Obtaining a technical passport for your home. Methodological recommendations for drawing up a technical passport of an apartment building. Where can I order

Let's consider this type of documentation, such as a technical passport for a real estate property (a residential building or apartment). What he really is? This is a document issued by the BTI authorities and containing complete technical information about the object. At the same time, a technical passport for a house contains much more information than a similar one for an apartment.

It would only be a short break to steal his identity, commit fraud in his name, and generally ruin his life. About three million of these passports have been issued today, and they don't look all that secure. So how come we have the information? What can criminals or terrorists do with it?

First, it is necessary to explain why the new passports were introduced and how they work. All of this will be stored on an RFID microchip that can be accessed from a short distance using radio waves. Such chips are commonly found in retail environments, where they are used for inventory control.

How and when is it issued?

A technical passport for the house is drawn up based on the results of the initial inventory of the entire building. Typically, this procedure occurs when the house is handed over to the developer, and is managed by the construction company. Then residents, if necessary, draw up technical plans apartment by apartment.

A technical passport for any property is an extremely important and almost irreplaceable document. It spells out everything: the area and purpose of the building, the number of floors, the inventory cost and technical condition of the facility, the degree of improvement with a detailed indication of all utilities.

The data it contains, including the owner's image, is then displayed on the official screen. The assumption at this stage is that this document is as reliable as it is super secure. And, as we'll see later, this can be very significant.

The mobile phone industry has spent millions of pounds plugging the gaps. It was here that he learned that the key to unlocking the secure chip was contained in the passports themselves - the passport number, date of birth and expiration date. So they use strong cryptography to prevent communication between the passport and the reader, but then they violate one of the fundamental principles of encryption by using the unclassified information actually published in the passport to create a "secret key."

There is another document called a technical plan. It should not be confused with a passport. It contains only basic information: number of floors, year the house was put into operation, wall material, etc. You can draw up a technical plan without calling a specialist to the site. The only exception is an object related to unfinished construction.

This is the equivalent of installing a strong steel front door into your home and then putting the key under the doormat. Within minutes of applying the three passports to the reader, information from all of them was copied and images of the "holders" were on Lori's laptop screen. The passports belong to Booth and Laurie's son, Max, and my partner, who all gave their permission.

You can make a perfect passport clone. But could you - and what use would you make of my passport? The chip's security feature ensures that information cannot be added or changed, so you cannot put your photo on your chip. So is our attack really impressive?

Why does a house need a technical passport?

Situations in which this document is necessary occur at every step. In addition to the procedure for putting an object into operation, it will definitely be required when resolving issues of inheritance, making purchase and sale transactions, as well as allocating the share of an individual owner.

What does a technical passport for a house look like?

He correctly points out that the information sucked out of the chip is the same as what appears on the page read by the human eye.
And to get the key in the first place, you will need to have access to the passport to find out its number, expiration date and date of birth of its owner. It doesn't matter, says a home office rep. — By the time you gained access to the information about the chip, you had already seen it in your passport. How will my biometric image be used? And even if you had the information, you would still have to forge a new passport, and it has many new security features. If you were a criminal, you could just steal your passport.

In addition, when applying for a mortgage, the bank will definitely require you to provide a technical passport of the property. This applies to any apartment for which a mortgage loan is taken out.

Possible costs

We have described quite clearly how to obtain a registration certificate. Now let's talk about prices. If the document is completed on time, it will cost approximately 900-1,500 rubles.

The accelerated tariff significantly increases the price: from 2,500 to 5,000 rubles. Contacting a specialized office can increase the cost to 7,000 rubles.

Please note that turning to intermediaries will help save time and nerves, but it is better to contact such organizations not with just one piece of paper, but to draw up a large package of documents.

Registration prices may vary depending on the region of the country and the cost of the house.

How to get it?

You can order and receive a technical passport for your apartment or house at the Technical Inventory Bureau. After providing all the necessary documents and checking them with an employee of this institution, you receive a receipt indicating the list of documents submitted, and you are given a date when you can appear and receive your technical passport. You can see a sample of this document in any BTI department.

However, some computer experts believe the Home Office is dangerously naive. He believes that unscrupulous criminals or terrorists will find this technology very useful. "If you can read the chip, then you can clone it," he says. "You can use this to clone a passport, which will use the system to illegally enter another country."

Grunwald adds: The problems could get worse when they add fingerprint biographies to passports. There are established ways to create fake fingerprints. But what about facial recognition systems? Yes, says Gruenwald, but they don't work in airports yet, and the technology throws up 20 to 25 percent of false negatives, or false positives.

Usually the processing time is from 10 days to 2 weeks. This document can help the owner in many housing-related situations.

How much is done and how much does it cost?

As for the terms of receipt, according to the law, the period should not exceed 14 days. But, if the living area of the house exceeds 1000 sq.m., then the issuance of a registration certificate will take about 20 days. Although in fact this period is delayed, since the BTI requires many additional certificates. However, BTI has created an acceleration system using coefficients: 1.5 and 2. If you choose 2, then the production time is halved, but the payment is doubled.

But in terms of cost, the price in different regions may vary significantly. It mainly depends on the square meters. The range varies from 6,000 to 12,000 rubles for a house of 100 sq.m.

The time it takes to receive a passport is affected by the area; the larger the area, the more time will be spent on issuing it. But to speed up the process, an additional fee is required.

What are these situations?

When signing a shared construction agreement, it may turn out that the area of the purchased property indicated in it differs from the actual one. The guideline in this case will be the information written in the technical passport for the building as a whole, as well as directly for the apartment. If the actual area is less than the documented area, the buyer has the right to demand compensation from the developer for the difference in price. Otherwise, he himself will have to pay extra to the developer.

Neither of these are the human eye, according to research carried out by a team of psychologists from the University of Westminster in Remember, information such as a new picture cannot be added to a cloned chip, so anyone using it to make a fake passport should use one that bore a reasonable resemblance to itself.

But in a University of Westminster study examining whether pictures of people on credit cards could reduce fraud, supermarket employees designed to test had great difficulty matching faces to pictures. The conclusion was that photographs would not improve security and were never added to credit cards. This means that every time you hand over your passport to, for example, a hotel or car rental office abroad to be "photocopied", it can be cloned by equipment like ours.

What is the significance of the inventory value of housing indicated in the passport issued by the BTI? You will certainly need this figure to correctly calculate your housing tax. When you receive a mortgage from a bank, the calculation of the cost of the purchased apartment directly depends on it. If you contact a notary on an inheritance matter (in the case of dividing an apartment), he will certainly request from you a BTI technical passport containing this information. As already mentioned, it will be useful to you when allocating a separate share from joint property.

This could be done with an old passport, but since new biometric passports are supposed to be secure, they are likely to be accepted without any questions at borders. Given the results of the Westminster study, if a terrorist looked anything like you - and perhaps grew a beard - he would have a good chance of getting through the border. Because its chip is cloned, with the necessary digital signatures, and because you didn't report your passport as stolen - you still have it! - his machine-readable travel document will take him wherever he wants using your identity.

When required

In what cases may a technical passport be needed? When purchasing a home under a mortgage loan agreement, you will definitely need to provide it, since the market value of the home will be formed using the data specified in it.

When calculating property tax, information from the registration certificate is also taken as a basis; for transactions on the alienation of property, for carrying out work on redevelopment and extensions, separating a share in a common living space, when registering an inheritance - almost the entire range of transactions occurs with the participation of this paper.

What if the property is non-residential?

You can often hear the question of whether a technical passport of an object is needed when it comes to registering ownership of a garage or summer house. Law No. 122-FZ, which regulates all aspects related to the registration of rights to real estate and transactions with it, states that ownership of any real estate is registered on the basis of a declaration drawn up by the owner.

What about technical difficulties? The government claims new biometric passport chips can be read from just 2cm away, but researchers around the world claim to have read further. The physics that governs what's in British passports says they can be read on a meter, but no one has done it yet.

Constant registration and communications

It's not quite the same as the Dutch 30cm, but it's enough if your target is sitting next to you on the London Underground or crushed against you on the Gatwick Airport monorail, his pocket passport next to the reader tucked into his bag. It takes the reader about four seconds to read the information; then it can be transmitted and decrypted by an accomplice with a laptop at a distance of up to 1 km.

But this declaration must contain the correct technical information on the object. The copyright holder may indicate this information with errors due to his own ignorance and lack of technical education. Because of this, incorrect information may end up in the state real estate cadastre.

To avoid such a situation, the owner of the building, structure and structure must obtain a certificate. In addition, this important document will allow the owner of the property to be aware of the technical condition of his own home and the date of its commissioning. Information about the size of the inventory value of your own real estate will allow you to more accurately determine its market price for possible subsequent purchase and sale transactions.

Ah, the Home Office will say, but you still need to see the information in the passport, which will form the key needed to connect. Consider this scenario: a mailman with ties to organized crime knows he has a passport to deliver to your home. He already knows your name and address from the envelope. He can obtain your date of birth in several ways, including from credit reference agencies or from the register of births, marriages and deaths.

What should you pay attention to?

It knows the expiration date - 10 years from yesterday, give or take the day your passport was sent to you. This leaves a nine-digit passport number. If a rogue postman were to take your passport home without opening the envelope, he could put it on the reader and launch a "brute force" attack in which your computer tries 12 different permutations every second until it has the correct passcodes, says Laurie. A five-digit number will last for a maximum of 23 hours. And your passport may be delivered to you, unopened and only a day later.

Application documents

Separately, it is worth highlighting the documents that will be needed if you need to update the period for issuing a technical passport:

Title of the documentNotes
Passport of the applicant (owner of the apartment)Original and copy
Certificate of ownership of housingFor non-privatized housing, you need an extract from your personal account, which can be obtained from the housing and communal services agency
Original and copy of the owner's death certificateWhen registering an inheritance
Lease agreementFor privatization of real estate when the house is owned by the municipality
Documents confirming the legality of the redevelopmentIf it happened
Power of attorney executed by a notaryIf another person acts on behalf of the owner

Cadastral passport and technical passport

Citizens far from jurisprudence often find it difficult to understand the difference between the concepts of a technical and cadastral passport. In addition, the concept of a boundary plan was introduced into the number of cadastral documents (in 2008), as well as the above-mentioned technical plan (this happened in 2013).

Where can I get a technical passport?

Do criminals or terrorists really go to such lengths?
Ross Anderson, professor of safety engineering at the University of Cambridge Computer Laboratory, believes they will. The thing is, once you extract the data from the chip, you can end up with a fake passport containing more than just fake physical things, he says. You also have a digital bitstream so the passport's digital signature is verified, allowing you to travel across borders with it. There is a security flaw in what we can see - so what about the 90% of the iceberg in the system that we can't see? There isn't even any defense against brute force attacks. Regardless, the computer can keep trying until it gets the numbers right. To say it doesn't matter shows a cavalier lack of concern.

All these are separate documents, but nevertheless related to the cadastral registration system. Let's take a brief look at how they differ from each other and what benefits they will bring to you and me.

The cadastral passport serves as the main cadastral registration document. His task is to confirm that the real estate is registered in Rosreestr. In fact, this document is an extract with data from the state real estate cadastre; it can be obtained both for a land plot and for any building, structure, “unfinished” object or premises (this also applies to apartments).

After all, you may need access to healthcare. He could even replace his passport. It would be foolish to think that their best minds are not on the job. Such covers would at least stop chips being scanned, although they wouldn't stop an unscrupulous hotel receptionist from opening a passport and sucking out its contents the way we did.

Until then, the only people who can accept this technology are those with a sense of mischief. After completing this section, you will be able to. Define the scope regarding inclusions and exclusions for premium computing. Determine the proper classification when the premises are owned and occupied, owned and partially occupied, owned but not occupied, not owned and not occupied.

  • Determine the landlord's risk level.
  • Define the term unit.

Offices or residential premises or buildings leased to others are classified under Rule 31, building or premises.

Where to get it?

A cadastral passport is issued in one of the institutions - directly through the Cadastral Chamber, using the MFC or on the Rosreestr portal. Until 2013, the BTI had the authority to issue this document, but later amendments were made to the legislation, leaving only one authorized institution - the Cadastral Chamber.

To apply you will need to provide:

  • paid receipt;
  • passport identifying the owner of the residential premises;
  • title documents;
  • application form;
  • power of attorney for a representative in case of impossibility of personal appeal.

The application is reviewed within 5 days, and if no violations are found and all documents are collected, the applicant is issued a cadastral passport.

At the MFC, the procedure for receiving it is no different from applying to the chamber. On the website in Rosreestr the algorithm is slightly different:

  • First you need to go to the site;
  • select “Electronic services”, then find the section “Submit a request for the provision of State Tax Committee information”;
  • fill in all lines;
  • then select “Cadastral passport” indicating the object itself;
  • indicate the method of receipt - by mail or in person;
  • then you need to pay for the service using a bank card or through electronic payment terminals.

In case of changes to the cadastral passport, they are made after the technical one. Based on a donation agreement, sale and purchase agreement and other types of transactions, the owner changes, the information is immediately displayed in the register.

Extracts from the Unified State Register for an apartment contain information from the cadastral passport, including all information about existing legal claims, arrests and other requirements implemented in court. The extract must be made no later than 30 days before it is provided at the place of request. You can receive an extract to all interested parties, even those who are not the owner of the property - this is reference information that allows you to prevent various types of fraudulent activities.

How is it formatted?

A cadastral passport is needed in the process of concluding a real estate transaction. It will need to be updated if the site boundary changes or the property is redeveloped. It will also be needed during legal proceedings or changing the address of a real estate property. You can only receive it if your property is registered in the cadastral register.

The classification of buildings or premises can be divided between those assessed on an area basis and those assessed on a unit basis. Most buildings or premises are rated by area. This includes offices and warehouses. The definition of area given in Rule 24 is basically the total square feet of area in the insured premises.

The classification procedures for Area-based classes are broken down into four parts, based on ownership and occupancy, as follows. Buildings or premises owned and entirely occupied by the insured. Classify and rate premises based on occupancy.

Where do you get it? This can be done at the cadastral registration office located closest to the property or at the MFC. In addition, this document can be ordered electronically by visiting the Rosreestr website. Any of such extracts has equal legal force.

The cadastral passport appeared relatively recently - from March 1, 2008 (as well as the boundary plan) on the basis of Federal Law No. 221. Before this, registration was carried out according to the cadastral plan of the site, identifying individual buildings as components.

Buildings or premises owned and partially occupied by the insured. Classify and rate the premises occupied by the insured based on this location. Classify and rate the remainder of the premises in accordance with the risk classification of the relevant landlord only. If 90% or more of the premises are occupied by the insured, classify and value all premises according to the insured's classification.

What information does it contain?

1st floor - equipment store. . The corresponding classifications would be as follows. Note: The premium basis for an insured-operated hardware store is gross sales. Buildings or premises owned or spoofed by the insured, but not occupied by the insured.

How to order?

Since the formation is carried out by the BTI, it is accordingly necessary to leave an application for its receipt there. It is better to check with the specific branch for complete information, validity period of the application and document issuance. But all BTI institutions must operate in accordance with general guidelines, and they require the applicant to provide the following documents:

  • application in accordance with the sample;
  • a receipt confirming payment for the service;
  • personal passport;
  • documents confirming the right to property;
  • a power of attorney certified by a notary, if it is impossible for the owner to apply in person.

BTI independently sets the cost of the service, so it varies depending on the location of the region. The lead time is 10-14 days. If a technical passport is ordered due to completed or planned changes, then you must wait for a specialist to arrive and evaluate them. For this reason, the period for issuing documents will increase, but only slightly.

The validity of the passport is unlimited, however, current legislation imposes a mandatory inventory of BTI residential premises on property owners every 5 years. In practice, this requirement is met extremely rarely. More often, people turn to the office precisely when necessary - in cases of transactions with property and if they want to carry out major repairs.

About expiration dates

From a legal point of view, the cadastral passport has no expiration date restrictions. But for documents drawn up in paper form for transactions, it is valid for exactly one year. If this period has expired, it can be updated by ordering a fresh copy.

In fact, it will not be any different from the old one, except for the date. Registration of a new one is required only in cases of redevelopment or change in the boundaries of the site.

The cadastral plan is the most important and necessary component of such a passport.

Conclusion

These documents are important evidence of various parameters of apartments, premises and land plots. It is impossible to carry out any transactions without their participation, therefore their execution is mandatory. Cadastral and technical passports are not of a regulatory nature, so they do not have a validity period. Changes are made based on the results of the changes made.

A technical passport is issued at the BTI, and a cadastral passport at Rosreestr, through the MFC or directly upon application to the Chamber. The registration procedure is almost identical, but there are differences in the preparation of the application and the details for paying state fees.

The information in both types of documents is relevant only as long as they are valid. As soon as changes occur, the document loses its relevance from the date of their occurrence.

You can draw up both documents yourself, collecting the necessary information and personally contacting the relevant structures. It is also possible for registration by special intermediary companies acting on the basis of contracts and powers of attorney concluded with clients. The deadlines for processing passports do not change, and the intervention of a third party is only necessary to avoid wasting time visiting a bureau or Chamber. Such companies carry out the entire range of documents - from technical plans to extracts. But each of these services is paid separately in accordance with the established price list.

What if you have a new building?

For newly formed or changed real estate that was not previously registered in the cadastral register, it is impossible to obtain a cadastral passport simply by submitting an application. It will be necessary to draw up a technical plan of the premises or a boundary plan of a plot of land.

The technical passport of the building discussed above is often mistakenly confused with the cadastral passport. This is because these documents often contain similar characteristics and have almost the same form. The difference is that the technical passport is prepared exclusively for real estate (buildings, structures, premises).

In addition to all the cases mentioned above in which it is required, you will need a BTI technical passport if you decide to transfer the premises to a non-residential property or legally redevelop your property.

A little about dates

In its modern form, the technical passport has existed since October 1, 1997. Like the previous document, from a legal point of view it is unlimited. Any date stamped on it is a sign of illegal actions by the BTI authorities. In the case of a real estate transaction, a passport with the same data (if there was no reconstruction or redevelopment) is updated once a year.

Until January 1, 2013, the technical passport served as the basis for entering data into the real estate cadastre. It was later replaced by a technical plan. If the registration certificate was produced before the specified date, it is possible to draw up a plan based on it. Using a later passport, your property will not be registered in the cadastral register.

It is according to the data specified in the technical passport that taxes and payments for utilities are calculated, and decisions are made on the need for both current and major repairs in an apartment building. And, of course, without it, no construction or reconstruction, redevelopment, or redevelopment, or introduction of engineering communications networks is possible (both during the construction process and upon its completion).

Red lines in floor plans and what to do with them

When preparing floor plans, the actual condition of the building, premises, and structures is indicated. If a discrepancy is detected with the initial data specified in the technical passport or other documentation for the facility, red lines are drawn on the floor plan. This means that an uncoordinated redevelopment or reconstruction has been identified at the site.

Nowadays, official documents for accounting and registration of real estate are prepared by cadastral engineers. The technical plans that engineers produce do not contain red lines. If a specialist identifies a discrepancy (uncoordinated redevelopment), this will be indicated in the conclusion of the technical plan.

If there are red lines on the previously completed floor plan, the owner needs to eliminate them. To do this you need:

  • obtain a technical report on the condition of the building’s load-bearing structures (for MKD, the technical report must confirm safety in accordance with all SNiP, SP and GOST);
  • order a technical plan with the actual condition of the premises from the cadastral engineer;
  • submit documents to the housing inspectorate to legitimize redevelopment work and changes in the characteristics of the apartment;
  • After a positive decision, you must contact the BTI to make changes to the technical passport and floor plans, and undergo cadastral registration in Rosreestr.

There will be no red lines on the diagram in the USRN extract. Until the red lines are removed, i.e. the redevelopment is not legalized, the property is almost impossible to sell, including with a mortgage. Our company will provide services for coordinating and eliminating red lines.

Red lines on floor plans indicate uncoordinated redevelopment

Land survey plan

Finally, let's talk a little about the boundary plan. This is the main document used to maintain cadastral records of all available land plots. The basis for its preparation is the cadastral plan of the territory or an extract from it about the land plot.

It is needed when combining adjacent plots of land, dividing, redistributing boundaries, or allocating a plot as a share of common property.

It will also be needed when clarifying the boundaries of plots and correcting cadastral errors. Specialists - cadastral engineers - are engaged in the preparation of such a document. Just like previous documents, the boundary plan has no expiration date, and you will only need to obtain a new one if the configuration of the land plot changes.

The technical passport is the main document of any real estate property.

It lists the most important characteristics of your real estate - area, number of floors, number of rooms, material and date of construction, and much more.

A technical passport is like a dossier on real estate; after carefully studying it, you can immediately form an objective opinion about the construction project and really evaluate it.

The absence of this document from the owner of a house or apartment threatens him with complete “immobilization” in the legal sense.

Without a registration certificate, you cannot sell, donate, or bequeath your property.

In this article we will try to figure out what is the importance of a technical passport, why it is needed and what are the available options for processing this important document.

What documents must be submitted to the cadastral engineer to prepare a technical plan?

To draw up a technical plan, you need to prepare certain documents for the cadastral engineer. Their list depends on the type of real estate for which a technical plan will be prepared (Parts 8 - 11 of Article 24 of the Registration Law). In particular:

  • if the plan is drawn up for a building, structure, ENK or premises (parking space), design documentation (in the latter case, documentation for the building (structure) in which the premises is located is required);
  • if a technical plan is drawn up for an unfinished construction project, a construction permit;
  • if the object is a premises or parking space, permission to put into operation the building (structure) in which the premises (parking space) is located;
  • if the object does not provide for the preparation of project documentation and the issuance of permits, a declaration on the property.

It should be noted that as of August 4, 2018, changes were made to the Town Planning Code of the Russian Federation, according to which a notification procedure was introduced for the construction of individual housing construction projects and garden houses.

Taking into account these changes (despite the absence of legislative changes to the norms of the Registration Law in this part), in order to draw up a technical plan for an individual housing construction project or a garden house, the cadastral engineer must submit:

  • notification of the planned construction or reconstruction of an individual housing construction project or a garden house,
  • a notification sent by a state authority or local government about the compliance of the parameters of the individual housing construction object or garden house specified in the notice of the planned construction or reconstruction of an individual housing construction project or a garden house with the maximum parameters of permitted construction.

In some cases, other documents may be required to prepare a technical plan (clause 20 of the Requirements).

Why is it necessary?

It plays the most important role in the fate of each property.

Without this document, issued by the Bureau of Technical Inventory, virtually no real estate transactions can be made.

Providing a registration certificate is mandatory when performing the following legal actions:

Real estate registrationin this situation, it acts not only as an important documentary part of the contract, but also as a guarantor of the legal purity of the transaction (the buyer has the opportunity to verify the veracity of the seller’s data about his real estate, to correlate the reliability of oral information about a house or apartment with real technical data)
Accrual of propertyTo determine the tax base, the exact value of the total area of property owned by the taxpayer is necessary
Entry intoIf among the documents of your deceased relative or other testator there is no real estate left, before you enter into inheritance rights, you will have to draw up a new technical document by contacting the local BTI office for help
Registration for an apartment or housein some cases, property belonging to us needs to be donated to someone (children, grandchildren, close relatives, etc.), but in order to do this you will have to provide a notary or other authorized person with a technical passport for the property
living spaceIn order to take advantage of the latest opportunities for free privatization, you must, in addition to other mandatory documents, have on hand a registration certificate for the housing in which you permanently reside and wish to make it your property in an authorized manner
The list of required documents also includes a technical passport for real estate; without presenting this document, legal registration of your property will be impossible
Recognition of ownership of property inin critical life situations, when you have to prove in court your right to own and use a specific house or apartment, the technical passport is often one of the main arguments in favor of making the right decision
Decoron the basis of internal banking regulations and orders, the security services of financial organizations conduct a thorough check of documents provided by potential borrowers; The registration certificate is the main document for the purchased property, since based on data on the area, amenities, number of rooms, etc. a decision is made on the suitability of the proposed property

The importance of a technical passport cannot be overestimated. It is required even in such trivial situations as receiving or submitting documents for a monthly child care benefit.

Therefore, such a valuable document must be stored appropriately, treated with care and not forget to update the data entered in the technical passport every 5 years.

For example, if you built a house and commissioned it in 2021, then you will have to receive a new registration certificate in 2021.

Where can I order

Since a technical passport is an important technical document, information from which is stored in the archival data of government agencies, it is also created only by a government organization.

The Technical Inventory Bureau specializes in collecting, systematizing, storing and providing the necessary information to the public about various real estate objects located in the territory reporting to the BTI.

The main condition for obtaining a technical passport for a house, land, plot of land, etc. is an inspection of real estate by an employee of the bureau.

Qualified specialists check the compliance of the constructed facility with permitting documentation.

Video: technical passport of the house. How to apply

They also take the necessary measurements, etc. in order to create a technical passport for a specific property based on the information received.

What information does it contain?

The legislation of the Russian Federation obliges each owner of real estate to draw up and accordingly take care of the safety of a technical passport for each property.

Typically, this document is first drawn up during the initial inventory of the property.

After a house, apartment or other building is completely ready for use, the owner must take care of obtaining the necessary documents for his property.

It is important to remember that this responsibility, both legally and financially, falls entirely on the shoulders of the owner of the real estate.

The first technical data sheet contains the following information:

premisesis a specific drawing of a separate floor (in the case of multi-story buildings) and the room itself, it displays all existing walls, partitions, window doorways, balconies, loggias, etc.
Object areaan important indicator when calculating the number of square meters per family member, if the buyers of a house or apartment are participants in government programs to improve the living conditions of Russians at the expense of the state budget
Characteristics of the foundation and floorsthese technical data are the basis of the entire house, therefore, having reliable information, it is possible to determine how durable and strong a particular structure is, and whether any serious redevelopment is available to the owner (for example, adding another floor, etc.)
apartmentswhen carrying out various real estate transactions, the size or total amount of certain services is calculated as a percentage of the value of real estate; in such situations, the inventory value is taken as a basis as it is more humane and closer to reality
Date of constructionan integral part of the technical passport, since subsequent mandatory inventories are determined based on the year of completion of construction work on the property
Date of last major overhaulreflection of such a fact in the registration certificate allows potential buyers to make their choice based on real data (for example, a major renovation has recently been carried out in the house you like, this means that you will not have to invest additional money in the purchased apartment or house)

The technical passport of any real estate property displays all the necessary information.

It allows buyers or anyone interested to immediately understand what it is, how the property matches the description, whether it is suitable for you, whether the asking price is realistic, etc.

How to obtain a technical passport for a house at BTI

If the question of where to get a technical passport for a house or apartment is relevant for you, consider all the available options and choose the most optimal one for yourself.

Such as:

Standard methodThe most popular and popular option for obtaining a technical passport for a property is to contact the Bureau of Technical Inventory. To do this, you need to make an appointment and come to the BTI department at the appointed time and day of the week. After you present the necessary documents, fill out a standard application form and pay for the services of the bureau staff, you will be given a date for a specialist to visit to take measurements, and then they will announce the day when you can pick up the finished technical document
Virtual methodif you don’t know how to order a technical passport for a house from BTI, you can do it online. To do this, you will need to fill out a request form on the official website of the Bureau of Technical Inventory and attach scanned documents. You will also have to pay for registration services. This can be done either using a bank card or electronic money, or in cash at bank branches in your locality
Intermediary methodIf you do not have enough free time to go through the authorities on your own in order to obtain a technical passport for the real estate you own, you can contact specialized companies. For a fee, these companies will do all the work for you. But remember that in this case the costs of purchasing a registration certificate will increase significantly. In addition to the state fee and BTI services, you will need to pay for the services of an intermediary company
Through MFCmultifunctional centers created in almost every major settlement of the Russian Federation have significantly made life easier for ordinary citizens and “unloaded” various government institutions (Pension Fund, Rosreestr, BTI, etc.). To obtain a registration certificate, you can sign up at the MFC by appointment via the Internet. During a conversation with a specialist, you will present all the necessary documents, fill out an application for a technical passport and arrange a visit by a BTI employee to a specific property to carry out the necessary measurements

After all this, you will be informed of the approximate date when your passport will be ready.

Typically, MFC employees notify their clients by phone using a call or sending an SMS message.

To private

A technical passport for a residential building is issued in a standard manner and is not much different from the preparation of documentation for other real estate properties.

All available information about your home is entered into this document with special care and scrupulousness:

  • total area;
  • number of rooms;
  • data on amenities (presence of a toilet, bathtub, sink, heating appliances, etc.);
  • material for making the house and internal partitions;
  • date of construction and commissioning, etc.

It is important to remember that the technical passport is subject to mandatory review and replacement every 5 years.

Apartment

An apartment building, like any other property, is subject to mandatory technical inventory.

The received technical passport will be the main document for all homeowners in this house.

The technical passport for the entire multi-storey building must be stored in.

This document contains detailed information about the structural elements and engineering systems of the building, provides an assessment of the degree of their physical deterioration, and displays all rooms, apartments and common areas.

Dachny

If you are the happy owner of a country house, you should be concerned about obtaining a technical passport for this type of real estate.

A technical passport may be required for a dacha in the event of a major overhaul of the building or redevelopment.

To do this, you will need to contact the local department of the Department of Architecture and, based on the existing technical passport and redevelopment plan, receive construction work.

The existing technical document must then be amended accordingly.

On new

The registration of a technical passport for a newly built house occurs before the state registration of property rights.

To do this, when contacting the BTI or another selected organization, you will need to provide, in addition to the standard list of documents, construction permits.

Sample document

The sample document for the property is legally approved and is not subject to any changes.

The main points of a real estate passport include:

Cost and price of technical inventory

Prices for conducting a primary, scheduled or extraordinary inventory are determined by agreement with the BTI or another organization. Also, when preparing documents for a building and premises, you must bear the following expenses:

  • preparation of a technical plan;
  • request for a technical passport, certificates from the BTI;
  • registration of rights in Rosreestr.

You can find out the prices for our company’s services during a free consultation. To do this, you need to provide source data and documents for the object.

Receiving algorithm

Wherever you intend to obtain technical documentation for the real estate you own, the algorithm of actions will be similar.

You'll need:

List of required securities

Despite the fact that in each region of the country the cost of BTI services for creating technical passports may vary significantly, the list of required documents is the same almost everywhere.

It includes:

Application form

An application form is issued to each visitor when contacting the Technical Inventory Bureau or another organization.

Each applicant is also provided with a sample to fill out to receive a technical passport.

It is necessary to indicate your own data, information about the property and the basis for obtaining a technical passport.

Validity

Officially, a technical passport refers to unlimited documents. But in practice there is a tendency for the organization requesting this document to set a time frame for its “suitability”.

For example, during registration, bank employees will politely ask you to update your registration certificate if it is older than 1.5 years.

There is also a certain rule for property owners, obliging them to replace the technical passport every 5 years.

Therefore, take into account such nuances when planning real estate transactions, so that you do not have to postpone your plans and worry about how long it will take to prepare the technical passport.

Technical inventory in 2021

Even before 2013, technical accounting of BTI was the main form of obtaining and systematizing real estate data. To obtain basic technical data on buildings and premises, these institutions carried out an inventory. Since 2013, Russia has switched to a cadastral registration system, which provides for obtaining data on real estate during cadastral activities.

Dear Clients!

The information in this article contains general information, but each case is unique. You can get a free consultation from our engineers using one of our telephone numbers - call:

8 St. Petersburg (our address)

All consultations are free.

Even after the transition to cadastral registration, technical inventory is still carried out. The essence of this procedure is as follows:

  • when a new object is formed, cap. construction, a primary inventory is carried out - it includes measurements, preparation of outlines for the building and all its premises, filling out technical passports, floor plans and explications;
  • information about the measurements and inventory taken is included in the inventory file - from it you can obtain certificates, floor plans, extracts, technical passports;
  • after changes in the characteristics of the object (redevelopment, reconstruction), an unscheduled inventory is carried out, and the technical passport information is updated.

Technical accounting is one of the forms of real estate accounting by the state. This is stated in Art. 19 Housing Code of the Russian Federation (). Also in Art. 25 of the Housing Code of the Russian Federation provides for the obligation to make changes to the technical passports of apartment buildings after redevelopment or reconstruction. A similar rule is provided for by Moscow Government Decree No. 508-PP ().

What does BTI do after the transfer of powers for cadastral activities to engineers and Rosreestr? The exclusive competence of the Bureau of Technical Inventory now includes maintaining technical passports and providing information from inventory files. A unified database for real estate is maintained by Rosreestr. But to make changes to the Unified State Register after reconstruction and redevelopment, you must contact the BTI and update the technical passport data. In the capital, the technical inventory is carried out by the State Budgetary Institution "MosgorBTI". The procedure for inventory and registration of technical passports is provided for by Resolution No. 106-PP ().

Expert commentary. Until 2013, the Bureau of Technical Inventory carried out surveys and issued technical passports on the basis of Government Decree No. 921 “On state technical accounting and technical inventory in the Russian Federation.” In 2013, this regulation was repealed, since cadastral registration became the main form of state control over real estate. Now you can order an inventory not only from BTI, but also from other commercial organizations offering such services. The main guiding document for carrying out technical inventory is the Instruction approved by Order No. 37 (Zemstroy) of the Russian Federation.

During the inventory, the dimensions of the building, premises and structures are measured and transferred to outlines and drawings
