What is the cadastral number of a real estate property, and how does it differ from a conditional one?

The Land Legislation that emerged in 1992 set new parameters for land registration and maintenance of the state land cadastre. Requirements for the emergence of new forms and types of accounting were based on the collapse of Soviet legislation and related land accounting norms. From the designated period, digital codes were introduced that indicated the location of each site in the array.

But they were brought to a single legal basis only in 1996, when the accounting nomenclature was fully formed. At that time, they were defined as current accounting units of allotments; the term “conditional” or “old” was not used in their address at that time.

In 2007, Law No. 221-FZ on the State Real Estate Cadastre (GKN) entered into accounting standards, which introduced the powers of the registering authority to carry out registration and accounting of not only lands, but also capital buildings erected on them. Accordingly, the accounting rules have changed, it was necessary to introduce new registration standards that take into account the totality of the encryption of the register of lands and buildings.

These positions of the legislator determined that the previous accounting standards that existed in the period from 1996 to 2007 are not relevant, and the numbers were recognized as “conditional” or “old”.

Cadastral or conditional number: what is the difference

First of all, the old version differs from the new one in appearance. It contains more characters than the new one. This is due to the fact that the number included not only the code of the land plot, but also the code of the property. In modern codes adopted after the law on the State Property Committee came into force, buildings are registered under separate cadastral numbers.

You can understand how a conditional number differs from a cadastral number by counting the number of sectors. There are exactly four of them in the new one. Each is separated by a colon. There are more of them in the old code, taking into account the registration of buildings. If the memory has no buildings at all, the fifth sector has a zero sign. And if the land plot has not been registered, the fourth sector is filled with two zeros.

Decoding, obtaining additional information

The set of numerical values ​​in is selected in accordance with a special principle. Each numerical value contains certain information.

The outdated cadastral number represents numeric characters that are not separated by hyphens or bars, unlike the new ones.

Each character has the following meaning:

  • The first two numeric characters indicate the code of the region in which the object is located;
  • The next two numbers indicate the county in which the information was entered into the registry;
  • The next two digits indicate the code of the authority that entered the information into the register;
  • The three numbers following them indicate the number of the book in which the records were kept;
  • The next 4 digits are the year in which the entry was made;
  • The last three digits of the entry are information about the serial number.

One property should not have two unique numbers

Property owners who have paper certificates of ownership of houses, apartments and land plots often worry about the number series indicated on the title page. Its format does not correspond to the format of a modern cadastral number. Therefore, citizens have doubts about this cipher, which looks like a long and incomprehensible code. What it is?

The numbers given in the certificate of ownership with delimiters in the form of slashes and hyphens represent the conditional number of the property (UNON).

Procedure for assigning ciphers

To find out the location of a private house, apartment or garden type property, accounting is required, after which a set of numbers can be assigned.

If we are talking about a land plot, then the governing body carries out cadastral registration. All objects that have the status of redevelopment or construction are subject to technical examination.

A data record is a document that describes all the information about real estate. If the building is under construction, then this information is also indicated in the final report of the governing body.

After completing accounting operations, the citizen receives a unique set of numbers - this is the property identifier.

Accounting is provided in several cases:

  • if the site is not developed;
  • construction work is underway;
  • absence of allotment in the Rosreestr database;
  • if it is purchased for the first time;
  • using a mortgage loan to purchase space.

Conditional number of a property - what is it?

Until 2000, real estate properties were assigned so-called conditional numbers. On their basis, real estate was recorded. In old certificates issued before the millennium, they are indicated. UNON coincides with the certificate number, and, like the cadastral one, is a unique characteristic of a real estate property. The presence of an old number only confirms that the registration of property rights took place in the last century.

The reform of the state cadastre led to the fact that in the early 2000s all UNON were officially replaced by cadastral numbers of real estate objects (KNON). At the same time, the assignment of new KNONs took place according to different standards.

But since the old certificates of ownership with conventional codes continue to be valid, UNON has not been de facto cancelled: they are taken into account in the information system. Although de jure they no longer exist (renamed). So it turned out that objects may have a cadastral or conditional number that have parallel circulation.

But in the state cadastral registration authority, one property can only have one number. (Two is nonsense).

Do I need to change?

It is not necessary to change the designated number, as it is relevant for real estate transactions. However, he says that there is no clear information about the site in the state cadastre records. Boundaries can be indicated conditionally or in accordance with old records, when land surveying was carried out on the basis of rough measurements.

Over a long period of use of the allotment, the established boundaries could change, shifting from the given coordinates. Therefore, replacing the number with a new one is putting the cadastral documentation in order , which is required for the purity of transactions and a conscientious attitude towards one’s own real estate.

The basis for updating the number is an application submitted to the MFC with the attachment of documentation on the survey carried out.

What is the difference between a cadastral number and a conditional number?

Currently, all information about real estate, including land plots, is located in a single information database - the Unified State Register of Real Estate (USRE), which was formed in 2021 as a result of the merger of the state cadastre with the Unified State Register of Real Estate.

EGRN is the only body that today maintains real estate records and registration of rights. The unique cadastral number has important legal significance and is used in all real estate transactions.

The conditional cipher today has retained only an informational meaning: knowing it, you can find KNON (through a search by conditional number), and then take an extract about the object from the Unified State Register of Real Estate.

Authentication Methods

Information about the property must be clarified with the governing bodies. It is recommended that you carefully read all the details so as not to fall for scammers.

Signs of a valid document:

  1. Designation. Pairs of numbers must be separated by a semicolon. Other designations are illegal.
  2. Availability of registration authority code. The name of the body responsible for information about the plot of land must be indicated. The registration cipher can be written separated by semicolons or slashes.
  3. Number of digits. Typically, this is a set of 13 digits, where each pair must be separated by a semicolon.

Fundamental differences between UNON and KNON

Differ:

  • principle of education No.;
  • format for recording numbers and their decoding in both no.

The first two groups of UNON numbers allow you to determine the geographical location of the object and registration.

An important feature of the cadastral number is that it systematizes a given object according to its position on the cadastral map, within the cadastral districts (CD), cad. districts (KR) and cad. quarters (QC).

An unimportant difference: both numbers differ in length (the conventional one is longer).

Property identification

Each piece of property (house, apartment, plot of land) must have a unique code, which is required for its identification.

Structure of a conditional number

The first two two-digit numbers with a hyphen between them are the codes of the subject of the Russian Federation (federal city, region, territory, autonomous district) and the municipal district where the registration took place.

Similarities between conditional and cadastral numbers. Both the conditional and cadastral numbers of real estate are unique. There are no objects with exactly the same numbers.

The numbers in both numbers are not in random order, but hide certain information behind them, which makes the cadastral and conditional numbers a kind of code that can be easily solved.

Both numerical codes are assigned only by an authorized organization - the Federal State Registration Service and its division, the Cadastral Chamber.

The cadastral or conditional number is an important identifying characteristic of real estate and is required to be indicated in all documents confirming the owner’s rights.

The main difference in these two digital codes is that a conditional number is assigned only to those real estate properties that have not undergone the cadastral registration procedure. If a land plot, building or premises is already registered in this way, then they are assigned a cadastral number. A cadastral number is often assigned instead of a conditional one, but it never happens the other way around.

A cadastral number is generated when real estate is registered with the Cadastral Chamber, and a conditional number is generated when documents are accepted for state registration in Rosreestr.

Conventional numbers were previously assigned to all premises, buildings, structures and structures, since their registration with the State Real Estate Cadastre was optional. But recently the situation has changed, and absolutely all objects are entered by the Cadastral Chamber into a special register and assigned a cadastral number.

Even if the property has previously been assigned a digital code, based on the number of the document receipt book, it will automatically be registered with the State Property Committee and assigned a cadastral number.

How to find out the old KN?

To begin with, let us clarify that it is not easy to find out the old cadastral number using a new one. The obtaining procedure itself is very simple, but the chance that the old cadastral number is not entered into the database is very high. You have two ways: either look at the old KN online on the Rosreestr website (the easiest and fastest way), knowing the new KN or the address of the storage facility. Or you can contact the MFC in person and submit a petition.
