The state portal “State Services” is available to every Russian. This provides significant benefits, since it becomes possible to receive the necessary services in the shortest possible time in order to best meet your life needs. In this case, you do not need to visit any state or other municipal institutions. But what about people from other countries? Can a foreign citizen register for State Services? Yes, this is indeed provided. But how is the registration process carried out for this category of citizens?
Registration
Foreigners have the opportunity to activate their personal account on the portal in almost the same way as Russians use. There are two ways to register:
- independent online authorization on the State Services website;
- visit to the MFC.
IMPORTANT! To be able to use the entire list of services provided, you need to go through three stages of authorization: creating a simplified account, standard and confirmed.
Simplified
For self-registration you must: 1) in the upper left corner of the main page you need to select the category - “For foreign citizens”;
2) below on the page you need to click on the line “Register”;
3) fill out the form that opens (the system will ask you to enter personal data);
4) to complete the procedure, an SMS with a code will be sent to the specified mobile phone. It must be entered in a special field to confirm the operation;
5) at the final step you need to come up with a strong password to log into your account.
Standard
When your personal account page has been created, you can begin filling out your personal information (in the “My Data” tab). Upon completion of the procedure, information will be sent to the appropriate organization. This will allow user verification. You need to be aware that the verification process can take place within five days.
Upon expiration of the period, the foreign citizen will receive a notification in his personal account about changing the account status to standard. This notification, as a rule, is also duplicated by email.
Confirmed
The easiest option is to initially register on the portal by contacting the MFC. If authorization was carried out independently, then in this case it will be necessary to approach the employees of the multifunctional center.
You must have the following documents with you:
- passport;
- migration card;
- individual insurance account number.
Registration on the Regional portal of public services of Sevastopol
The procedure for creating an account on RPGU (wwwgosuslugi92.) is identical - it also uses the Unified Identification and Authentication System. If you are already registered on the Unified Portal of Government Services, additional registration is not required.
If there is no registration, by clicking on the “Register” button you will be redirected to the EPGU registration form.

Special category
Refugees from the south-eastern part of Ukraine belong to a special category of migrating citizens. There is a corresponding section for them on the State Services portal. Thanks to this, citizens from Ukraine are provided with a full list of services that can be used in Russia.

HOW DOES A FOREIGN CITIZEN REGISTER ON THE PUBLIC SERVICES PORTAL?
Many migrants do not know that they have the right to receive many services online on the government services portal Gosuslugi.ru on an equal basis with citizens of the Russian Federation. Foreign citizens can receive traffic police services. pay fines, check your debts and much more without leaving your home. Moreover, foreigners have had this right since 2010.
To receive the full range of digital services on the State Services website, you must be registered on the Gosuslugi.ru portal. Going through this procedure is not at all difficult, and consists of entering a small amount of information about yourself. If a person is still unable to register online, then he can contact the MFC, where he will also be provided with a similar service.
The registration scheme is as follows:

Important! :In order to use the public services portal 100%, a foreign citizen must confirm his identity (pass identification) at the MFC.
We also remind you that before registering for government services, you must obtain SNILS.
So, you have confirmed your profile on the State Services website and now many government services have become available to you without leaving your home.
It is worth noting that registration on the government services portal is needed only for those foreigners who decide to stay in Russia for a long time, with further registration of a patent, temporary residence permit, residence permit, etc.
Using the government services portal, a foreign citizen can:
-Submit an application or receive a coupon for submitting documents for a TRP (temporary residence permit)

- apply for a work patent

To obtain temporary registration using government services, a citizen of the Russian Federation who owns a residential property submits in electronic form:

Government services portal for refugees and foreigners with temporary asylum:
For special categories of migrants who have refugee status or temporary asylum, the government services website is of particular value. For these categories, there is a special section on the website to facilitate integration into society.
In this section, they can apply for health insurance, temporary registration, temporary residence permit, residence permit, social support, receive support with employment and arrange payments.
Functionality
Once a foreign citizen registers, he will have access to a full list of services that can be used if necessary.
Main functionality:
- the opportunity to obtain a temporary residence permit in Russia;
- obtain a residence permit;
- obtain a patent allowing you to carry out work activities;
- obtain permission to work;
- obtain citizenship;
- make an appointment with any organization;
- notify of arrival on the territory of the Russian Federation, etc.
IMPORTANT! To provide many services from the proposed list, payment of a state fee is required. The user will receive a receipt to the specified email address. Depending on the region of stay, payment can range from 200 to 350 rubles. This is regulated by Article 33/28 of the Tax Code of the Russian Federation. Payment can be made through any available bank.
Required documents for registering a foreigner through State Services
Temporary registration for State Services of a foreign citizen is impossible without providing the documents required by Russian legislation.
The list of required papers includes:
- statement;
- documentary evidence of the legality of stay in the country. Until temporary registration, the foreigner’s migration card remains such a document;
- owner's consent to registration. If there are several owners, the consent of each of them will be required;
- a document confirming the ownership or right to use the premises in which the migrant will be registered;
- passports of the foreign citizen and the receiving party;
- arrival certificate.
When registering a child under 14 years of age, you will also need a birth certificate and a document confirming the possibility of his residence in this premises.
Please note: when visiting the migration service in person to receive the detachable part of the notification, you will need to provide the originals of all the listed documents.
Consideration of an electronic application can last up to 3 days, although in practice the answer - positive or negative - comes earlier.
After registration, the client must be retained
There are several proven ways to make sure that after a couple of days the buyer unsubscribes from the mailing list and closes the registration. Catch bad advice - they will help you speed up this process:

Users of the State Services portal can have one of three types of accounts.
Simplified account
Gives a minimum of possibilities:
- payment of traffic police fines;

Standard account
If you upgrade your account to standard, the following services will become available:
- checking tax debts;
- making an appointment with a doctor;
- obtaining information about medical services provided;
- receiving a statement about the state of the pension account;
- filing a patent application;
- trademark registration.
Verified account
A confirmed account provides access to all services of the portal: for citizens, legal entities and entrepreneurs. The number of available services is constantly increasing, but already in 75 sections of the catalog you can find solutions to many problems: from making an appointment with a doctor and registering a marriage to obtaining information about the subsoil and permission to store and carry weapons.
What benefits do registered users give you?
Registration on the site is a targeted (conversion) action. A client who is in your database cannot a priori be cold. It is somewhere in the middle of the sales funnel. And most importantly, such a buyer can be contacted at any time through available communication channels. This gives a lot of possibilities:
- influx of targeted traffic. If a person came to the site from the mailing list, it means that he was interested in the offer and with a high degree of probability he can make a purchase;

From July 1, 2021, mandatory registration of corporate SIM cards at State Services has been introduced. Cards used by employees must be registered by November 30, 2021.
