Features of the new plan
The new document will allow you to easily determine the location of the building. It consists of eight pages, which includes an extract for the land plot with coordinates.
Three pages contain a graphic of the building: location on the plot of land and numbered turning points. The rest of the document makes it possible to find out information about the customer and contractor, characteristics and purpose, as well as the total area of the building.
The technical plan must be completed only for newly commissioned facilities!
What is a technical plan?
The technical plan serves as the basis for registering an object for cadastral registration and including information about it in the Unified State Register of Real Estate. It must be included in the package of documents necessary to conduct a legal transaction with real estate. The form and content of the document are described in Federal Law No. 218-FZ Art. 24.
Technical plans are drawn up for finished and unfinished objects. It consists of two parts – text and graphic. The text section contains the information required for entering into the Unified State Register of Real Estate and information about the geodetic basis used in preparing the document.
The description of a building, structure or construction complex is prepared on the basis of design documentation or a technical passport (if it was developed before January 1, 2013). The text part contains information about:
- squares;
- number of floors;
- presence of auxiliary buildings;
- building materials used in the construction of a house or other facility.
The graphic part consists of:
- Floor plans, individual rooms or parts thereof.
- Schemes of the land plot indicating the location of each property.
If there is an unfinished object on the territory, it is tied to the site by determining the coordinates of the characteristic points of its contour.
Using the technical plan:
- put the facility into operation;
- they register buildings with the state and receive a cadastral plan;
- correct data entered in Rosreestr after reconstruction, redevelopment and other work leading to changes in the technical characteristics of the building;
- correct cadastral errors.
To register a lease, a technical plan is required if redevelopment is carried out on the allocated part for the tenant’s purposes. The document is accompanied by a diagram describing the boundaries of the allocated area, its area and location in the building.
There are special requirements for describing linear objects. Since they mostly pass through several land plots, the technical plan reflects their exact geodetic coordinates, contours and boundaries.
The development of technical plans is carried out by cadastral engineers with appropriate certification.
What do you need to know when preparing such documents?
- the main difference between a technical plan and a technical passport is the presence of real estate coordinates;
- To register property rights, only a cadastral passport is required;
- the cost of drawing up a technical plan depends on the condition of the building;
- The time frame for registering an object during its registration takes 3 months;
- a registration certificate may be required for real estate assessment or for any transactions;
- a technical plan is needed when putting a property into operation or when redeveloping it.
Since 2021, all objects (apartment, private house, commercial premises) are described in the same way, using a single form. You can order a technical plan from any commercial organization that has the appropriate license, or via the Internet using the State Services portal. For this you will need the following documents:
- owner's passport
- check confirming payment of state duty
- title documents
- technical passport, if available
- commissioning certificate
- permission for redevelopment
Thus, the technical plan is an almost identical copy of the technical passport, improved by adding information about the coordinates and specific location of the property.
About the technical passport
A technical passport is a document that reflects information about the area, number of floors, and number of rooms in the house. The diagrams show the location of windows, doors, balconies and loggias, walls and partitions. the graphic part consists of:
- floor plans;
- explication of premises.
The text section of the technical passport indicates:
- Square footage and footage of the building and all its components, including technical, auxiliary and operational premises. Common areas are also marked.
- Inventory cost (primary).
- Years of cocking and planned major repairs.
- Construction materials used in the construction of foundations, walls, ceilings and other building elements.
- Schemes of engineering communications.
- Numbers – cadastral and inventory.
- The actual address of the object.
The technical passport is prepared by BTI specialists. They also carry out all the necessary measurements of structures, the building as a whole and individual rooms.
The form of the technical passport for an individual housing construction project was approved by Order No. 244 of the Ministry of Economic Development of the Russian Federation dated August 17, 2006.
The first passport for the facility is prepared after its commissioning. It is stored in the BTI under an individual inventory number. Information about it is provided:
- property owners;
- management companies;
- cadastral engineers;
- government agencies.
A technical passport is required when:
- drawing up a reconstruction project;
- development of operational documentation;
- sale of property: the buyer has the opportunity to compare the condition of the object recorded in the documents with the current one;
- transfer of real estate by inheritance;
- housing privatization;
- dividing real estate into shares;
- when applying for a mortgage: the bank requires you to provide all technical documentation for the house or apartment, including your passport.
When calculating the state duty on inheritance and accounting for fixed assets of an enterprise, you can use the inventory value of the object indicated in the technical passport.
What are the differences between a technical data sheet and a technical plan?
Often, people who contact the BTI of the Lipetsk region do not quite understand what the difference is between documents such as a technical passport and a technical plan. In this regard, I would like to talk in more detail about these documents.
How are a technical plan and a technical passport similar?
The essence of the technical passport and technical plan is to list (reflect) the characteristics of the property, but the need to prepare these documents depends on the “tasks” that customers set for themselves: individuals or legal entities.
Features of preparing a technical plan
A technical plan is a document that is drawn up in relation to all real estate objects (buildings, structures, unfinished construction objects, premises, parking spaces), except for land plots. You will need it for cadastral registration of a real estate property, with subsequent state registration of ownership of the corresponding object, or in connection with a change in the main characteristics of the object, for example, after reconstruction of a building, structure, or after work related to the redevelopment of the premises.
To prepare a technical plan, you can contact the BTI of the Lipetsk region and conclude a contract for cadastral work.
Please note that for cadastral registration, the technical plan must be submitted in electronic form. If you additionally need a plan in paper form, then this must be provided for (reflected) in the contract agreement.

At the same time, I would like to note that the main documents that must be provided to the cadastral engineer to prepare a technical plan include:
- design documentation, including if the plan is drawn up for the premises (parking space). In this case, documentation is needed for the building (structure) in which it is located;
- construction permit, if the technical plan is drawn up for an unfinished construction project;
- if the object is a room or parking space, then a permit is required to commission the building (structure) in which it is located;
- a declaration on the property, if the preparation of project documentation and the issuance of permits are not provided for the property.
Features of obtaining a technical passport
A technical passport is a document that contains technical and other information about a property related to ensuring that residential premises comply with established requirements and is necessary for its registration in the housing stock. It should be noted that only specialized state and municipal technical inventory organizations for the purposes of housing stock accounting have the right to carry out a technical inventory of objects related to the housing stock and issue technical passports for housing stock objects.
Thus, if you need to obtain a technical passport, you need to contact the BTI of the Lipetsk region. The relevance of producing technical passports is also due to the fact that a technical passport is necessary:
- when transferring residential premises to non-residential premises and vice versa;
- when renovating or remodeling a residential premises.
Also, a technical passport may be required by the bank to obtain a mortgage loan.

When is a technical passport required?
Currently, in accordance with paragraph 5 of Art. 19 of the Housing Code of the Russian Federation, state accounting of the housing stock, along with other forms of its accounting, must provide for its technical accounting, including its technical inventory and technical certification with the issuance of technical passports of residential premises.
The technical passport contains technical and other information related to ensuring compliance of residential premises with established requirements.
The technical passport does not have a validity period; changes are only made to it if any characteristics of the object have changed.
A registration certificate may be needed in the following cases:
- transfer of residential premises to non-residential premises or vice versa (clause 3, clause 2, article 23 of the RF Housing Code, article 25 of the RF Housing Code);
- registration of reconstruction and (or) redevelopment of residential premises;
- obtaining a mortgage loan at the request of a bank or other credit organization, when a house or apartment is collateral;
- recognition of the house as unsafe (clause 45(2) of the Government of the Russian Federation of January 28, 2006 No. 47);
- privatization of residential premises.
