How to get an identification number without registration and residence permit?

Every taxpayer in Russia is registered with the Federal Tax Service. The Tax Inspectorate controls the income of citizens and organizations, as well as their payment of taxes. Taxpayers are identified using a special code called TIN.

A taxpayer identification number is assigned to an individual or legal entity once. When changing your full name, address or organization name, the TIN remains unchanged.

What is a TIN and why is it needed?

TIN (identification number) is a unique digital code that is assigned to a person once in his life. This certificate, issued to a person by the tax authority, contains personal data about the person and a personal numeric code.

The numeric code consists of 12 digits, which indicate:

  • The first 2 numbers are the region where the document was issued.
  • The next 2 are the number of the authority issuing the certificate.
  • Numbers from 5 to 10 are the serial number of records about an individual or legal entity.
  • The last 2 are a verification code that exists for computers and prevents incorrect data from being entered into the system.

Typically, a TIN is issued at the place of registration of the citizen.

Typically serves for the following purposes:

  • Included in the employment package.
  • It contains data on the citizen’s income.
  • Tax deductions are calculated and issued according to this code.
  • It is required to indicate the number when registering on the State Services website.
  • To register a business as an individual entrepreneur.

Online TIN check - who can find out?

Every citizen living in our country can get acquainted with this information. This can be done not only by applying in person at the tax office, but also on electronic government websites. An individual tax number is needed to find out your income and pay taxes on it. This situation occurs, for example, when preparing documents for the sale or purchase of land or property. For this transaction, 3-NDFL is indicated, in which information about income is entered. In this line, it is possible to indicate the buyer’s TIN, which can be found by having the passport data specified in the purchase or sale agreement. It is for this reason that it is strictly not recommended to provide your passport details to suspicious persons and dubious communities.

Registration of a TIN not at the place of registration - procedure, documents and deadlines

Recently, the law allows you to obtain a TIN not at your place of registration.

You can get it in several ways:

  1. The citizen must contact the tax authority that is responsible for issuing the individual number. This can be done using a registered letter sent to the city of permanent residence.
  2. If a citizen does not have permanent registration, he must contact special authorities at his place of residence.

When choosing the first method, you should include the following documents in a registered letter:

  • Copy of ID.
  • Completed application.

If there is no permanent registration, you should come to the tax authority in person with the following set:

  • Completed application.
  • Passport.
  • Certificate of temporary registration.

Registration of the certificate takes 5 days from the date of submission of the application to the issuing authorities.

TIN stamp in the passport

Most recently, from October 30, 2021, the Federal Tax Service approved an official order that states that special marks in the passport are indicated with a citizen identification number.

This stamp will be placed on a special page of the passport. The individual code of the individual, date and signature are written directly on the stamp.


This option is very convenient, because it eliminates the possibility of loss or damage to a separate TIN certificate. As a result, the code is stamped in the citizen’s passport and is always with him. There is no need to carry a separate document with you that indicates that a person has been assigned his code.

In order to put a stamp with an individual taxpayer number in your passport, you need to contact the tax service department that deals with the issue of servicing individuals.

The stamp itself is placed in black or blue and is located in the upper parts of the 18th or 19th page of the passport, if there is free space. If it is missing, then the stamp is placed on the same pages, only at the bottom of the document.

The code numbers are handwritten in the specially designated fields on the stamp. The date of application of the stamp is also indicated and the signature of the tax inspector who dealt with this issue is applied.

In order to put a stamp, you do not need any documents other than the passport itself. The mark is placed on the basis of data obtained from the official register database of the Federal Tax Service on the TIN.

If your information is not in the database, that is, you do not have an individual taxpayer number, the inspector will ask you to go through the procedure of obtaining a TIN certificate. After registration, information about the TIN is entered into the database, and you also receive the desired stamp in your passport with your unique code.

But still, there is one hitch, because the stamp in the passport does not have the same functions as a separate document. When applying for an individual electronic signature, you will still need to present the certificate. At the moment, this is the only difference between the mark in the passport and the original document. But still, in other cases, having a stamp is more convenient and practical.

Why does a child need to obtain a TIN?

Typically, an identification number is required for adults, but there are circumstances in which a child should also have this certificate.

Cases in which a certificate is needed:

  1. In case of registration for a minor, property on which tax is charged.
  2. When the acceptance of property by a minor occurs.
  3. If a child wants to officially get a job or open his own enterprise as an individual entrepreneur.
  4. In the case when a child receives the right to apply for tax deductions.

General information

A document such as a TIN is a certificate issued by the tax authority. It contains information about the person, as well as a personal numeric code that identifies him as a tax payer. This code is represented by a twelve-digit number, where each digit will have its own designation. So, the number can be divided into the following components:

  • the two numbers at the beginning indicate the area where the document was issued;
  • the next two numbers are the tax authority that issued the document;
  • numbers from five to ten indicate the serial number under which a record about a specific taxpayer is contained;
  • two numbers at the end - these numbers are assigned automatically and are a verification code. They are needed for security purposes to prevent data from being entered incorrectly.

A document such as an identification code can be issued at the place of registration. And it is required in such cases:

  • when applying for a job;
  • to enter information about income;
  • when receiving tax deductions;
  • to obtain the status of an individual entrepreneur;
  • in order to register for State Services.

Having a code is a must for every person. And it must be presented upon request to one or another organization. Obtaining it is not difficult, so there is no point in postponing this event.

Where is the TIN issued?

There are several ways to obtain an individual taxpayer number.

The first thing you can do is contact your territorial tax office. Remember that you need to choose the right time to apply - you will only be accepted on an appointment day. You can find out about the dates of reception days on the tax website by calling.

It is important that documents are accepted only if they have a complete list established by law.

You can send a legal representative to the tax office, who will submit the application and necessary documents instead of the applicant. At the same time, the representative must provide a notarized certificate of his authority to issue a TIN.

If both options do not suit you, you can send a request to the tax office using registered mail. Before sending, it is recommended to make a mandatory inventory of the documents included in the letter.

You can also issue a TIN using the Internet; to do this, you need to go to the official website of the tax office, select the item on issuing documents, fill out the proposed application and send it. The documents can be received either in person or by registered letter to the applicant’s chosen residential address.

Making a certificate is quite simple - you just need to contact the territorial MFC at your place of residence in person or with the help of a representative.

Obtaining a certificate

At the moment, there are several options for obtaining a certificate via the Internet.

  • You, or your authorized representative, have the opportunity to receive a paper TIN registration document at the inpatient department of the Federal Tax Service. Upon receipt, you only need to provide an identification document. In the case of a proxy, you must present the passport of the proxy, as well as the person for whom the TIN was issued.

  • By mail. The certificate is sent to the address specified during registration by registered mail.

  • By email. In this case, you can receive a TIN registration document in PDF format by e-mail or download from the website. The document must have your signature in electronic digital format.

You can receive the document in the form most convenient for you. It all depends on your personal preferences and capabilities.

Required documents and deadlines

To obtain a tax identification number, you need to collect a package of documents, which you subsequently submit to the tax authority:

  • Application in form 2-2-Accounting.
  • A document confirming the identity of the applicant.

Items that must be indicated in the application:

  • Personal data of the applicant.
  • Status – individual or representative.
  • If a representative applies, his personal information must also be indicated.
  • Applicant's contact information.

After submitting a package of documents, registration takes place within five working days.

It should be remembered that if documents are submitted to the MFC, the period increases.

Application form

Now about how to fill out an application for registration with the Federal Tax Service. The new form 2-2-Accounting differs from the previous one, which was approved back in 2011. The fields about the previous place of residence and change of surname (if such a fact existed) were removed from the form.

The application is quite simple; to fill it out you will need a passport and a little time. On the title page, indicate the code of the tax office you are applying to. If you don’t know it, find the code using a special service on the Federal Tax Service website.

In the following lines, enter your last name, first name and patronymic. Below you need to select the number corresponding to your gender:

  • "1" for male;
  • "2" for female.

Next, indicate the date and place of birth, exactly as in your passport.

Let's move on to citizenship data. Any person, including a foreigner or stateless person, can obtain a TIN in Russia. In a single-cell field, citizens of any country select “1”, and stateless persons – “2”. The code of the country of citizenship must be found in the Classifier of Countries of the World (OKSM), this document is freely available. For citizens of the Russian Federation, we will tell you that the Russian code is “643”. Stateless persons enter the code “999”.

At the bottom left you need to select the status of the person submitting the application:

  • “1” – the taxpayer personally;
  • “2” – representative.

If the application is submitted in person, you do not need to indicate your full name; these fields are intended for submission by proxy. Next, the applicant must enter his phone number, date of submission and sign. The representative must also enter the details of the power of attorney: date and number, or clarify that it is without a number. The power of attorney is submitted along with the application.

At the top of the second page, enter the surname and initials of the taxpayer and the details of the identity document. In the appendix to the order you need to find the document type code. The most popular are “21” (internal passport of a citizen of the Russian Federation) and “03” (birth certificate for minors). In the “Series and number” field, the No. sign is not entered; the series and document number are separated by a space.

When filling out the “Address information on the territory of the Russian Federation” cell, select the desired value:

  • “1” – for permanent registration;
  • “2” – for temporary registration;
  • “3” – in the absence of an official place of residence in the Russian Federation.

The applicant's address, if available, is filled out in accordance with the FIAS classifier for municipal division. It does not always match the passport, so be careful.

Re-obtaining an identification number

If your identification document is lost, it will need to be reissued. The new certificate is issued by the tax authorities personally to the citizen or his legal representative.

Remember that upon restoration you must pay a state fee of 300 rubles. Without a receipt for payment of the state fee and a new package of documents, no one will issue you a new certificate.

If the number was lost, the tax authority will issue a new certificate indicating the previous identification number, that is, it will not change, it will remain the same.

Without an identification number code, it is impossible to officially get a job or open your own business. In some situations, even a child needs such a number. Taking into account current legislation, it is quite easy to obtain a TIN not at the place of registration; you need to collect a package of papers, write an application, submit it to special authorities and wait for registration. If the certificate is lost, it is quite simple to restore it; the main trouble will only be paying the state fee.

The Internet is increasingly providing users with various benefits and additional bonuses. What are the advantages of registering a TIN via the Internet?


  • The most important positive aspect of creating a unique code is the significant time savings.
    Often in government agencies you have to wait in long lines to get into the office. If you use the Internet to register a TIN, you need to spend literally 10 minutes, given the fact that you don’t even need to leave your home.

  • In the electronic application, you can quickly and quietly correct errors that were made during filling out. This cannot be done on a paper form. You will need to fill out the application again.
  • If you register your code online, you can monitor the status of your application and follow its progress. The paper version generally lacks this advantage.

Electronic registration of a certificate of TIN assignment is much more convenient than the standard version. It's faster and more practical.

To obtain a TIN at a location other than your place of registration, you can use one of the possible methods.
First of all, to do this, you can go to the tax authority, which is geographically closest to the payer. To do this, you must select an admission day, otherwise the applicant will simply not be accepted. It is also better to find out about this in advance, on the official resource or through the help desk.

Papers will be accepted for processing only when they are submitted in full. The specific list of securities is regulated by the norms of current legislation.

You can send all the papers through an intermediary. To do this, you will need a certified power of attorney from a notary office to carry out a specific event.

In addition, all correspondence can be sent to the tax service and by mail. In this case, the letter must be registered; it is also advisable to make an inventory of all papers.

You can also use sending documents via the Internet. To do this, you will need to visit the official portal of the Federal Tax Service, where you will need to go through the registration procedure. After this, using the prompts, you will need to fill out an application according to the specified form and send it.

To receive a completed document form, you will need to appear in person at the department, otherwise the document will be sent to the address specified by the applicant.

It is also possible to draw up such papers through multifunctional centers. This can also be done personally or through an intermediary. In this case, receiving the finished document will be somewhat delayed, since the MFC acts as an intermediary between the applicant and the tax service.
