It should be clarified that a passport for a multi-storey building is a separate type of document that contains all available information about the building. Apartments that are located in the building must, in turn, have their own individual documents.
What information does it contain and who fills it out?
The document is filled out after a visual inspection or research using special equipment based on the data obtained; information from the contract concluded with resource suppliers and service companies, meter readings and other information are also taken into account. The technical passport of an apartment building indicates:
- square;
- composition and volume of engineering elements of the structure;
- data assessing the technical condition of communications and the house itself.
The municipality and other governing bodies use the data contained in the TP for a multi-storey building to resolve technical, financial and economic issues related to them. To increase the speed of information processing and access to it, passports of residential buildings and information from them are summarized into a single information base. The following must be completed and maintained:
- home owners;
- management companies;
- other organizations under whose jurisdiction the MKD is located.
After current or major repairs, the data is corrected, outdated information is replaced with up-to-date information after a new inspection and technical inventory.
What to do if you lose your passport. Where should you contact first?
What to do if you lose your passport: where to go first?
It was mentioned above about filing a complaint with the police. This is true if there has been a crime. In other cases, when the document is not found and the owner cannot say for what reasons the loss occurred, you can directly contact the territorial body of the Department of Migration Affairs - the migration department.
It is allowed if the application is submitted to two authorities at once - both the Department of Internal Affairs and the police. Contacting one government agency does not exclude the right to contact another. In addition, this approach allows you to run two processes simultaneously - the search for a missing passport by internal affairs officers and the restoration of the document.
Why is it necessary?
All information contained in the MKD technical passport is used for the following purposes:
- organizing the appropriate technical use of a residential property;
- planning repairs, both current and capital;
- calculating the cost of repairing common property, as well as the costs of its maintenance;
- determining the required number of workers to service the apartment building;
- calculating salaries for management and maintenance employees of each residential building;
- obtaining actual information about the volume of resources consumed;
- determination of energy efficiency standards;
- calculations of energy saving frameworks;
- maintaining a personal account for MKD.
According to the Housing Code of the Russian Federation and Article 36, to calculate the cost of payment for utilities, it is necessary to know the exact square footage of the used areas in the building: attic, stairs, technical floor (basement), and so on. All this data is contained in the house passport. Often there is a problem of discrepancy between the tariffs of utility services in accordance with the information specified in the TP of an apartment building, since they are outdated and have long lost their relevance. In order to correct the situation, it is necessary to update the document and then recalculate using the received data.
Where to get an archived extract
The following organizations can issue an archived extract:
- MFC. In this case, the employees themselves determine where the original house books are stored and request an extract from them.
- Housing organizations. But provided that the house books are still kept by them or in the organization where the house books and apartment cards were deposited.
- Archive. This mainly applies to very old house books.
- Owners of the premises. Many owners of private houses still carefully store such documents.

If these institutions could not help you, contact the Bureau of Technical Inventory. It is available in every city; the address can be found on the Internet or at the help desk. In each branch of the Bureau of Technical Inventory you will find sample applications and a price list for the provision of services. Information boards with useful materials are hung in offices. Among such documents there should be a technical passport of the house. You can request the information you need from the Technical Inventory Bureau. To do this, pay a fee for providing a copy. The technical passport of the premises remains unchanged until someone makes a redevelopment of the premises, destroys structures, carries out reconstruction and other work that changes the data contained in the technical passport. Changes are easily detected during the initial examination. To obtain a technical passport you will need the following documents:
- confirmation of ownership - any agreement on the transfer of property into your possession;
- statement or application;
- organization details.
How can you find out the year a house was built?
- go to the official website of Rosreestr;
- fill out a request for a technical passport;
- pay the fee no later than a month from the date of sending the request (the state fee will cost 150 rubles);
- send a payment document electronically to Rosreestr;

As a rule, when applying for a mortgage loan, commercial banks request information about the construction date of the property. It is possible that such data will be needed by other government agencies, or simply this information will be needed for personal use.
Take inventory
To carry out an inventory, contact the Bureau of Technical Inventory, private organizations engaged in cadastral activities or cadastral engineers. And that's why. Cadastral registration of a real estate property is carried out according to the rules of Federal Law dated July 24, 2007 N 221-FZ and Federal Law dated July 13, 2015 N 218-FZ. Cadastral work can be carried out by cadastral engineers and state technical accounting or technical inventory organizations that had the appropriate rights on December 31, 2012. Technical accounting can only be carried out by specialized state and municipal technical inventory organizations:
- unitary enterprises,
- services,
- management,
- centers,
- the Bureau.
In addition to inventory, such organizations issue technical passports for MKD.
Until 2009, property owners had an obligation to conduct a scheduled inventory at least once every five years. But the RF PP dated April 30, 2009 N 388 abolished this norm. If you have any questions, you can consult for free via chat with a lawyer at the bottom of the screen or call by phone (consultation is free), we work around the clock.
Meanwhile, an inventory must be carried out to identify inconsistencies in the technical documentation of the MKD with the actual parameters. And here it is important to understand that the management organization is not authorized by the state to enter current information into the technical passports of MKD. The management organization conducts an inventory of the common property of the apartment building as part of scheduled and unscheduled inspections of the house. If discrepancies are detected between the technical passport and the actual parameters, the management authority can contact specialized organizations to update the technical documentation and provide data to the authorized bodies.
