A cadastral passport for a land plot (hereinafter referred to as KPZU) is a document of a technical and legal nature and confirms the registration of the plot in Rossreestr. It is produced on paper and contains information about the characteristics of the memory, as well as its schematic plan. It is certified by a visa and the seal of the head of the territorial division of Rossreestr where the site is located. Where and how can I get a passport quickly enough?

Is it possible to obtain a land passport or an extract from the Unified State Register of Real Estate?


On January 1, 2017, the Federal Law of the Russian Federation “On State Registration of Real Estate” came into force.
As part of this legislative act, a new procedure was established for obtaining information about land plots and real estate. Thus, according to the new rules, the familiar extract from the Unified State Register of Real Estate and the cadastral passport were replaced by one document - an extract from the Unified State Register of Real Estate (USRN). The new format paper contains information about a specific housing property and the rights and encumbrances registered on it (we discussed in a separate article whether it is possible to clarify the presence of arrest and encumbrances on a property, knowing only its cadastral number).

Thus, at present, the production of cadastral passports and certificates from the Unified State Register is not done ; they are not issued unless necessary. If necessary, citizens can order an extract from the Unified State Register.

Some nuances

It is possible to obtain a cadastral document for a plot only if it is registered and registered with the cadastral register.
The powers to register and register a site are vested in:

  • Owner of the object;
  • Tenant of the plot;
  • Attorney-in-fact.

To carry out these procedures, it is necessary to conduct a geodetic survey and draw up a land boundary plan, which will allow establishing the boundaries of the object and protect it from encroachment by third parties.

It is important to note that boundary and geodetic work can take a long period of time (up to 6 months). Most often, the service is provided by companies that specialize in this and have a license, since it is almost impossible to demarcate on your own, without special knowledge. The cost of services varies depending on the complexity of the work, the size of the site and some other features and can range from 12 to 20 thousand rubles.

The data on the boundary plan in the section on its area must match those indicated in the certificate of ownership of the land.

Who can order and on what basis?

According to clause 5 of Article 7 of the Federal Law of the Russian Federation “On State Registration of Real Estate”, the information contained in the Unified State Register of Real Estate database is publicly available. This means that any individual or legal entity, including citizens of the Russian Federation and representatives of other states, can obtain a cadastral extract for a land plot.

You should be aware that certain types of statements have limited access. This includes a certificate from the Unified State Register of Real Estate on the contents of title documents, on all rights registered to a specific person, etc.

Such information is confidential and can only be obtained by the owner, his representative and other categories of persons listed in clause 13 of Art. 62 Federal Law of the Russian Federation “On State Registration of Real Estate”.


As a rule, the need to obtain a cadastral extract for a land plot arises when it is planned to carry out any legally significant actions in relation to it.

Thus, the basis for requesting such information may be:

  • the desire of the future buyer (tenant) to independently verify that the seller (lessor) is the owner of the alienated land plot;
  • obtaining information about the presence/absence of encumbrances registered on specific land (for example, in the event of its sale);
  • the need to provide such an extract to one or another authority (for example, to a judicial authority);
  • other situations.

Validity

It is worth noting that when making any transactions with a plot, there is no need to constantly re-register it, since its validity period is not limited, that is, it is valid indefinitely. The exception is the fact that during this period there have been changes to the site (new land surveying, increase or decrease in size, merging several sites into one, etc.). In these cases, you need to make changes each time and get a new document.

Why do you need a cadastral passport for a land plot?

If there is a KPZU, the owner can perform the following actions:

  • privatize land;
  • buy or sell it;
  • formalize rental relations;
  • draw up a deed of gift or will;
  • put it up as collateral when applying for a loan;
  • insure it (it is impossible to do this without a passport);
  • obtain consent for development from government agencies at any level, and many others.

What information does it contain?

The document form is uniform and contains the following data:

  • location (address);
  • identification number (registered in the cadastre);
  • category;
  • price parameters;
  • boundaries;
  • the date when all changes were made to the register;
  • plan diagram according to the stated scale;
  • whether it is a pledge or whether there are any other encumbrances on it;

And other coordinates corresponding to the individual location and ownership of the land.

How to obtain a document: step-by-step instructions

The procedure for obtaining a cadastral extract for a land plot includes the following steps:

  1. First of all, the applicant must collect a package of documents necessary to carry out such a procedure.
  2. Then you need to decide on how to submit your application. Today, several options are available for citizens to obtain an extract from the Unified State Register of Real Estate (this point is covered in more detail below).
  3. The next step will be to send an application with attachments to the body that carries out state cadastral registration and registration of rights (Rosreestr).
  4. After the request is submitted and the applicant is issued an accrual identifier (UIN), it is necessary to pay the state fee according to officially approved rates.
    Payment of the state fee before submitting the application to Rosreestr is permissible if it is sent by mail. In this situation, the receipt will need to be attached to the general package of papers.
  5. Next, you should wait until the completion of the procedure for registering a cadastral extract for the land plot.
  6. The final step is to receive a completed extract from the Unified State Register of Land Registers.

Where can I make the paper? Is it possible in Rosreestr, online through State Services or at the MFC?


As noted above, there are several ways to obtain information from the Unified State Register of Real Estate. The main ones include the following:

  1. Rosreestr is a classic option that involves personally contacting the territorial office of the registration authority to obtain an extract. It is worth noting that this method is not the most convenient, since if the applicant lives in a remote area, he will have to spend quite a lot of time to get to the nearest division of Rosreestr. In addition, there are often long queues.
  2. Multifunctional center - this organization is a kind of intermediary between citizens and government agencies. When choosing this method, the applicant will not have any contact with Rosreestr. The entire registration procedure will be carried out through the MFC. A completed extract will be issued immediately.
  3. Government services - using this service, citizens can submit documents and also obtain information of interest from the Unified State Register of Real Estate online. The result of the service is the provision of a link, by clicking on which the applicant will be able to download the finished cadastral extract for the land.
  4. KTOTAM.PRO is a service that also allows you to draw up this document without leaving your home. All you need to do is select the service you are interested in, make a payment and wait for the procedure to complete. The completed extract with the digital signature of Rosreestr is sent to the applicant by email.

Documents for registration

To prepare a cadastral extract for a land plot, you will need the following papers:

  • a statement prepared in the form approved by Order of the Ministry of Economic Development of the Russian Federation dated December 23, 2015 No. 968 (Appendix No. 2);
  • a receipt confirming the fact of payment of the state fee;
  • identification card of the applicant or his representative (if necessary);
  • power of attorney (useful if the application is submitted by a person representing the interests of the main applicant).

There are three main ways to submit documents to obtain a cadastral extract from the Unified State Register of Real Estate:

  1. Personally - in this case, the applicant makes a personal visit to Rosreestr or to the MFC. After the procedure is completed, he will be given an extract in his hands at the relevant organization.
  2. Through a representative - if a citizen does not have the opportunity to independently deal with this issue, then he can entrust it to his representative. This could be a relative, acquaintance, notary, etc.
  3. Online – this option involves issuing an extract via the Internet. This can be done on the Rosreestr website, through State Services, using the KTOTAM.PRO service, as well as through other intermediary sites.

Terms of service provision and cost


In accordance with Part 2, Clause 6, Section II of Appendix No. 1 to Order No. 968 of the Ministry of Economic Development of the Russian Federation, Rosreestr employees must provide the requested information no later than 3 days from the date of receipt of the relevant request.
This period applies if the applicant directly contacts the registration authority. If the registration of a cadastral extract for land is carried out through the MFC or State Services, then this process may take 5 days.

If the request was sent by a notary in electronic form, then according to clause 14 of Art. 62 Federal Law of the Russian Federation “On State Registration of Real Estate” information must be provided by Rosreestr immediately or no later than the next working day.

The amount of the state duty that must be paid for an extract from the Unified State Register is influenced by the following main factors:

  • option for obtaining information of interest (electronic or paper format);
  • a specific type of document being requested (this could be an extract about the property, the contents of title documents, etc.).

Thus, according to Appendix No. 1 to Order No. 291 of the Ministry of Economic Development of the Russian Federation dated May 10, 2016, the cost of an extract from the Unified State Register of Real Estate on the main characteristics and registered rights to real estate (including a land plot) for citizens is:

  • 400 rubles (paper version);
  • 250 rubles (electronically).

Processing time for a cadastral passport

The deadline for obtaining a cadastral passport for a given site must be within strictly established limits, based on Federal Law 221. And with all this, some details may come to light that will slightly increase the period, but this will not indicate that Rosreestr specialists are violating the legislation of the Russian Federation. The main indicator is the date when the documentation was sent to Rosreestr, in connection with which you need to take into account the characteristic features of interdepartmental interaction, know that the date of submission of documents to the MFC and the date of their transfer to the appropriate authority will not coincide, they will not be done immediately. When delivering an application through the State Services website, it is possible to track the status of the application by logging into the State Services personal account.

The documentation will be provided either on paper or in an electronic version. You can pick up a paper document yourself, or you can also make a request to send it by mail. The expiration date for a passport (also known as an extract) after receiving it is 1 month, at the end of which you will have to order a new document if the owner has not completed all the work. And with all this, it should be taken into account that the collection of documentation packages has to be updated one hundred percent, and not in parts.

In what cases can they refuse to receive it?


Some citizens, when contacting Rosreestr, are refused to issue a cadastral extract for a land plot. This can happen for the following reasons :

  • an incomplete package of documents has been submitted to the registration authority;
  • errors and inaccuracies were made when filling out the application;
  • the applicant did not pay the state fee;
  • an inappropriate person applied for the issuance of a document (if the requested information is considered confidential);
  • the Rosreestr database does not contain information on the requested land plot;
  • other reasons.

If a decision is made to refuse to provide an extract, the registration authorities must, within 3 days of receiving the request, send a corresponding notification to the applicant, which must include justified reasons.

Additionally, it is worth noting that if a citizen does not agree with the decision made by Rosreestr employees, then he can challenge it in court.

How to restore an extract if lost, will they be allowed to take a new one?


In life, sometimes situations occur when documents for a land plot are lost.
Under such circumstances, there is a need to restore lost papers. So, if we are talking about the loss of an extract from the Unified State Register, then the action plan in this case is quite simple. You need to contact Rosreestr and order a new certificate for the land plot. The procedure in this case will be similar to that described above. You need to follow these steps sequentially:

  1. Prepare the appropriate application and collect the necessary documents.
  2. Deliver the collected package of papers directly to the registration authority or transfer it through its intermediaries (MFC, State Services, KTOTAM.PRO, etc.).
  3. Pay the state fee.
  4. Wait until the end of the procedure and take the new extract from the Unified State Register to the ground.

It should be remembered that if you lose the certificate of ownership of a land plot, it will not be possible to restore it. The fact is that this document was canceled back in July 2021 (Federal Law of the Russian Federation dated July 3, 2016 No. 360-FZ) and is no longer issued. Instead, an extract from the Unified State Register is used.

Thus, obtaining a cadastral extract for land is quite simple. Moreover, such a service is available to almost all citizens and legal entities. This can be done either through a personal visit (to the MFC or directly to Rosreestr), or via the Internet, using one of the relevant services (Government Services, KTOTAM.PRO, etc.).
