Any transactions with real estate, including obtaining a secured loan and other transactions involving real estate, were previously required to provide a cadastral passport and an extract from the Unified State Register of Real Estate. In this article we will look at why the cadastral passport no longer exists, and what you need to get instead in 2021.
After reading, you will gain an understanding of what the key differences between these papers are, what information is included in each of them, what they are used for, and how to properly prepare these documents in government agencies.
What is a cadastral passport?
A cadastral passport is a document containing information about a property. The form has a specific form determined by current legislation. It is necessary to obtain a cadastral passport for:
- registration of legal ownership;
- purchase or sale of property;
- obtaining a town planning plan and development permit;
- mortgaging a land plot;
- construction on a plot of land;
- real estate rental;
- going through bankruptcy proceedings;
- registration of insurance.
It is impossible to prove ownership of real estate without this document. It certifies the entry of information about property into Rosreestr. If you do not register, then the object remains hidden to the Federal Tax Service, utilities and the passport office, and if damage is incurred from natural or man-made disasters, the owner will be left without government support.
Now it is impossible to obtain a cadastral passport online, since it has been completely replaced by another legislative document - an extract from the Unified State Register of Real Estate. The extract also contains the part about the cadastral passport, that is, it combines two documents at once!
Purpose
Rosreestr requires citizens and organizations to provide a cadastral passport when concluding any transactions with buildings and structures, regardless of their type and purpose. In its absence, disposal of property is impossible. However, if the subject of the transaction is a gardening house, the presence of cadastral papers is not necessary. For dacha plots, the registration procedure has been simplified due to the established amnesty.
The information reflected in the passport is necessary:
- to formalize and register proprietary rights to the structure;
- for accounting of all immovable objects;
- to control transactions with buildings and structures (including apartments, rooms, houses);
- to link a building (and premises in it) to a local service;
- when the basic characteristics of the premises or the entire building change;
- for any type of alienation (sale, inheritance, gift or pledge).
Contents and features of the cadastral passport

However, you need to take into account that notary offices, commercial banking institutions, as well as participants in large transactions will not accept a passport as a legally significant document. In this case , replacing the cadastral passport with an extract from the Unified State Register of Real Estate
will be a mandatory event.
Is the previously received cadastral passport valid?
Starting from 2021, government agencies will issue an extract from the Unified State Register of Real Estate instead of a cadastral passport.
That is why you no longer need to look for where to get a cadastral passport for an apartment /
land, since the updated extract form has completely replaced this document, combining two procedures in one form.
This made it possible to reduce the time required to complete documentation and reduce costs for citizens. With the new extract form, the applicant pays the state fee only once, whereas previously he had to pay two separate fees for each document.
What is an extract from the Unified State Register of Real Estate and where is it issued?
An extract from the Unified State Register of Real Estate is an official form of document containing data on the main parameters of real estate located within the Russian Federation and entered into the register in accordance with the norms of current legislation, as well as full information about the owner.

What is the difference between an extract from the Unified State Register and a cadastral passport?
Extract from the Unified State Register of Real Estate replaces the cadastral passport
and contains several times more information than the previous form of the document. The updated form contains all the information not previously specified in the passport, including detailed information about the owner of the property and the encumbrances imposed on the property.
There is no longer any need to think separately about how to obtain a cadastral passport and issue a certificate from the Unified State Register of Real Estate, since now these two documents are combined into one form. The new document contains the most extensive information about the property and its owner, and is a mandatory legal document when registering any transactions with property.
Validity
Legislative acts do not specify the validity period of a passport . The reason for obtaining a new document may be construction work carried out to expand or reduce the boundaries of the property.
Data on objects is updated every five years, and if adjustments are made to the plots, it is necessary to notify the BTI about the planned work, and then apply for a new passport.
The state seeks to reduce the time it takes for the population to obtain the necessary certificates, so the system for obtaining data online will be improved.
