Why register a corporate card at State Services

To use the patient’s personal account “My Health”, you must register on the Unified Portal of State Services (EPGU, gosuslugi.ru).
The number of services available to you depends on the user account level. The more legally significant the service, the higher the account requirements.

The following types of accounts are valid at EPGU:

Simplified AccountThe user receives it immediately after completing the registration procedure. First of all, it opens access to reference information - extracts from registers, checking traffic police fines and others.
Standard accountTo receive it, the user needs to fill in his passport data and SNILS in his profile. Expands the list of available services: checking traffic police fines by vehicle registration certificate, by car number and by driver’s license. With this account level you can make an appointment with a doctor.
Verified accountProvides access to the entire range of government services and allows you to fully use the portal.

You can register either by visiting any of the Service Centers in Sevastopol and other cities in person (in which case you will immediately receive a confirmed account), or via the Internet.

We have prepared step-by-step instructions for you on how an individual can register on the State Services portal.

What is a corporate SIM card

First, let’s define what a corporate SIM card means. The number of such a SIM card is registered not to an individual, but to a company or individual entrepreneur. There are plenty of reasons to get a corporate SIM card:

  • It is easy for an employee to separate contacts and calls into work and personal.
  • Payment for “working” communications (and this may include costs not only for calls, but also for the Internet) is made by the employer.
  • An entrepreneur or organization can take into account the costs of corporate communications, while maintaining control over these costs.
  • Tariffs for corporate communications are very attractive.

Since corporate SIM cards have many advantages, organizations are happy to use them.

We described how to maintain accounting and accounting records for corporate communications in the article “Communication services in accounting and taxation .

In addition, SIM cards are now widely used in third-party equipment: navigation and tracking systems, GLONASS systems, modems, vending machines, automatic gate and barrier systems, online cash registers, etc.

These third-party devices also use corporate SIM cards with special rates.

Features for registered users

The State Services Portal is a wide range of opportunities that a citizen receives simply by registering his personal data. You can receive the following services:

  • book a time to register a marriage or issue a duplicate birth certificate;
  • apply for a replacement of your main or foreign passport;
  • make an appointment with any doctor at the clinic;
  • register a vehicle or obtain license plates for a vehicle;
  • issue a certificate of no criminal record;
  • register for a kindergarten;
  • pay utilities;
  • receive an extract about the pension provided and much more.

What has changed for owners of corporate SIM cards

The changes have been known for a long time, but they came into force on July 1, 2021. The essence of the innovations is the mandatory registration of corporate SIM cards on the State Services portal starting from July 1, 2021.

This means that all corporate cards:

  1. Purchased after July 1, 2021 - registered on State Services upon purchase.
  2. Those purchased before July 1, 2021 are registered on State Services:
  • until November 30, 2021 - in relation to SIM cards given to employees;
  • until March 1, 2023 - in relation to SIM cards installed in devices.

As you can see, registration of corporate SIM cards applies to all types of corporate cards. That is, corporate SIM cards issued both to employees and installed in equipment are subject to registration at State Services. The only difference is the deadline within which information must be submitted.

IMPORTANT! The regulatory framework is federal law dated December 30, 2020 No. 533-FZ and Decree of the Government of the Russian Federation dated May 31, 2021 No. 844.

What happens if you don’t activate your corporate SIM card at State Services? Such corporate SIM cards will be blocked if activation is not completed on time.

One of the main questions users have is: why register corporate SIM cards with State Services? The innovation is explained by the fight against fraud.

    Question. What a clownery. And where to complain. My mom needs to confirm her account. If you do this through a bank card, it is generally unsafe. A month's waiting period is guaranteed through Russian Post. And the entrance to your hellish center is only by QR codes. The question is how the hell to confirm the account. If the QR code may not be valid without government services and the mother can automatically become a fraudster. Vicious circle. Everything for the people. Please answer, smart people.

    Hello! My wife has a simplified form... to expand it you need SNILS... when we enter SNILS, the State Services portal reports that such SNILS has already been registered... and we can’t go any further. Now she is retired, and before that she worked as the director of a children's art school and the organization was registered on her SNILS, but now she can’t log in to expand the services to a confirmed one.. What to do? Sincerely, Alexander

    Good evening! I can’t log into my personal State Services account. I forgot my password, and when asked about my wife’s maiden name (we’ve been living for 58 years and she still has her maiden name), he writes the wrong answer. Registered through Sberbank. The same! What should I do?

      Gennady, good afternoon. Try recovering your password using your phone number or email. Also on the page esia.gosuslugi.ru/recovery, to recover your password, you can specify the details of your Russian citizen’s passport, INN or SNILS. If access cannot be restored, contact the User Service Center (you can find the nearest one on the map on the State Services portal).

    I changed my passport and full name, but everything in government services is old. I contacted the MFC and changed it myself. I’ve been suffering for a year now, but the data hasn’t changed. What to do

      Dear Natalya, if a new passport was received due to a change of surname, before editing the data on the State Services website, you need to obtain a SNILS with the new data. It is best to edit personal information no earlier than 30 days after receiving new documents. This is a necessary period during which all-Russian databases are updated. Otherwise, the account information on State Services may remain the same, since the new one will not have time to pass verification. If you have completed the above actions and the data remains unchanged, then contact the support service by calling the State Services hotline, short number for mobile phones - 115.

    Hello. I cannot register a foreign citizen’s passport on the government services website. I am redirected via links, by calling a hot line, as well as by personal visits to the Offices of State Services, the Pension Fund of the Russian Federation, the Federal Migration Service and the consulate. I followed all these recommendations. To no avail. Can you register your passport? Without redirecting to other authorities.

    Questions that may arise when registering SIM cards

    Let's look at some of the nuances that arise when deciding how to link a corporate SIM card to State Services.

    Does its direct user need to do something with a corporate SIM card?

    Yes need. There are two options here:

    • Activate your corporate SIM card yourself through a verified account on State Services. The algorithm is approximately the same as when activating SIM cards by a company.
    • Wait until the employer registers the SIM cards and confirm the use of the corporate card through State Services. To do this, you also need to have a confirmed entry in the State Services.

    Is it possible to get a corporate SIM card in your name and not register it?

    Yes, you can re-register a SIM card. To do this, you will need the consent of the legal entity for which the SIM card was originally issued. You need to find out what documents you will need for this from your telecom operators.

    How to simplify the registration of SIM cards if there are many of them?

    As already mentioned, you can upload data to State Services not manually, but directly as a file. Many cellular operators, firstly, display a warning in your personal account that SIM cards need confirmation and you need to fill in the personal data of corporate card owners. Secondly, they allow you to download all the data in the required format - csv.

    Requirements for the downloaded file can be found on the State Services when choosing the download method not manually, but by file.

    Here you can download the file template and enter your data there. This is a more reliable method, since the file format will be exactly as expected.

    What to do if it is impossible to accurately determine the location of the device where the SIM card is installed?

    Mandatory details that must be transmitted using corporate cards installed in devices are the name and TIN of the SIM card owner, as well as its number. The remaining details are optional. Or, for example, in the address field you can enter the legal address of the organization to which they are registered.

    Is employee consent required for the transfer of personal data when registering corporate cards?

    No, it is not required, since the employer, when registering SIM cards with State Services, fulfills the requirements of the law.

    Using an electronic signature

    This is relevant if you have an official electronic signature issued by an accredited certification center. The CEP is issued in the form of a flash drive that needs to be connected to the device.

    A special plugin must be installed on the device; it can be downloaded from State Services. Here are the instructions for setting up plugins for different browsers:

    When everything is prepared, you need to go to the page with personal data on State Services. There you will see a link “Verify your identity using CEP”. Next, you need to select a certificate and enter a PIN code. Soon the standard entry will “turn” into a confirmed one.

    Results

    From July 1, 2021, mandatory registration of corporate SIM cards at State Services has been introduced. Cards used by employees must be registered by November 30, 2021. For cards inserted into various devices, the deadline has been extended until March 1, 2023. If you do not activate the SIM card, it will be blocked.

    Mobile applications

    The portal also has a mobile version in the form of an application. It is available for Android and iOS. Download links are available on the government services website.

    Scroll down the main page of the portal. Find the “Mobile applications” block, and in it the line “For citizens”. Click on it.

    The “Google Play”, “App Store” and “App Gallery” buttons will appear in front of you. Click on the one that suits you.

    A description of the application, screenshots of pages, reviews and an “Install” button will appear. Click on it and the “Government Services” application will appear on your mobile device.

    The application provides access to basic services. As soon as you open it, you will see all important changes and notifications on the main page in chronological order.

    You can log into the application just like the portal - using a login and password. Or you can use your PIN code and fingerprint.

    Creating a Simplified Profile

    The interests of children until they reach adulthood are represented by their parents or guardians. They submit on their own behalf all documents related to receiving government services. In some cases, you may need to create a separate account for your child. For example, a student monitors his own progress through an electronic diary. To register a child for State Services using a simplified registration, you need to create a simplified profile. You will need a phone number and email address that are not yet linked to another account.

    Go to the State Services website, click the “Register” button and fill out a simple form:

    Enter your first and last name as they appear on the birth certificate. After clicking the “Register” button, an SMS with an activation code will be sent to the specified phone number. After entering the code, you will have to come up with a password consisting of 8 characters. If it is difficult for your child to remember the password, write it down, but explain that you cannot show the password to anyone, otherwise personal information will get to ill-wishers.

    The process of creating a simplified record is complete.

    Is registration necessary at all?

    Answer a couple of questions and you will understand:

    1. Does your project have some useful additional features for registered users that would make visitors register?
    2. Are you planning to build a community around your site?
    3. Do you really need additional data about your visitors?
    4. Do you have a distribution of roles on the project?
    5. Do you need to interact with your site's audience?

    If you answered “Yes” to at least two questions, then you should still apply for registration
