What is a cadastral passport and why is it needed?
If you have never dealt with real estate transactions before, you are unlikely to understand why this document is needed. The name is often heard, but not everyone can explain what kind of paper it is.
In our country, every piece of real estate must be registered with the State Cadastre. This implies assigning an individual number for each room (i.e. for each house, apartment). This number, as well as the floor plan and other characteristics of the housing, are entered into the CP.
It also indicates the cadastral value of the property, i.e. at what amount the state values this housing. It is calculated based on the area of housing and market prices for real estate.
It is on the basis of the cadastral value that is calculated later:
- property tax;
- payment for the use of housing;
- payment to receive housing as an inheritance;
- the cost of notary services for transactions with real estate.
Every five years the cadastral value is subject to revision. The changed data is entered into the GKN (state real estate cadastre). To receive updated papers, the owner must make a corresponding request, but more on that later.
The CP looks like two A4 sheets.
- First sheet: cadastral number, address, year of completion of construction, number of storeys of the house, purpose and type of living space, footage, cadastral value, date of last inspection of housing, number of balconies (if any).
- Second sheet: graphical data of the object. There should be a housing plan, which should include both living rooms and auxiliary premises. Also on the second sheet indicate the area of the entire apartment and each room separately.
A cadastral passport is needed for:
- registration of ownership of housing in a new building;
- sale of an apartment (for registration in the Rosreestr of transfer of ownership);
- concluding a loan agreement or obtaining a mortgage;
- checking the legal purity of housing during a purchase and sale transaction;
- legalization of housing conversion/redevelopment;
- conducting litigation regarding residential premises (including eviction, challenging the right of inheritance, etc.).
How to decipher the cadastral number?
Each cadastral number is part of a coherent scheme. The numbers limited by the first separator indicate the number of the cadastral district. It can be found in the general list of district codes of the Russian Federation, there are 89 of them.
The second part of the number reflects the cadastral region. Its number also corresponds to the administrative-territorial layout. Municipalities have the same numbers.
The cadastral quarter is indicated in the third part of the number. Typically, certain groups of buildings are separated into such blocks. This could be a series of summer cottages, small settlements, a small number of microdistricts. Anyone can see information about this on the official websites of some municipalities. They are also allowed to be viewed in cadastral division projects.
The personal area number is filled in last. On the division diagram, each house is marked with an exceptional number. In all project documentation you can find the building by this number.
Instructions for obtaining a cadastral passport
In January 2021, Federal Law No. 218 came into force, according to which all information from the cadastral passport (CP) must be included in the extract of the Unified State Register of Real Estate. In this regard, since that time, passports have not been issued, although the terms “cadastral passport” and “cadastral extract” are still actively used in speech. Accordingly, when talking about obtaining a CP, we are talking about how to issue an extract from the Unified State Register of Real Estate.
Collecting documents
First of all, in addition to his own passport, application and receipt of payment of the state duty, the applicant must prepare a full package of documents.
The list is small, but carefully check that you have all the papers:
- technical real estate plan;
- certificates of title (DKP/DDU, deed of acceptance and transfer for new buildings, transfer of inheritance or deed of gift, depending on your situation);
- power of attorney (if necessary).
Methods of obtaining
There are several options where you can apply for an extract:
- Personal visit to Rosreestr
The standard way to get what you want. The request to Rosreestr is processed quickly, and it will take very little time to receive the necessary papers. Since this government agency has a specialized area of work, there are practically no people in queues. And if you do not have with you all the necessary evidence to obtain papers, then you can do them right here, on the spot.
The only drawback of this method is the processing time. From Monday to Friday, between 9 am and 6 pm, people mostly work, so it will be difficult to find time for a visit.
- Order on the Rosreestr website
You can get paper online at any time and on any day.
- Contacting the MFC “My Documents”
The centers are open from Monday to Saturday, but since they do more than just checkouts, you may have to spend a lot of time waiting in line.
- Receipt through State Services
To do this, you will first need to register and go through the identification procedure at the MFC.
Procedure for receiving via the Internet
- Complete the application via the online form.
- Enter information about the papers you have.
- Pay the state fee (using a card or electronic money).
- Wait for an email notification. It will indicate the day on which you can pick up the desired document.
- On the specified day, bring the originals of all papers to the State Cadastre to pick up the ordered certificate.
Procedure for obtaining through a government agency
Prepare a complete package of papers (the list is given above).
- Pay the state fee.
- Fill out the application form to receive the required certificate (you can contact a Rosreestr or MFC employee for help).
- Wait for a notification that the document is ready.
- On the specified day, come to the institution for an extract.
Registration deadlines
How long it will take to complete everything depends on the receiving method you choose.
- through Rosreestr – 5 days from the moment of application until notification is received (SMS or call);
- through the MFC - about 7 - 8 days (longer, since days are added to the period of work at Rosreestr, during which MFC employees take your papers to Rosreestr and pick them up from there);
- via the Internet – 4 – 5 days to receive a paper version, 1 – 2 days for an online statement.
Remember! If the property has not previously been registered with the State Cadastre, then an extract will be issued to you no earlier than after 20 days.
Cost of issuing an extract
The price of a public service is most influenced by whether the apartment is being registered for the first time, or whether the owner of the living space simply wants to receive a copy of the document.
In the first case, the homeowner can spend about 3–10 thousand rubles. The price will vary depending on the cost of the services of a BTI specialist and the state duty at each stage of the procedure.
In the second case, for a “certificate” in paper form, an individual pays a fee of 200 rubles, a legal entity – 600 rubles; in electronic form, ordinary citizens pay 150 rubles, and organizations and companies – 300 rubles.
Is it possible to obtain a land passport or an extract from the Unified State Register of Real Estate?
On January 1, 2017, the Federal Law of the Russian Federation “On State Registration of Real Estate” came into force.
As part of this legislative act, a new procedure was established for obtaining information about land plots and real estate. Thus, according to the new rules, the familiar extract from the Unified State Register of Real Estate and the cadastral passport were replaced by one document - an extract from the Unified State Register of Real Estate (USRN). The new format paper contains information about a specific housing property and the rights and encumbrances registered on it (we discussed in a separate article whether it is possible to clarify the presence of arrest and encumbrances on a property, knowing only its cadastral number).
Thus, at present, the production of cadastral passports and certificates from the Unified State Register is not done ; they are not issued unless necessary. If necessary, citizens can order an extract from the Unified State Register.
How long is the document valid?
Once received the CP, the owner does not have to worry, because its validity period is unlimited. Your statement will be valid until you carry out redevelopment inside the living rooms.
However, as mentioned earlier, once every five years there is a mandatory revaluation of the cadastral value of all real estate included in the State Property Committee. Officials check the current market price for real estate to make adjustments to the cadastre.
If you changed your extract more than five years ago, and now want to use data on cadastral value, then you can:
- issue a new one;
- order an extract from the cadastral passport for the apartment about the cost of housing today.
In the CP there is a line indicating the date of the last check; it is from this day that the five-year period should be counted to check the relevance of the information.
Making changes to the apartment passport
It is possible to make changes to the CP, but only if you, as the owner of the property, submit a personal application, and also if these changes have some real justification. Reasons for changing the cadastral passport may include:
- changing the area of housing or remodeling rooms;
- changing the name of the street, house number, apartment (as a result, and postal address);
- change of owner with corresponding transfer of rights;
- changes in non-address characteristics, etc.
Also, from time to time, errors or inaccurate information are discovered in already issued extracts from the State Tax Committee. For example, it may turn out that the housing identification code or the address indicated in the State Property Tax Code does not correspond to reality.
To make adjustments to the State Real Estate Cadastre, the easiest way is to fill out the online form on the Rosreestr website. The sequence of actions looks like this:
- Collect the necessary papers and scan everything to get electronic versions.
- Pay the state fee according to the established tariff.
- Scan the payment receipt.
- Register (if you have not done so before) on the Rosreestr website.
- Choose .
- Fill out the application form on the website, attach scans of documents and receipts for state fees.
- Wait for confirmation that changes have been made.
Why do you need a registration certificate for an apartment?
A technical passport is a document that contains all the characteristics of the technical component of real estate that were identified during the inventory process. Its main functions are:
- providing reliable information about the number of floors, layout and area of the premises;
- possibility of redevelopment;
- registration of citizens living in the apartment;
- calculation of the total cost for provided utilities.

Restoration of the cadastral passport
For a number of reasons, you may need to restore an extract from the State Property Committee: it was lost, stolen, damaged, dilapidated, etc. It is important to remember that if the documents were not stolen or lost, you should contact Rosreestr or the State Cadastre as quickly as possible so that specialists have time sort out the information on an old passport that has become unusable.
If you do not have an extract from the State Tax Committee on hand, you will be able to restore your passport only after specialists take measurements. It takes a long time, and it costs a lot. That is why you should be careful about the cadastral passport and its storage.
If you are the only homeowner, then restoring the extract from the State Cadastre will not be a problem for you. In the case where the apartment is in shared ownership, before ordering the restoration of the extract, it is worth obtaining written consent to the procedure from all owners.
The essence of documents and their differences
Until 2021, land users were required to have two documents: a cadastral passport and a certificate of title (the so-called “green card”). The first contained technical information on the object, and the second confirmed ownership.
Federal Law 218 changed the list of title documents. Now, by and large, it is enough to pick up an extract from Rosreestr for the land plot in order to have proof of ownership in hand. But the cadastral passport did not cease to exist as a legal unit. In some cases you cannot do without it.
Contents of the cadastral passport
This document provides comprehensive information about the site that was recorded in the register:
- current site number and information about previous numbers, if any;
- date the number was entered into the register;
- location (full address, possibly with GPS coordinates);
- category and purpose of land (individual housing construction, SNT, etc.);
- permitted and actual use;
- square;
- cadastral value;
- form, plan, drawing;
- diagram, turning points, shape of boundaries;
- information about the owner and type of right;
- other features (encumbrances from bailiffs, a ban on registration actions, a lease or easement agreement, etc.).
The cadastral passport can be adjusted when there is a change of owner, transfer of rental data to the register, or clarification of the location of borders; the cadastral value also changes over time.
A passport is required when:
- making any transaction with the site: sale, exchange, donation, inheritance, transfer for rental use;
- planning construction on the territory (you must obtain permission before starting construction);
- contacting a bank to take out a loan or a loan, offering a plot of land as collateral;
- registration of benefits or subsidies;
- procedure for clarifying the location of boundaries.
