Is it possible for a citizen of the Russian Federation to obtain an extension of such registration and on what grounds?
Extension of temporary registration essentially does not exist from a legal point of view. Those staying in another entity do not have their old certificate renewed, but are simply issued a new one. Therefore, in fact, the procedure for obtaining temporary registration and its extension are the same in this article in accordance with the legislation of the Russian Federation.
The grounds for extension can be absolutely any reason that the registering party and the registered party consider valid. The main thing when renewing your registration is the consent of the property owner ; everything else is essentially a formality. For example, the following circumstances may serve as grounds:

Grounds for renewal of registration
According to the regulatory and legislative framework of Russia, a person who has the citizenship of another country can rightfully stay on the territory of Russia for up to 90 days (the period for those states where a visa is not required to come to the territory of Russia). Without registration for migration, a person who has citizenship of another country can legally stay in Russia for no more than 7 days .
People who have the citizenship of another country and are staying on the territory of Russia are required to immediately cross the border .
This rule has an exception: if a citizen of another country arrived in Russia by invitation. It is possible to increase the period of temporary registration for this category of citizens only in emergency cases.

Legislative regulations regarding foreign citizens
What regulations (codes, acts, etc.) regulate the renewal of registration of a foreign citizen at the place of stay? This:
- Law of July 18, 2006 No. 109-F3 “On migration registration of foreigners and persons who do not have citizenship in the country”;
- Decree of the Government of the country “On the procedure for conducting migration registration of foreign citizens in the country” dated January 15, 2007 No. 9;
- administrative regulations for the provision by the Federal Migration Service of state services for the implementation of migration registration in the Russian Federation, which was approved by order of the country's Federal Migration Service dated August 29, 2013 No. 364;
- housing laws of the country.
Even if a person who has citizenship of another country has a visa to visit Russia, he must still report his arrival to the FMS as soon as he crosses the border.
Extension of temporary registration is possible with one exception to the rules - the foreigner has the right to use residential real estate. For this category of people, the state provides the opportunity to obtain permanent registration.

1.1. Registration of a foreign citizen at the place of stay:
1) If the receiving party is the owner of the premises at which the foreign citizen is registered, MFC employees attach the following documents to the notification of arrival:
— a copy of the foreign citizen’s passport;
— a copy of the migration card.
2) If the receiving party is not the owner of the premises at which the foreign citizen is registered, MFC employees attach the following documents to the notification of arrival:
— a copy of the foreign citizen’s passport;
— a copy of the migration card;
— copies of documents confirming the right to use residential premises.
Such documents include a rental agreement for residential premises, registration at the place of residence of the host party in the specified premises (a copy of the host party’s passport with a mark of registration at the specified address (1 page + registration) and others).
3) If the receiving party registers a foreign citizen at the place of residence on the basis of an employment contract, MFC employees attach the following documents to the notification of arrival:
— a copy of the foreign citizen’s passport;
— a copy of the migration card;
- a copy of the employment contract.
The period of stay in the notice of arrival is indicated for the period of validity of the employment contract.
To identify relatives of a working foreign citizen, the following must be attached to the notice of arrival:
— copies of documents confirming relationship.
1.2. Extension of stay of a foreign citizen:
1) When renewing a patent, the following documents are attached to the notification of arrival:
- statement;
— a copy of the foreign citizen’s passport;
— a copy of the migration card;
— a copy of the patent (issued in the Altai Territory);
- copy of the receipt;
— a detachable part of the previous notification of the arrival of a foreign citizen or stateless person at the place of stay (if any).
The period for which the patent is renewed depends on the amount paid. The extension amount for 1 month is 3,652 rubles. The date of payment in the receipt must not exceed the date of issue of the patent.
Countries whose citizens have the right to obtain and renew a patent: Uzbekistan, Tajikistan, Azerbaijan, Ukraine.
2) When extending the period of stay on the territory of the Russian Federation under a temporary residence permit (TRP), the following documents are attached to the notification of arrival:
- statement;
— a copy of the foreign citizen’s passport;
— a copy of the migration card.
The period of stay is extended based on the seal of the Department of Migration of the Ministry of Internal Affairs of Russia for the Altai Territory on the reverse side of the migration card.
3) When extending the period of residence permit, the following documents are attached to the notification of arrival:
- statement;
— a copy of the foreign citizen’s passport;
— a copy of the migration card;
— a copy of the certificate of acceptance of documents for a residence permit (from the Department of Internal Affairs of the Ministry of Internal Affairs of Russia for the Altai Territory)
Foreign citizens:
— member of the Eurasian Economic Union (Armenia, Belarus, Kazakhstan, Kyrgystan);
— highly qualified specialists;
- native Russian speakers (if you have the appropriate document).
The review period is 2 months.
4) When extending a visa, the following documents must be attached to the arrival notice:
- statement;
— a copy of the foreign citizen’s passport;
5) When extending the period of study at a university:
— a copy of the foreign citizen’s passport;
— a copy of the migration card (with a mark from the Department of Migration on permitted stay);
In the notification of arrival, the period of stay is stated to be no longer than the period of study.
When extending the period of stay on the territory of the Russian Federation, the period for transferring packages of documents accepted to the MFC does not exceed 1 working day following the day the documents were accepted.
6) When registering at the place of stay of children under 1 year of age born on the territory of the Russian Federation, the following documents are attached to the notification of arrival:
- a copy of the birth certificate.
The date of entry is considered to be the date of birth of the child, the period of stay is calculated 90 days from the date of issue of the birth certificate.
1.3 Registration at the place of residence of a foreign citizen or stateless person:
1) Application of a foreign citizen or stateless person for registration at the place of residence in 1 copy. Filled out up to the detachable part of the application;
2) Passport of a foreign citizen or stateless person + temporary residence permit or residence permit (Original);
3) Receipt for payment of the state fee in the amount of 350 rubles, with the exception of participants of the State program to assist the voluntary resettlement to the Russian Federation of compatriots living abroad and members of their families moving with them to the Russian Federation;
4) A copy of the title document (USRN) if a foreign citizen is the owner, or a rental agreement for residential premises in a simple form from the owner of the premises, indicating the details of the property document. If the rental agreement for residential premises is concluded for more than 1 year, then it is registered in accordance with current legislation.
1.4. Application for departure of a foreign citizen:
— upon completion of the provision of the service at the MFC, the receiving party is given a detachable part of the application.
The applicant for this service is the receiving party. The exception is when a foreign citizen is the owner.
Important! MFC does not extend the period of stay in the Russian Federation:
- minor children (under 18 years old);
- according to medical reports.
How to extend temporary registration?
The procedure for renewing registration at the place of residence is absolutely identical to the procedure for initially receiving documents.
All issues are resolved by the Federal Migration Service at the place where the initial documents were drawn up or by territorial location.
List of required documents:
- the original document, which confirms personal data and a photocopy of all its pages;
- the tear-off coupon that was received during temporary registration;
- migration card;
- an employment contract or other documents confirming the employment and irreplaceability of this person;
- a letter from the employer guaranteeing that a citizen of another country will continue to work for him during his stay in Russia;
- contract with an educational institution;
- medical certificate confirming the absence of sexually transmitted diseases;
- receipt of payment of the state fee for the visa.
Consideration times, cost and results
A decision on applications is made after checking the documents within 7 days (FMS Order No. 321). Extension actions are absolutely free and do not require payment of state fees.
After this period, the migrant is invited to receive a written response. If the decision is positive, the employee puts a corresponding stamp on the migration card.
After this, the migrant will need to fill out a new notification of arrival and submit it to the FMS.
If the decision is negative, a written refusal is issued .

How to fill out an application form or petition correctly?
In order to extend the period of temporary stay, a person who has citizenship of another country, or an entity that received him in a timely manner, must submit to the FMS or its structural unit where the applicant lives, an application to extend the period of his stay in the country.

Where to submit documents?

Features and nuances for a patent

Extension of the period of stay for patents is carried out by the FMS. In addition to the general list of documents, a foreigner must submit a patent and a copy thereof .
Since 2015, a new work patent has been issued for a period of 1 to 12 months. It can be extended an unlimited number of times during this period, but the duration of the patent should not exceed 1 year, taking into account all total extensions.
