number to which you would like to receive compensation. The applicant signs and dates the form below.

Collection of documents

Benefits for utility services can be assigned to a combat veteran only if he has a special ID. Along with it he must attach:

  • statement;
  • internal Russian passport;
  • document on family composition (obtained from the MFC);
  • an extract from the Unified State Register confirming that the military veteran is the owner of the apartment;
  • registration certificate for housing.

If a citizen rents housing, he must provide social security with a rental agreement. The veteran will need to open a bank account. Its details should be sent to social security along with the rest of the documentation. Compensation payments will be transferred to the specified bank account of the beneficiary.

Completion of registration

If all documentation is submitted according to the rules, then the veteran will be able to begin receiving compensation in the same month when the application was submitted to social security. This will be possible if the beneficiary citizen came to social security in the first half of the month. If you contact the authority after the 15th in order to apply for utility benefits for combat veterans, they will begin to be accrued only from the next month.

An applicant may be denied compensation for a number of reasons. The main one is sending them an incomplete package of documents. The problem is resolved by sending the missing certificate. A citizen who has provided false documents to social security will not be able to count on receiving compensation.

It is permissible to challenge a refusal. The first option is to send a complaint to the management of the social security agency. If this method does not bring results, then a lawsuit should be filed. The right to compensation for expenses in this case will be confirmed by a court decision.

Where is the electricity meter located?

An active electricity meter, as the meter is called in official documents, can be installed in different places.

  • In old houses, metering devices were installed in apartments. In Stalinist buildings, the shield is located in the corridor between the bathroom and the toilet; in Khrushchev buildings you should look for it on the wall in the corridor opposite the bathroom.
  • Since the eighties, counters began to be placed on staircases. As a rule, they are located on a common panel for four neighboring apartments.
  • In private houses, the meter was installed indoors next to the electricity input.
  • In modern suburban buildings, the meter is mounted on a pole to prevent the theft of electricity.
  • In garage cooperatives, meters are located next to the gate inside the garage.

Remember that regardless of the location of the meter, the electricity consumer is obliged to provide access to readings and. This obligation follows from the contract for the provision of electricity supply services. You may not allow a stranger (an electrical inspector) into your apartment, but then you may be denied power supply.

Now we come to the main question - how to take meter readings. Regardless of the model, we copy the values of the numbers to the left of the decimal point onto a sheet of paper.

We find the previous readings in the payment receipt and subtract the previous one from today’s value. So we got some number. This is the number of kilowatt-hours consumed during the billing period, which we will pay to the bank.

We find out by phone or on the website of the energy company the cost of one kilowatt-hour and multiply it by the number we receive. Now we know how much to pay at the bank for electricity.

Let's look at the example of an old meter SO-5U.

  • Let's look at the readings: 6714.7.
  • Let's write down the number to the decimal point: 6714.
  • Let's find the readings in the previous receipt, in our case 6590.
  • We make calculations. 6714 – 6590 = 124 kWh.
  • Let's multiply by the current tariff (for example, 5.03 rubles per 1 kWh).
  • We get: 124 x 5.03 = 623.72. This is the amount to be paid.

When making payments through an ATM, the machine will ask you to enter your code, address and current readings (those that we copied from the meter). Then you need to pay the amount to be paid.

If the reading suddenly goes past “0000”, don’t worry. Write the number you saw on the receipt, and when doing calculations, add the number “1” to it in front. For example: 0014 (current), we will add “1” to it. We get 10014 – 9860 (previous) = 154 kWh.

A two-tariff meter helps level out the peak load on the network and use electricity more efficiently. This is beneficial if you use an electric water heater, washing machine or electric heater. To pay less for electricity, you need to carry out all energy-intensive operations during the night minimum period from 11 pm to 7 am. At this time, you can first dry your hair with a powerful hairdryer, then heat the room, and turn on the washing machine at 5 am.

Remember that you cannot enable more than two powerful consumers from the list at the same time:

  • Iron;
  • Washing machine;
  • Electric water heater;
  • Electric heater (radiator, convector, “breeze”);
  • Air conditioner;
  • Microwave.

We calculate the readings of a two-tariff meter in a similar way. Using the button on the electronic device, first select the day tariff T1, rewrite the readings, and then the night tariff T2. We calculate the expense and the amount to be paid similarly to a single-tariff meter (only now there will be 2 amounts - day and night).

In the case of a three-tariff meter, there will be three amounts, which we will add together when paying.

What compensation for housing and communal services payments are due to such citizens?

Combatants receiving benefits designed to reduce utility costs. The amount of compensation is set at the federal level and provides for 50% compensation for rent and 50% of the contribution for major repairs. The specified amount is transferred to the veteran once a month to the specified bank account.

Please note that at the federal level in Russia there are no benefits for paying bills for electricity, water or gas . However, subsidies of a similar plan for veterans exist - they are introduced by separate regulations by regional authorities in accordance with the provisions of Article 23.2 of the Federal Law “On Veterans”, in which the authorities of the constituent entities of the Russian Federation are delegated powers to provide social support to veterans in the housing and communal services sector.

Important! Not all regions have benefits, so first of all, the veteran should clarify this issue with the Social Security Administration of his locality.

Benefits for renting premises

What benefits are available to combat veterans is reflected in Federal Law No. 5 of 1995.

In addition to payment for services in the housing and communal services sector, the list contains additional opportunities. They are expressed in the form of social rental of residential premises.

The relaxations also apply to:

  1. compensation for expenses for housing in the amount of half the cost;
  2. payment for current repairs;
  3. compensation of 50% of the cost of major repairs of the premises where the veteran lives.

The specified assistance is provided to the beneficiary regardless of what form of ownership is established in relation to his home. In addition to the veteran himself, members of his family can count on help.

List of benefits for combat veterans

This category of citizens will be able to take advantage of the relaxations if they meet all the conditions. The presence of preferential status must be confirmed when using a special document. It is presented in the form of a certificate.

The state provides several areas of social assistance for combat veterans:

  • free use of public transport;
  • free vouchers for treatment at resorts and sanatoriums;
  • free use of the services of medical organizations;
  • providing a subsidy in the amount of 50% of the rent;
  • half the cost of a major overhaul.

Every month, a citizen receives monetary compensation to his account for paying for housing and using housing and communal services.

At the state level, Federal Law No. 5 of 1995 is applied, which states that the provision of social support in terms of providing benefits for paying for housing and communal services is entrusted to municipal authorities.

For this reason, different preferences may be applied in different regions. However, not all regions have the financial ability to pay for utilities for veterans, so benefits do not apply everywhere.

Please note: employees of social protection authorities have reliable information about the availability and amount of benefits provided. A citizen should contact this organization at his place of residence.
