The cadastral passport of an apartment is an extract from a unified database of accounting and technical data on all real estate properties. In other words, this is an extract from the State Real Estate Cadastre (GKN) .
A cadastral passport is issued for all types of real estate (objects and premises): house, land, shop, apartment, etc., including objects whose construction has not yet been completed. A cadastral passport is required, in particular, for all types of registration actions with an apartment, but for a purchase and sale transaction, for example, the owner most often does NOT need to order it. Why? More on this below.
The cadastral passport for an apartment consists of two parts - text and graphic, and contains the following information ( cadastral registration data ):
- Address of the object/premises;
- Purpose (residential/non-residential);
- Type of living space (apartment/room);
- Common and living area;
- Floor and total number of floors of the building;
- Cadastral number (unique number of the object in the register);
- Cadastral value of the apartment (in rubles as of the registration date);
- Date of the last technical examination;
- Floor plan of the apartment (graphic diagram).
A cadastral passport is the main document that confirms the fact of the physical existence of a real estate property and its unique identification in the database of the State Real Estate Cadastre (GKN) .

Main purpose
Citizens who have never dealt with real estate transactions are unlikely to know what a cadastral passport for an apartment is. Many people have heard this name, but not everyone can explain why and who needs this paper.
In the Russian Federation, all real estate must be registered with the State Cadastre. That is, each apartment is assigned a special individual number. This figure, as well as other characteristics, are reflected in the cadastral passport (extract). It confirms ownership of residential real estate and allows you to carry out any transactions with it.

A cadastral passport is a document confirming that the property is registered in the State Cadastre. The paper also contains important information about the cadastral value. This indicator reflects the monetary equivalent to which the state equates each property. Based on the established cost data, the following are formed:
- property taxes;
- payments for using the apartment;
- notary services for real estate transactions;
- payment upon entry into inheritance, etc.
Every five years, the established value of the property is reviewed and a new value is entered into the State Cadastre information and extract (at the owner’s request).
When they can refuse
The main reasons for refusal are:
- information about the real estate is not recorded in data systems;
- information about the object cannot be disclosed, as this is prohibited by law.

The legislative framework
- Order No. 32 of the Ministry of Justice - it states what should be contained in the passport, as well as how to issue it.
- Federal Law No. 93 - sets out ways to prepare a document in the shortest possible time.
- Federal Law No. 218 - confirms the need to use the document and also establishes its deadlines.
To carry out transactions in which the property is a garage, documentation is required, which can be a cadastral passport. The document registration process will be simple if the citizen can confirm that he is the owner of the property.
What does a cadastral passport for an apartment look like?
The cadastral passport for an apartment in a new building or a house belonging to the secondary real estate market consists of two A4 sheets:
- the first one contains basic information on the residential property;
- the second contains graphic information.
Let's take a closer look at the data contained in the extract:
- individual number of the property assigned upon registration;
- location of housing (address);
- year of construction;
- number of storeys;
- purpose and type of real estate;
- apartment area;
- the cost of the apartment (calculated based on the size of the living space, taking into account market prices for real estate);
- number of balconies (if available);
- date of the last inspection of the living space.
On the second sheet of the statement there is a graphic image of the apartment. The figure shows the shape of the housing, all premises (living and auxiliary), and also indicates the area of each room.

What information does it contain?
To exclude bureaucratic actions on the part of citizens, instead of a cadastral passport, a USRN is issued.
The cadastral passport, in turn, contained key information about the apartment in text form and in graphical representation:
- location address;
- type of premises - residential or non-residential:
- type of object - apartment, cottage, house;
- square;
- the number of floors in the house and the floor where the apartment is located;
- number from the unified register;
- price in Russian currency, current on the date of registration of this property (cadastral);
- information about the examination of the apartment - object - date;
- graphic display of the floor plan of the building.
What does it look like
The cadastral passport included 2 pages. The first page contained data about the property, the second - a plan of the apartment indicating the living and total area of the house.
In addition, the first sheet contained the date, apartment identification number, and address. Below was the number of floors and location of the apartment in an apartment building, as well as the total area of the object. Comprehensive information about the location of the object, purpose and type of apartment was indicated, taking into account the date of the last technical inspection.
The second page contained a floor plan and cadastral number, including shared premises, stairwells, elevators, entrances, etc. The drawing contained the metric parameters of walls, doors, windows, etc. The area of all rooms in the apartment was also indicated. The graphic representation took into account a specific scale.
Each sheet contains a signature and full name. responsible person, necessarily affixed with the seal of the organization.
Who issues
Until 2013, BTI employees were responsible for issuing this document. Since 2013 – cadastral chamber – branches of Rosreestr. Today, instead of the above paper, an extract from the Unified State Register is used in circulation, which is issued at the request of the owner via the Internet, MFC and Rosreestr.
How long does it take to do
The deadline for issuing the paper depends on the region and the method of submitting the application for its registration. In non-paper form, such documents are processed faster. Such deadlines are not established by law: the principle of “reasonableness” applies depending on each specific situation.
Validity
The USRN extract is valid for the same period as the cadastral passport was previously valid:
- the update must be carried out upon the fact of making significant changes to the object itself, after which updating will be required;
- the period for assessing the value of real estate cannot be less than once every 3-5 years;
- an important nuance - regardless of the fact that the validity period of documents is not fixed by law, in order to submit a document to a court, notary or bank employee, the document must not be older than 1 month;
- When signing contracts for the purchase and sale of real estate, it is recommended to use a document no older than 3 days from the date of receipt. Guarantee of the reliability of information about the object of the transaction.
Price
The price of the document depends on the method of obtaining it according to Order No. 291 of May 10, 2021 of the Ministry of Economic Development of Russia:
- for individuals the cost was set at 300 rubles. for the electronic version of the document and 750 rubles. – for a document printed on paper;
- for organizations – 600 rub. and 2,200 rub. respectively.
Free cadastral passport
Cadastral passport in a modified form, i.e. EGRN is provided on a reimbursable basis. Therefore, it is necessary to pay a state fee to obtain it. Only limited information is provided free of charge, without indicating the owner of the apartment - his full name, the presence of circumstances, such as various restrictions, as well as the history of the apartment. Therefore, it is not recommended to complete a real estate transaction with an out-of-date extract.
Do I need a cadastral passport for an apartment?
To understand why a document reflecting State Cadastre information is needed, you need to list government procedures that cannot be carried out without providing this document:
- Registration of ownership rights to a new building.
- Registration of transfer of ownership in Rosreestr (for secondary housing).
- Concluding a loan agreement for the purchase of real estate.
- Checking the legal purity of the apartment during negotiations with buyers.
- Legalization of redevelopment or refurbishment of living space.
- Litigation regarding residential premises (eviction, challenging inheritance, etc.).

Contacting the local branch of Rosreestr is the option that first comes to mind if you need to obtain information on real estate and an extract. A visit to these government agencies allows you to obtain the necessary information from the State Cadastre as conveniently and comfortably as possible. The advantages of contacting Rosreestr are:
- speed of consideration of the request and generation of the required document;
- lack of queues (explained by the core activities of government institutions);
- the opportunity to fill out the missing documents on the spot to obtain a cadastral passport for the apartment (read on what documents are needed).
The only drawback is the need to apply only on weekdays and at a certain time (Monday-Friday, from 9 a.m. to 6 p.m.). This schedule is not always convenient for the working population.
Where to get a cadastral passport for an apartment: alternative options
In 2022, citizens who want to receive the necessary paper with information from the state cadastre have several alternative options available:
- Obtaining a cadastral passport for an apartment at the MFC. They also work on Saturdays. But since MFC employees issue not only extracts from the State Cadastre for apartments, but also provide a wide range of public services, you will have to wait your turn.
- Registration of the document on the Rosreestr website. Allows you to receive the necessary services around the clock, without weekends and holidays.
- Cadastral passport for an apartment through State Services. To receive services online, you will need to register and identify yourself (at MFC branches).
How to obtain a cadastral passport for an apartment
For each of the available methods of obtaining an extract from the State Cadastre for an apartment, there is its own algorithm of actions:
- In a government agency. Citizens must first prepare a complete package of documents and also pay a state fee. A responsible employee of the MFC or Rosreestr will help you fill out the application for an extract.
- Through the Internet. You will need to fill out the online application form yourself, enter the details of the available documents, and also pay the fee in any convenient way (transfer from a card, electronic money, etc.). You must select the document format to receive (hard copy or electronic version). - Power of attorney (if required).
WAYS TO OBTAIN
Receiving paper is available in several ways:
- In the local authority of Rosreestr. In this case, the person writes an application and submits the above documents with it. Information about the object number in the registry is also provided. Transferring the number is not necessary, but this nuance will significantly speed up the registration process. The document is prepared within 5-7 days. The day of receipt is indicated on the client’s application. The latter is issued in 2 versions, one of which remains with the authorized body, and the second is returned to the applicant. The presence of such paper allows the owner to demand from the executive body the timely provision of services and an explanation for the delay. It is worth noting that the application can be submitted to Rosreestr personally or a representative can be engaged for this purpose. If the second option is chosen, the person must have a power of attorney.
- Through the Internet. If the self-visit method is not suitable, you can make it simpler - perform the necessary manipulations through the State Services resource. You must first pass authorization and log into your personal account. Next, the appropriate option is selected through the menu and the necessary information is indicated.
- Through MFC. If there is an MFC branch in the city, you can fill out an application and submit a package of documents for registering the garage with this body. To avoid standing in line, it is worth making an appointment in advance.
- By mail. An alternative solution is to transfer documentation and applications by mail with a list of papers. The disadvantage of this option is that the registration process is delayed for a maximum period due to possible delays.
How much does it take to get a cadastral passport for an apartment?
The length of time you wait for the required paper to be ready directly depends on the chosen method of receipt:
- Rosreestr. From the moment of contacting the government agency, it will take about 5 days before the applicant receives a notification that the paper is ready (phone call or SMS message).
- MFC. If a citizen uses, he will be able to receive an extract in 7-8 days. The extension of the period occurs due to the fact that the existing applications are taken by MFC employees to Rosreestr to be filled out, and then picked up and handed over to the recipients themselves.
- Online. The paper version will be available within 4-5 days from the date of application. If you order an electronic version of an extract from the State Cadastre through State Services or the Rosreestr website, you can receive it in 1-2 days.
If the property is registered with the State Cadastre for the first time, the period for preparing the extract will be at least 20 days.
Where to apply for paperwork?
Many people are interested in where to go to order a CP or an extract. In fact, there are several options for documentation:
- contact Rosreestr;
- visit the MFC and submit an application;
- go to the official website of Rosreestr and fill out the document online.
When filling out an application through the website, you can choose one of the options to obtain the necessary information:
- electronically, by e-mail;
- in paper form, through the post office;
- in paper form at the Rosreestr branch.
An important point is that not only the owner of the living space, but also any other citizen can order the document. Information posted in the cadastre is publicly available.
Price: how much does a cadastral passport for an apartment cost?
Sometimes it becomes necessary to obtain a cadastral passport for an apartment. The price will depend on whether the living space is being registered for the first time or whether the owner needs a copy of an important document for the apartment:
- Initial registration with the State Real Estate Cadastre (GKN). Receiving an extract is the end of a long work with the participation of BTI employees. The total cost of expenses in such a situation varies from 3 to 10,000 rubles (services of a BTI specialist + state duty at each stage of the procedure).
- Obtaining an extract for real estate registered with the State Property Committee. To register and receive a document, you only need to pay a state fee of 200 rubles for individuals and 600 rubles for legal entities.
- An electronic version of a document containing information from the State Cadastre costs 150 rubles for ordinary citizens and 300 for representatives of companies and organizations.
Validity period of the cadastral passport
The validity period of the cadastral passport for an apartment is not limited. Once received, a real estate document does not lose its relevance over the years (in the absence of redevelopment and re-equipment inside the residential premises).
Important! Once every five years, the value of all real estate objects registered with the State Property Committee is assessed. The value of real estate objects changes in accordance with current market prices.
If the extract from the State Cadastre has not been changed for a long time, problems may arise if it is necessary to use information about the value of the property indicated in this document. There are two options to solve the problem:
- get a new document;
- You can order an extract from the cadastral passport for the apartment about the cost as of the current date.
The document contains a column indicating the date of the last examination. This number is the starting point for the 5-year cycle. It is enough to periodically check your real estate documents in order to replace them on time at an affordable price (200 rubles state duty for individuals).
How to make changes and get a copy
Changes to the cadastral passport of an apartment are made upon the personal application of the property owner. The reason for changing the document is any metamorphosis that has occurred with the apartment:
- redevelopment;
- change in area;
- renaming an object;
- postal address;
- change in non-address characteristics;
- transfer of ownership, etc.
In addition, the need to change an extract from the State Tax Code issued earlier may arise if errors or inaccuracies in the information are discovered. For example, a mismatch in the address and/or identification number of a residential property.
The most comfortable and convenient way to make changes to the State Cadastre is to fill out an online form on the Rosreestr website. The action algorithm looks like this:
- Collection of necessary documents.
- Scan each of them to obtain an electronic version.
- Payment of state duty in accordance with the established tariff.
- Scanning a payment receipt.
- Registration on the Rosreestr website and choice;
- Filling out an application on the official website of Rosreestr.
- Application of scans of documents and payment invoices.
- Waiting for the application to be reviewed and a decision made.
- Receive confirmation of changes made.
How to restore a cadastral passport for an apartment
Restoring an extract from the State Cadastre for an apartment is necessary in the following cases:
- loss or theft of real estate documents;
- damage (filled with liquids, torn, painted by children, etc.);
- ink fading;
- deterioration of paper from old age;
- softening, etc.
Important! In all cases, except for the loss or theft of documents, it is necessary to urgently replace them while specialists from the State Cadastre or Rosreestr can sort out the information written in the old passport.
In the absence of an extract, the document is restored only after measurements of the living space by specialists are carried out. This process is long and expensive, so it is important to treat the document with care, trying to keep it in decent shape.
If you order the restoration of an extract from the State Cadastre for an apartment, it means you are its legal owner. Other persons do not have the right to such actions. If the property is in shared ownership and there is a need to restore the passport, the consent of the remaining owners must be provided in writing.
HOW TO LEGALIZE A GARAGE THAT WAS BUILT WITHOUT A PERMISSION?
There are situations when a person has built an object and plans to decorate it later. Such actions are called unauthorized construction. There are three possible options here:
- The citizen did not obtain a building permit at all.
- The building on which the garage is built is not suitable for this type of construction.
- During the construction of the facility, legal requirements were violated.
The most difficult situation is when the garage owner cannot confirm ownership of the land. There are two options:
- The plot is not privatized, but the person owns a garage. To register a land plot with the help of Rosreestr or local authorities, it is necessary to submit a lease agreement or a paper confirming the fact of ownership of the plot. This helps even if the building is not assigned an address.
- A person has no right to use the allotment. This is possible if the garage was built before 2006, and due attention was not paid to the documentation. According to current rules, the owner must file a claim and apply to a judicial authority. The latter, if there are grounds, decides whether to transfer the land into ownership or not. It is worth considering that the court may order the transfer of the site to the city.
