How to register at a new place of residence: through the passport office, MFC and State Services

Changing registration to a new address is very often put on the back burner. Many citizens think that registering at a new place of residence is difficult and time-consuming.

But the lack of registration can be discovered at the most inopportune moment; this is strictly punished by the state. Therefore, it is better to change your registration immediately after arriving at your new place of residence. In this article you will learn how and where to register, as well as what the consequences of inaction on this issue may be.

Legal requirements

Current legislation establishes certain deadlines and rules for changing registration. For failure to comply with the requirements of the law, citizens face an administrative fine, the amount of which will depend on the individual characteristics of the violation.

Deadlines

In 2021 this issue is regulated by Federal Law No. 5242–1. This document indicates that every citizen has the right to freely move throughout the territory of the Russian Federation and register on it.

It is important to understand that the law strictly regulates the timing of discharge and new registration. Currently, an adult is given 90 days to find and obtain permanent or at least temporary registration. For minors and foreign citizens, the conditions are different.

Deadlines prescribed in Federal Legislation:

  • for citizens of the Russian Federation - 90 days for temporary stay, 7 days - when changing place of residence,
  • for newborns - 7 days from the date of receipt of the birth certificate,
  • for foreign citizens - 7 days after obtaining a residence permit.

According to Government Decree No. 713, every person is required to register within the specified time frame.

General concepts

The need for permanent and temporary registration is caused, firstly, by social and financial conditions, and secondly, by legal requirements.

  • Enroll your child in kindergarten;
  • Arrange social benefits;
  • Register with the tax authority;
  • Register with the Pension Fund and Social Insurance Fund;

  • Facilitate loan processing;
  • Get a decent job.

Along with the benefits that are provided by registration, its necessity is prescribed by law. List of documents

To complete a new registration, you may need a number of documents that need to be carefully prepared before starting the registration process.

To register you need:

  1. Identity document (passport, birth certificate, etc.).
  2. Application for registration for breastfeeding (according to form No. 6);
  3. A document that will serve as the basis for registration. This may be confirmation of ownership, a statement from the owner, a social or regular rental agreement, or a corresponding court decision.
  4. If the housing is not the property of the person being registered, then an identification document of the owner is required.

Only originals of the above documents must be provided. If the original is not required, employees will make a copy of the documents themselves.

For minors

The place of residence of a child under 14 years of age is determined based on the place of residence of his parents, adoptive parents or guardians.

The registration process for a child under 14 years of age is simpler than for an adult. In order to register a minor, the consent of residents and homeowners is not required. Accordingly, their presence when submitting documents is also not necessary.

Registration will be carried out after the application is submitted by the child's legal representative.

Due to the lack of a passport, children are given the appropriate document - a certificate of registration at the place of residence. Once you receive your passport, it will be stamped.

The procedure for children over 14 years of age is carried out on a general basis.

For a person liable for military service

The procedure for registering a person liable for military service is based on their rank and place of service.

Registration can be done:

  1. At your place of residence. In this case, registration is carried out on a general basis.
  2. At your place of residence. In this case, there must be a document confirming the vacation or business trip (if the duration of the vacation or business trip exceeds 90 days).

Military personnel serving under a contract, as well as conscripted officers, are registered at the location of the military unit in which they are serving.

For a foreigner

Foreign citizens arriving in the territory of the Russian Federation can apply for registration in two ways.

Among them:

  1. Migration registration, which is mandatory for citizens arriving from foreign countries with property in Russia. Registration must be carried out at the address of this housing.
  2. Accounting at the place of stay. Such registration implies notification of migration control authorities about arrival at the place of temporary deployment.

The receiving party must provide a special notification form, which will confirm the migration registration of a foreign citizen.

List of required documents:

  • identification,
  • a document indicating the legality of presence on the territory of the Russian Federation (residence permit, temporary residence resolution),
  • documents for housing in which the foreigner will be registered,
  • The application for registration of a foreign citizen has a detachable part, which is returned to him and serves as confirmation of his registration with migration authorities.

The return of the detachable part of the form is made on the day the receiving party or the foreign guest personally submits the documents, or the next day after submitting the documents.

Owner's consent

If those registered do not have ownership rights, then it is necessary to obtain consent from the owner of the residential premises. If the property is the common property of several owners, then statements from each of them must be provided.

The owner's consent form is filled out in person in the presence of a registration service employee.

Consent of those registered

The current legislation states that in addition to the consent to registration of the owner of the residential premises, in some cases, statements of consent of all residents related to this residential premises (that is, co-owners and registered ones) must also be submitted to the registration authorities.

Consent from other registered persons is required in the following cases:

  • if citizens who are not relatives of the owner or other registered persons are registered in the territory,
  • if distant relatives are registered, relationship with whom has not been established or cannot be established.

The consent of third parties is no different in form from the consent of the owner of the residential premises.

It is also important to note that such applications are filled out at the registration authorities, therefore, the presence of all persons related to housing is mandatory.

Consent for persons under the age of majority must be completed by their parents or legal representatives (adoptive parents, guardians).

Statement

The main document reflecting a citizen’s desire to change his place of registration is an application for registration at the place of residence. Every citizen must fill it out in person at the registration authorities.

Do I need to check out?

It is possible to leave your previous place of residence, but this may not make any sense. The answer to this question is twofold.

If a decision has been made to deregister from housing, the law provides for 7 working days to complete a new registration. If the specified deadline is not met, the citizen may be fined.

After registration of the extract, a special document is issued confirming this.

Experts say that this procedure has now lost all meaning, since automatic discharge is possible within 30 days.

Where to contact

In Russia there is a special body that deals with the registration of citizens - the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation. But you can submit documents to other authorities. This is due to the heavy workload of the Ministry of Internal Affairs.

For persons involved in changing registration, there are now many options for simply registering a new registration.

Among them:

  • management departments of the Federal Migration Service (FMS),
  • multifunctional center (MFC),
  • online portal "State Services".

It is important to understand that in order to receive ready-made papers, you will most likely have to go to another place.

The disadvantage of the popular portal “Gosuslugi” is that you need to upload scans of all necessary documents to it. That is why you will have to once again provide all the necessary papers to verify their authenticity.

To a new place

If a family decides to move to a neighboring region, the law gives them three months to change the baby’s registration. According to the rules, it is allowed to “cross out” it from the papers in advance in order to sell the property.

Then the parents will have to deposit the portion of the amount due to their son or daughter into their personal bank account. After the move is completed, the minor is entered into the documents for the living space according to the diagrams above.

If the change of address is associated with leaving for permanent residence in another state, the period for new registration is extended to three months. Parents will have to present documents from the OVIR instead of documents on the purchase of new housing.

Step by step instructions

This section discusses a detailed algorithm of actions during the registration procedure in a new place of residence through various institutions.

Through the passport office

The first thing you should decide is the need to check out from your previous home. Most often, citizens skip this step, as this allows them to avoid unnecessary problems with queues and additional paperwork.

The work of passport offices in Russia ceased about 10-12 years ago. Now all services provided by passport office employees are provided in the management departments of the Federal Migration Service (hereinafter referred to as the FMS). There is a tradition among citizens to call such departments by their usual name - the passport office (PS).

How to sign out and register at a different address at the FMS department:

  1. Visit the authority and write an application on form No. 6. If we are talking about a minor child, then the parents must visit this authority (children over 14 years old fill out the form independently).
  2. Provide all necessary documents for registration to the passport office. It is best to immediately attach copies of all papers so that you do not have to visit the institution again.
  3. Find out the day when you can receive the completed documents. The PS employee cannot always say exactly on what day the procedure will be completed. Most often this is communicated additionally by telephone.
  4. Receive a passport with a stamp of new registration. Do not forget that all original documents provided must also be returned.

The procedure for changing the place of registration through the Federal Migration Service requires the personal presence of all applicants.

Through MFC

The Multifunctional Center (MFC) is a good alternative to the regular department of the Federal Migration Service, since an electronic coupon will allow you to avoid long stays in queues.

Procedure:

  1. Prepare the required package of documents.
  2. Find out the operating hours of the nearest MFC. If you wish, make an appointment by phone or take a place in the electronic queue. Full name .
  3. At the appointed time, come to the MFC employee with all the necessary papers and take a receipt for their acceptance.
  4. Come at the appointed time to the same MFC branch and receive documents with a mark on the new registration.

You can register at your new place of residence through the MFC with the least hassle and in the optimal time frame: 4 - 8 days.

Through State Services

Registration through the online portal will help significantly save time. To do this, you just need to submit an application, wait for a response from the Main Directorate for Migration of the Ministry of Internal Affairs and appear at the appointed time to receive documents.

Step-by-step instruction:

  1. Before proceeding with the application, each user must register on the portal and confirm their account.
  2. To change your registration address, you need to refer to the full catalog of services.
  3. You will need the section “Passports, registrations, visas” - “Registration of citizens”.
  4. On the page that opens, you can familiarize yourself with all the nuances and details of the service and click the “Get service” button.
  5. Next you need to fill out an application.
  6. Then you need to select a department where you will need to receive ready-made documents and stamp your passport.
  7. Next, be sure to agree to the processing of personal data and click the “Submit” button.
  8. Wait for the invitation in your personal account and show up to receive your registration.

Applying through the online portal is quick and easy. In addition, you can use it to register an extract from your old home.

Ways to check out of an apartment remotely

A citizen may need a remote statement in various situations, for example, moving to a permanent place of residence in another district or city, or buying a new apartment. There are several ways to deregister remotely:

  1. Simultaneous discharge/registration . As noted above, this method is especially convenient when moving to a new place of residence, as it provides for automatic registration when submitting documents for registration at a new address.
  2. Extract by proxy . There are cases when a citizen needs to be discharged without subsequent registration, but due to the inability to resolve this issue on his own, he can entrust the discharge procedure to his representative. The main thing when moving to another city is to draw up such a document in advance.
  3. Through State Services . The advantage of this method of discharge is that the citizen is present in person at the authorized body only once - to mark it in the passport, and therefore there is no need to hand over his passport for a long time. However, it is only suitable for discharge with simultaneous registration at another address. It’s not possible to just get discharged according to this scheme.
  4. Extract when staying in another country . To deregister, you need to contact the consulate of your country. However, a problem may arise due to the remote location of the consulate, and therefore the citizen will have to travel a long way to be discharged.

The remote deregistration procedure usually does not take much time, and a citizen can choose the most convenient method for himself based on the current circumstances.

Cost and terms of registration

The registration change service is provided absolutely free of charge.

It will take no more than 20 minutes to complete all paperwork at the MFC and the Federal Migration Service. Through the portal “Government Services” you can do this even faster.

The application processing period may take from 3 working days. Usually on the 4th day, employees of the registration department notify the citizen and that all papers are ready.

Please note that upon registration, the passport of a citizen of the Russian Federation is confiscated. It will be possible to pick it up with all the necessary changes only together with the rest of the package of documents.

Grounds for refusal

According to the law, the Federal Migration Service is responsible for ensuring that registration of citizens takes place in accordance with all legal norms. If there are compelling reasons, government officials may refuse to accept an application for temporary and permanent registration.

Possible reasons for refusal are listed in Federal Law 5342-1, Government Decree No. 713, the Housing Code of the Russian Federation (Housing Code of the Russian Federation) and the Constitution.

Among them:

  • not all necessary documents have been provided,
  • documents are not genuine or valid,
  • refusal of the owner to register,
  • disagreement of the co-owners of the premises, which is in shared ownership,
  • lack of registration with the military registration and enlistment office,
  • the property is under arrest, on the list for demolition or on the list of emergency real estate.

Any basis for refusal must be presented in an official document signed by the chief officer of the relevant authority.

Upon receipt of this document, the decision of civil servants can be appealed to this unit or in court.

What documents should I change after?

When changing your registration, you must inform your employer, the military registration and enlistment office and the traffic police authorities.

What documents need to be changed when changing registration:

  1. Military ID (for men of any age). To do this, you need to contact the military registration and enlistment office.
  2. Vehicle registration certificate. It can be changed at the State Traffic Inspectorate at your new place of residence.
  3. Transfer your medical card to the clinic at your new place of registration.
  4. Notify the territorial branches of the Pension Fund of the Russian Federation.

Please note that you must pay a state fee to replace some documents. Its size will depend on the type of document. If the replacement is untimely, the citizen may be punished with a fine.

The law does not oblige you to receive a new SNILS (Individual Personal Account Insurance Number) and TIN (Taxpayer Identification Number), since they are valid throughout the Russian Federation.

As for the passport, only the place of registration changes and this is a mandatory element when changing registration.

Do I need to go to the military registration and enlistment office?

The third is the military registration and enlistment office. He needs to be notified. Despite the fact that marks on a change of registration are placed on the military ID by default by the FMS, it is necessary to notify the military registration and enlistment office “manually” in a number of cases provided for in 21.5 of the Code of Administrative Offenses of the Russian Federation.


You must provide:

  • confirmation of deregistration at the previous place of residence;
  • passport;
  • military ID.

Ignoring this obligation may result in a fine of up to 500 rubles . You must also notify about a change of registration when you reach 27 years of age.

The process itself consists of exactly the same actions as during a regular shift:

  • extract from the previous living space;
  • registration at a new residential area;
  • submission of two documents confirming these facts to the military registration and enlistment office.

The procedure does not require a long time and occurs especially quickly if all submission deadlines are met.

Fine for absence

The Administrative Code of the Russian Federation establishes a fine for both lack of registration and late registration. Law enforcement agencies have the right to suddenly check a citizen’s documents in any public place if a violation is suspected.

The amount of the fine is determined by the corresponding Article 19.15.1 of the Administrative Offenses Code of the Russian Federation:

  • 2000-3000 rubles for persons who do not have registration or have expired it,
  • 3000-5000 rubles for citizens who do not have registration in Moscow and St. Petersburg,
  • 3000-5000 rubles for home owners who allowed persons to live on their territory without registration (in Moscow and St. Petersburg the fine increases to 5000-7000 rubles),
  • 50,000-750,000 rubles for legal entities that are owners of housing in which unregistered persons live.

The violator has the right to challenge the fact of violation within 10 days from the date of imposition of the fine. This can be done in court or at the police station.

The fine must be paid within two months. In case of non-payment, the citizen may be prosecuted or punished by increasing the fine several times.

Which authorities need to be notified?

  • Military Commissariat;
    At the new place of registration you need to register with the military. But not everyone.

    No need to register for military service:

    1. Exempted by law from military duty.
    2. To those who have already served.

  • Those who are serving a sentence of imprisonment.
  • Women who do not have a military specialty.
  • For those who have military ranks of officers and are in the reserves of the Foreign Intelligence Service of the Russian Federation and the Federal Security Service of the Russian Federation.
  • traffic police;

There is no need to notify this authority if you do not have a vehicle. And even if you have a driver’s license to drive a vehicle.

And if you have a car or other driving device, then you only need to replace the vehicle registration certificate. There is also the possibility of registration through a power of attorney.

  • Pension Fund;

If you receive a pension or other certain payments through this body, then it must be notified. There is no need to change SNILS. It doesn’t matter how you receive payments: to a bank card.

  • Medical institutions;

In order to receive medical care at your new place of residence under compulsory medical insurance, you need to be assigned to a territorial clinic. You can change clinics no more than once a year, and you can choose any one.

  • Health insurance company;

The law does not say that the address of residence is included in the compulsory medical insurance policy; however, a situation may arise that your insurance company does not provide services in the region where you plan to live. You will have to change the organization and change the policy when you are assigned to the clinic.

  • Insurance companies for compulsory motor liability insurance;

While you have an MTPL agreement, you are required to inform the insurer about changes in information, and this includes information about a change of registration address. This must be done in writing.

Child protection

Minor children are still too inexperienced and young to understand the consequences of their choices or make informed decisions, and their words are rarely listened to with the same attention as adults.

Traditionally, their parents are involved in protecting children, but it happens that the child has no relatives or they themselves are violators.

To protect minor citizens, the state has adopted a number of laws protecting their interests. Their implementation is monitored by a specially appointed guardianship organization.

The latter are obliged to prevent any transactions for the exchange or sale of housing that in any way infringes on the interests of a minor citizen.

This greatly complicates the possibility of fraud, but it is also difficult for parents: if they need to sell or any other transaction, they will need to collect quite a lot of paperwork. It is important to remember that you can admit your baby in just a day, but discharge will take at least 2-3 weeks.
