To prevent the spread of coronavirus infection in the Republic of Kazakhstan, the provision of services on paper is possible through online booking at public service centers for the quarantine period. Government services can be obtained online on the e-government portal, the Egov Mobile mobile application and the Telegram-bot EgovKzBot2.0.
How to get the service online
- Log in to the portal and click on the “Order a service online” button.
- Fill out the application and sign it with an electronic digital signature (electronic digital signature) or using an SMS password (you must be registered in the database of mobile citizens). It is necessary to obtain consent from the co-owners of the property, confirmed by digital signature (if the applicant is not the only owner of the property).
- In your personal account (in the “History of receiving services”), read the notification about the processing of your application, which will arrive within the specified time.
The removal of citizens from permanent and temporary registration at their place of residence through the portal is provided only upon the application of the owner of the home.
How to obtain a service from a government agency and from the NJSC “State Corporation “Government for Citizens” (required documents):
In case of personal application by the service recipient or his legal representative (for children and citizens recognized by the court as incompetent, their legal representatives (parents, guardians, trustees) with the provision of documents confirming the authority to represent) or an attorney under a notarized power of attorney to carry out actions provided for by the authority :
to the State Corporation and to the service provider in the State Corporation:
- When deregistering citizens at the request of the owner of the home: an identification document of the owner of the home (for personal identification); an application for deregistration at the place of residence in any form indicating the identification data of citizens subject to deregistration;
- Certificate of permission to leave for permanent residence outside the Republic of Kazakhstan from territorial police bodies, identity card (for delivery to the service provider), passport - children under 16 years of age - for persons leaving for permanent residence outside the republic;
- A court decision on the loss of the right to use residential premises (if deregistered at the place of residence by a court decision).
The service provider receives information about registered rights (encumbrances) to real estate and its technical characteristics (to confirm ownership) from the IIS PSC.
Foreigners and stateless persons who have received refugee status submit the above list of documents to the service provider.
1) For citizens of the Republic of Kazakhstan through: State Corporation, “electronic government” web portal www.egov.kz (upon deregistration at the place of residence at the request of the home owner);
2) For foreigners and stateless persons permanently residing in the Republic of Kazakhstan through a service provider in the State Corporation;
3) For foreigners and stateless persons who have received refugee status through the service provider.

Is it possible to check out of an apartment while in another city?
This option of terminating registration, such as deregistration after a person moves to another city, is absolutely real and legal .
Moreover, this option is much more time-saving and more convenient than the sequential procedures of extracting from the old address, and then registering at a new one (read about registration in another city).
In the Administrative Regulations of the FMS, approved by Order of the Federal Migration Service of the Russian Federation dated September 11, 2012 N 288 (as amended on January 19, 2015), clause 129 regulates the simultaneous conduct of two registration procedures at a new place of residence, which saves citizens from traveling to their previous place of residence and back, solely for the sake of accounting measures.

Timing and cost
The terms vary, up to 2 months.
However, these are only rumors, in fact, in accordance with clause 22 of the Admin. According to the regulations, the period is three days from the date of receipt of the application .
In the same Admin. Regulations paragraph 129, explains the procedure for carrying out the procedure from another locality: an application for deregistration will be sent within 3 days after registration at the new address, and will be forwarded to the registration authorities at the previous place of residence.
In this case, the citizen’s papers are not sent to a folder, but are left until confirmation is received from the old place about the completion of the deregistration procedure.
It follows from this that, taking into account modern technical capabilities, the entire process can take a maximum of 7 + 3 + 3 = 11 days (working days).
The service is not subject to state duty and is provided free of charge.
How to leave a private home?
The procedure for canceling a previous registration is standard. The citizen writes an application, submits documents and waits for discharge.
Where to check out?
Deregistration can be done in several instances, namely:
- at the Department of Internal Affairs of the Ministry of Internal Affairs (passport office);
- in the MFC “My Documents”;
- through the State Services portal.
The first 2 instances require a personal visit . Submission of documents for an extract through State Services occurs online, but the citizen will still have to visit the Department of Internal Affairs of the Ministry of Internal Affairs at the place of residence to get a stamp in the passport.
Procedure
The deregistration algorithm is as follows:
- Collect documents (originals and copies).
- Visit the nearest Department of Internal Affairs of the Ministry of Internal Affairs.
- Write an application for discharge or simultaneous registration and discharge. In the second case, the owner of the property will also need to appear.
- Hand over the application and documents to the registrar - he will check them for authenticity and return them. The passport will remain for affixing all stamps.
- Pick up your passport with the extract at the appointed time.
Statement
Contents of the application for discharge:
- Name of the migration department.
- Full name of the applicant.
- Passport data (series, number, etc.).
- New address.
- Old address (indicated in the “deregistration” column).
- Date and signature.
If a child under 14 years of age is being discharged, the application must be filled out by the parents; Children aged 14 years and older fill out the form independently.
Required documents
What documents are needed to leave home? The applicant must prepare a standard package of documents and a house register (optional). The house book is an A4 size magazine with laced and numbered pages.
The package of documents contains:
- original passport;
- certificate of registration of ownership or an extract from the Unified State Register (if you are the owner of the house);
- a written application from the owner of the house (if registration is being carried out at the same time);
- application in form No. 6.
After submitting your documents for registration, do not forget to obtain a temporary identity card to replace the passport given for registration.

How to check out through the MFC?

Methods

Of course, the easiest way is to simultaneously register at a new address with an extract. Among other things, this is the most correct method from the point of view of the law.

- by personal presence, but without registration in this city;
- through a proxy, also without registration.
In any case, you can cancel your registration from another location.
How much does an extract cost?
You don’t need to pay anything for the extract itself: registration, as well as deregistration, are free procedures.
But other costs may arise, for example, for procedures such as:
- execution of a power of attorney from a notary (if the extract is handled by a trusted person);
- forced discharge through the court;
- obtaining a duplicate document;
- re-registration of title documents.
Required documents
What documents must be provided for discharge? You need to have the following documents with you:
- passport;
- application for deregistration (form No. 6), only the lower part, if only termination of registration is required, and both parts in case of a double procedure;
- documents for the living space and the consent of the owner, if registration is also required.

If a person does not intend to register in a new location, then he can indicate any other address instead of the true address of his future residence, because checks and clarifications will not be made.

How to discharge a person with temporary registration from an apartment?
Depending on the specific situation, you can discharge a person from an apartment as follows:
- Upon expiration of the rental or rental agreement. In this case, temporary registration ends automatically and residents must leave the apartment.
- If there are legal grounds, the owner can apply to the registration authorities with an application to evict the tenants.
- Cancellation of temporary registration by the authorized body if it reveals that the registration is fictitious.
