Why do you need a technical passport?

Previously, technical passports were issued for registering real estate objects with cadastral registration. But since 2013, the document has not been used for these purposes. In 2022, it is required in the following situations:

To obtain a technical passport or make changes to an existing one, you can contact the following organizations:

  1. BTI (Bureau of Technical Expertise). The service can be obtained by property owners, their representatives, and residents of municipal apartments. To prepare the document, just contact the department at the place of registration.
  2. MFC, but keep in mind that you will have to receive a completed passport 2-3 days later than at the BTI. The MFC acts as an intermediary between citizens and the BTI, where all documentation is sent.
  3. Licensed organizations with the right to provide such services. Applications can be accepted in the office or through the official website. After completing the application, the cadastral engineer will visit the apartment for measurements and draw up the document.

You can also order a technical passport through the State Services system. But for this you need to have a verified level account on the portal.

What is the difference with cadastral

The technical passport, like the cadastral passport, contains information about the features of the housing. Both contain the address, area, floor data, etc., which is why it is believed that the technical passport and the cadastral passport are one and the same.

Registration procedure

To find a cadastral engineer, you can use the official Rosreestr resource. It contains a register of specialists with contact information. It represents only cadastral engineers who have received a license from Rosreestr. Only they have the right to issue a registration certificate for housing.

The list of documents required to obtain a technical passport depends on the purpose of its registration. The required documentation package includes the following certificates:

  • Civil passport of the owner of the apartment or a citizen living in municipal housing.
  • Certificate of title (on the right of ownership, extract from the Unified State Register of Real Estate, social tenancy agreement).

For privatization of living space, the documentation package is supplemented with the following evidence:

What does a technical passport for a house look like?

This document consists of several sections (sheets) and represents a detailed description of the residential premises. It includes graphical and tabular parts.

Where to contact: how and where to order a document?

A technical inventory for the purpose of issuing a passport is carried out at the initiative of the owner or his authorized representative.
To obtain a technical passport, you need to contact the BTI at your place of residence or an engineering company. Since the beginning of 2013, these services can also be provided by private companies, but in this case it is advisable to check the availability of a license and certificate for performing engineering work. Otherwise, the technical passport may be considered illegitimate.

When ordering a service, the applicant must have a passport of a citizen of the Russian Federation and documents on property rights. The owner of the apartment or an authorized person provides access to the premises for the purpose of measurements. Then, within a certain time (from 1 to 30 days), a technical passport is issued, which is handed over to the owner or an authorized representative.

Clear rules for issuing a passport have not yet been established. But do not forget, if there is a need to sell, conclude or renew mortgage agreements, carry out repair work related to redevelopment of the apartment (and so on), you need to issue a new technical passport.

Cost in BTI

One of the basic components of the cost of a technical passport is the payment of a receipt for the state duty.
Today this amount is equal to 1200 rubles, provided that the house or apartment for which the document is issued is no more than 1 thousand sq.m. If the amount is exceeded, the amount will be increased. If you need to get a copy of your passport or an extract from it, it will cost about 600 rubles.

How to get through MFC?

If you apply for a technical passport (now called a technical plan) at the MFC (multifunctional center), you will need to pay 1,200 rubles. 1000 rubles is the state duty, 200 rubles is the cost of the service itself. In this case, you need to have a photocopy and original passport with you.

If you are already the owner, then additionally documents verifying your right to ownership (photocopy and original). Copies, of course, are certified. The price of a notary's services for certifying a copy depends on the region (in Moscow, for example, only 100 rubles), so it is difficult in advance to determine how much the cost of obtaining a registration certificate at the MFC will cost. Costs associated with illegal redevelopment may also add to the costs. There are many intermediaries working in the real estate market, one way or another involved in real estate, including the preparation of the necessary documents; accordingly, they set the prices themselves.

But, if such a need arises, then it is better to work with special bureaus or real estate agencies, whose activities are carried out under a license and regulated by law. The price in this case will be no less than 2000 rubles, including state duty.

The maximum cost of services, including the fee, is not less than 10,000 rubles. Again, this varies by region.

  4. annuity agreement;

What is the price

The cost of producing a technical passport consists of:

  • state duty , which is not fixed at one single level and may fluctuate depending on the region of circulation - on average its value is 1000 rubles ;
  • the area of ​​the apartment for which documents are being drawn up;
  • additional services (a specialist visiting the site for measurements, urgent implementation, etc.)

Depending on the region of application, the list of paid services may differ slightly; it must be clarified directly on site.
