Benefits for teachers in 2022 for paying utility bills

In May 2020, the Government allocated 7.7 billion rubles for federal payments to social workers, and in July added another 3.6 billion. Thus, Vladimir Putin decided to support specialists during quarantine, who had to work more than usual and risk their health for the sake of others citizens. First, the President established the payment period from April 15 to July 15, and then extended it for another 2 months until September 15. The decisions he published on payments for social workers caused controversy and controversy among citizens. In this article we will clarify who is entitled to payments and in what amount, and what to do if payments have not been received.

  • What categories of social workers are entitled to payments?
  • What does the payment amount depend on?
  • Federal or regional payments
  • How to receive payments and what to do if they don’t arrive

Benefits for rural teachers in 2022

Over the past three years, the size of benefits for rural teachers has remained virtually unchanged. During this period, changes affected mainly the list of available benefits, both at the federal level and in some regions of the country.

What is the size of the benefit for rural teachers in 2022?

Upon retirement, rural teachers retain only a portion of their benefits, including compensation for housing and communal services. To do this, the length of teaching experience at the time of retirement must be at least 10 years. Otherwise, the teacher will lose rural benefits. It is worth noting that the total length of service does not include the period of parental leave and interruption of service on the initiative of the teacher.

In addition, this benefit can only be maintained if the teacher lives in a rural area after retirement. Moving to the city will deprive him of this preference.

Retired teachers are also entitled to all other benefits enjoyed by other retired Russians. We are talking about exemption from land and property taxes and transport tax (if you have a car with a power of no more than 100 hp).

The amount of housing and communal services is provided to teachers of rural schools in a fixed amount - 1,200 rubles monthly according to government decree No. 963 of October 26, 2013.

Funds for these purposes are allocated at the regional level, but at the expense of the federal budget. But often this type of compensation does not work very often at the local level and may be eliminated. This is due to the increase in teachers' salaries.

Available benefits and their size for housing and communal services may differ in different regions of the Russian Federation. At the legislative level, regions provide their own housing and communal services compensation for rural teachers, the amount of which varies from 25% to 100%. The conditions for granting preferences depend on the conditions in a particular village and the capabilities of the region.

Young professionals are entitled to the following benefits at the regional and federal levels:

  • lump sum cash payment (LCP);
  • bonus payments every month;
  • subsidies for the purchase of housing.

A more complete list of all preferences for young specialists needs to be clarified in their region of residence, as it differs in different regions of the Russian Federation.

EDV as a lift varies in different regions of the country. So, it is 300-400 thousand rubles in the Primorsky Territory and 120 thousand rubles in the Tambov region. The condition for obtaining the EDV is the teacher’s obligation to work for at least three years in the place where he issued the EDV.

The bonus payments that young teachers receive monthly in the form of an allowance are due after three years of continuous experience. The average premium is about 10 thousand rubles.

Funding for assistance in purchasing housing for young teachers in rural areas comes from the regional budget. In some regions, this preference amounts to compensation of 20% of the cost of housing when applying for a mortgage, which is paid as a down payment.

To obtain benefits, rural teachers must provide a number of documents:

  • employment contract with an educational organization;
  • passport with registration;
  • certificate of the list and cost of housing and communal services.

Teachers working in state educational institutions in rural areas are entitled to the following compensation:

  • payment for housing and communal services and repair work (partial compensation);
  • compensation for expenses for natural gas (both according to the standard and the meter) or solid fuel in the absence of centralized heating;
  • compensation for electricity payments.

It is worth noting that benefits for housing and communal services are provided not only to rural teachers, but also to all citizens whose expenses for these purposes amount to more than 22% of their total income.

To obtain housing benefits for rural teachers, a number of conditions apply:

  • the teacher cannot be older than 35 years (in some regions no more than 30 years);
  • availability of documentary evidence that the teacher needs to improve living conditions or purchase housing;
  • The length of experience must be at least 1 year;
  • confirmation of financial solvency to make a down payment on a mortgage.

What does the payment amount depend on?

The amount of federal payments depends on the qualifications of the employee and on the presence of contact with patients with coronavirus infection within the organization. According to Government Decree No. 681:

  • Doctors receive 40 thousand rubles per shift. If, during a doctor’s shift in an organization, coronavirus is detected in a patient or employee, the doctor will receive an increased payment in the amount of 60 thousand rubles.
  • Laboratory assistants, nurses and other paramedical workers receive 25 thousand rubles, and if coronavirus is detected in the organization - 35 thousand rubles.
  • Orderlies, nurses and other junior medical staff receive 15 thousand rubles, and if coronavirus is detected in the organization - 20 thousand rubles.
  • Psychologists, teachers and other social sector specialists receive 25 thousand rubles, and if coronavirus is detected in an organization - 35 thousand rubles.
  • Technical staff and employees of other positions in a social institution receive 10 thousand rubles, and if coronavirus is detected in the organization - 15 thousand rubles.

Every employee working in a hospital is at risk of contracting coronavirus infection. If he is diagnosed with coronavirus during his work shift, he will still receive full payment. It’s another matter if the employee, for some reason, interrupted his shift of his own free will. Then he will receive payment only for the days actually worked.

There is no tax paid on federal payments.

If an employee’s shift lasted longer than 14 calendar days, then for 14 days he will receive full payment, and for subsequent days in the shift he will receive payment for the days actually worked. If an employee worked several full shifts between April 15 and September 15, he will receive payment for each shift. For example, a doctor worked three shifts of 14 days in a hospital where coronavirus was detected. He will receive a total of 180 thousand rubles.

Benefits for teachers on utility bills

The preferential program “Zemstvo Teacher”, which started in 2021, will be extended to 2022.

The conditions for participation in it are quite loyal:

  • presence of higher or secondary specialized pedagogical education;
  • willingness to move to the countryside for at least 5 years;
  • age up to 55 years.

Initially, the age limit was 35-50 years, but was later extended to 55 years. The country's authorities reviewed this point and decided to expand it not only to young, but also to experienced teachers.

In a number of regions of the country, 50% of the amount of contributions for capital repairs is returned to pensioners over 70 years of age. For example, such a support measure is in effect in St. Petersburg for single pensioners over 70 years of age and their non-working family members.

You can apply for benefits at the MFC, through State Services or at the department of social protection of the population. You need to collect the necessary documents and write an application on the spot. State employees apply for compensation at their place of work and receive it simultaneously with the payment of wages for the first half of the current month.

Documents for obtaining preferences for housing and communal services vary depending on the grounds for their provision. The basic package includes:

  • -passport;
  • — a document confirming the place of residence, if the place of residence is not indicated in the passport or it differs from the actual one;
  • —a document confirming the right to benefits for housing and communal services: for example, a certificate of disability, a veteran’s certificate, a certificate of a mother of many children;
  • —receipts for payment of housing and communal services;
  • — certificate in form 9 or certificate of family composition;
  • — application (filled out on the spot).

In 2021, medical workers working in rural areas will be provided with benefits for housing and communal services and the “Zemsky Doctor” and “Zemsky Paramedic” programs. There are no age restrictions for these areas. Both young specialists and experienced doctors will be able to receive a monetary reward.

The programs provide a bonus to doctors and paramedics who decide to live and work in the countryside. Doctors will be able to receive 1 million rubles, paramedics 500 thousand rubles. The funds have no specific purpose and can be spent by employees in any way they wish. There is only one condition for receiving the reward: the staff of the clinic or outpatient clinic must be no more than 60%. A subsidy for housing and communal services is provided to all rural workers in the medical field and amounts to 1,200 rubles.

Teachers are entitled to compensation for housing and communal services and electricity. Different regions have separate legislative norms for implementation. Somewhere they pay a fixed amount of 1,200 rubles or more, somewhere the compensation is 100% of the amount spent for electricity, heating and water supply.

Education specialists can participate in the “Zemstvo Teacher” program and receive 1 million rubles if they move to live and work in the countryside. The teacher's age must be no more than 55 years. Young specialists are given an additional payment; it is regulated by regional regulations. According to the “Zemstvo Teacher” program, a specialist is required to work in an educational institution for 5 years. The teacher has the right to spend 1 million rubles at his own discretion. The payment is not targeted.

Federal subsidies have been removed for specialists working in the cultural sphere of rural areas since 2004, and in 201 benefits are regulated by regional regulations. As a rule, this is a 100% or partial reimbursement of utilities. In some regions, cultural workers are offered subsidized housing at preferential interest rates.

Social workers, like cultural workers, had privileges that were deprived in 2004. In 2021, specialists working in rural areas in the social sphere can pay for housing and communal services at a discount. This compensation payment is regulated by regional legislation and amounts to 100% or less of the employee’s funds spent on utilities.

Also, all village employees have the right to no taxation:

  • when selling plant and animal products grown on your own farm;
  • from the sale of wild products collected by villagers;
  • for grants and subsidies to heads of peasant farms;
  • when selling farm products for 5 years from the date of registration of commercial property.

Women working in rural areas can claim benefits in the form of a shortened working day of up to 36 hours a week. Have 1 day off without pay per month. To receive it, you must write an application addressed to the head of the institution. If a woman's working day is divided into parts, she has the right to increased pay.

Another benefit is free installation and replacement of water and electricity meters. Utility companies do not warn about this possibility, so you need to check yourself whether you can get this service for free.

Expert commentary

Elena Fedorova, lawyer in the field of land relations, construction and protection of the rights of defrauded shareholders:

— What do you need to know about housing and communal services benefits in 2020–2021?

— From January 1, 2021, the procedure for providing subsidies to citizens with housing and communal services debts will change.

Now they can refuse if you have even a small debt; starting next year, the subsidy will not be accrued only if there is a judicial act on debt collection for a period of no more than three years before the date of application with the package of documents.

Management companies and resource providers go to court, as a rule, for large amounts of debt and collect through a court order, which is canceled much more easily than a court decision.

Thus, the number of citizens receiving subsidies will increase, and in any case it is better not to accumulate debts for utilities.

— Where can I find out what benefits a family is entitled to and in what amount?

— Now you can get information about available support measures at the MFC.

The Russian Ministry of Labor proposed in the future to use additional formats for targeted information to the population:

1) messages for users of the State Services portal;

2) personal consultations through a single telephone number and information system.

Personal counseling is proposed to be carried out on the basis of the Unified Contact Center (UCC) for interaction with citizens. The ECC is being created to increase openness and accessibility for citizens to receive information about their rights.

The regulations on the ECC information system were approved by Order of the Ministry of Labor and Social Protection dated May 28, 2021 No. 360.

The number of organizations that will provide citizens with information on social support measures through a unified system will include the Pension Fund, Social Insurance Fund, medical and social examination institutions and regional social protection authorities.

— How to check the possibility of free installation and replacement of meters?

— Water meter. The costs of installing a water meter are usually compensated by paying for the utility resource in the future. Installing a water meter is almost always profitable and allows you to save significantly. The possibility of free installation and replacement of meters can be clarified with the water utility and local administration.

Electricity meter. In accordance with Federal Law No. 522-FZ dated December 27, 2021 and Government Decree No. 950 dated June 29, 2020, energy companies will organize the installation, verification and replacement of individual electricity meters from July 1, 2021. In apartment buildings there are suppliers of last resort, in residential buildings there are network organizations.

Until January 1, 2022, it is allowed to install conventional electricity meters, then smart metering devices. This work is carried out free of charge for consumers.

There are certain grounds for refusing benefits.

They are that:

  • not a complete package of documentation has been collected;
  • the conditions for assigning a preference have not been met. The rules developed by the subjects are taken into account;
  • there are violations of the labor agreement.

Housing and communal services benefits for rural teachers are terminated if the citizen used funds intended for the purchase of fuel for other purposes. Similar rules apply if the teacher used the purchased fuel for a commercial purpose. Also, the basis for ending the provision of relief is the interruption of teaching experience.

To maintain the possibility of using the exemptions, certain conditions must be met. A citizen makes payments on time and reports on receipts every six months, then problems with the accrual of benefits do not arise. In addition, the teacher must inform the social security authority that his status has changed to that of a retired or dismissed teacher.

In order to attract young specialists to the field of education, government authorities have developed a support program for teachers.

Every teacher has the right to:

  • discount on payment for housing and communal services. To do this, it is necessary to prove that his situation requires improvement;
  • additional preference provided that activities are carried out in rural areas;
  • receiving a salary increase. This payment is intended for those who graduated from a university with honors and immediately began working or began performing official duties no later than 3 months from the date of graduation. This measure also applies to persons who undertake to work for 3 or more years in an educational institution.

To understand how much a teacher’s discount on housing and communal services will be, you need to consider a specific example.

Citizen Ivanov lives alone in an apartment and works at a city school. At the end of the month he received a heating bill in the amount of 810 rubles. Ivanov receives a 30% discount on these types of services. Of the accrued amount 30% - 243 rubles.

You will need to pay 567 rubles.

Thus, citizens engaged in teaching activities have the right to receive preferences in the field of housing and communal services. The amount of relief depends on the region of residence.

Social support may be denied due to changes in current regulations governing the procedure for calculating payments to teachers and employees of the educational sector. The teacher will lose the right to receive compensation for teaching workers for housing and communal services if for any reason he loses his status as an education worker.

This can happen if the teacher quit or was fired from the institution, was reinstated after a long time, or terminated the contract signed when entering work after university. When reinstated as a teacher, the specialist can re-submit documents for accrual of benefits, but the decision on payments will be made by the regulatory body.

A pensioner can count on receiving a subsidy when the amount in receipts for housing and communal services significantly exceeds 22% of the total family income. In some regions this figure is lower: in Moscow - 10%, St. Petersburg - 15%, in the Rostov region - 20%.

But to receive subsidies, three conditions must be met:

no debt for housing and communal services. If the reasons for the debt are valid (for example, illness), subsidies can be paid even if there is a debt;

permanent registration in this housing;

subsidies are issued only for a certain area of housing (according to the standard).

You can submit documents for calculating subsidies through the State Services website or the IFC.

There are many different types of benefits, but it is very rare that any type does not have default boundaries.

Utility benefits are precisely the type that has not yet been fully formed.

The amount of assistance in this case may vary depending on the region, category of beneficiaries and time periods.

Even such a category as “teachers” is divided into several subgroups: urban, rural and young teachers. We will look at the benefits for each of them in more detail.

For teachers who agree to work in the village, the state has developed an additional support system.

Among the benefits:

  1. The most noticeable and largest benefit is a 100% discount on utility bills. In other words: rural teachers may not pay for water, electricity, heating and fuel.
  2. Not only the teacher, but also all members of his family receive a discount on utility bills. It is worth noting that when a teacher retires, the benefit system does not cease to exist.

Watch the video about benefits for rural teachers in paying utility bills:

To attract new specialists, the state has also developed a support system for young teachers. Every young teacher can count on: a discount on utility bills if he has proven that the current condition of the housing requires improvement.

If a young teacher also works in a rural area, the support is cumulative.

However, this does not always happen - it all depends on the decision of local authorities.

Cases when a young teacher can receive a salary increase that can cover housing and communal services costs:

  • if he graduated from a university with honors and immediately started working;
  • if you started working no later than 3 months after completing your studies;
  • if he undertakes to work at an educational institution for more than 3 years upon signing the contract.

What categories of social workers are entitled to payments?

During a pandemic, social organizations must close for temporary isolation if there is a suspicion of coronavirus infection or confirmed cases of the disease within their walls. In this situation, employees are given two-week work shifts without days off. During the shift, workers must live on the hospital premises for all 14 days and perform their work within the framework of the employment contract in order to reduce the risk of infection of the citizens staying there. For such employees, special payments are provided in accordance with Decree of the Government of the Russian Federation dated May 15, 2021 No. 681.

The resolution guarantees payments for each two-week shift in the inpatient department to the following specialists:

  • doctors,
  • middle and junior medical staff,
  • technical workers,
  • social workers represented by educators, psychologists, speech therapists, teachers and other employees in this field.

Federal payments do not cancel wages. Official salaries of employees remain the same under the employment contract.

If, after the May resolution, money was paid only to employees of state organizations, then from June 27, according to Decree No. 941-PP, employees of municipal organizations also receive federal payments.

New benefits for rural workers in 2021

  1. The standard working time is halved compared to others - 18 hours per week.
  2. Unlimited part-time work. This is especially true in a village where one person can teach several subjects.
  3. Long vacation provided in summer: from 42 to 56 days.
  4. Early registration of service pension (25 years).
  5. The opportunity to go on vacation for a whole year, if you have more than 10 years of continuous experience. The teaching position is retained.

Annual leave and the conditions for its provision are regulated by regional regulations.

  1. The salary of rural teachers is set no lower than the regional average. Its base part is increasing.
  2. The need for advanced training at budget expense (every three years).
  3. Benefits have been established for compensation of utility bills and the purchase of housing.
  4. The rules for dividing budgets are described. Teachers teaching in federal institutions are funded at the appropriate level. Everyone else is paid from the local budget.

A region can establish its own benefits for teaching staff. Find out the nuances of local legislation from the regional or district administration.

In order to apply for benefits for utility bills, teachers will need to write an application requesting support.

It will need to write:

  1. FULL NAME.
  2. Open bank account number (the number can be found on the documents that the bank employee will issue after opening the account).
  3. Name of the bank in which the account is opened (For example, Sberbank, VTB, Tinkoff, etc.).
  4. Residence address.
  5. Home phone (or any phone for communication).
  6. Type of housing: privatized, rented, purchased, etc.
  7. And lastly: the area of the apartment or house.

Sample application for a subsidy.

The following documents must be submitted along with the application:

  • confirmation of the absence of a benefit (it was not previously issued);
  • information about the number of family members;
  • photocopy of an identity document (passport);
  • information about the size of the living space of the house.

City teachers should clarify the possibility of receiving preferential support.

To do this, you need to contact social support workers in the region. They will ask for the following documents:

  1. a certificate stating that the teacher has not previously received housing and communal services benefits.
  2. Certificate of family composition.
  3. A copy of your passport.
  4. Document on the volume of living space.

On top of everything else, you may lose help. This can happen in two cases:

  • if the law that governs a particular case is repealed or changed;
  • if a citizen loses his status. For example, if a teacher changes his profession, he will lose his status, and with it, preferential support from the state.

The main types of benefits are designed specifically for teachers living in rural areas. Teachers in the village receive free housing and also enjoy at least a 60 percent discount on utility bills. Its exact size depends on the individual region.

The benefit applies to:

It is worth noting that in many regions, the return of utility services to teachers in rural areas has been compensated at one hundred percent since 2010.

Pensioners retain the right to receive a discount even after retirement.

Benefits and payments to teachers in 2021

Before applying for rent benefits, you must prepare the following package of documents:

  • copy of passport;
  • work book or certified extract;
  • a certificate from work about the position held, if the applicant is working;
  • SNILS;
  • documents confirming the ownership of housing;
  • certificate of family composition;
  • document on the area of housing.

The response from the social security authorities comes in the form of a registered letter.

The period for calculating compensation depends on the region, but citizens do not always get the result they hoped for.

Cultural and educational workers may be denied benefits in the following cases:

  • an incomplete list of documents has been provided;
  • the conditions established in a particular region are not met;
  • there are no legal grounds for receiving preferences;
  • the provisions of the employment contract were violated.

The right to benefits is also lost if the money issued for the purchase of fuel was used for other needs. The same awaits the beneficiary if the fuel he purchased was used for commercial purposes.

In some cases, benefits for an apartment are terminated if teaching experience is interrupted.

To maintain the opportunity to use social support, citizens must take into account a number of conditions:

  • prevent debt from arising;
  • provide receipts for payment for housing services once every 6 months;
  • notify social security authorities about changes in the status of a retired teacher or a dismissed teacher with 10 years or more of experience.

For employees in the educational sector, various privileges are provided, which are regulated by certain legislative acts and Federal Law No. 273 “On Education in the Russian Federation” of 2012. The document prescribes a list of benefits that are provided to teachers in cities and rural areas.

Separately, each region adopts its own acts, which determine the preferences available to teachers.

  • local regulations - regulate salary bonuses based on the results of certification of a teaching employee;
  • Order of the Ministry of Education and Science No. 1601 – reduction of working hours;
  • Resolution No. 466 – the amount of paid leave is up to 56 days;
  • legislative acts – early granting of a pension after 25 years of teaching.

For young professionals who have recently graduated from a university, the state offers a number of preferences when taking on the position of a school teacher.

  • employment in a school no later than 3 months after receiving a diploma;
  • increased salary for those who graduated from university with excellent marks and immediately began working after graduation;
  • signing a contract for at least 3 years.
  • a one-time payment, the amount of which is determined by the regional government;
  • within 3 years the labor rate will be increased;
  • bonus after 3 years of work;
  • free travel on public transport.

To obtain these privileges, you must contact the district administration, since their payment and accrual are determined by local authorities by relevant acts.

Federal or regional payments

In addition to federal payments, each region has city and regional payments. They are not regulated by presidential regulations. The governing bodies of each region independently determine to whom and in what amount to pay money: these can be bonuses to federal payments or deductions for categories of workers who are not covered by federal payments.

For example, the governor of Moscow ordered to pay 10 thousand rubles to all social workers as a bonus to federal payments. Muscovites received this money along with their salaries. He also paid 25 thousand rubles to volunteers who served sick citizens at home.

Not all teachers can take part in the preferential program. The borrower must meet the following requirements:

  • Be a working teacher with at least three years of experience, and he must have worked for one year at his last place of work.

Exceptions may include university graduates who have received a teaching degree. In their case, educational experience starting from one year is considered sufficient.

  • The program participant must have a good reputation with the management of the school or higher education institution.
  • The teacher must request funds for the purchase of housing in the territorial district where he lives. That is, benefits for teachers in the city of Moscow will not be approved if they permanently reside in the Krasnodar Territory.

Benefits for teachers in rural areas are better approved, because the administration is interested in such specialists and allocates more funds from the treasury for them.

  • The participant's income level must allow him to make a monthly bank payment.
  • The applicant must have a good credit history.
  • The age of the teacher should not exceed 35 years.
  • The program participant must not own real estate, and must live on an area of less than 18 sq.m. in order to qualify for benefits.

Teachers have the right to apply for a mortgage under a preferential program in those banking institutions that cooperate with the social program. A list of such institutions is issued by local authorities. Since 2011, Sberbank has become a permanent participant in this preferential program. Using his example, you can consider the main nuances when applying for a preferential mortgage.

Sberbank has six mortgage programs, where loan rates are 10-12% per annum. The most favorable conditions are received by certain categories of borrowers, including young families. For young teachers and scientists, a mortgage loan from this bank is available with a minimum tariff plan. Typically, a down payment of 20% of the home price is required.

When purchasing housing in a new building, the down payment remains at 15%.

A housing loan cannot be provided for less than 300,000 rubles. If the borrower's age allows, the maximum mortgage term will be 30 years. That is, even after retirement, the debt must be repaid to the bank. The purchased property must be insured, and this is a mandatory condition of Sberbank. The borrower must know the amount of the insurance premium that will be charged before the mortgage loan is paid off.

An example of calculating the amount of benefits for teachers for utilities

Let's look at a specific example of calculating benefits.

Let's say that a teacher lives in the apartment.

He works at a city school and lives alone in an apartment.

Let's calculate how much he will pay for heating if at the end of the month he received a bill in the amount of 810 rubles.

Since the teacher falls under the “city teacher” category, he has a discount of up to 50% on all utility bills. Let's assume that in this case the discount is 30%.

We make calculations: 810 × 0.3 = 243 rubles.

The final discount amount is 243 rubles. The cost of other services is determined in a similar way.

Housing and communal services benefits for teachers: procedure for provision and calculation

The issuance of mortgages to teachers is regulated by a number of legal acts. This list may change depending on the benefit program to which the citizen has become a participant.

This issue regulates:

  1. Federal Law No. 102 “On Mortgage”, which appeared in 1998. This legal act reflects the interaction between the financial organization and the client according to the rules and regulations;
  2. government decree number 1710, issued in 2017. It defines the rule according to which the population of the Russian Federation is provided with affordable housing;
  3. Federal Law No. 256, which came into force in 2006. It lists the rules by which maternity capital is provided and used.

In 2021, the state continues to support young teaching professionals, allowing them, thanks to a special simplified program, to obtain a housing loan.

A mortgage loan can be provided to the following teachers:

  • those who have letters of recommendation from their place of work and do not have any penalties in connection with their official duties;
  • the teacher’s age does not exceed 35 years, he has Russian citizenship and does not own housing;
  • Authorities are more willing to provide benefits to rural teachers who either already work in villages or are planning to move to the village. The presence of minor children with the teacher is also taken into account;
  • the borrower must be solvent, and the interest on the loan should not be 45% of his income. This takes into account not only salary, but also bonuses, maternity capital, incentives, grants, etc.;
  • must have sufficient experience as a teacher.

To obtain a mortgage, the borrower must apply to a financial institution that participates in this social program.

In it, lending is issued under the following conditions:

  1. A teacher working in the field of education has the right to use the mortgage program;
  2. the down payment ranges from 10 to 20% of the total cost of housing;
  3. young teachers have the right to attract co-borrowers, who can be relatives or a spouse;
  4. The debt is provided for a period of 30 years.

Anyone wishing to obtain a mortgage from the state must be aware of its potential disadvantages:

  • the borrower must fully comply with the requirements of the program he has chosen;
  • not every financial institution is ready to provide a loan;
  • can establish a certain amount of time that a teacher will have to work in a government organization;
  • there may be a need to return the subsidy;
  • To take part in regional social programs, it is important to really need to improve real living conditions.
