Why is it necessary?
The receipt for payment of housing and communal services contains information about the management company and its bank details. In addition, a payment document for utilities allows you to see a specific list of services provided, how much was charged for them and the total amount. In this way, residents can control the accuracy of the invoice.
Form and decoding
Receipts are drawn up on the basis of Order of the Ministry of Construction of Russia No. 924/pr (dated December 29, 2014). They are advisory in nature, so there is no single form. In different localities and different companies, their appearance may vary slightly. However, the receipt must in any case contain the following information:
- about the service provider: full name, contact information, details, opening hours;
- about the payer and the property;
- about previous accruals and payments;
- about the services provided with a transcript.
The content of the receipt is clearly regulated. Information about services is summarized in a table. It is compiled in such a way that the consumer can understand exactly what he is being charged for. There are no strict requirements for the order and arrangement of lines. ODN according to new rules
Residents of multi-apartment buildings, in addition to the costs of maintaining their own apartments, pay expenses for common house needs (CDN). According to the new rules, costs must be indicated:
- for electricity;
- for hot water used for maintenance of heating systems;
- for cold water spent on cleaning entrances, watering flower beds and lawns, etc.
- for drainage.
Residents have the right to install communal meters and pay for ODN not according to calculated standards, but according to real indicators. Many people are interested in why sewerage is a separate line on the receipt, what it is and how it differs from water supply. Previously, similar expenses were referred to as “Sewerage”. It is not difficult to understand what drainage is in utility bills. This is the maintenance of engineering structures where household waste is discharged, including the costs of cleaning and disposal of used water. Features of payment in 2021
Amendments to the legislation (Federal Law No. 258-FZ of July 29, 2021) relate specifically to the procedure for paying for one-way traffic access. Now the priority has become the calculation of payments for housing and communal services for such needs according to metering devices, and not at the discretion of the management company. True, apartment owners are given the right to choose another method of calculating fees for this from among those proposed by law, for which it is necessary to hold a meeting of apartment building residents.
APPP
In receipts you can find various abbreviations that are unclear to the average person. Thus, residents of houses equipped with an automatic fire protection system will have to face the question of what an APZ is in housing and communal services receipts. A separate fee is charged for its maintenance, the amount of which depends on the configuration and complexity of the equipment.
ROM
Intercoms and locking devices are the official name for intercoms. The presence of this line in the receipt depends on with whom the service company has an agreement. If directly with residents, then payment receipts will come from the installer company, and this line will not appear in the invoices from the management company. If the contract is concluded with a management company, it needs to pay for the ROM.
AUR
In addition to the costs of maintaining the housing stock, the management company bears administrative and management costs. This includes the salaries of office employees, costs for office supplies, etc. This is indicated on the receipt by the abbreviation AUR. This may also include payment to representatives of apartment building residents. Usually this is the chairman of the HOA, house elders and similar positions. They are elected at a general meeting, and the amount that will be transferred to them for performing their duties is also agreed upon.
DSCPT
If a house has a common antenna for viewing a large number of channels, residents may be interested in another abbreviation. Decoding DSCPT is quite simple: these are additional cable program television systems. The service is paid only by those connected to the common house equipment.
VDGO
Modern apartment buildings or private households are necessarily equipped with gas pipelines. The abbreviation VDGO means in-house gas equipment. This includes pipes, boilers, risers, and locking devices. A fee is charged for its maintenance and regular examination.
Payment for other services
The receipt may indicate other housing and communal services in addition to those listed above. Some of them are common to everyone: routine repairs, cleaning of local areas and entrances, and others. Others vary depending on their availability: payment for security and concierge, maintenance of elevators and garbage chutes, and similar services. Some of them are additional and are approved at a general meeting of residents.
The owner of the apartment can record in writing in the minutes of the meeting that he does not agree with the provision of a specific service and does not intend to use it. Then he can challenge its inclusion in the payment order. However, if in fact the service is provided to him (for example, he was against the intercom, but installed a handset in the apartment), he will not be able to protest the charge.
It is also not recommended to refuse to pay amounts with which the owner does not agree. Otherwise, penalties will be charged on them, and the debt will only accumulate. First of all, you need to get them canceled, and only then challenge the costs incurred.

According to the new rules, changes have been made to filling out the receipt. The lines relating to major repairs have been removed - these figures are now included in the cost of maintaining a residential premises. Also, the law now obliges to add information about the fines of the Criminal Code, the amount of debt and penalties for rent to payments. Payment for resources in common areas is described in more detail, taking into account the readings of public meters or established coefficients.
Some management companies now have the opportunity to receive electronic receipts for utility services. The conditions for this method of invoice delivery must be clarified in the Criminal Code. Thus, there will be fewer questions about where to get receipts for utility bills if for some reason they were not delivered to the mailbox.
Another innovation that does not directly relate to the content of the invoice for payment is the ban on placing advertising on it (except for social advertising). Families experiencing financial difficulties have the right to receive subsidies for utility bills; their amount is also reflected in the payment document.
How long to store
The law does not require leaving receipts after payment and does not contain recommendations on this matter. However, you shouldn't throw them away right away. Together with the attached checks, they will help the tenant or homeowner defend their rights in case of disputes with the management company. When deciding how long to keep receipts for payment of utility services, you need to focus on the statute of limitations. Since in civil law it is 3 years, it is recommended to keep the documents during this time.

If you haven't received a receipt
The absence of an invoice for payment is not a valid reason for late payment of utility bills. Therefore, if the owner of the apartment does not receive a receipt within the established time frame, he can obtain information:
- in your Criminal Code;
- in your personal account on the website of most banks. To do this, in the “Payments for services” section, just select “Rent” and enter the necessary information from the previous receipt;
- in your personal account of electronic payment systems (Webmoney, Yandex-money, etc.). The necessary information can be found by your personal account number;
- on the State Services website.
Those who want to have a paper receipt can find out about the opportunity to print a duplicate at the Criminal Code. Often this can be done in the office or in your personal account on the company website. Payment for utilities, which are currently contained in one document, will be divided into several. At the same time, the management company will continue to charge fees for the maintenance and cleaning of the house, landscaping of the surrounding area, routine repairs, etc.
