A large number of the population do not know the difference between registration and propiska, but in fact the second term has not existed in the legislation since 1993, although it has been preserved among the people.

There are two types of registration, according to place of stay and residence. The first type keeps records of the migration of citizens, the second controls them through registration at their permanent or primary place of residence.

Permanent registration is a more stringent procedure, because with its help the state gives or denies the right to reside at a specific address.

The term “propiska” began to be coined in 1917, after the revolution, when the population migrated en masse to industrialized cities. This trend continued until the collapse of the USSR.

Thus, registration is registration control over the migrating population; it consists of recording the residence address and its possible change.

Form No. 6 – form for registration at the place of residence. It differs from other existing forms in that it is the reason for the procedure. And other types of forms serve solely as confirmation of an existing registration.

For example:

  • Form No. 3 is confirmation of temporary registration;
  • Form No. 8 is a certificate of registration at the place of residence of minors;
  • Form No. 9 is a certificate containing all the information about those registered at a specific address.

Regardless of the type of registration, it is mandatory. Violation of the rules leads to administrative or criminal punishment; the amount of the fine and the term of imprisonment are determined on an individual basis.

Technical requirements for design

When filling out the form, the applicant must indicate detailed information about himself, as well as about the living space where registration is being carried out (full address of the apartment or house, area of the premises). In addition, you must deregister at your previous registration address.

If the information specified in Form 6 is not true, then the applicant may encounter certain problems when applying for registration.

To avoid problems, the form must be filled out in legible handwriting, without errors or blots, in black or blue ink.

Registration is a mandatory procedure for all citizens. Read about how to register in municipal housing, a room or communal apartment, in shared real estate or in another city.

When and who needs it

Citizens can be registered at their place of residence in both municipal and privatized housing. If the applicant himself is the owner of the apartment (other premises), he does not need to obtain permission to move in.

If a person does not have ownership rights to the housing, he will first have to obtain the consent of the owner. If we are talking about registration in a municipal apartment, then in addition to the permission of the landlord, it is also required that there are no objections in this regard from members of the tenant’s family.

Rules for registration and deregistration

In order to obtain permanent registration at your place of residence, you must follow the algorithm established by the state. The whole process consists of the following steps :

  1. Visit to the selected organ.
  2. Submission of documents.
  3. Obtaining registration.

Who should fill out and submit: is the owner of the apartment needed?

First, the place of registration is selected and this issue is agreed upon with the owner of the premises, if the applying citizen is not the owner of the property.

You must appear at one of the acceptable authorities to submit documents . In this case, both the owner of the apartment and the registered person must be present.

If one of them cannot come for personal reasons, then it is necessary to issue a written power of attorney, certified by a notary, and invite a trusted person in his place.

Reference! The application must be written to the citizen who wishes to obtain registration on the square meters of the owner.

Required documents

A package of documents is required from the applying citizen:

  • passport;

  • departure certificate, if it has already been deregistered at the previous place of residence;
  • military ID for men;
  • application for service;
  • if a foreigner receives the service, then he must provide a receipt for payment of the state fee in the amount of 350 rubles.

The owner is required to provide written consent to provide registration, a title document for the property and a document on the basis of which registration is provided, as well as permission from other homeowners.

Is it necessary to register?

Many people submitting documents for registration are interested in the question: how are applications for registration registered?

Important! A citizen who does not register may be subject to a fine, and he will also lose a number of social privileges.

Citizens do not need to carry out the registration procedure, since this is done for them by the employee accepting the documents. He enters information into the accounting journal.
