Until 2013, in any municipality, the inventory and accounting of capital buildings was carried out by organizations such as BTI, OTI, PIB. Only in them it was possible to obtain a technical passport for a house or apartment, to register a real estate property in the cadastral register and to obtain a certificate of ownership from the Rosreestr authorities.
After the specified date, another document is used for this purpose - a technical plan, for the preparation of which, in some cases, an old technical passport of a residential building may be required. Currently, a technical plan can be made not only by BTI, but also by any other organization that provides the services of certified cadastral engineers.
What is a technical passport for a house
A technical passport is a document that contains all the individual characteristics of a real estate property: a private household, a separate apartment in an apartment building, non-residential premises. These include:
- postal address where the object is located;
- information about the owner (full name of a private person, details of the organization);
- explication of the area of the house (apartment) - name of the premises, floor;
- technical description (year of construction, material of walls and ceilings, availability of communications, finishing);
- inventory value - previously it was used to calculate real estate taxes (now the cadastral value is used);
- graphic plan of the location of the premises of a private house (residential property in an apartment building).
Until December 2012, issuing a technical passport for a house was mandatory in order to register the finished building with the State Property Committee (Real Estate Cadastre). Only if you had a cadastral passport, it was possible to make an entry in the Unified State Register of Rights (register of rights) and receive a certificate of ownership.

How the rules for registering houses have changed
- Until March 1, 2008, a registration certificate for a residential building was a mandatory document and confirmed the inventory of a residential property. Information about him was entered into the BTI database. After this date, instead of technical registration, cadastral registration was introduced and a passport issued by the State Committee for State Control of Rosreestr became a mandatory document.
- From March 1 to January 1, 2013 is a transition period. Both technical passports for houses and cadastral passports were issued. Information from the BTI was sent to Rosreestr and entered into the GKN (state cadastre). Everything depended on the region: how quickly local authorities made the transition to the new order. After this date, both BTI and cadastral engineers working independently draw up exclusively a technical plan. Only if it is available can the house be entered into the state cadastre (GKN).
- From January 1, 2021, all accounting of private households, non-residential and unfinished properties, and apartments is carried out in one place. Namely, in the Unified State Register of Real Estate (USRN), which is maintained by Rosreestr. There you can get an extract that confirms the registration of the house and ownership. However, in some cases you may need a previously issued registration certificate. We will talk about this further.
Types of houses in Moscow.
Types of residential buildings in Moscow are divided into four groups: monolithic, panel, block and brick. Monolithic houses usually did not have a series and were built according to an individual project. These are mostly modern buildings. Do I need a technical passport for a house?
Today this document is used to a limited extent. It contains a large amount of detailed information, including area, explication of premises and characteristics of building materials. Therefore, he is often asked to present when making any real estate transaction:
- when selling a residential building and land;
- when registering it as collateral to obtain a loan;
- during reconstruction, redevelopment of home ownership;
- when registering an inheritance, of which the house is a part;
- when ordering a technical plan for cadastral registration.
You need to remember that in addition to the registration certificate for the house, when completing a transaction today, you will definitely be asked to provide an extract from the Unified State Register of Real Estate. Since most technical passports were compiled a long time ago, the buyer and the bank will be interested in possible changes in the layout of the house, which must be registered in the state cadastre.
In addition, the basis for calculating taxes and setting the price of real estate is the legally established cadastral value. It does not coincide with the market price of the property, so in many cases the seller of real estate is forced to conduct an independent assessment of the property (examination) before the transaction.
What is the difference between a BTI technical passport and a technical plan?
The technical plan differs from the passport in that, in addition to the main characteristics of the structure described above, it contains a coordinate reference to the land plot and nearby objects. This allows you to clearly determine the location of the house in space and, therefore, unambiguously identify the immovable object. After all, many buildings built according to standard designs were similar to each other, like twin brothers. Accordingly, their technical passports were also similar, which led to various kinds of abuses.
Therefore, in order to register a finished or unfinished house with the Unified State Register of Real Estate, today you need NOT a technical passport, but a technical plan!
A passport issued by the BTI before 2013 may be required by a cadastral engineer to draw up a house (building) plan. For example, in a situation where a building is not registered in the cadastral register or is refused due to the lack of exact coordinates of the location of the land plot on which it is built. The specialist uses the passport data to obtain information about the characteristics of the building.
The technical passport of a house is used by a cadastral engineer (it doesn’t matter whether he works in the BTI or in a private organization) only in the absence of a project or permission to put the facility into operation (act). This situation occurs in relation to many private houses and cottages in summer cottages. Designs are not required for single-family structures up to three stories. According to the dacha amnesty, it was not necessary for them to have a construction permit and commissioning certificate.
Where to apply for a technical passport
In most localities, a technical passport can be obtained from the Multifunctional and Technical Inventory Bureau . Abbreviated as MFC and BTI. In St. Petersburg it can only be obtained from the Design and Inventory Bureau. All three organizations issue technical passports in the same way. The only difference is the time the service is provided.
The technical condition of real estate is taken into account by the BTI. Technical passports are also produced there. The MFC is an intermediary who simply accepts applications from citizens and transfers them to the relevant authorities. The extract can be ordered at the MFC for 460 rubles, it is prepared in 1-3 working days, you only need to have your passport with you. - If a trusted person applies, a notarized power of attorney is required from him. The principal's passport is not needed;

Where can I get a technical passport for my home?
The answer to this question depends on why you need this document. If the house is present in the state register (cadastre) of real estate, you can request an extract from the Unified State Register of Real Estate. This can be done online, directly on the official website of Rosreestr, through the MFC, and the government services portal. As a rule, an extract is sufficient to resolve most issues.
