Technical passport for a house: how and where to produce it? Time frame for producing a technical passport for a house

This document is considered one of the main ones, since without it it is not possible:

  • Register the ownership of the house;
  • Sell or exchange;
  • To rent;
  • Pledge;
  • Obtaining permission for redevelopment or reconstruction;
  • Pass on by inheritance.

This is due to the fact that the technical passport indicates the main parameters of a residential building, which are considered important aspects. These are such as:

  • Location and address;
  • Number of floors of the house;
  • Number and thickness of walls;
  • Total area;
  • Materials used in construction;
  • Features of the roof itself;
  • Construction completion date;
  • Arrangement of the territory.

These are just the main parameters. Although in reality it indicates everything down to the smallest detail. In addition, it also includes data on actions taken after construction is completed, for example, division or merger of premises. But it is worth noting that if illegal redevelopment or reconstruction was carried out without the approval of the BTI, then a technical passport will not be issued. Accordingly, the said real estate cannot be registered.

The technical passport can influence the initial cost, as well as the calculation of the mortgage at the bank.

Where are technical passports produced?

Without this document, the house cannot be put into operation, therefore, when preparing all the necessary papers, you need to start with it. The production of a technical passport is carried out in several stages. First, a cadastral engineer and surveyor go to the site. They carry out all the necessary measurements and make a construction plan. Based on the data they provide, the BTI prepares the passport itself and issues it to the owner. At the same time, it is advisable to obtain a certificate of ownership of the object and register it with Rosreestr.

What is needed for a technical plan for a garden house

The primary concern of any owner of a country house is to provide Rosreestr with a technical plan drawn up in accordance with all the rules. Its absence will not allow you to obtain registration and an extract of your right to real estate. Only a cadastre engineer who has received state certification in his profession has the right to draw up a document. He is personally responsible for the correct transmission of factual information. Responsibility is confirmed by the personal signature and personal seal of the specialist. They are also recorded so that everyone can check the person being hired through the unified Russian register of cadastral engineers and SROs.

Before starting to develop and produce a technical plan for a house on a garden plot, a specialist will need copies of some documents. The price of the work performed usually consists of two factors:

  • complexity of the object;
  • performer's qualifications.

Can you count on the fact that, having gone through many companies, you will be able to order a technical plan for a garden house for 5,000 rubles? Theoretically, it is possible to find such a company, but be careful. A high-quality technical plan drawn up in accordance with all the rules usually costs at least 10,000 rubles, but the final price can only be calculated taking into account all the specifics of your particular garden home.

What documents are needed?

To obtain a technical passport for a house, you need to collect an impressive package of certificates and permits. First of all, you will need documents confirming ownership of the land on which the object was built. You also need the owner’s passport (original and copy), permission to carry out construction work, a project, and an application. In the case when documents are submitted to the BTI not by the owner himself, but by his representative, a corresponding power of attorney is also required.

In principle, if you build a house in accordance with current legislation and do not violate anything, all the papers should be in the hands of the owner, so no additional legwork will be required.

You have received the technical plan, what next?

Having received all the necessary information and documents, you register your garden house in the state cadastral system. This is easy to do by applying with a ready-made package of documents to the Cadastral Chamber (the office closest to you), the Multifunctional Center at your place of residence, or submit a request via the Internet, on the Rosreestr website, submitting an electronic version of the documentation. It is allowed to send documents by mail after receiving notarization of their authenticity.

The documents include: an application in the prescribed form, documents confirming the identity of the owner and a technical plan.

You can order a technical plan for a garden house from a specialized organization that provides the services of cadastral engineers. As a result of all procedures, the owner will be given an original document drawn up on paper. The remaining actions are usually taken over by the implementing organization. All you have to do is go to the Rosreestr website and make sure that your property is included in the cadastre. Be sure to do this to put an end to your troubles.

The technical plan does not have any established limitation period. It is valid as long as the garden house remains as stated in the plan. If in the future you want to demolish it or rebuild it, you will have to hire a cadastral engineer again and draw up a new technical plan. It is better to treat the procedure responsibly: the calculation of taxes, the cadastral value of the home and your peace of mind depend on the accuracy of execution.

Intermediary services

If we are talking about unauthorized construction or if design calculations were violated during the construction process, the preparation of a technical passport for real estate can become significantly more complicated. In this case, additional examinations will be required, you may have to obtain some extra certificates, take consent from neighbors or local authorities. Today there are enough companies offering their services to resolve such issues. By contacting such an intermediary, the owner gives a power of attorney in the name of an employee of the enterprise and pays for the services. All other issues will be decided by the performer.

This can be very useful, especially when obtaining a technical passport for your home is urgent, and the situation with documents is not as simple and transparent as we would like. On the other hand, the services of intermediaries can cost several times more than the cost of the registration certificate itself, so the decision to contact them must be made after carefully thinking it over and assessing the situation.

Technical passport production time

In BTI, according to the current regulations and instructions, a maximum of 14 days is allocated for this procedure. However, in practice, some citizens wait for months for bureaucratically minded employees to complete the work they have started.

To be fair, it is worth noting that in some cases the delay in the procedure is due to violations during the construction of the structure or to errors in the documents provided. But, unfortunately, it is not uncommon for a client to be forced to collect unnecessary certificates at the BTI.

If the owner needs the registration certificate very urgently, he can make an emergency order for an additional fee. In this case, the document will be executed in just a week.

What is its validity period?

This concept is not established by law. That is, a technical passport for a house, apartment or other building is considered a permanent document. However, when carrying out certain actions with an object, for example, its alienation (sale, donation), transfer to a mortgage, inheritance, notarial authorities, bank representatives or independent experts have the right to demand a re-inventory.

The fact is that if from the moment the technical passport was received, the BTI did not visit your home for 5 years, the document may raise doubts. During this time, extensions, redevelopments and other changes that affect the value of the property are quite likely. In such a situation, the owner turns to the BTI to carry out an inventory, as a result of which the expert puts a mark on the registration certificate about the date of its completion. If no changes have occurred since the previous inspection, the document does not need to be redone.

Validity of a registration certificate for a house in 2021

According to current legislation, a registration certificate for a house is an unlimited document.

✘ However, if the data in the technical passport is outdated (redevelopment has been carried out or the characteristics and area of the premises have changed), then it can no longer be used as the main document.

According to the current legislation of the Russian Federation, if a technical passport is required to obtain a mortgage loan, then it must be issued no more than 5 years ago.

Update data sheet

What information does the technical passport contain?

This document is often confused with a construction plan. In fact, the technical passport for the house contains a lot of information about the structure. First, this is the actual address of the object. It is indicated based on the information entered into Rosreestr, and is subsequently duplicated in the certificate of ownership.

The technical plan, being part of the passport, clearly shows the layout of the house or apartment. It reflects information about the height of the ceilings, the presence and position of doors, windows, passages and communications. The technical passport must contain information about the materials from which the walls and ceilings of the structure are made. It indicates the year of construction, inventory value, as well as the date of major repairs (if any). The floor plan of the house must be accompanied by an explanation of the premises. It deciphers abbreviations and other symbols of the diagram, indicates the name of each of the premises and its area. The technical passport must reflect the actual dimensions of the object. They are expressed by such quantities as total and living area, as well as the size of the land plot.

Why do you need to draw up a technical plan for a garden house?

All real estate in Russia is subject to state registration with cadastral registration and assignment of a cadastral number. The technical plan in the procedure becomes the main necessary document. In all regions of our vast homeland, work is underway to record and survey land plots - personal property of individuals and legal organizations. Removing the so-called “blank spots” from the map of Russia is necessary in order to correctly calculate the amount of land tax.

In no country can a citizen have land at his personal disposal and not pay for its use. To avoid disputes about the boundaries of plots, construction sites, and gardening associations, starting from 2021, the accounting of property rights to real estate is recorded in the Unified State Register (USRN). He replaced two state ones at once. organizations: Unified State Register and State Property Committee.

The cadastral number of any plot or cottage is unique, it belongs specifically to your holiday home and no one else. If a person needs to prove his right to real estate, he only needs to take an extract from the Unified State Register of Real Estate. This eliminates fraud and brings clarity to the transfer of ownership by inheritance, donation, sale and other transactions with a cottage or plot.

Along with the right to own real estate, the owner also receives a number of responsibilities. He has the right to dispose of his housing and territory only in full compliance with the laws of his country, environmental standards, rules established by the gardening association or local administrative authorities. At the same time, registration makes the task easier in case of any changes in the status of real estate. For example, it becomes easier to resolve land disputes or conclude a purchase or sale deal. In the event of a natural disaster or fire, the process of deregistration and obtaining financial support is simplified.

In order for your property to be included in the Unified State Register of Real Estate and assigned an individual number, you need to take care of obtaining a technical plan of the house on the garden plot. Without it, state registration is impossible.

Service cost

When submitting documents to the BTI for the production of a registration certificate, the owner must have with him a receipt for payment of the state fee. Its size depends on the urgency of the order. When a passport is produced in 2 weeks, it costs 900 rubles, an urgent service costs 2,500. Details to which the fee must be transferred are usually posted on the BTI information board. If the registration certificate is ordered through an intermediary, the cost of the service may be much higher. Thus, urgent production of a document in a big city ranges from 12,000 rubles and often depends on the price of the object itself.
