How to apply for registration at the place of residence?

To obtain temporary registration, a citizen must contact the Federal Migration Service.

Three institutions currently have registration functions:

  • Passport Office;
  • migration authority;
  • MFC (multifunctional center for the provision of public services).

It is now possible to submit an application for temporary registration on the public services Internet portal. But within three days after the electronic application, you will still need to visit the government agency together with the owner of the housing provided.

An application for registration at the place of residence is drawn up according to Form No. 1, always in writing, in the hand of the applicant.

Contents of the form

The application includes all basic information about the citizen and is arranged in the following order:

  1. Name of the registration authority to which the application is sent (territorial FMS).
  2. Last name, first name, patronymic and date of birth of the arrival.
  3. Place of permanent residence (as in the passport stamp).
  4. Legal representation: a point for minors, the form of which is filled out by one of the parents (the full name and passport details of the mother or father are indicated).
  5. Request for registration at the place of stay for a certain period of time (clearly indicate from what date and to what date, month and year).
  6. FULL NAME. the owner of the premises in which the citizen wishes to temporarily reside.
  7. Information about the document confirming the right of ownership of housing from the owner (for example, a certificate of state registration of ownership: series, number, by whom and when issued).
  8. Address of the place of stay.
  9. Applicant's passport details.
  10. Signature and date of the registrant.
  11. Series, number, name of the institution and date of issue of the housing provider’s passport.
  12. Date and signature of the owner of the house/apartment.
  13. Assurance.
  14. Signature, seal of the official.

Instructions for filling out the application

In order to temporarily register at your place of stay, you must fill out an application form No. 1 (or F - 1 for short). The sample application is a document form established by the Administrative Regulations of the Ministry of Internal Affairs of Russia.

Document structure

The document consists of three fields: top, middle and bottom.

  1. The top field is filled in by the service applicant.
  2. The middle field is a specialist who is responsible for receiving documents and transferring them to units of the Russian Ministry of Internal Affairs.
  3. The bottom is filled out by an employee of the registration authority.

How to fill it out?

  1. Name of the registration authority (the nearest subdivision of the territorial body of the Ministry of Internal Affairs).
  2. Full name of the person temporarily registered, date and place of birth, telephone number.
  3. The “arrived from” column indicates the exact address of the applicant’s last registration (city, town, street, house, apartment).
  4. Full name, passport of the legal representative (mother or father, guardian or adoptive parent) when registering a child under 14 years of age or a citizen who is under guardianship.
  5. In the column “please register at the place of stay” the deadlines for the place of stay are written down.
  6. Last name, first name, patronymic of the citizen who provided the premises.
  7. In the “grounds” column, fill in the details of either the rental agreement or the certificate of state registration of the owner’s living space.
  8. Exact arrival address.
  9. Passport details of the applicant or other identification document.
  10. In the column on how to send a certificate of registration, check the required box.
  11. Signature of the applicant or legal representative, date.
  12. Signature of the owner of the home, details of his passport or other identification document.
  13. The following columns of the application are filled out by employees of the relevant authorities.

Who prepares and certifies documents?

The following documents are submitted to the government agency along with the application:

  • passports of the applicant and the owner of the property;
  • confirmation of the right to the premises (certificate of ownership);
  • arrival sheet (filled out at the same office of the Federal Migration Service or at the place of residence in the municipality).

The applicant’s form is certified by the seal and signature of the official performing the functions of the registering officer at the Federal Migration Service or the MFC.

The following have the right to prepare documents for temporary registration:

  1. citizens over 18 years of age;
  2. mother, father or guardian of a minor citizen;
  3. proxy (officially confirmed by a notarized power of attorney).

When submitting an application, the presence of the owner of the residential premises is required , otherwise registration is impossible. If the house or apartment is in shared ownership (several owners of the same living space), then the consent of all owners will be required.

In some cases, registration is carried out with the written consent of the owner and a notarized power of attorney.

Technical requirements for registration by the owner

Form No. 1 of registration at the place of residence is filled out by the applicant in one copy on the computer. You can fill out the form by hand, but in legible handwriting, block letters and only a pen with black or blue ink.

If errors are made when filling out, they cannot be corrected using a proofreader or crossed out . Abbreviations are also not allowed. The document is signed by the applicant and the owner or tenant of the living space. Features of the procedure

Registration at the place of stay is carried out quite quickly, using a small number of documents. But there are distinctive features and nuances in this procedure:

  • data on temporary residence are not entered in the citizen’s passport, only a certificate is issued;
  • during the period of validity of registration at the place of stay, the permanent place of registration is not lost;
  • The migration service authority can refuse the applicant only if there are significant errors in the application (possibly corrected) and the required documents are missing;
  • After submitting the application, the FMS authorities must issue a certificate of temporary registration within 3-8 working days.

Where should a citizen submit documents, within what time frame?

To register at the address of residence, a citizen is given 7 days from the moment of moving to a new address. There are several ways to submit papers:

  1. personally with an application to the accounting authorities;
  2. provision of a package of documents to a management company or other structure that is authorized to perform actions related to registration at the place of residence;
  3. contacting the MFC (multifunctional center);

  5. sending documents by registered mail with notification by mail.

Application for registration at the place of residence is a unified document on the basis of which registration at a new address is carried out. It can be filled out by hand in legible handwriting or using a computer. If you have any questions while filling out the form, it is recommended to seek advice from the relevant authorities.

Who, how and when submits this document?

A place that is not a permanent place of residence is called a place of stay, also known as temporary registration (see sample document below). If your stay at this point in geography lasts more than 90 days , then you need to notify the local migration service about your presence.

How to send an application for temporary registration by mail?

The documentation package sent along with the application to the FMS is the same as in the previous case of registration.

The only difference is that you must send copies in the letter, and keep the original documents with you.

Your application will be reviewed within 3 days from the date the letter is received by the service.

They will also send you a notification with a refusal or a positive decision by letter. When you accept it, you have 3 days to come to the authorities for the result - for a ready-made certificate of temporary registration.

Another way to obtain a temporary residence permit is to contact the MFC. The package of documents will be the same.

How to apply correctly?

How to submit an application? To do this, you need to appear together with the owner at the department of the Federal Migration Service or the passport office of the housing department.

The migration service is preferable - they process it faster.

The service is also provided by the Multifunctional Center.

At the same time, everything can be completed electronically - through the State Services website.

The personal presence of both the applicant and the owner of the residential premises is mandatory. Therefore, you cannot trust intermediaries who promise to carry out the registration procedure without your presence.

The following documents will be required:

  • passports of the parties to the transaction;
  • title documents for the apartment, on the basis of which occupancy will be carried out;
  • application for attachment to the residence address according to sample 1;
  • consent of co-owners;
  • military ID (if we are talking about a person liable for military service);
  • birth certificates (or passports) of children.

Features of temporary registration of a minor

A child who arrived with his parents must also be covered by accounting measures.

Since the legal representatives of a child until he reaches the age of 14 are his parents (Article 64 of the RF IC), they are the ones who are required to register the child at his residence address.
