Who issues?

A technical passport is drawn up during the inventory procedure. The original document is stored in the BTI. Therefore, you need to contact this organization to obtain it.
Citizens are accepted on a first-come, first-served basis. At the same time, the time frame for processing the document in the BTI is minimal, since the request is submitted directly to the institution that prepares technical passports. You can also apply for the necessary paperwork through the Multifunctional Center.

This is an intermediary institution between citizens of the country and government agencies. Operates in single window mode. Reception is by appointment only. This is convenient for busy citizens and eliminates the need to wait in a long line. But the time frame for preparing a technical passport has been increased due to the sending of documents.

You can also order the issuance of the necessary paper from private companies that act as intermediaries. But you need to take into account that in addition to the duty to the BTI, you will have to pay for the services of a company specialist. You can’t count on quick preparation of the technical passport. This is due to the time spent sending documents and the workload of specialists.

When choosing a private company, you need to make sure that it employs certified employees who have the legal right to carry out the inventory procedure.

Advantages and nuances of developing a product passport

The document accompanies each product unit throughout its entire life cycle.

A correctly compiled technical passport provides:

  • the opportunity to obtain a certificate of conformity for products and start selling products throughout the EAEU;
  • consumer safety when working with a specific device;
  • storing important and useful information about the product on a single form;
  • knowledge of the operating features of equipment, requirements for its transportation and processing.

How to take it?

Not all citizens know how to make a technical passport for a house. This creates a number of difficulties when such a document is needed urgently. Regardless of where the applicant is going to apply, to the MFC or BTI, the algorithm of actions will be the same.

The instructions for obtaining a technical passport consist of the following steps:

  • preparation of a package of documents;
  • visiting a private company or government agency specializing in the preparation and issuance of technical passports;
  • filing an application;
  • payment for services;
  • waiting for a visit from a specialist to take measurements and inspect the premises;
  • obtaining a technical passport.

You can submit a request through the official BTI website or the State Services portal. Delivery of the finished document by Russian Post or courier is available. This is convenient for busy people who do not have free time to visit government agencies. Such a document contains all the necessary information about real estate. Using electronic papers is more convenient. In addition, this eliminates the possibility of losing the document. A technical passport may be required for a private residential building or apartment in a high-rise building. You need to know the specifics of drawing up such a document in each individual case.

What is a technical passport of non-residential premises?

One of the requirements for any building when putting it into operation is the issuance of a technical passport. The obligation to draw up this document is stated in the Regulations on state accounting of housing stock in the Russian Federation No. 1301 of 1997.

Clause 1 of this law defines the goals and objectives of state registration of buildings: this is obtaining information about the location, quantity, improvement and condition of real estate objects. According to paragraph 4, technical accounting is handled by BTI .

What is a technical passport of non-residential premises? This is a document that includes information about the technical characteristics of the premises and its condition. It is issued to the owner of the premises based on the results of inventory and accounting.

What is it needed for?

The document reflects all the current characteristics of the object. Information about them is needed when completing a number of procedures and legal actions. It may be needed in the following cases:

  1. when carrying out redevelopment or its legalization;
  2. to calculate shared ownership;
  3. to change the status of real estate (transfer from non-residential to residential and vice versa);
  4. for registration of mortgages and mortgages on real estate for the bank;
  5. upon receipt of an insurance policy for real estate;
  6. for privatization;
  7. to assess the market value of the object;
  8. when drawing up a lease agreement;
  9. to enter into inheritance;
  10. when putting the building into operation;
  11. to recognize the premises as unsafe;
  12. when drawing up a contract of sale, exchange and deed of gift;
  13. when issuing a cadastral passport;
  14. if there is outdated information.

Thus, a technical passport may be required in various institutions and government agencies to carry out certain operations with real estate.

Content

The form and content are prescribed in Order of the Ministry of Economic Development No. 244. The characteristics of the object, which must be reflected in the technical passport, are determined by Order of the Ministry of Land Construction No. 37. It states:

  1. location of the property and its current use;
  2. floor;
  3. year of construction and commissioning;
  4. information about major repairs;
  5. physical deterioration;
  6. information about the owner of the premises;
  7. registration data: inventory number, federal number, number in the unified register;
  8. total area and area of each individual room;
  9. ceiling height;
  10. characteristics of utilities: heating system, sewerage, water supply, etc.;
  11. type of finishing material and floors: description of the material and characteristics of floors, roofs, ceilings, load-bearing structures, floors, windows, etc.;
  12. condition and structure of the foundation;
  13. book value;
  14. explication;
  15. floor plan.

Validity

If previously the technical passport had to be updated every five years, now this is not required. At the moment, the validity period is not established by law. However, if the technical characteristics of the premises change, the data specified in the passport loses its relevance.

This means that a document with outdated information cannot have any legal force. If the owner has carried out redevelopment or reconstruction, which entailed a change in internal and external boundaries, then he will need to make changes to the passport.

List of required documents

Before contacting a government agency to apply for a technical passport in 2019-2020, you need to prepare a package of documents. If any papers are missing, problems may arise.

You should prepare the following set of documents in advance:

  • taxpayer identification number;
  • civil passport or other identification paper;
  • statement from the owner of the immovable property or his representative;
  • a document confirming ownership of an apartment or house (this could be a purchase and sale agreement, a certificate of inheritance, etc.);
  • receipt for payment for the service;
  • old registration certificate (if available);
  • power of attorney (required if the documents are submitted not by the owner of the object, but by his representative).

In what cases is it required?

A passport is required when concluding contracts for the supply of products. Before purchasing, the customer always studies the technical parameters of the product and only after that decides whether he needs such a product or not.

The document is also in demand during the process of using the object. It is designed to ensure safety for the user and the environment.

In addition, a product passport is required for certification or declaration. The conformity assessment procedure is extremely important for an entrepreneur, because after completing it, unhindered trade in equipment in the countries of the Eurasian Economic Union becomes possible.

How to recover a lost document?

If the registration certificate for a dacha, apartment building or non-residential building is lost, then you need to restore it. To do this, you must contact the Technical Inventory Bureau and submit a request. You can write an application to restore your existing passport or to draw up a new document.

The second option is suitable for situations where the room parameters have been changed. To restore the registration certificate, you need to prepare a number of documents in advance.

It is recommended to inquire about what package of papers is required by calling the BTI. It is better to write an application for restoration of a technical passport at an appointment with a specialist. This will eliminate mistakes when drawing up such paper.

Production time and validity

The deadlines for obtaining a technical passport are determined at the legislative level. Two weeks are allotted for preparing the document from the date of the applicant’s application. But, depending on the situation, the procedure may take longer. The time required for issuing a premises passport increases when the area is large and there is a need to inspect adjacent buildings.

Technical passports for houses with an area of more than 1000 sq.m. issued within 21 days. As a matter of urgency, the document is issued within a week.

When contacting the MFC and intermediary private organizations, the preparation period increases by 2-4 days. The validity period of a technical passport for a house or apartment is not established at the legislative level. It is recommended to carry out an inventory every five years.

There are no penalties for failure to comply with this rule. Therefore, few property owners update the registration certificate every 5 years. Typically, re-issuance of such a document is carried out in the event of a change in the characteristics of the building.

Prices of BTI and intermediaries

The price of a registration certificate for a country house or apartment varies widely. This is explained by the fact that the Technical Inventory Bureau is a self-regulatory structure. It has the right to carry out commercial activities and set its own prices. The cost of BTI services varies in different areas.

The price depends on the following factors:

  • square footage of the room;
  • the organization to which the application is being submitted;
  • the time frame within which the technical passport must be prepared;
  • the complexity of the work of a BTI specialist;
  • the need to deliver the document.

If a technical passport is ordered from the BTI for a house with an area of up to 1000 sq.m., then you will have to pay about 1200 rubles. If the square footage of the object is larger, then the costs can reach up to 8,000 rubles.

When contacting intermediary private companies, the costs will be from 2900-3000 rubles. If the document is needed urgently, then the cost of the service will start from 3000-5000 rubles.

Important benefits

A product passport is a document that systematizes the most important information about an object. Thanks to it, you can avoid emergency situations at work and at home, protect the user from potential risks, organize proper work at the enterprise, and ensure compliance with safety requirements.

Human life and health depend on the accuracy and completeness of technical documentation, which is why it is so important to develop a passport taking into account current legislative norms.
