Why is it necessary to measure hot water in an apartment and how is it carried out?

can imagine life without hot water even for a minute . Its shutdown during the summer season during traditional repair work is practically a disaster for residents who are so accustomed to it.

It is important to know that hot water is a clearly defined concept and established by law . It should not be a little hotter or a little colder, since its temperature is officially determined .

When should you measure the heating temperature?

DHW heating must be at least 60 degrees and no more than 75. Such values are written in paragraph 2.4 of SanPiN 2.1.4.2496-09.
This water can burn you, but this heating is necessary to prevent infectious viruses and bacteria, especially Legionella Pneumophila, which will multiply if heated below sixty degrees.

However, the Rules for the supply of household resources to residents allow a deviation from the accepted parameters from 5 to 24 hours by 3 degrees and from 24 to 5 hours by 5 degrees (clause 5 of Appendix 1 of the Rules).

Therefore, during the daytime the water should not be lower than 57 degrees, and at night not lower than 55 degrees. If the hot water supply differs from these parameters, then the water can be declared to be of poor quality. In practice, residents begin to complain about water heating if it is less than 50 degrees.

It is advisable to take a measurement before complaining about the water not being hot, so as not to make a mistake.

Kinds

Baby bath

In the bathtub where the smallest children bathe, the temperature should be maintained at no higher than 37 degrees. To control it, they usually use not traditional mercury, but modern digital models. Often equipment for the little ones is decorated in very bright colors and looks unusual. This allows you to achieve positive emotions and set the child in a positive mood. Most often, designs in the shape of a “fish” are purchased.

Kitchen

An immersion thermometer for water is rarely used in cooking. Devices with special probes are mainly used.

They can be used in many other household areas to measure temperatures up to 100 degrees.

Typically, such equipment is very cheap, and any housewife can buy it.

You can use it when:

  • cooking soups;
  • preparing decoctions;
  • brewing coffee, tea, cocoa;
  • making hot chocolate;
  • preparing dumplings, dumplings, manti;
  • home canning.

Industrial

Large (and not only large) industry also uses water in tens of thousands of technological processes. Careful control of fluid temperature ensures that these processes are carried out in the most optimal way. Models equipped with special sleeves are characterized by increased stability and can last much longer even in a rather aggressive environment.

Bimetallic thermometers of various categories are often used in heating systems. At industrial facilities you can also find pressure gauge devices that operate remotely.

The physical basis for the operation of a manometric thermometer is a clear relationship between pressure in a closed volume and temperature. Some devices may have a unit that converts measurement results into electrical impulses. The remaining components (a balloon connected through a capillary to a special meter) remain unchanged in any case. This technique is used even in explosive industries. However, the measurement accuracy is relatively low, and the thermometer itself takes up quite a lot of space.

How to measure degrees?

You can learn how to measure degrees near water from MUK 4.3.2900-11, which describes all the actions.

For this you will need:

  • thermometer with a gradation limit of 60 0C and above;
  • a small container of about 1 liter, where you can place a thermometer vertically;
  • clock to determine the measurement period of 10 minutes.

You can also use a room thermometer with a scale of up to 55 0C, if you are sure that the temperature will not exceed this value.

As a utensil, you can use any tall mug or glass, preferably with a heat-insulating handle, since hot water can be seventy-five degrees.

The flask is installed under a mixer or valve with heated water. A thermometer is placed in it.

You can drain the heated water. You don’t need a powerful jet; it’s enough to create a stream that will heat the water to its maximum after 2 minutes.

To do this, it is enough to have a stream of water within two liters per minute. Water should flow from the flask into the sink or sink. Measure like this for ten minutes . If the water heating reaches 57 0C earlier, the procedure can be stopped.

After ten minutes, the test stops. It is believed that this time is enough for the internal pipeline and measuring instruments to warm up to avoid errors. The achieved heating value is the expected goal.

If you measured it yourself, before the complaint, there is no need to draw up a document. Now you can think about what to do next.

Poor water quality

Temperature is not the only indicator of water quality. The liquid must also have a certain pressure and purity.

If the pressure is low, the water will flow in a thin stream. And if the pressure is high, it can cause deformation of the components of the plumbing system. The pressure in the pipes should be 0.3-4.5 AT. If it does not meet these parameters, you need to contact the Criminal Code for recalculation.

There may be various impurities in the water - rust, clay, etc. If water is regularly supplied with such impurities, you need to write a complaint to the water utility. Cleaning systems will be inspected together with the housing office service.

Where to file a complaint about poor quality service?

How to record the fact of poor-quality service and where to apply is set out in Section X of the Rules (No. 354 of May 6, 2011). All further recommendations in this article are set out on the basis of the specified section X.

A citizen can report water that does not meet the standard in any of the following ways; it is important to have confirmation in the future:

  • call the emergency dispatch service (ADS);
  • write to the Criminal Code or TSN;
  • sending a claim by email.

You need to call the ADS of the company that is responsible for the apartment building. When servicing MKD independently, the complaint is submitted to the ADS of the supplier with whom the agreement has been concluded.

The ADS employee should introduce himself and tell the details of the registered application. And also tell why the water does not heat up, if he knows.

Otherwise, ADS agrees when the water heating can be checked. This must be done no later than two hours. The applicant may indicate a different time. This should be done if the violation occurs at peak water consumption, in the mornings or evenings.

The hot water supplier's controller measures the heating of the water, as described above. To do this, he must have all the necessary equipment. The received data is recorded in a document form. The number of units of which should be as many as the number of people involved.

The responsibility to measure water degrees lies with the supplier, which is why there is no need to invite other companies. All work is done free of charge.

If the water heating is lower than necessary, the supplier's employees should immediately begin to correct the problem.

Residents can seek a recalculation if reduced indicators are identified.

Report on checking the operation of the hot water supply system (sample)

Standards for hot water supply today indicate that water must be supplied to rooms at a temperature of at least 60°C.

If the temperature of hot water in the apartment from the tap does not meet the standards adopted for 2021, you can contact the housing and communal services.

In order to calculate the amount of water consumed, you need to record meter readings in the subscriber's log on the same date every month. From the meter readings of the current month, we subtract the readings of the previous month to obtain the actual consumption.

Below are the full details of the applicant - last name, first name, patronymic, residential address, means of communication in the form of a telephone number or email address.

If the supplier didn't fix the heating problem?

In a situation where the problem has not been resolved, or the supplier believes that everything is in order, the resident has the right to complain to the State Housing Inspectorate (GZHI) or Rospotrebnadzor about weak water heating.

In this case, another inspection will be scheduled, the time of which will be agreed upon with the citizen, and in which an inspector from the State Housing Inspectorate or Rospotrebnadzor will take part.

The obtained measurement data is documented in a report. Usually, after such representative participation, there is no longer any doubt about the results.

However, the legislator has provided, if agreement is not reached, the possibility of performing the examination using a specialized office with a license.

The heated water supplier must pay for the examination. If, as a result, the experts do not find any violations, then the cost will have to be compensated by the one who demanded its implementation. This can be either the applicant, or the State Housing Inspectorate, or Rospotrebnadzor.

It is in the interests of the applicant that the experts be ordered by one of the participants, but not by himself.

Sample act of measuring hot water in an apartment

This regulatory document also regulates the temperature of hot water in an apartment building, which should be in the range from 60 o to 75 o Celsius.

The counter mechanism does not last forever; during operation, the devices may develop errors. Also, the meter may break down, which leads to incorrect operation of the device or complete inoperability. In this regard, it becomes necessary to call a specialist from the service organization with which you entered into an agreement, he will conduct an inspection and take action. The lowest guaranteed THS at the entrance to the house, determined by the hot water supply agreement No. _____ dated ___________ between _____________________ and ________________________, is equal to _____ gr.

This allows you to set the appropriate water temperature during washing. Washing with too hot water is prohibited - it can negatively affect human health, causing instant burns. In addition, it causes deformations in the water supply system, especially often damaging plastic pipes.

What if the supplier's employees don't show up?

If no one comes to take measurements, then the resident can carry out such measurements himself, together with two neighbors and the chairman of the house committee , if the House Council is elected in the apartment building. The document is completed if the results show that the heating does not comply with the recommendations.

One document is sent to the supplier. The second remains with the residents. The third is attached to the application to the State Housing Inspectorate or Rospotrebnadzor.

From this moment on, water heating is considered to be of poor quality and is subject to recalculation unless the supplier can prove otherwise.

Is compensation due?

If the information contained in the complaint is confirmed, the utility company must reduce the assessed fee in the amount of 0.1 percent. If it is revealed that the temperature readings are no more than 40 degrees, payment is calculated according to cold water supply standards.

The consumer must understand that the responsibilities of utility services include compliance with the conditions specified in the contract concluded with the consumer and the values of parameters in accordance with approved standards. Otherwise, the consumer has the right to demand a recalculation by filing a complaint with the utility organization.

If the energy supplier refuses to recalculate, if there are documents confirming the validity of the claims, the home owner has the right to file a claim with the court or other state regulatory authorities.

Contents of the act and form of completion

An act is a written document that reflects an actual event, allowing one to establish the necessary data and consequences of this event.

Why it should have data:

  • about the day of the event and time;
  • about the place where the event occurred;
  • indications of the shortcomings of the resources received;
  • a list of instruments used to measure heating;
  • notes about the beginning of the violation, if this can be established;
  • information about the persons involved in identifying the violation and those present.

If one of those present does not agree with anything, he can reflect his opinion in the document.

If someone does not want to sign a document, an entry is made in it, stating the reason, if it was stated.

What to consider

When an application for carrying out measuring work in an apartment is submitted, it must be transferred to the heat supply organization or management company employees who have permission to perform such a service:

  • To carry out the measurements, a commission must be created, which includes a representative from the management company or the heat supply organization.
  • The measurement is carried out with special certified instruments. The presence of a certificate is mandatory; it should be checked with workers who come to the site.
  • The commission arrives at the applicant at the time agreed upon with him.
  • Outside, if it happens in winter, it should not be less than five degrees below zero.
  • The temperature in each room should be measured separately.
