Is it possible (and how exactly) to obtain a TIN not at the place of registration, with temporary registration or without it?

When do you need to get a TIN?

When a child is born, parents draw up a package of documents for him, which includes a birth certificate and SNILS, but the TIN is not on this list. That is, if you have a child, you do not need to run to the Federal Tax Service and register for a taxpayer number.

The title of the document speaks for itself. This is the number of the person who will act as a taxpayer. And as long as a person does not have tax obligations, he can live peacefully without a “piece of paper” from the Federal Tax Service.

The law does not talk about the timing and age; the TIN is issued as necessary. The standard age is 14 years old, but the simple fact is that from this moment on citizens can officially receive earned income. If it appears in the future, then it’s time to contact the Federal Tax Service.

The need for a TIN usually arises when a person enters into some kind of tax relationship, for example, gets his first official job. Or, he has his own property, for which he needs to pay taxes.

Urgent replacement

There are a number of reasons why, after changing your place of residence, it is necessary to immediately change the “paper” certificate itself. However, not the TIN in digital form. In what cases does such a need arise? This happens when:

  • the old certificate is lost;
  • the certificate is necessary for working as a civil servant;
  • required for filing tax deductions.

Thus, it follows that there is no need to change the TIN if your place of residence changes. Therefore, there is no need to rush to replace it in the absence of compelling circumstances.

Is it possible to get a TIN through State Services?

Only the Federal Tax Service is responsible for assigning individual numbers to citizens and maintaining tax records. It is impossible to obtain a Taxpayer Identification Number (TIN) from State Services; a citizen must contact the Federal Tax Service.

Options for obtaining a TIN for the first time:

  1. Contact the Federal Tax Service office at your place of residence in person and submit an application.
  2. Register on the tax service website, obtain credentials and submit a request online.
  3. Contact the MFC at your place of residence.

It is impossible to obtain a paper TIN certificate completely remotely. Even if you send a request through the online service of the Federal Tax Service, you will still need to go to the department to receive a paper version of the document.

Through the goportal you can only find out your TIN, that is, the number itself. It is impossible to get a new one; you will have to contact the MFC or the Federal Tax Service. But the procedure is simple and will not take much time and effort.

Where can I change my TIN?

You can change your TIN at the MFC.
There are three ways to obtain an ID. numbers. Here are the organizations and services where you can change your TIN:

  1. In a tax organization
  2. Through the State Services resource
  3. Multifunctional center (MFC)

If you are fluent in the Internet, you can make changes through the State Services government portal, although even a child can understand how this resource works. At the tax office, you only need to provide your passport and fill out the form of the application document itself. Making changes through an intermediary center is also easy. Read on.

How to get a TIN online on the Federal Tax Service website

Registering on the Federal Tax Service website to register as a taxpayer is simple, it is available to everyone. Just enter your email, create a password and confirm the data by clicking on the link sent to the specified email.

Obtaining a TIN for the first time is actually a person’s tax registration order, so the application is submitted from the appropriate section. As a result, the Federal Tax Service will open an account for the taxpayer, through which all tax transactions will be carried out: tax calculations, write-offs.

Do I need to change my TIN when changing my registration?

When changing place of residence, this document is not replaced, since the address of the person registered for tax purposes is not indicated in the certificate itself.

This number is not tied to the place of residence or registration, although the digital code itself contains the code of the territorial tax authority where it was received. However, a person can have many places of residence, he can change them often, and constantly changing the TIN would be associated with inconvenience and unnecessary work of tax services, and would also expose tax bases to unnecessary loading.

Submitting an application

On the first page of the citizen’s tax registration form, fields will open where you need to enter basic information about yourself. Write carefully, do not make mistakes, double-check the data:

At the next stage, the citizen enters his passport details and address information. Since addresses are tied to specific territorial divisions of the Federal Tax Service, an automatic classifier operates. A window will open where you need to enter the index and address.

Below on the same page the applicant enters contact information. The system immediately informs you that it will then send a letter to the specified email with a link to confirm your address. You need to click the “Submit” button.

By clicking on the link from the email, the applicant sees this form indicating the date and application number. Since it has not actually been sent yet, you need to click on the “Continue entering data” link.

Next, the citizen sends an application for tax registration to the Federal Tax Service. Registration of the number and production of a paper version of the certificate takes 5 days; the document can be obtained at the Federal Tax Service department, which will be indicated by the system (assigned according to the applicant’s place of residence).

As you can see, it is impossible to obtain a TIN through the State Services, but this can actually be done through the portal of the Federal Tax Service itself. The citizen also submits the application remotely and visits the tax authority only once to receive the certificate.

Standard scheme for obtaining a TIN

If online application is inconvenient for you, you can use the standard scheme - personally visit the Federal Tax Service department. You must first make an appointment; this can be done online on the Federal Tax Service website:

  1. Go to the online registration page for an appointment with the inspectorate and agree to data processing.
  2. Indicate the type of taxpayer (in our case, an individual), indicate your full name, phone number and email address.
  3. Select your region and tax office at your place of residence. Specify the type of service - registration.
  4. The system will open free “tags”. Choose a convenient date and time and confirm your appointment.

At the designated time, you must visit the selected department of the Federal Tax Service with your passport and submit an application for tax registration. Within 5 days the application will be processed and a certificate will be generated. After this period, you need to come to the same Federal Tax Service again and pick up the document.

What is a TIN of an individual and why is it needed?

TIN is the identification number of tax payers, which is assigned to them by the relevant authority and is reflected in the certificate issued to them.
Currently, it is assigned to every citizen, and this is carried out even in early childhood, if children become payers of such mandatory payments.

The initiator of appropriation can be either the citizens themselves or their representatives, or the tax authorities.

This identification number for an individual consists of twelve digits:

  • The first two reflect the number of the region in which the certificate is issued, the next two reflect the number of the tax authority that issued it.
  • Numbers 5-10 reflect the immediate taxpayer number.
  • The remaining two last digits reflect the checksum by which the TIN is verified.

Attention!
From 2021, registration is carried out at any tax office. The TIN is affixed to all payment documents used to pay taxes by an individual. Using this number, the tax office keeps records, accrues and receives mandatory payments.

Individuals can obtain information about property taxes and personal income tax only if they know their TIN.

Despite the fact that the TIN certificate is not in the mandatory list of documents that must be provided when applying for a job, company personnel are often asked to provide a copy of it.

Important! Not only citizens of our country, but also foreigners must have a TIN. This responsibility will be imposed on them starting from 2021. Now they will not be able to obtain a patent for their work unless they first register.

Find out the TIN number on State Services

Many citizens lose the TIN certificate itself, since in fact almost everywhere only the individual number itself is needed, while a piece of paper is rarely required. And if you don’t know your Taxpayer Identification Number, you can find it out through State Services.

Find the relevant service through the search, its page opens. You need to click on the “Get service” button:

Since we are talking about an authorized user who previously left personal data on the state portal, a form will immediately open indicating the TIN number.

You can search for a TIN number using a citizen’s data on the Federal Tax Service website. The citizen enters his full name and passport information, the system immediately processes the information and produces the result:

In what cases is it necessary to replace the TIN?

The TIN number is unique and is issued once and for life. The twelve-digit number itself cannot be changed; it will remain the same. However, in some cases it is possible to replace the form of the Certificate of Registration.

Cases when it is necessary to change the TIN certificate:

  • its loss or damage;
  • change of surname, first name or patronymic.

Replacement is not required if you change your place of registration.

Remember, even the slightest mistake when filling out will either lead to you being immediately asked to fill out the form again, or the documents will be accepted, and later a refusal to assign a TIN will come.

Receiving a lost certificate

If the certificate was lost, then its restoration will have to be paid; you need to pay a fee of 300 rubles. On the State Services website there is a page for restoring the TIN, but the portal does not provide this service, it simply says about the need to contact the Federal Tax Service.

On the Federal Tax Service website, you can generate a receipt for the state duty and immediately pay it with a bank card or print it out for payment through the cash desk of any bank. Next, you need to visit the Federal Tax Service office and submit an application (you need to have your passport with you). After 5 days you can come and pick up the certificate.

List of documents to obtain it

The general plan of action for solving this problem is not difficult. But there is still guidance on how to get a new one, regardless of the purpose for which it was required.

Among the documents required for this should be:

  • statement;
  • passport (substituting document);
  • previous evidence;
  • receipt of payment of the duty (for individuals this is 300 rubles);
  • certificate of registration (not required if you have a passport).

This list is not final. In some situations, additional paperwork will be needed. In particular, when it is necessary to take a certificate for a minor.

Fine, state duty, deadlines

Replacing the TIN is not at all necessary if a person does not consider it necessary to do so. This document is not included in the list of mandatory replacements, unlike, for example, SNILS, a medical policy or an international passport. Therefore, there are no penalties for the fact that a person lately applied for a new original. You can apply for a replacement TIN either immediately after receiving a new passport or later, at least 5 years after that.

Many citizens know that re-issuance of any documents is subject to state duty. The same applies to the preparation of a secondary certificate. Only here is another reason taken into account:

  • if a citizen has lost it or damaged it, the state duty is 300 rubles;
  • if a TIN is issued when changing your last name - free of charge;
  • if errors were found in the old original due to the fault of a Federal Tax Service employee, the state duty is also not paid.

The standard period for consideration of citizens' applications by tax inspectorates is 5 working days after the application. This means that a person will need to come again in a few days to get a new TIN. This procedure does not provide for an expedited response for double payment, unlike, for example, receiving extracts from the Unified State Register of Individual Entrepreneurs.

    Dear Olga, no, to obtain a TIN you must contact the tax office at the place of residence or location of the property. You need to write a statement in the prescribed form. The form can be obtained from the tax office or downloaded from the official website of the Federal Tax Service of Russia. Hello. From August 30, 2021, the possibilities for obtaining a Taxpayer Identification Number (TIN) have been expanded (clause 7 of Article 83 of the Tax Code of the Russian Federation, as amended by Federal Law No. 232-FZ of July 29, 2018). If previously it was possible to register with the tax authorities if a citizen had a place of residence (stay), real estate and vehicles on the territory of the Russian Federation, now these conditions have been abolished. The changes apply to Russians who, for various reasons, do not have registration at their place of residence (stay) in the Russian Federation or permanently reside abroad, as well as foreigners who do not reside on the territory of the Russian Federation, but have sources of income on its territory.

  • Regarding temporary registration: how to do it?

    Yes it is possible. But how to do that?

    In this case, the procedure is no different from the procedure for obtaining a certificate at the place of registration:

    1. You need to contact the Tax Authority at your place of temporary residence.
    2. Bring your passport and a photocopy of your passport with you.
    3. Ask for the appropriate application and fill it out there, on the spot.
    4. Your certificate should be ready within five days.

    By the way, if you move to a permanent place of residence in another city, you do not need to change the previously received TIN.

    It remains valid throughout the country even after you move.
