Is it possible to extend migration registration?
The migration registration of a foreign citizen or stateless person is permissible for extension if there are compelling reasons for this. Their list is indicated in Order No. 933 of the Ministry of Internal Affairs of the Russian Federation (12/18/2017), this is the following:
- the migrant has submitted documents for obtaining a temporary residence permit, residence permit and is awaiting a decision;
- availability of a work visa that will be extended;
- foreigners who are included in the category of “highly qualified specialists”;
- if a patent has been received/issued that allows working;
- the foreigner is a student at a Russian university;
- conclusion of an employment contract.
The period for which migration registration is extended is determined individually and can range from three to twelve months.
WHO IS TO BE ACCOUNTED
Federal Law No. 109-FZ introduced migration registration in 2007. One of the main tasks of this registration is to generate complete, reliable, timely information about the movements of all foreign citizens (IF) across the territory of Russia. Exactly everyone, including stateless persons, citizens of countries participating in the Eurasian Economic Union (EEC), highly qualified specialists, various ambassadors, consuls and diplomats.
That is, any person who does not have a passport of a citizen of the Russian Federation is subject to migration registration.
What documents are needed to renew migration registration?
In order to extend the right to further stay in the country, you must contact the territorial migration department of the Central Internal Affairs Directorate. Unlike the initial registration, renewal by sending a registered letter by mail is not possible. In order not to waste time, especially when it comes to working people, you can apply for an extension at the MFC or through the State Services portal.
Important! The period for renewing migration registration is very limited; it is given seven days. Violation of the period of stay may result in a fine of up to 7 thousand rubles, deportation, forced expulsion from the country and a ban on entry.
The receiving party contacts the authorized bodies, as during initial registration. You must provide:
- documents proving the identity of a foreign citizen;
- statement;
- copy and original of the migration card;
- documents confirming the presence of one of the above grounds.
In 2021, another good reason was added - the global COVID-19 pandemic. This may be the basis for extending the migrant’s stay in the country if communication between countries is interrupted or the country of arrival refuses to accept citizens.
Responsibility for missing deadlines
Violation of the rules of entry into Russia, as well as the rules of stay on the territory of the Russian Federation, is punishable by the Code of Administrative Violations.
In these cases, a fine in the amount of 2,000 to 5,000 rubles is imposed on the foreigner with administrative expulsion from the Russian Federation.
In 2021, a decision was made to extend migration registration due to coronavirus.

The application must be filled out by hand or printed using technical means. It is filled out in free form; there are no forms or established forms. It is served in Russian, in clear, legible handwriting. You cannot cross out or correct anything. If there are errors, the application will be returned and will need to be rewritten. When filling, it is better to use black (dark blue) ink.
It must indicate the following:
- express your request and indicate the reason why the request should be approved. For example, “I ask you to extend the period of my stay in the Russian Federation in connection with waiting for a decision on the temporary residence permit from 01/22/2021 to 04/22/2021;
- even if the applicant has already been indicated in the header of the application, full personal data must be entered;
- from which country the migrant arrived in the Russian Federation;
- series, number of the foreign passport, issue date and full name of the authority that issued the document;
- date of border crossing;
- temporary registration address;
- if, after receiving an extension of migration registration, the migrant changes his place of stay, he must indicate it;
- passport details of the receiving party.
Many cases are individual, so it is worth consulting with a specialist about what information still needs to be provided. Migration registration of Ukrainian citizens in Russia in 2021
If citizens of Ukraine come to Russia for the purpose of employment, then they need to register for migration within up to 7 days.
Important! Migration registration of citizens of Ukraine in 2021 includes registration at the place of residence for those who have a temporary residence permit or residence permit, and at the place of stay for the rest.
To obtain temporary registration for a citizen of Ukraine, the following is provided:
- A copy of the Ukrainian passport (pages with full name, photograph, date and place of birth, series and number).
- Migration card with a border service stamp.
- Completed arrival notification form.
- The form must be filled out on a computer or by hand in block letters without erasures or abbreviations.
- Papers of the receiving party (passport of an individual or constituent documents of an organization).
Validity period for temporary registration
Migration registration is carried out for a maximum of 90 days. If necessary, this period can be extended. As a rule, this requires good reasons: a foreigner is waiting to receive a patent, temporary residence permit or residence permit, admission to a Russian university, etc.

Documents are accepted quickly; another question is how long you will have to stand in line. In order not to waste time, contact the Multifunctional Center for the Provision of State or Municipal Services, or submit an application online.
The specialist accepts the application and package of documents, conducts an inspection and records the fact of acceptance for consideration. The original documents are returned to the owner. Within three days, the application must be considered, and the migrant must be notified of the decision made on his issue. In case of a negative decision, the reason must be indicated. If there is a deficiency or inaccuracy in any document, you can bring what you need and resubmit the application, otherwise the foreign citizen must leave the country.
The renewal procedure is free of charge; payment of duties or other fees is not required.
HOW DOES REGISTRATION PROCEED AT YOUR PLACE OF RESIDENCE?
As soon as a foreign citizen acquires the status of a permanent resident (receives a residence permit) or temporary resident (receives a temporary residence permit), he must register at his place of residence within 7 working days. To do this, you need to fill out a special application, the form of which is given in Appendix No. 2 to Order No. 881.
The application should be personally submitted to the territorial body of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia (hereinafter referred to as the GUVM) at the location of the residential premises. It is necessary to submit it in person, because along with the application the original identification document, the original and a copy of documents for the right to use the residential premises, and a receipt for payment of the state duty (currently 350 rubles) are submitted. Without these documents, the application will not be accepted.
The GUVM employee, having checked the application, immediately puts a registration mark in the appropriate document (TRP or residence permit). If the temporary residence permit is issued as a stamp in the passport, then a registration mark is also affixed to the passport. If the Islamic State has refugee status, then a mark is placed on the refugee certificate.
If an IG changes his place of residence (purchases a different home), he is obliged, after arriving at the new place, to come back to the Main Directorate for Migration and Migration and submit a new application with a full set of the above documents. This is where his actions end. The territorial body of the GUVM at the new place of residence is now obliged to notify the former GUVM about the registration of a foreigner at the new place of residence, so that he can be deregistered there.
So, if a foreigner has a residence permit or temporary residence permit, then he must also have registration at his place of residence. This registration is carried out by the employee himself, and the employer assists the migration service by monitoring the legality of his employee’s presence on the territory of the Russian Federation.
What are the consequences of violating the terms of stay?
If a foreigner is on the territory of Russia and stays on the basis of migration registration, he is obliged to register it no later than seven days after entry and renew registration if necessary. Seven days are also allotted for this.
If these conditions are violated, the migrant is subject to administrative penalties (from 2 to 5 thousand rubles). In addition, a foreigner may be expelled from the country with a ban on re-entry for up to 10 years.

Difficulties in registering Ukrainian citizens for migration
1.Problems with the owner
- Conclusion of a lease agreement, according to which the registering party is obliged to pay personal income tax and attach a copy of the payment slip to the documents;
- The consent of the owners is very difficult to obtain, since many of them may not live in Moscow;
