The difference between a cadastral number and a conditional number, what is the difference?

Today, all real estate that has undergone the registration procedure in Rosreestr must have a cadastral number - a unique digital identifier that is not repeated over time and throughout the country. But this was not always the case, namely, in addition to cadastral numbers, there were also conditional ones. Such metamorphoses still mislead many people, so it is extremely important for property owners to get an answer to the question: “the difference between a cadastral number and a conditional number, what is the difference?”

What is the cadastral number of a property?

In our country, all real estate properties must be registered in Rosreestr. This accounting procedure is a kind of confirmation on the part of the state of the fact of the existence of objects within the legal framework, about which the corresponding notes are made in the Unified State Register of Real Estate (hereinafter referred to as “USRN”). When entering information about objects into the Unified State Register, for identification purposes, they are assigned unique digital codes, namely cadastral numbers , which act as the main characteristics of the objects and are subsequently indicated in: certificates, extracts from the Unified State Register, tax documents, sales contracts, etc. .d.

A cadastral number is not an arbitrary set of numbers and symbols; in order to determine it and assign it to each property, Rosreestr carries out a cadastral division of our entire country.

Important nuances

To conduct transactions for the alienation of a house, apartment, land plot, garage, technical buildings, and other real estate, you must have a cadastral number. Also relevant documents confirming the implementation of the required procedure for real estate assessment and land surveying to determine the exact boundaries, territory and area. When official documents with appropriate signatures and seals are needed, they can be ordered online from websites and received by registered mail or at the nearest branches of the relevant government agencies.

In 2015, a law was adopted on the unification of the State Real Estate Cadastre and the Unified State Register of Real Estate Rights. This greatly simplified the process of finding information associated with an individual number. But in practice, the apartment owner may be refused to issue the appropriate passport. This usually happens when the work was carried out and the document was drawn up before the merger of two authorities. Because the passport may contain incomplete or irrelevant data about the object.

There may be situations where one property is assigned two cadastral numbers. This leads to double payment of tax on one plot, that is, for both numbers. To solve this problem, you should contact the relevant state cadastre authorities - Rosreestr, Unified State Register of Real Estate, the cadastral chamber, and the tax office. You need to have identification documents, ownership papers, cadastral passports or extracts with you.

Both documents must have the same cadastral value; when considering the issue, only one can be left. There may be negligence and incompetence of some representatives of the organization's employees. In this case, the only way out is to go to court. If the court decides in favor of the plaintiff, one number will be left and the amount of tax will be recalculated.

What does the cadastral number of a property consist of and how is it formed?

The territory of Russia is divided into cadastral districts, which are divided into districts, which in turn are divided into blocks, within the boundaries of which real estate objects are located. All units of cadastral division are assigned registration numbers and names.

So, a cadastral number is a set of registration numbers of cadastral division units and the serial number of an object, separated by colons.

Let's look at a specific example to visualize the structure of a cadastral number. So, a plot of land located at the address: Moscow region, g.o.g. Podolsk, st. Kirova, 4 has a cadastral number 50:55:0030221:3 where: 50 is the number of the cadastral district, in our case it is the Moscow region; 55 – the number of the cadastral district in the district, namely the city. Podolsk; 0030221 – number of the cadastral quarter in the district; But 3 is the direct serial number of the plot in the cadastral quarter. By the way, if a property is removed from the cadastral register, its cadastral number cannot be transferred to another property, i.e. its reuse is excluded.

What does a cadastral number look like?

The cadastral number looks like a set of numbers separated by two dots. For example: 00:00:000000:00 (depending on the region, the number of digits may vary significantly). This should not be confused with the property rights number (00-00/00-0000/0000-00). Each group of numbers contains special information, namely:

000000000000
The first two digits indicate the district where the land plot or apartment is locatedThe following numbers indicate the cadastral region. It is usually identical to the area code Cadastral quarter. The number is unique and will not be repeated on the territory of the Russian Federation The last digits directly indicate the site number. Usually different from actual numbering

What is a property reference number?

For objective reasons, real estate accounting has always been carried out, although at different times in different ways, and in different ways even for different types of objects. So, with the advent of privatization in our country and the new land legislation being published, the need arose to identify plots using cadastral numbers. In turn, capital construction projects (buildings, structures, structures) were assigned so-called conditional numbers . Due to the extremely unfinished land legislation (new amendments and regulations are still issued every year), over time, a law on real estate registration appears, which defined and formed a new accounting procedure. Subsequently, the conventional numbers of capital construction projects were abolished and replaced by cadastral numbers, which were more structured and consistent in their formation. At the moment, conditional numbers can be assigned to land plots only on location diagrams and territory surveying projects, in the process of forming such plots.

The cadastral number of a land plot is its number, which does not change and is not repeated over time and on the territory of the Russian Federation. It is assigned by the rights registration authority when entering information about a land plot into the Unified State Register of Real Estate. Please note that the cadastral number of a land plot is used for the purposes of cadastral registration and state registration of rights to it. It must be indicated in all information resources.

This number is unique and allows you to identify the site among other real estate objects. If a land plot is removed from the cadastral register, then its cadastral number cannot be assigned to other real estate objects. A cadastral number is assigned to a land plot based on its location. How a cadastral number is assigned to a land plot A cadastral number is assigned to each land plot: when it is registered for cadastral registration in connection with its formation or creation; when including information about a previously registered land plot. To assign cadastral numbers, the following division was carried out: the territory of the Russian Federation is divided into cadastral districts; cadastral districts - into cadastral districts; cadastral areas - into cadastral blocks. Each of these divisions is assigned a unique registration number, and districts and districts are also given a name. Moreover, each subsequent division unit includes the accounting number of the previous one. The detailed procedure for assigning cadastral numbers is given in Appendix No. 2 to Order of the Ministry of Economic Development of Russia dated November 24, 2015 N 877. The structure of the cadastral number of a land plot includes the registration numbers of all division units, since such a number consists of the registration number of the cadastral quarter in which the plot is located , colon and serial number of the record about the property in the Unified State Register of Real Estate within this quarter. For example, if the cadastral number of a land plot is 23:41:0102001:2, then: 23 means Krasnodar Territory, cadastral district; 41 – municipal formation of the city of Goryachiy Klyuch, cadastral district; 0102001 - registration number of the cadastral quarter; 2 - serial number of the record about the land plot in the Unified State Register of Real Estate. Does the cadastral number of a land plot change when its characteristics change? The cadastral number of a land plot cannot be changed. If the characteristics of a land plot have changed (for example, boundaries, in particular as a result of their clarification, the address of the plot or its area), then changes are made to the information about it contained in the Unified State Register of Real Estate. In this case, only the characteristic of the site that has changed changes. Therefore, the cadastral number of the plot remains the same. At the same time, keep in mind that in the event of a transformation of your land plot (that is, when it is divided, allocated, merged, redistributed - clause 46 of the Procedure for maintaining the Unified State Register of Real Estate), a new plot (new plots) will be formed. When they are registered with the cadastral register, he/she will be assigned a cadastral number as a new property. How to find out the cadastral number of a land plot? You can find out the cadastral number of a land plot from an extract from the Unified State Register of Real Estate. If you yourself applied for the registration of a land plot in the cadastral register, then you were given an extract to confirm its implementation (except for the case when you refused to receive it). It must indicate the cadastral number; using a public cadastral map - at the address of the land plot or by selecting its location on the map itself.

The difference between a cadastral number and a conditional number, what is the difference?

Visually, it is very easy to distinguish a conditional number from a cadastral number: for example, colons serve as separators for digital codes in cadastral numbers, and in conditional ones - a slash (slash) and a hyphen. The rules for assigning (forming) these identifiers are also different: if the cadastral number reflects the cadastral division of the country, then the conditional one was formed on the basis of:

  • numbers of the subject of the Russian Federation;
  • three-digit number of the subdivision of the territorial body (which made the decision on registration);
  • the year in which the registration was recorded;
  • and the serial number of such a record was indicated through a hyphen.

Moreover, for capital construction projects, the conditional number, as a rule, coincides with the registration record number.

Today, due to the merger of three services (registration, cadastre and BTI) into one (Rosreestr), absolutely all real estate objects, information about which is entered into Rosreestr, are assigned cadastral numbers. And despite the fact that new conditional numbers are no longer formed, those previously assigned have not lost their legal force and information about them is still stored in the Unified State Register of Real Estate.

What is a cadastral number and how to find it out

In accordance with the legislation of the Russian Federation, all real estate must have its own unique cadastral number. Thanks to it, you can highlight your property among hundreds of thousands of others located in Russia.

A property receives a cadastral number once, when it is registered in the cadastral register, and remains the same until the end of its existence.

Cadastral number structure

Now the cadastral number consists of several groups of numbers, each of which designates a specific unit of cadastral division (region, territory, quarter).

For example, let’s take a site in the Moscow region. 50:58:0100101:21 - land plot in Serpukhov.

  • 50 - Moscow region,
  • 58 — Serpukhov district,
  • 0100101 – cadastral quarter number,
  • 21 – land plot number.

Previously, conditional cadastral numbers of the form were used: 77:09:07 08 02:08:1:2 and rights registration numbers: 77-77-09/020/2008-082 or 88-13/08-3/2002-367.1 . If your certificate of ownership of real estate contains exactly these numbers, the article below will tell you how to get a new cadastral number.

Searching for the cadastral number of residential and non-residential premises by address is carried out approximately the same way using the following algorithm:

  • on the Rosreestr reference information page online, find the required non-residential building or apartment building at the address. You will see a list of all premises and apartments. Next, we carefully look through all the rooms and look for what we need by area or other characteristics. This is a rather long process and requires minimal knowledge of real estate. Let's look at a faster process below:
  • an extract from the Unified State Register or a cadastral passport is ordered at the address or cadastral number for a building or residential building. It will contain all cadastral numbers of residential and non-residential premises. Next, we select a room that suits us based on area and floor.
