Registration passport - what kind of document is it?
It is an A3 booklet and consists of drawings, tables, as well as data in the form of text about the condition of the room.
It contains information about:
- home owner;
- location of the premises;
- common living space and individual rooms;
- inventory value of housing;
- major repairs carried out;
- redevelopment;
- material of walls and ceilings, as well as their finishing;

It is issued for an indefinite period, but requires updating and reconciliation every 5 years. To restore the purchase and sale agreement, you can try to contact the seller - he should have a second copy, then make a copy and notarize it.
If it is not possible to contact the seller, then a duplicate of the contract can be requested from the Rosreestr and then also certified by a notary.
The third way is to immediately contact a notary (the one who certified the contract): he should keep a copy. If the housing was purchased in 1996-1998 or earlier, you can look for copies of documents in the city archive.
Why do you need a technical passport?
This document does not have any legal force when registering alienation transactions, but it is necessary to obtain a cadastral passport, without which no agreement on the transfer of real estate ownership can take place.
In addition, a technical passport is needed for:
- obtaining permission for redevelopment;
- transfer of residential premises to non-residential premises;

- BTI . You should contact the local authority at the location of your home. Usually this is the BTI that is closest to your home. There are no other services where you can obtain a technical passport for an apartment, so due to their workload, preparing the document takes a lot of time.
- MFC. However, this structure performs intermediary functions, that is, it simply transfers your application to the BTI and accepts a package of papers instead. The BTI employees, not the MFC, will prepare a new document, take measurements, etc.
What are the documents for an apartment?
Documents for an apartment can be legal, legal and technical. Legal rights include those that certify the emergence of ownership rights to real estate. What documents need to be submitted to the BTI
In addition to a statement indicating the reason, the following documents should also be provided to the BTI to obtain a technical passport for the apartment:
- passport;
- a document confirming ownership of the object;
- receipt of payment of state duty.

As a rule, the list of documents is standard, but there may be some changes that depend on the characteristics of the property and the specifics of the work of the BTI.
- Title document . It can be a purchase and sale agreement, an exchange agreement, a gift agreement, an inheritance agreement, a privatization agreement, and more. Such a document must be submitted in the original, and after the registration procedure it will be given to you. Along with the original, a copy of the title document is submitted, which must be certified by a notary. A copy after registration remains in the BTI.
- Passport, IIN and their copies . Copies will be stored in the BTI archives, and the originals will be given to you immediately after checking the copies.
- Real estate registration certificate . The original and a copy certified by a notary are also submitted. If there is no registration certificate, then you will have to make one; without it it is impossible to complete the registration of ownership.
When the entire package of documents is ready, you give it to the registrar, who is responsible for receiving and registering incoming documentation. After checking your documents, the employee will give you a receipt for payment. After paying the required amount at the bank, bring the check and you will be given a day for issuing the title deeds. This procedure will take approximately three weeks.

The total cost of a technical passport for an apartment from the state duty and payment for services provided by the BTI.
- The amount of the state duty (despite the prefix “state”) is set at the regional level, and therefore is not enshrined in any law. Approximately its size is 1000 rubles.
- BTI, being a government agency, has the right to conduct commercial activities, and therefore its services - specialists visiting your home to take measurements and evaluate changes made - are paid.
How much you will have to pay for their services - you will be told after they are provided, when you come to pick up the finished registration certificate. The amount will depend on the area of the premises, the duration of the work being carried out, etc. The state fee is paid immediately: without it, the application simply will not be accepted.

Is it possible to restore a certificate of ownership?
No, it cannot be restored. From July 15, 2021, certificates of ownership will no longer be issued. All transactions are now registered in the Unified State Register instead of the Unified State Register. Accordingly, all data from the Unified State Register was transferred to the new register. If you became the owner of real estate before 2021 and received a certificate in your hands, but lost it, you will need to issue an extract from the Unified State Property Register. A technical plan is a relatively new document, which, for the purposes of registering property rights and state cadastral registration of capital construction projects, has replaced a technical passport.
In accordance with Federal Law of July 13, 2015 N 218-FZ On state registration of real estate;
a technical plan is a document that reproduces certain information entered into the Unified State Register of Real Estate (USRN), and indicates information about a building, structure, premises, an unfinished construction project or a single real estate complex necessary for state cadastral registration and registration of ownership of such real estate object. A technical plan is required in the following cases:
- for the initial registration of a property for cadastral registration and registration of ownership
- when putting a completed property into operation;
- when completing real estate transactions;
- to take into account changes in the characteristics of an object after reconstruction, restructuring or redevelopment;
- when registering the right to lease a part of a building, premises, structure.

Due to the fact that real estate objects have significant differences among themselves in purpose, technical and economic indicators and other characteristics, technical plans are of the following types:
