The notification itself is a form, it has an approved form (Order of the Ministry of Internal Affairs of Russia dated December 10, 2020 No. 856) and is filled out by the applicant, that is, the one who provides the foreigner with his own housing.
The form has two sides - front and back . The front (1 page) contains information of the foreign citizen, and the back of the applicant (otherwise the receiving party).

Is arrival notice required?
When visiting the Russian Federation, you must register, no matter what purpose foreign citizens are pursuing or what the duration of the trip will be. This is necessary to control the arrival or departure of such persons. According to the rules, staying on the territory of our country without registration is possible for no more than three months. Violation of deadlines is punishable by administrative liability and punishment in the form of a fine.

Notifying the migration regulatory authorities of the arrival or departure of a citizen belonging to another state serves as a kind of insurance for Russia; this is used to eliminate migration irregularities.

What is the notice period?
The period for sending notification is not uniform, but depends on the category of the receiving party.
So, if we are talking about a foreigner who works on a rotational basis, the company administration must send a notification no later than 7 working days from the date of departure of the foreigner.
For other employers, the obligation to submit a notification is established, but the notification deadlines are not specified either in the Order of the Ministry of Internal Affairs of the Russian Federation dated September 14, 2020 No. 641, or in the Decree of the Government of the Russian Federation dated January 15, 2007 No. 9.
If the departure of a foreigner concerns the situation of leaving a hotel or other hotel organization, then the notification is submitted as soon as possible - no later than 12 o’clock on the working day following the day of departure. In addition to hotels, this should be done by sanatoriums, holiday homes, boarding houses, children's camps, tourist centers, and campsites.
Within the same period, medical organizations, if the foreigner was in hospital treatment, or other social service organizations must be notified of the foreigner’s departure.
Who can apply and complete registration for foreign persons?
- An individual of the Russian Federation who owns residential premises;
- A legal entity of the Russian Federation can register in its own or rented premises;
- State bodies Russian authorities or local authorities;
- Citizens of another state who are already registered in Russia, have a residence permit, or their own real estate;
- Highly qualified foreign specialists living in Russia;
- An organization or representative office of another country that provides living conditions for its employee.
Who must submit notifications about the departure of a foreigner?
The receiving party must submit a notification of the foreigner’s departure (Clause 1, Subclause 7, Article 2 of Law No. 109-FZ). And the receiving party for a foreigner may be:
- employers, customers with whom foreigners enter into an agreement to perform work or provide services;
- educational organizations where the foreigner studied and lived in a student dormitory;
- medical organizations, if the foreigner received medical care in a hospital;
- hotels where the foreigner lived;
- individuals with whom a foreigner lived;
Moreover, it is necessary to submit a notice of departure to the owner of the apartment in which the foreigner lived in the event of his sudden disappearance.

How to fill out a notification correctly and avoid mistakes?

Next, using a sample example, we will issue a notification according to the rules.
The front side (page 1) is filled out according to all the rules and in the field “1. Information about the person subject to registration at the place of residence" we enter the information:
- Full name and surname (we copy from the migration card or visa);
- Citizenship or nationality;
- His date of birth, and then on the same line we indicate his gender (o);

- Document type;
- What date was it issued and the validity date of the document;
- If you have a visa or residence permit - that’s all, then we indicate the series and number of the document, date of issue and validity period;
- Purposes of the trip (about);

- Series and number of migration card;
- If the notification is filled out for a minor child, we indicate information about legal representatives (full name);
- If the notification is issued to renew registration, please indicate your previous place of residence (address).
After the separation line, we fill out information confirming that the foreign citizen will be registered at the place of stay and indicate the address where he plans to live in the Russian Federation. Next, we note the date of stay.
The reverse side (page 2) contains information about the receiving party.
It is filled in according to all the rules and in the field “2 Information about the place of stay” we enter information about the place of stay (address, phone number of the receiving party).
Next, in the “3 Information about the receiving party” field, be sure to indicate who the addressee of the notification is - an individual or legal entity. An individual fills in only the passport details and registration address.
For the legal side, fill out the following fields:
- Full name of the person
- Date of Birth
- Document type;
- What date was it issued and the validity date of the document;
- Legal address, then indicate the telephone number along the line;
- Name of company;
- Actual address;
- TIN.
Below, after the separation line, we enter the full name of the receiving party and put a signature in two columns. Next, we print it out so that the form consists of one page (front side and back).
To submit documents to the Department of Migration (Migration Affairs), we must make two copies of the notification, copies of all pages of the foreign passport, a copy of the migration card and visa (if any).
Additionally, you will need a copy of the certificate of ownership of an individual, copies of constituent documents and a copy of an employment contract with a confirmed mark for a legal entity.
It is important not to delay submitting documents; it is better to complete the registration procedure on time.
More details about the dates in 2021:
- A citizen of Ukraine must register within 7 days. Can legally stay on the territory of the Russian Federation for 90 days.
- Citizens of Uzbekistan, the rules state, must register within seven days. You can legally stay in Russia for 90 days.
- Citizens of Tajikistan will be able to submit a notification within 15 days, and stay in our country for as long as 90 days.
- For citizens of Armenia, registration is carried out according to the rules that apply to the EAEU countries, that is, documents can be submitted within a month from the date of arrival. You can legally stay in Russia for 90 days. And if there is an employment contract, then you can register for 1 year.
Each of these citizens has the right to renew registration or arrive again after 3 months.
Sanctions for failure to submit notice of departure of a foreigner
Violation of the notification procedure can be costly for companies and citizens (Article 18.9 of the Code of Administrative Offenses of the Russian Federation). For a company, the fine ranges from 400 thousand to 500 thousand rubles, and its officials can be punished by 40 thousand to 50 thousand rubles. For individuals, failure to submit a notification can cost from 2 thousand to 4 thousand rubles.
Important! The administrative fine is calculated for each foreigner separately. And even a small delay in submitting a notification may not save the receiving party from a fine.
For example, a foreigner left the hotel on February 2, and notice of his departure was sent on February 5. Even a slight delay in sending the notification did not save the company from a fine (Decision of the Sverdlovsk Regional Court dated August 28, 2019 No. 72-1005/2019). The statute of limitations for such violations is one year from the date of their commission (Article 4.5 of the Code of Administrative Offenses of the Russian Federation).
Where to go when submitting a notification for registration?
There are three options for submitting documents to register a foreign citizen. Let's look at each:
- You can contact the Migration Office in person; the procedure is absolutely free. Most of these institutions in Russia are open daily; there are reception hours for both legal entities and individuals. You can make an appointment by phone on a specific day, which is by appointment. But there is one unpleasant moment - the queues, especially on reception days for individuals.
- You can sign up in advance for a specific day and time at the Multifunctional Center (MFC) on the website or on the state website. services. You submit your documents on the appointed day, absolutely free of charge and without tiring queues.
- You can send a notification by mail. Russian Post sends them by post with a declared value and an inventory of the contents to the territorial body of the Ministry of Internal Affairs of the Russian Federation (MVD of the Russian Federation). This postal item is a registered letter, therefore it is sent for a fee; today such a service is estimated at 170 rubles.
In general, you can send a notification to any of the listed methods; there is not much difference in the procedure for processing documents; the only negative is this is a paid service provided by Russian Post. All institutions accept notifications equally in one window or office. The appointment lasts a maximum of 20 minutes, a tear-off coupon is issued immediately.
In fact, there is nothing complicated, the main thing is to enter all the data without errors or corrections, filling out the notification, carefully and slowly. I advise you to transfer the file to a memory card or take a couple of copies of blank forms with you. If you still do not receive a notification about the fact of the errors found, you can use a flash card or fill it out again manually and correct all the errors.

For what reasons can the post office refuse to register at your place of residence?
In order for an official to refuse temporary registration via mail to foreign citizens, there must be compelling objective reasons. These are, in particular:
- violation of the rules for filling out the notification. In such cases, it is advisable to simply complete the new form on site under the supervision of an employee;
- discrepancy between the data entered in the form and the information reflected in the attached documents;
- provision of expired documents;
- incomplete or not notarized translation of documents issued in a foreign language;
- lack of jurisdiction - the selected post office does not serve the territory in which the premises are located, which is the place of registration of the foreign citizen.
An important nuance: according to Russian legislation, initial temporary registration of foreign citizens at the post office is possible, but its extension after expiration is not. Applying for a service that is not within the competence of Russian Post employees is another good reason for refusal.
Unfortunately, in addition to objective ones, there are also subjective circumstances that may prevent a migrant and his receiving party from registering temporarily in this way. For example, in this department there may simply not be an employee who knows how to carry out such procedures. There may also be no envelopes, paper or forms, Internet or electricity at the post office.
In such cases, you will still have to contact either the nearest multifunctional citizen service center or the territorial unit for working with migrants at the Ministry of Internal Affairs.
