What is an extract from the Unified State Register of Real Estate?
An extract from the Unified State Register of Real Estate (Unified State Register of Real Estate) is an official document provided by Rosreestr, which indicates the owner of the property, registration date, characteristics of the property, possible encumbrances, arrests, prohibitions on transactions with it (mortgage, rent, etc.) .
Before January 1, 2021, there were two types of statements in Rosreestr:
- extract from the GKN (State Real Estate Cadastre) with the characteristics of the object and its plan
- an extract from the Unified State Register of Rights to Real Estate and Transactions with It with information about owners and encumbrances (mortgage, lease, arrest), introduced since 1998.
From January 1, 2021, in accordance with Federal Law No. 218 dated July 13, 2015 “On Real Estate Registration,” these two types of extracts were combined into a document called “Extract from the Unified State Register of Real Estate.” The extract from the Unified State Register indicates the characteristics of the object taken from the State Property Committee, and the rights - from the Unified State Register. All electronic statements in XML format are signed with an electronic digital signature (EDS) of Rosreestr.
What information does the extract contain?
“Extract from the Unified State Register of Main Characteristics” is a document containing the following general information about the property:
- information about the copyright holder: full name or name of the legal entity (if the right of shared or joint ownership is registered, then information about all copyright holders);
- registered encumbrances or restrictions on rights, including the date and number of their state registration, the periods for which they are established, as well as information about the persons in whose favor they are established;
- type of registered right;
- name of the body that carries out state registration of rights;
- cadastral (or conditional) number of the property;
- purpose of the object, its address and area (for buildings - number of storeys, materials);
- date of signing the statement and originating number.
“Extract from the Unified State Register of Rights on the transfer of rights” contains information about the rights holders of the object starting from 1998.
How much does it cost to order an electronic statement?
The cost of ordering an extract from the USRN about the main characteristics is 99 rubles. The cost of ordering an extract from the Unified State Register of Rights on the transfer of rights is 99 rubles.
How official is the information indicated in the electronic extract from the Unified State Register of Real Estate?
All electronic, as well as paper statements, are generated by the Office of the Federal Service for State Registration, Cadastre and Cartography of Rosreestr in full compliance with the approved rules and legal requirements. The service for ordering statements through the Kadastr RU application accesses directly the FSIS EGRN Rosreestr server and is fully automated, allowing you to quickly deliver the finished statement to the user’s email. Thus, you do not have to worry at all about the accuracy of the information contained in the electronic statement.
What are the benefits of e-statement?
Of course, an extract from the Unified State Register can be ordered directly on the Rosreestr website, where the cost of this service is 250 rubles. Please note that in this case you will have to fill out an application and pay a state fee. The service for ordering an electronic statement through the Kadastr RU application allows you to significantly simplify and speed up the process of obtaining it, and the cost of ordering an extract from the Unified State Register will be 99 rubles.
How soon will I receive my extract from the Unified State Register of Real Estate?
As a rule, processing the request and sending the finished statement to the specified email address takes 15 minutes, however, the exact time for generating the document depends on the speed of the Rosreestr service. In exceptional cases, for example, due to server overload or during serious maintenance work, the period for receiving an extract can be extended to 24 hours or even several days. If you have not received the ordered statement within several hours, write to us at the address, we will definitely figure out what’s wrong.
In what form will the statement be sent?
The finished statement is sent to the specified address in PDF format, easy to read, and in XML format, signed with an electronic digital signature (EDS) of Rosreestr. You can check the authenticity of the digital signature on the Crypto.Kontur website.
I ordered a statement but did not receive it. What to do?

Sometimes email services treat such emails as spam, so we advise you to first check the corresponding folder in your email client. If there is no letter with an extract, write to us at the address, we will definitely figure out what’s going on.
- Technical problems in the Rosreestr information base
Sometimes a request for an extract for a specified object cannot be processed by the Rosreestr service for technical reasons. If you have not received a response to your request within 3 business days, please contact us at the address and we will try to quickly resolve your problem.
- Error in email address
You may have made a mistake in your statement request regarding the address to which it should be sent. Contact us by mail and we will send the completed statement to the correct email address.
Why is there no information about the owner in the received extract?
This probably means that the transaction for the specified object was completed before 1998. Please note that information about owners is available only for privatized objects for transactions completed after 1998.
Why can’t I find out information about the owner of a communal apartment?
As a rule, a communal apartment cannot have one owner; each room of such an apartment is registered separately in the cadastral register. Thus, to clarify information about the owners of rooms in a communal apartment, it is necessary to obtain an extract for each room, respectively.

My transaction was completed successfully, but the previous owner is still listed on the statement. How is this possible?
Updating data about owners after transactions are completed does not happen instantly, but takes some time. First, new information enters the regional database of the Unified State Register of Real Estate and only then enters the federal database of Rosreestr. As a rule, from the moment the transaction documents are submitted to Rosreestr until the owner’s data is updated, it takes from 3 to 14 days.

Why I don’t trust the Rosreestr website
The Rosreestr website does not always show up-to-date information about the apartment. In the USRN itself, the information is up-to-date, only the information that is uploaded from the USRN to the website is “lame”. Take a look at the pictures above. I requested information on November 28, 2021. In the first case, the information update date was December 28, 2021, in the second - May 3, 2021. Those. the information has not been updated for more than a year. All this also applies to other free services; they take the same data from the Rosreestr website and display it on their own. Below is the solution.
A friend contacted me. Her name is Tatyana. She and her husband bought an apartment in 2014.
A year later, news began to spread about the increase in cadastral value. Tatyana went to the Rosreestr website to see how much the cadastral value of her apartment had increased. Providing information to the State Property Committee on the Public Cadastral Map
So, using a public cadastral map, you can view information about the boundaries of cadastral districts, blocks and land plots, applied on top of a backing of high-quality satellite photographs, as well as independently determine the cadastral numbers of the land plots of interest and measure their length. A public cadastral map allows a potential buyer of real estate to obtain a large amount of important information and quickly view on the map information about the property with which it is planned to perform any action. You can also assess the attractiveness of a particular land plot by determining how far the plot is from the central road, whether it is convenient to travel to, whether it is included in zones with special conditions for the use of the territory, and based on this information, determine the cadastral value, according to which it will be calculated land tax for this object. The public cadastral map will help cadastral engineers when carrying out cadastral work, and authorities will draw up a plan for inspections of land use.

Information about the object on the site does not correspond to the information in the available documents
Information about the property on the website found in the “Online Reference Information on Real Estate Objects” service does not correspond to the information in the documents available to the user.
It is necessary to pay attention to the date of update of information about the object in the service “Reference information on real estate objects online” in terms of the State Property Code and the Unified State Register. It is possible that the information on the site is more recent than in the documents (given the desire of Rosreestr to daily update the information in this one) or vice versa. If there is reason to believe that the information of the State Property Committee or Unified State Register contains a technical error, then you must contact the relevant territorial bodies of Rosreestr with an application to correct the technical error.
When creating a support request, you should indicate:
- cadastral or other number/address/description of the location of the object by which the user searched for the object;
- description of the problem, inconsistencies in the data;
- screenshots in zip archive;
- additional message from the user.

Tasks and functions
Initially, the collection of information about real estate was implied as the main goal of the State Property Committee to ensure state control over the completeness of payment of land and property taxes. With the development of the structure, it became possible to use data to protect the interests of owners, that is, to provide information for legal proceedings.
To conduct various types of real estate transactions, the availability of reliable data about it is an important condition. Information from the cadastre not only serves as confirmation of the existence of an object, but also allows you to learn about its important characteristics.
The Unified State Register aims to collect data both on the property rights of citizens (current, previously registered) to real estate, and on other transactions carried out in relation to the property. In addition, the state real estate cadastre provides information to interested parties. These measures are aimed at ensuring objectivity and “transparency” of trading operations.
Receiving data
Two structures independent of each other are the State Tax Committee and the Unified State Register, and the difference between them lies in the nature of the information that they accumulate in their databases.
The State Cadastre will provide the papers necessary to familiarize yourself with the technical characteristics of the object.
The Unified State Register will allow you to obtain a document that will serve as confirmation of officially registered rights in relation to real estate. The register provides information to all interested parties regarding the owners of objects.
Examples of official papers
An extract from the Unified State Register is a printed official form of this institution. The document is certified by the seal and signature of the registrar. The rules for maintaining the Unified State Register state that its form is unified throughout Russia.
A similar paper from the State Property Committee (extract) includes 6 forms, each of which has a specific designation (KV-1—KV-6). For example, images and descriptions of a plot of land contain forms KV-2 and KV-3. If the allotment is fully or partially encumbered in the form of an easement, this is indicated by the KV-4 form.
Receipt procedure
You can obtain information from the State Property Committee by contacting Rosreestr or the MFC.
Extracts
The application is submitted on paper or electronically (using the official website of the structure). The document contains only the information requested. The issuance of an extract requires payment, and a certificate of cadastral value will cost the applicant free of charge.
An extract from the Unified State Register, disclosing issues of legal ownership in relation to real estate, will be a document that is necessary in the event of transactions with such (sale, etc.). In order to receive it, the applicant can contact Rosreestr, MFC, or the government services portal. You must indicate the purpose of obtaining information and pay the state fee.
You can receive an extract in person or through a representative. The second option requires the presence of a properly executed power of attorney.
Cadastral passport
A document containing the most important characteristics of the object can be obtained from Rosreestr, MFC. Also, the territorial department of the BTI can provide issuance.
A cadastral passport can only be issued to the owner of the property based on the provided identification document - a passport, and sometimes SNILS.
Validity periods of documents
Despite the fact that the legislation does not establish clear validity periods for extracts received from the Unified State Register and the State Property Committee, they may be limited by the institutions where these papers must be provided. This is explained by the fact that legal information may lose its relevance if the owner of the object changes.
Please note that sometimes the validity of the certificate is limited to one day.
The usual validity period for an extract is 1 month, but experts recommend using documents that have been received no more than 2-3 days. This is especially important for trade or transfer transactions with real estate.
As for the State Property Committee, you need to understand that the law establishes the obligation for the relevant services to re-evaluate the cadastral value of real estate every five years. Of course, after it is carried out, the changed information is displayed in the registry.
I advise you to look at the removal of the encumbrance in the extract from the Unified State Register of Real Estate
The extract contains current information, including information about the encumbrance . By current we mean current at the time of the request. The official name is an extract from the Unified State Register of Real Estate on the main characteristics and rights to the property.
Below I have posted samples of statements, and here is where I order them. If the encumbrance is removed, then in section No. 2 in paragraph No. 4 “Restriction of rights and encumbrance of the property” it will be indicated “Not registered.” If the encumbrance has been imposed so far, it will be indicated which one it is.

In the “Street” field, enter only the name of the street, alley, boulevard, etc. Examples of addresses: example No. 1, example No. 2, example No. 3, example No. 4.
If the apartment address has a building, then do not worry about the lack of a corresponding field. Just enter the address without the body and click on the “Find” button. In the next window, select the address that contains the desired building.
If you need the city of Moscow or St. Petersburg, then enter that in the “Region” field. To search for other settlements, first enter the name of the region, then the settlement.
In the window that opens, check the address and click on “Select object” .
This message means that an incorrect address/cadastral number has been entered or the servers with the Unified State Register are “slowing down” (this happens). If you entered everything correctly, wait a little and try again.
This means that the last transaction on this real estate was before 2000, and Rosreestr has information since 2000 (in some regions since 1998). Until 2000, transactions were registered in the BTI, which is why the BTI contains information about copyright holders. But the difficulty is that only the property owners themselves can request this information.
If you select “Other methods”, then you will be given a choice of payment via Qiwi, terminal, mobile phone balance, electronic wallet, etc.

After payment, a letter will be sent to your email containing the login and password for your personal account in the Ktotam.pro service (1). In the letter, click on the “Activate Personal Account” button (2). Check your Spam folder, sometimes the email ends up there.

To enter your personal account: 1) click on the “Login” button in the top right; 2) in the window that opens, enter your email and password; 3) click on “Login”. Let me remind you that the password was sent in the email with the account activation.
When you log in, you should be immediately redirected to the “My Statements” page. Scroll down to see your statement. It will show on the right that the order is being processed.
In the “Profile” section, you can indicate your phone number to receive an SMS notification that your statement is ready.
As soon as the statement is ready, you will be notified by email . Check your Spam folder.
To just look at the statement, click on the “View” button. By clicking on “Download PDF”, the statement will be downloaded in pdf format and can also be immediately opened on your phone/computer using a browser.
The statement can also be downloaded from your personal account . Click on the middle "PDF" button. The statement will be in pdf format and can be immediately opened in any browser on your phone or computer. To print, click on the right button with the printer sign. To download the archive with the source extract files, click on the left “EDS” button. The archived statement will be in xml format. A file in .sig format is the registrar’s electronic signature (EDS).
My discharge was ready in 1 hour 40 minutes . In section No. 2, paragraph No. 4 “Restriction of rights and encumbrance of the property” it is indicated “Not registered”. This means there are no encumbrances on this apartment.

How often is information in the online register updated?

Rosreestr information update date what is it
Such information, until it loses its temporary nature, is not cadastral information and is used only for purposes related to the implementation of the appropriate state registration of rights to real estate and transactions with it, as well as the performance of cadastral work. The information loses its temporary nature from the date of state registration of the right to the formed property.
There is a Unified State Register of Real Estate (USRN), which stores data on real estate in the Russian Federation. The Unified State Register maintains and replenishes the Rosreestr. On the Rosreestr website, information from the Unified State Register of Encumbrances is updated infrequently, or it is uploaded incorrectly. In the Unified State Register of Real Estate the information is correct and up-to-date; only the information on the Rosreestr website is lame.
How often is information in the online register updated?
